Swiping Exemptions

We also have an extensive database outlining the weekly swiping compliance from every single unit in the Department (via an FOIA request) and it's amusing, especially after someone said that everyone at HQ swipes in every single day, without fail and no one ever misses a swipe out.

Anyone have a specific unit in mind?

A quick Memo to new Super Beck-Check ut all these exempt from swiping units and then ask yourself if any of them are really necessary for everyday operations.We can sure use some more swiping members out here on the street and not teams of 8 officers conducting a 1 bag buy-bust.

Sounds about right, some teams were on wires but the operation is over and They DO NOT SWIPE. If you pull the records then you will see that 3 whole teams that were working a wire on the far southside are not swiping in or out. Kimbles Pets

Well just as expected, a large number of people are allowed to continue scamming and working half days while the unconnected go by the rules and work the shifts they are paid for. Same with VRI. Only a few swipe out like the order says while others go home early without consequences. I guess Lightfoot only meant the unconnected need to swipe in and out.

To the best of my knowledge, the only ones on OCD who are exempt from swiping (189/191/193) are the officers who are assigned to federal task forces. The officers who are not assigned to a federal task force team still have to swipe.
Logistically, they often report to a federal building- and there’s no swipe machines there.
They also often start and/or end their shift outside if the city limits.
Much like the state police, units assigned take-home enforcement cars and covert vehicles often start their shift in the suburbs or on location, and end the same way. So one of the issues that has been brought up is that if they are on the way to swipe in in a department vehicle and get hit by another car in traffic- is it an on-duty accident, or not? From a liability aspect. And if you are off-duty, then why are you driving a city vehicle. The case has been made that with a take-home car your shift starts when you leave your home, and ends when you return. Interesting argument, but I don’t think it has been flying so far. Seems like most are swiping in and out.

Not sure what the justification for the other units would be, but for those people it makes sense.

OT just did the math on the CPS student drain. CPS spends 13k on each student so 6,000 fewer students means the CPS saves $78,000,000. So was or will their budget be cut by that ammount. If so just saved the midget almost 10% of her budget shortfall. More savings next year as student count will drop even more. Ashley that CPS spends that much and gets such lousy results. HS grads that read at 2 nd grade levels, and they demand more money and assistance. Maybe now with new contract they can get everyone to third grade level by the time they put in their 12 years.

Just so everyone knows the guys from 193 are assigned to federal task forces and report to either ATF FBI or HSI. The guys from 191 are assigned to Joint Terrorism Task force and report to FBI. The majority of the guys assigned to 189 are assigned to DEA task forces and HIDTA. There are no swipe machines at the Federal locations they report to..

Well if their not swiping. Then we should not be swiping!!!! Everyone needs to just stop doing it. Let them threaten to discipline the entire Chicago police department. Let them give a direct order to the entire Chicago police department after they learn we aren’t swiping and when we still don’t swipe let them get a CR number again on everyone. They won’t.. so just man up and don’t swipe. Too many yes men and house mice who are worried what their boss might say or that they might not keep a spot. Trust me, your not going to lose anything if ALL in the entire city follow suit

UNIT 121 IAD doesnt swipe? i have to guess they dont investigate anything too well or do overtime too? may be we should be looking into that overtime?


unit 140 9 person exempt BUT aint they the guys who were to review if a unit can have exempts? dont they all work at HQ they cant swipe at all???

unit 162 Record division? 2 person whose sole job is paper work but they cant swipe?

unit 189 narcotics 78 person all with take home cars? They cant swipe at any police station or other city building is it really that complicated?

unit 191 intelligence 18 officers hmm worked quite a few murder still dont know what they do actually have called that unit a few time on 3rd watch nobody answer.

unit 192 7 persons vice and assets forfeiture is this the unit that steal cash for the city and cases that have not been convicted?

unit 193 32 people gang intelligence more take home cars yet i rarely see any of those gang member chart any more posted! let me guess they let patrol officer know about wars on a map civilian work!

unit196 3 person asset forfeiture come on boss you and you clownish staff take cash from the inventory section and file paper work why would you not swipe in a that hidden office at HQ. clouted just stealing time on a 3 hour day.

Detached services 9 unit 543 hmmmm is this the mayors special security detail? must be toooo hard to swipe at city hall but they do have quite a bit of overtime.

Ot: did anyone see where a black sheriff in Florida was arrested for grabbing a 15 year old white female arrestee by the throat and slamming her to the ground and then dragging her to another room after she kicked him in the back of his leg while in the police station. The video was quite brutal, my question is why is this not being covered by the media? If the races were reversed i'm sure it would be national news and the members of the community would be protesting and burning all over Florida.

You know who also is "exempt" from swiping? Superintendent's Nurse/former driver/Girlfriend (CD) she is on the medical,Superintendent's "personnal" trainer (his hours are 1400/1700) His current driver J.B.(you can find him at his part time job at the airport) funny how he always swipes in there and his other driver "K" who don't have a clue but left the superintedent to pass out at the stop sign because he left his tour of duty....

Thanks for this thread SCC ! Last time we checked, HQ was at 4% compliance, and most districts severely under compliance. How about some transparency and show us the daily, weekly, monthly compliant numbers of each district and units. It would clearly show the ones who follow the rules and those that don’t. Theres no descipline because there’s too many that are non compliant. Even when this gets tied to payroll, Too many connected getting hurt in the pocket won’t last.

Again, blame any and all Patrol related Unit-Districts for the budget and use their 95% compliance to offset those Units that get to ignore swiping.

It has struck me that seeing as how the City and the CPD seem to always implement things that fail, how about trying this: Whatever the Masterminds dream up, try actually doing the opposite. This might work. Here is an example. Instead of making the ground Troops on the street swipe in and out, exempt them, and make all CPD Supervisors, and everyone at the Think - Tank at 35 street swipe in and out. If nothing else it would help to develop a new perspective, and after all we all know how these big Supervisory Geniuses love such terms such as "A New Perspective", etc. If nothing else it would be amusing. But then again, what do I know, I am already missing a few bricks. But my results from this theory probably would not be any worse than their highly paid for by the Taxpayers constant blunders. Try this theory in a few different areas and see what transpires.

Good point/argument. Surprised k9 isn’t on this list. They should be. That unit is about the ONLY unit that truly works from home. What gives? Are they covered if they get in an accident while driving home after their shift? What about that time they get to prep the dog and car? Would they be covered IOD if they got hurt while on that time doing a work related function?

If there’s an argument that they’re on duty once they enter the take home car then the argument for it will be easy and won’t be beneficial to the TFO’s. Leave your take home vehicle at the nearest police facility. When you arrive in your personal vehicle swipe in, you’re now on duty.
As far as arguing that you’re on the A&A’s at 0900 but swiping in before that so you can be at the fed building you’ll have to do what they tell everyone else, adjust your hours. TFO’s usually only “work” 4-5 hours a day anyway.

She is very weak , teachers only pay 2% into pension fund
CPD should demand the same , that’s a huge pay increase
Will Mayor end the Commander and above ranks to save pension fund , she can do that without any help from Springfield.
Pay them their last rank salary and a yearly bonus based on performance, they get to keep car , maybe adjust hours so the Street Deputy can be eliminated .

OK fine, so here's what you do...Call the 1st deputies office (CPIC for u shorttimers) and give them your name/swipe id# (which is different from your pc#,star#,or emp#), when you are reporting on/off duty. They will manually enter into the system for you. Just like you are supposed to call now for outlying courts with no court sergeant. Would that be that hard?

Great article in todays WSJ. Madison Wisconsin, the Midwest bastion of liberal politics, spends over $15,000 per student and has the worst graduation rate , reading and math rate of Wisconsin, with minorities at the bottom. How much you spend is not an indicator of how well the students will do. The city limits charter schools which do better overall. The goal of the teacher's unions is not the success of the students, but the success of the union.

I have a little less than 10 years on and it blows my mind on how much my perspective has changed since the beginning. I started out like many: doe-eyed, ambitious, and ready to prove my worth to the department and to the city. But year after year, you slowly get worn down when you realize that hard work isn't worth as much as clout. Unfortunately, I'm not an ass-kisser. I don't do Christmas parties and small talking with bosses is my equivalent to Chinese water torture. I still do my job competantly and apparently am one of the few suckers who actually swipes in and out. All of this stuff used to piss me off. But honestly, I don't really care anymore. This has just become a job. A salary. I don't care about promotions or being on a super secret squirrel team. It just doesn't do it for me anymore. Lately I've rediscovered things that used to interest me and am finally excited again to see what the future holds. This job has an amazing salary with benefits, but (and I'm sure that a lot of people will disagree with this) money isn't everything. Good luck to everyone out there. Take care of yourself.

OT just read that the chief NYC poverty Pimp Sharpton is being paid $1,000,000 a year from his charity, guess it is true charity starts at home. The IRS should be going after this POS. but this caused me to speculate what the Chief Chicago huckster, Jessie Jackson is taking down from his charity. There’s also lots of people in districts and other units that openly admit to swiping “once in awhile.” CAPS is a big offender. If you’re friends with the Lts or commander in your unit then you can do whatever you want. Swiping is only enforced selectively. If there’s no punishment then who cares

It's ridiculous that patrol officers swipe. Officers that work the beat in uniform are the only ones who have to show up on time for their tour and work the entire shift. If they try to scam, it's obvious and every one knows it. The specializes units who are exempt from swiping are the ones notorious for scamming and ditching work and getting covered for by their supervisors, because the supervisors scam too.

Yes yes yes - we all know specialized units have u/c vehicles and work out of federal buildings and out of the city limits. But there are alternative solutions to allow them to swipe, but no one wants to be the bad guy and make them do it.

When I worked days in 009 either the water or laborers would show up and swipe in/out at the station when they were doing field work in the area. I remember there being a group of them in the lobby more than once all waiting to swipe out.

I just don't understand why anyone working a task force or in a federal building can't do the same? I mean it's a small price to pay for your spot, right? Lol swing by a district and swipe in like the laborers do before field work.

Many years ago they were caught doing a residency on a CPD Officer.
But when challenged they could not prove the investigators were actually working or just claiming they were on clock!

Back during Barb West and Juan Rivera times.
They actually signed off on investigations where investigators were not present but filed reports and overtime slips!
It took only seconds for the three month investigation to fall apart?
But they all collected overtime and all were promoted!

The Sgt. in charge of this crap did the two day Lieutenant cheating investigation later and then retired........
Always follow the money!

And the officer of the residency was never living outside of city! Just ask the officer?

Its either everyone or no one. Any Unit that "reports to the field" can swipe at the nearest Chicago facility. We all have to live in the city so everyone is close to a fire house or police station. Any Unit that works out of 35th Street should be swiping period.

TFO's should be swiping as well, been there done that. I'm sure that the Fed's would allow a swipe machine in the lobby to keep all of the guys honest. Or they too can swipe at a Chicago facility near their homes.

Absolutely no reason EVERYONE isn't swiping.

It's so funny I came on in October 1995 and they were just installing the "Kronos" system. Swiping was suppose to follow soon afterwards. Now I am retired and never swiped once, lol.

My buddy is the police in Phoenix and regardless of where you work or rank everyone on the payroll has to swipe in. I don't see why there is an exemption for anyone to swipe in/out. You get a radio each day. Swipe in. If you work in the field/from home/take home car/task force then a there should be a swipe system installed at the FBI/DEA offices for CPD.

have them swipe in , that is where the tardiness comes in and supervisors do not take disciplinary action

Dock the tardy officers everyday , this can also be used for disciplinary punishment , promotions .
maybe try 1-3 times per month , not eligible for any merit promotions , sounds fair .

This unit is detached services they are the drivers for the city clerk the city treasurer and anyone else that is deemed to be politically democratic enough to have a Fri driver they are all paid Sgt’s pay get Sergeant Pension’s every last one of them you have to be heavy as an elephant to get in there and stay in there easy gig take-home car do whatever you want unlimited overtime.

I don't work there and haven't in two decades, so advising me to adjust my hours is entertaining. I've been making my own hours for eight years now.
But, UNDERCOVER officers, who work cases on sworn police, probably shouldn't be swiping anywhere they can be seen or identified.

Could be like RM, PO who got a do nothing spot in Forensics before the spot was even vacant. Her husband is a Sgt in the same unit on the same watch. Swiping out really put a cramp in her & her useless partner’s game. They work about 3 hrs a day, leave, and then magically reappear in time to swipe out each day. We all see her come back to the building pull her car right up in front of the guard shack at Homan, waltz in like she owns the place, swipe out & leave like it’s nothing. We ALL see you do this daily! People from other units there even comment on it. Can the rest of us who have to work a full 10.5 for your just as arrogant husband get the same courtesy?
