Another "Merit" Supervisor

  • A former Chicago police supervisor is facing a federal lawsuit for alleged sexual misconduct while on duty, a filing that accuses him of threatening to arrest a transgender woman if she did not perform a sex act on him.

    The lawsuit was the second this year accusing the former officer of on-duty sexual misconduct. He retired from the department as a sergeant in April after being relieved of his police powers during an internal review of the latest claim.

    The allegation also is the subject of an ongoing criminal investigation, police said. It is the third time in recent years the same officer has been sued for misconduct. The two prior cases were settled by the city.
As has been previously reported, the sergeant in question was:
  • on the same team as the disgraced Escamerit
  • during the same time Escamerit was taken out of the 011 District in handcuffs
  • and was actually recommended for promotion by the same exempt member as Escamerit.
Sounds like something that needs a lot more looking into, doesn't it?

Not knowing who this is, or what the real story may be, but, from what I read, it sounds like this guy is absolutely disgusting and if it happened as reported, I have no sympathy whatsoever for him. Having him linked to that d-bag Escamilla makes me think the story is probably close to what really happened. You get what you deserve.

Does anyone know why there are a large number of Sgt’s set to retire on 31 December? Is something coming down? I would think it would make sense to wait until the contract is settled, but yet it seems like more then double the amount usual are pulling the pin.

Sounds like the child molestor sergeant who was also merit and busted numerous times for beating people up off duty breaking their legs and touching kids and pleading guilty, yet hidden on the payroll for 4 years, in an office at 311 while IAD "pretended" to investigate. Merits, only the best characters! They get away with it over and over, and this is the result. Merit selection promotions get away with murders and the nobodies on this jobs are rats on a wheel swiping in and out and fed dog food.

Jimmy was a great guy and excellent cop. Can only imagine what possesses a decent man to risk everything for nothing. To roll the dice with the Three F’s: Family, Finances & Freedom. Captain Escamerit proved to everyone that he still has pride and dignity by showing up to the 025th District Christmas party the other week. So basically if the city did it's job, these two morons would have been fired years ago and they would not have costed the tax payers a staggering amount of money that continues to rise to this day.

I won't get on my high horse on here and say that they should have been fired for the IAD guns in the locker CR back in the 1990s because I don't know any of the particulars (obviously they both should be fired now) but it's apparent to even the most dense merit sponsor that neither of them should have ever been promoted.

Escamerit was only a Captain for a little less then or over 6 months before they made him Commander. A position evidence clearly shows he was too corrupt and inexperienced to handle. Just demonstrates to everyone how seriously Shitcago's City Hall takes its elite command staff.

Decent article in the Tribune but reporter Jeremy Gorner is only scratching the surface. He covered Escamerit's outlaw day care scandal so he knows the connection between him and Sgt Tranny Raper. Here's hoping this gets looked into further.

It’s been said once before, supervisors should receive regular mandatory supervisory trainings and should be reminded of their responsibilities. Why would an exempt member consider an officer for merit promotion who is the subject of repeated and similar CR investigations and multiple city payouts? How are they allowed to get passed the merit selection process? Does the merit board check the packets or do they rely on the surprisers in personnel? Why isn’t personnel flagging these misfits and disqualifying them?

any officer who meets someone while on duty and has sexual liaisons with that person while on duty, is playing with fire. During my time on the job, decades, I have seen multiple officers fall into the shit storm for just such activities. The least of which he was was fired, the worst case, the sergeant got prison when accused of rape. Don't do it. Play it smart. Do things the normal way. No good will come of this

Any mediocre investigator could pick off 2 or 3 merits a year for any number of reasons (most of which have been aired on this blog for years). The problem is our IAD “investigators” are not there to investigate; they are they to cover for the merits and their sponsors.

Reminds me of Sgt. in the 4th district. He was moved and was able to stay on the job. The complaint”s” were then labeled as “ oh watch out so and so puts cr’s on people”. I say one merit bump per career and only if it involves a courageous act. There are a lot of creeps on this job men AND women.

How come SWAT has tested 8 times since 2014 and the Marine Unit only once? Who is in charge of testing and training for the Marine Unit? Last class went through training almost two years ago. What has the training staff done since then? In service training? Nope. Worked on active boat crews? Nope. Scam an 4th watch schedule with fri/sat off. Yes!

If a supervisor wants to go out with the 55 health care deal, they CANNOT retire before May 1st.
I recently retired but my guess is there's rumors going around that the health care is gonna take a significant jump, higher than the 2% it now is, therefore many may be jumping ship to avoid whatever increase is coming.

Perhaps they have been told it would be a good idea for them to retire. The new superintendent is going to want fresh blood in leadership positions.

The remaking of the department is going to have to start with sergeants and lieutenants and the best way to do that is to get rid of as many of them as possible and put new people in place.

I would expect the federal court overseeing the consent decree Will see Minor Adjustments to the collective bargaining agreement as acceptable if that is what it takes to remake the department.

Escamerit decided to intervene between two friends ball busting, one Hispanic/one white, and verbally attacked the white cop. The mass sergeant retirements are due to the increase in health insurance. If they leave before end of the year they lock in the 2% after June it will most likely increase to 6%.,which is a significant increase in terms of dollars paid by retirees.

Well, you must not understand the concept of budgeted positions. Units in special functions have finite positions available
to them. The marine unit can only test when there are or there is a possibility of positions being open. Swat tests when they have spots open or are expecting spots to become open. And there is a lot more turnover at swat than at the marine unit. Mack is an idiot no doubt but this one does not lie at his feet. Just a matter of need.

How come SWAT has tested 8 times since 2014 and the Marine Unit only once? Who is in charge of testing and training for the Marine Unit? Last class went through training almost two years ago. Best Xmas party I ever been to was 007th District when Escamerit, LT at the time, got humiliated and almost destroyed bc he tried stoking a non existent racial discussion. Escamerit decided to intervene between two friends ball busting, one Hispanic/one white, and verbally attacked the white cop. Everyone including the Hispanic cop said they are friends and joking but Escamerit wouldn’t let it go, even after the coppers apologized and hugged. Finally, a cop told Escamerit listen old man your nobody in this bar and your rank can’t save you if we go outside. And the coward Escamerit is he put his tail between his legs and left.

I can just imagine the stench and bugs on the he-she as this pervert does whatever. I have to puke about now. In the old 013 a few decades ago rode the alleys off of Lake street looking for burglars on 1st. watch.
Came upon many a copper and deputies go to it with crossdressers' and he-she'. My partner and guy just beamed our Kel-lite in the driver's windows and the copper never broke a sweat that he was caught. Some flashed their stars, some had a pistol on the dash, and all were demented looking. Ranks of all types.
We backed up and exited the scene. We came more coppers in two weeks then we could count. Never ran the plate and location on the air. We never hit the alleys again, my partner and I had weak stomachs. We stayed north of grand ave and never went to the Horner jets unless we got a call there. I never locked a hole up and kept them and their bill shit far away from me. Nothing but beefing walking STD' of every kind and some not known to people in the medical field.

I can recall 2 other old timers working 011 back then in the 90's who were gettin' their ghetto groove on with the locals. It's the guys who stay in the ghetto for 20 plus years that have the greatest chance in going off the deep end. They spend so much time there they begin to weave that life into their own, then it's nothing more than a free knobjob offer and they crack.

There were a ton of guys promoted off that tact team. Back then it was disguised as "they're 011 tact" so everyone will think they knew their shit and look somewhere else. Problem is most of those guys were on the team for the ride up not because they loved their job.

Escamerit walked out in cuffs because he told them to fuck off. The rest of them shit the bed on themselves. Apparently Tony was rewarded for his defiance.

Steve Scholl loved to see that kind of loyalty. And on that note, how does anyone from the Marquette 10 get control of a tact team in the first place without another "loyalty" guy above him throwing him there?

Had a hooker once give up that there was a day guy in 011 years ago that like to have her shit on his chest. Never heard a good/bad word from him about working 011. Didn't go hot or cold on making a pinch when necessary.

The only tell was when I worked a late car I'd see him in her personal car in the district on the way out. An hour later.

Particulars? Got em. These guys went out hunting one day and found a guy with a warrant on him. They parlayed that into "you go free today for a gun today". They sent the fish back into the pond where he was supposed to go find a gun and put it under a garbage can so it could later be "discovered" by the team. Problem was, this guy went to IAD and told them what the jig was. So IAD gave the guy a documented gun which he then went back and put by the garbage can as ordered to do by the team. Team goes to trash can, Team finds gun, Team takes gun back to work and puts it in a locker for "safe keeping". End of shift goes by without the inventory of the weapon, IAD launches the attack for failure to inventory among other charges. At the time what was fact was, failure to inventory. The rest of the story required reasonable belief before a court. So long story short, after IAD went through all those involved they recover the documented weapon from a locker. One of the guys even goes so far as to admit to IAD that he has other guns in his trunk, so that looked like cooperation. Tony on the other hand told them to go fuck themselves. So IAD thinks they got this guy slam dunk on criminal charges beyond the failure to inventory rule violation that they try and send a message to the entire district, walking Escamerit out the side door in handcuffs.

As you can tell from the results, none of those guys ever got charged criminally. All of those guys survived and flourished in one way or another. And for Escamerit's defiance which showed he was "old school" he sits in stasis for a short while then begins his rise up the slime ladder because the guy he most impressed was a daley connected slob who stuck around long enough to promote a few more friends and them transfer them off to anther exempt who owed his career to the slob and it just kept going,

Besides having a "mob boss" like you for keeping your mouth shut, what kind of additional pull do you get when you get handcuffed (arrested) and then never charged? If you have local steam protecting you, might there not be a great opportunity for promotion for lack of complaint against IAD and the department? Lotta scumbags get promoted over threatening lawsuits against the City. This just added more steam to push a piece of shit up the ladder, until the ladder fell over from stupidity.

The one I was aware of years ago the brilliant Sgt ran the prostitues name prior to the act - that's how he was located - not too fucking bright If he had paid her the $20 it all would have been a non issue. cheap motherfucker - at least this wasn't a man in a wig. I worked in 011 with Jimmy for many years - long before he was a Sgt. He was a good guy. He was the guy you'd go to if you had questions about anything. We all knew he wasn't the test-taking type but he knew how to handle any situation. If you didn't know how to write up the paper or what charge to use, he was your guy. When he got the merit bump everyone said "now that's someone that deserves to be a Sgt." Knew so much, won a ton of awards. He was the reason that merit was supposed to exist in the first place. Was he sued in the past? Of course - he worked in 011. Most of the district has been or will be at some point.

All I can do is hope and pray that the allegations aren't true. Don't care if he's into trannies or not. His business. I just hope he had the good sense not to do stupid shit while at work, and that this is a case of a piece of shit making up a story for a pay day. Wouldn't be the first time that's happened. If it did happen then he will have to suffer the consequences.

Your story is almost all accurate, but the reason Escamerit was able to tell them to fuck off is BECAUSE HE WASN'T DIRTY.

He happened to get stuck as 3rd man on the car that day with Sadjak and his partner Matt F. He was just along for the ride unaware of the “gun for freedom” play concocted the day earlier. Sadjak and Matt F. folded like cheap suits when the wannabe investigators from IAD showed them pix of their kids from their lockers, threatened jail... the whole nine. Hence them giving up the dirt on other guns in limbo.

Steve Scholl? Gutsiest man I have ever known.

His P.O. Lady friend gets pissed off at him and shoots up his favorite watering hole trying to hit him but misses. Instead of sticking around for all the questions from the brass, he leaves. He doesn't go home and turns off his cell. He emerges days later clean and sober.

One of a kind.
