Watch for two chiefs to be demoted or put in their papers tomorrow (Friday). One Chief to 1st Deputy in the coming weeks and another two retiring by the end of the year. We’ll have a new Chief of Patrol, BOD, OCD and D unit by 01 January 2020.
Also, look for another former LAPD big wig that’s been working with CPD to be next Sup.
That would be the Malinowski character who's been setting up the Strategic Decision Support Centers (aka camera rooms) and working with the U of Chicago eggheads. He was Chief of Detectives in LA, so perhaps concentrating on the D-unit will be his big thing?

I agree with your premise. I find it sardonic that the news media, the rev-runs and the community speak of how the racist and corrupt police department (and they allude that it is the rank and file) must be reformed. Sure there has been rank and file people caught up in corruption but it is minuscule. The real corruption is the politicians, the administration, the criminal justice system including judges and lawyers and the upper ranks of the CPD. The clout promotion system (now disguised as merit) has destroyed the moral fiber and the morale of the police department. And everybody knows this. The media always talks about the code of silence as if police officers are in collusion with each other. What I found was the code of silence was people that should not have been promoted keep quiet about who their clout is and always say with a straight face, I was so surprised when I got promoted. Everybody kind of has an idea who on their clout was but they will never tell you, I made it on my own!
So when started to run for Mayor she should have had an idea of who she wanted for Superintendent and should have started the vetting then. This interim shadowing with two Superintendents is more waste of taxpayer’s. Put the new person in a have them do your hatcheting. None of the “reforms” will stop the shootings, killings and other crimes as this regime will use there ideas on how to reshape crime in Chicago. A lot of the large metro areas in the country are going with the socialistic progressive movement of eliminating the crime by not making it a crime anymore. We see the prosecutors dropping charges or plea bargaining. Our own Kim Foxx is a leader in this movement. On Fri 7 Nov 19 the Tucker Carlson Show had a blatant example of of a guy who murdered a victim and it was brought down to an assault. The victim’s mother explained the details. The show also had a teacher of 28 years on the job who explains how the teacher’s unions have turned Communist and how they are filling our kids full of propaganda. She said you have to pull your kids out and home school them.
So In Chicago our police leaders will change but it won’t stop the carnage but you the lowly rank and file will be reformed, by god!

Plenty of fine and hardworking men and women there, but also plenty of do nothings and supervisors who never should have been assigned. Let's not forget that when Jody Weiss took over, he was expressing his vision one week before being sworn-in as the Sup. Weiss was never a local cop in a big city, but he new what was needed somehow or he was a puppet and we dodge a Consent Decree then. Weiss was replacing Phil, who shrunk crime. Back then Mayor Daley gave Phil credit for a 4 year downward spiral on crime. We all got that crime reduction award because of Phil and that Leadership. So, here is my point if the current leadership in place was delivering on the mission and we were about to get an outsider with no ties or where to find the pulse of this Department. Guess what happened during the first 24 hours after being sworn-in Sup Weiss lobbed the heads off all the District commanders. I personally consider that a Hostile take over. They are the entitlement group that doesn't see a problem with CPD in it's current state. LL isn't anybody's sugar daddy and the cuts can be made deep since no loyalties are to be strained here. This is a time to cut serious dead weight off completely. Unfortunately their replacements will come from the same merit hack system that has plagued CPD for decades.
On the other hand, our pension system is going to take a hit with these sudden gold braid pensions. Maybe they could investigate a little deeper and fire a few of them and charge them criminally for misdeeds that have long been covered up by the culture of corruption. Just to set an example.

The Mayor just wants someone who is not tainted by “The Chicago Way”, and who will implement the drastic changes which she wants. The Mayor has been very angry with the appearance of Police Officers and wants someone to enforce the rules and regulations which have been ignored for decades. This will be very interesting.
I love the way Beck described his homicide clearance rate. Typical play on words. If you listen closely he says “the homicide rate in the south division is 80%...(short pause)...higher than the other divisions”. Wait!!! Is the clearance rate 80% in the south division? NOPE!!! It’s 80% higher than the other divisions meaning if another division has 10% homicide clearance rate than HIS was 80% higher or 18%. Hrs already shown he’s a master at manipulating those numbers.

Wouldn’t it be nice if a Superintendent didn’t know or care that someone’s father and grandfather had been a Deputy Chief or Superintendent and that meant they automatically were smarter than 98% of the department and therefore entitled to the same exempt rank? Tell me we all don’t know a few of those “blessed” souls. Sad part is that it happens all too often.

I find it sardonic that the news media, the rev-runs and the community speak of how the racist and corrupt police department (and they allude that it is the rank and file) must be reformed. Sure there has been rank and file people caught up in corruption but it is minuscule. The real corruption is the politicians, the administration, the criminal justice system including judges and lawyers and the upper ranks of the CPD. The clout promotion system (now disguised as merit) has destroyed the moral fiber and the morale of the police department. And everybody knows this. The media always talks about the code of silence as if police officers are in collusion with each other. What I found was the code of silence was people that should not have been promoted keep quiet about who their clout is and always say with a straight face, I was so surprised when I got promoted. Everybody kind of has an idea who on their clout was but they will never tell you, I made it on my own!
So when started to run for Mayor she should have had an idea of who she wanted for Superintendent and should have started the vetting then. This interim shadowing with two Superintendents is more waste of taxpayer’s. Put the new person in a have them do your hatcheting. None of the “reforms” will stop the shootings, killings and other crimes as this regime will use there ideas on how to reshape crime in Chicago. A lot of the large metro areas in the country are going with the socialistic progressive movement of eliminating the crime by not making it a crime anymore. We see the prosecutors dropping charges or plea bargaining. Our own Kim Foxx is a leader in this movement. On Fri 7 Nov 19 the Tucker Carlson Show had a blatant example of of a guy who murdered a victim and it was brought down to an assault. The victim’s mother explained the details. The show also had a teacher of 28 years on the job who explains how the teacher’s unions have turned Communist and how they are filling our kids full of propaganda. She said you have to pull your kids out and home school them.
So In Chicago our police leaders will change but it won’t stop the carnage but you the lowly rank and file will be reformed, by god!

The reporter stated that West is very smart and has the mayor's ear. He went on to say that mayor likes West. Hey Charlie, take a GOOD look at our exempt rank. Than ask about merit promotions. Every single chief except for Konow is a merit lieutenant. How can you possibly explain how that many people couldn't do well enough on a promotional exam to be promoted by rank order yet are so well qualified that they can be a chief? Defies all common sense. Now let's go back to the 1st Deputy. Richio was promoted in rank order, yet the 4 1st Deputies prior to him were all merit promoted to lieutenant. Then go back and look at how many have been the recipient of previous merit promotions. This is akin to winning the lottery week after week. Something is wrong and needs to be looked at. I know we are merit promoting because of color, ethnicity, sexual orientation and clout but at what point do we stand up and say that this has been a failed experiment? This city and this department needs to suck it up and stand up to the "groups" and tell them if they want a proper functioning department run by people that make quality decisions then the time has arrived to promote quality. Just look at all the bad decisions in the past 10 years from our exempts and then look at the merit promotees. A blind person could see that correlation.

A little off topic, but I am curious, does Eddie's kid have enough time to take the Sergeant's exam because the rumor is that he does not have the time but he's still signed up. Is this a grievance for anyone who just missed the cut off by service time but his kid was able to be put into the test?
Find out the time on job requirement and look up his seniority. Figure it out and if he doesn’t have the time file a grievance. Not hard to do

Are the elite L.A. Homicide detectives still here helping us out? At least the LAPD, actually backs up their officers when it comes to police chases. Their helicopters are out each and every day also. Maybe Beck will help? No matter who we got there will always be those that complain.

First off as unpopular as it may be, I for one am looking forward to an outsider with no ties to any politicians, clergy, activists or any of the other scrum destroying this once great city. Hopefully he tells them all to go get f@&ked and straightens out this train wreck of a department! And for the guy that has a hard on about Staples, how is it her fault for the low clearance rate? If "nobody saw nuthin" or the state refuses to charge unless there is video, audio, a signed and notarized confession letter and a bus full of nuns who witnessed it how would you go about raising the rate? Truth is that she is one of the few exempts that can actually put together a coherent sentence. Maybe if you were a better detective, not 8 months behind on your gpr's and actually went out and canvassed correctly instead of sitting there bitching all time the clearance rate might climb by one or two. Sorry you got dumped from your cush spot for being useless but maybe you should look in the mirror and stop blaming Staples.

Chicago Police Department needs a shakeup, especially in the detective division. Plenty of fine and hardworking men and women there, but also plenty of do nothings and supervisors who never should have been assigned. When you compare the homicide investigations that come out of Los Angeles city and the county you would see what I mean.Time for change and time to get rid of the merit promotions that run this department, right into the ground

Don’t forget Detective’s can be dumped they are patrolman acting as detectives so technically they can be taken back down to the pay rate most of them deserve back to the patrol car hopefully the new guy from Los Angeles will take care of this and get rid of the nine producers especially the head Melissa staples who has no clue what the hell she’s doing.

It will be a joy to see a shakeup in the Detective Division. Please start with Staples sir. She’s been sitting around daydreaming for too long. Homicide/ Shooting clearance rates are national embarrassments and she’s afraid to dump the do not supervisors who talk a good game but can’t lead an investigation. Everyday agenda consist of long lunches and plans for drinks after work.

She's been 1 foot away from everywhere he goes so no one is saying anything near the truth to him nor is he able to ask any hard questions. You even heard it here first. I'll bet he stays on. Remember that before he accepted the interim position he told news people in LA that he was n't interested in the proposal, yet here he is. I hope he proves me wrong, but I'll just about bet he will be the biggest puppet of all - after all, LL knows everything there is about being the police. Just ask her.
