Big Plans...

  • Interim Chicago Police Supt. Charlie Beck vowed Monday to do a “complete review” of CPD’s structure, increase funding for street outreach workers and take citywide a program he called “beat cops on steroids” before handing the reins to his successor.

    During a luncheon address to the City Club of Chicago, Beck was also asked to weigh in on whether or not Chicago’s next superintendent should be an outsider or an insider.
Guess whose name popped up?
  • “If it’s an outsider, it has to be an outsider that understands CPD. This is a very complicated organization,” Beck said.

    Beck noted he had “loaned” his former chief of staff Sean Malinowski to CPD for a year in the furor following the police shooting of Laquan McDonald. Malinowski, LAPD’s former chief of detectives, has since moved to Chicago and is among those applying for the superintendent’s job.
So have we just met the new superintendent?

In any event, some of the plans:
  • A “complete review of the structure of CPD and the allotment of resources” in that structure.

    “By the time I leave, we’ll be on track to make sure that we have the right number of cops in the right spots to do the right thing. This is gonna build … effectiveness and trust,” Beck said. “I’m not willing to go into a large amount of detail on that right now. But, the time frame is very aggressive.”

    • Dramatically increase funding for “street outreach workers” who “have ties throughout the community and can address gang and gun violence in a way that no police officer can.”

    • Taking citywide a program now confined to two police districts known as “district coordination officers.” Beck calls it “beat cop on steroids.” One police officer is literally designated as “chief of police for quality-of-life type crimes and community complaints” in every beat in Chicago.
"not willing to go into a large amount of detail" means no one has a plan yet. We've seen that one a dozen times in our careers.

He also agreed with the narrative of a "code of silence," even though a record number of officers have been fired or are in prison, so this must be the most incompetent "code" we've never seen. Maybe he meant amongst the clouted and the "merit" who seem to get away with all sorts of stuff, like un-inventoried guns, misuse of Department assets, Social Security fraud, test cheating, knob-jobs for promotions, shooting at autistic kids, etc.

To all retirees if you paid your dues in December FOP will NOT send you a ballot for this election. They purged over 500 names from the voting rolls. Bob Bartlett and Richard Aguilar (two unelected field reps appointed by Kevin Graham for supporting him in the run off) devised a plan to cut off the fiscal year early. This is a direct violation of the bylaws:

ARTICLE VIII - FISCAL YEAR Section 1. The fiscal year of the Lodge shall begin on the first day of January and end on the last day of December in each Calendar year.

I did not receive a mailed notice of this. I, like many retired officers sat down on 01 Dec 19 and wrote out checks like I do every year to FOP, the Italian American Police Association, and the Retired Chicago Police Association. As of today my check FOP has not been cashed but other two have been. Lodge 7 is sitting on the checks received in December. Even if you went into the lodge and paid in person you will not get a ballot. Chairman of the Retiree Committee Mark Donahue and treasurer John Capparelli are part of this. My son was informed by one of the current board members for every person they knock off they save $37.50 ($25 to the state lodge and $12.50 to the national) even if they knock you off the rolls for one month. Capparelli loves this. But why would the Chairman for the Retiree Committee go with this? My guess is Donahue thinks he will be re-elected because of name recognition and maybe knock off a couple of trustees that oppose his agenda.

If you sent in a check in December and it was not cashed, call and ask the lodge why they are holding your check? If you paid your dues in person with cash at the lodge. Did you keep the receipt? Ballots will be mailed sometime about 3 Feb 20. If you do not receive at ballot by 7 Feb 20. Call the lodge and ask where it is. If you do not get a ballot and should have please file a grievance. If the clowns on Washington Blvd. read this they should figure what the cost is to redo and entire election and do the right thing.

My son is running in his first FOP election. I would like to vote for him.

“Street outreach workers”? You mean people that were former gangbangers or who still are. And so when you have that conversation with that young man about shooting someone it had to be someone who has walked in those shoes before. So we will have “former” street thug shooters & murderers (so will they tell us whom they have shot or even killed an got away with it) outreaching to present shooters & murderers! So who will be monitoring them, the police, IAD, COPA, CCSA, US District Attorney? Yea, so lets pour gobs of funding into “those who have ties throughout the community and can address gang and gun violence in a way that no police officer can.” Sounds like a big payoff to the community. There has been a history of this approach throughout this country with nil results and a lot of unaccounted funds. So our Democrats keep coming up with new strategies hoping something will work to stop the violence. The answer is so simple. The police are arresting the offenders but the CCSAO and the Courts are letting the offenders go. Duh! Spend some money now, prosecute these gun cases with no plea bargaining (a political tool to give the SA a high conviction rate for reelection), no probation to get some long sentences. After a while when the thugs keep disappearing the word will get out. And then the taxpayers won’t have to support the victims of the shootings who incur millions of dollars in medical expenses. But we know a logical approach will never occur in this one party city and county because the Party needs the straw-man approach to all problems so as not to offend one segment of the community because those are votes that keep them in power!

In other city departments, whenever controversy or scandal puts media attention on that department, the city response is usually to form a committee or hire an outside agency to conduct a study and issue a report. Its the municipal version of "we're working on it". By the time the "committee" concludes their study, the story pretty much goes away and the overpriced report is shit canned.

If the homicide rate and aggravated Batteries drop by half then I will agree that these community outreach can do it better than the police. Let's not forget that back in 1990's we were pushing close to 1000 homicides. We the police have cut it in half since then. We the police would must likely have the homicide and shooting down even more but I blame 1st Kim Fox who is useless, 2nd most of the Cook County Judges who are not following the laws that are on the books, 3rd Sheriff Dart who places just about everyone on Electronic Monitoring and there out committing more crime, 4th the State Government past and present with all these early releases, there not honoring the full amount of the given Sentence. So, people of Chicago that is what your up against.

Take a look at who they have, if the entire unit has more than 50 arrests combined I’d be shocked. Oh wait, they don’t arrest anyone, just make high school kids do book reports. Hell, one of them gets beat by their “husband” and refuses to sign complaints putting BEAT cops in the trick bag. You guys can have your cool closet they set you up in, with you’re own personal refrigerator stocked with drinks to replenish the nutrients you burned all day working so hard. That program had a chance to be something good, but it’s lead by a lady who changed her name to one of a cop killer. You can’t make this shit up.

Remember the funding that went to Cease Fire? Million dollar grants were given to (supposed former) gang members to stop the conflicts and the shooting. Funds were misused and unaccounted and gang violence continued. Here's a clue- you don't need to police a moral society. Unfortunately Hollywood, the media, and academia - all infiltrated organizations of the Left are working hard to glorify, obscure, and excuse the immoral behavior we see on a daily basis. Off topic but need help ..... we have seen a lot of officers coming to roll calls lately who are running for spots on the FOP. Two guys have talked to us who are runin for the prez spot. The first guy talked about all the books he has written and documentary’s he’s made and awards he got from them and talked very little about being a cop and what he’s done to stand for or lookout for us so why should i vote for him?!?! The next guy said he’s been fired from the job and was able to get back on the job and also how he wants to hire retired cpd to investigate alderman so we have something come contract negotiation time we can use as leverage ...... If these two think they have a shot at my vote then they are high on legalized cannabis. I don’t think any of the cops who are running for the top spot are a good choice to be honest. Ergo, if the "majority" of Chicago's police don't buy into this mythical 'code of silence', then -- there isn't one!

Now, there may be some things that police officers will only talk about with other officers -- or not say anything at all. But far from being any code of silence, I'd say that's it's just that non-police, aka civilians, wouldn't fully understand 'it'. But again, that's just due to the nature of police work, and not due to being part of some nefarious cabal.

For a city that claims to be broke money seems to be no problem. Groot is raising more taxes on everything within sight. Schemes like legalized dope are novelties heavy on taxes vs. street corner dealers. Casino's in Chicago remains a wet dream. Beck will be more visible because his honeymoon is over. He's got to produce and show case Malinowski soon so local media foot soldiers can sing his praises. This is all about money and its distribution to the Community. The Community outreach will be another lynch pin for the money flow to the south and west sides. The tax payers continue to leave as Chicago as financial are nearing life support.

Manpower, more funding, employee benefits and support systems are additional costs passed on to tax payers. This new program will further water down policing efforts, be confusing, lead to further distrust and drain street personnel. Beck has given Groot another bullshit shinny object for media consumption and great talking points to dazzle the public. The buffoonery will continue.

On the uglier side of the house some things for consideration: Out Reach adds another layer of bureaucracy (e.g., first mental illness support folks on streets, now Out Reach), management will force success (square peg into round hole) with this program, more supervision, more personnel/equipment and administration to monitor, more money to hand out and more corruption.

Coordination, control, integration and authorities into Department directives, rules, etc. will be difficult at best. Historically the Department has poor leadership, incompetent and corrupt HQs staff, a lousy track record on crime and policing (e.g., Johnson, McDrunk, JFED) all doing the bidding of Rahm and Daley. The same goes for the Imp and Beck. They are trying to produce a dropped toilet turd and desperately to polish it.

The key to these initiatives are the Blue Shits and their ability to function on the margins of policing. With all the new players coming on board and getting involved in wide ranging police activities (as defense witnesses - second guess officer's actions, potential victims, report takers, etc.) should present itself as major chaos on a daily bases. Above all officers should focus on their safety first. The "tag a longs" should take care of themselves. Not our problem. The upcoming Beck Shit Show is filled with great comedy acts and will be of keen interest to all concerned. Even better in Part 2, when the new Supt. is crowned by the 5th floor. And to think that Philadelphia is looking to us for guidance on policing tells you all you need to know.

To all retirees if you paid your dues in December FOP will NOT send you a ballot for this election. They purged over 500 names from the voting rolls. Bob Bartlett and Richard Aguilar (two unelected field reps appointed by Kevin Graham for supporting him in the run off) devised a plan to cut off the fiscal year early. This is a direct violation of the bylaws:

ARTICLE VIII - FISCAL YEAR Section 1. The fiscal year of the Lodge shall begin on the first day of January and end on the last day of December in each Calendar year.

I did not receive a mailed notice of this. I, like many retired officers sat down on 01 Dec 19 and wrote out checks like I do every year to FOP, the Italian American Police Association, and the Retired Chicago Police Association. As of today my check FOP has not been cashed but other two have been. Lodge 7 is sitting on the checks received in December. Even if you went into the lodge and paid in person you will not get a ballot. Chairman of the Retiree Committee Mark Donahue and treasurer John Capparelli are part of this. My son was informed by one of the current board members for every person they knock off they save $37.50 ($25 to the state lodge and $12.50 to the national) even if they knock you off the rolls for one month. Capparelli loves this. But why would the Chairman for the Retiree Committee go with this? My guess is Donahue thinks he will be re-elected because of name recognition and maybe knock off a couple of trustees that oppose his agenda.

If you sent in a check in December and it was not cashed, call and ask the lodge why they are holding your check? If you paid your dues in person with cash at the lodge. Did you keep the receipt? Ballots will be mailed sometime about 3 Feb 20. If you do not receive at ballot by 7 Feb 20. Call the lodge and ask where it is. If you do not get a ballot and should have please file a grievance. If the clowns on Washington Blvd. read this they should figure what the cost is to redo and entire election and do the right thing.

My son is running in his first FOP election. I would like to vote for him.

The next guy said he’s been fired from the job and was able to get back on the job and also how he wants to hire retired cpd to investigate alderman so we have something come contract negotiation time we can use as leverage ...... If these two think they have a shot at my vote then they are high on legalized cannabis. I don’t think any of the cops who are running for the top spot are a good choice to be honest. Just ran the numbers on the Malinoski consulting gig
while he was still employed at LAPD.
$223,750 divided by $250.00/hour = 895 HOURS!
Really? Really? That's over 22 WEEKS @ 40 hrs/wk.

that he utilized vacation time, sick leave, ect. in order to
float the "part time" consulting gig. But 895 hours?
895? Somebody is VERY skilled at padding payroll invoices
to the Chicago PD. And most times, it takes two people to
pull off something like this. (Somebody in Chicago signed off)
You hear that, Beck? Your hand-picked boy is VERY skilled
at sleight of hand witn money.

Damn, that's some work-from-home shit I need to get in on! I'm available to start now :-) consider the 1st 2 weeks planning and devising just when/how/what I'll be doing. And oh, if I run into overtime during this or any phase, don't worry, I'll just tack on the O.T.

Chicago police and cook county sheriff.. perfect example of "what NOT to look like". One's appearance should command respect before even saying a word. With the excessive tats, long beards, dreads, braids, dingy/worn/distressed jeans, gym shoes, sweats,baseball caps, colorful hair they look like the standard "fits the description" of the average offender.

In fact, Ole Charlie is getting $200,000 from U of C IN ADDITION to his CPD salary for his 6 month vacation here. Of course this contract will continue if his boy Malinowski gets the nod. These carpet baggers sure learned the Chicago Way quickly: Show me the money! Can you say conflict of interest? U of C Crime Lab gets a ton of business from CPD (Of course this all should be a matter of public record as they would have to report this extra income on their ethics statements-right?!?)

This is extremely accurate. To add to this, Groot has had meetings with Beck, Malinowski and the University of Chicago. On a Sunday yet - Why? Whats going on behind closed doors, Groot? The University has a lot of pull and say so in Chicago politics, and they love Malinowski. Malinowski is the one who hooked up Beck with the consulting job. Remember Malinowski lived in Chicago for many years and worked at the university before. What's the pay off here? What is the University promising Groot to choose Malinowski as the superintendent or first deputy? Be warned something stinks.

You are right. Just received two of his mailings today. One for me with claim he helped with property taxes. Yea the same guy who right after Berrios lost the election introduced legislation making assessor an appointed position. Guess if you can win the election, you just appoint the guy you want. Second one was to wife telling all he stood up for; working women, planned parenthood, restored funding for medical screening. Covering all the bases

Do they really let you guys go out on the street looking like homeless police impersonators?

Hey it's the millennial and Gen Z look. Got to look hip/cool and like awesome, dude. They have emulated their favorite actors, musicians, sports "heroes" and rappers. Man, you aren't kidding...I clicked on the article, and there that officer was, in all of his piecemeal uniformed glory. And that, ladies and gentlemen, is why we have inspectors. Because the brass of every unit and district pretty much drop the ball when it comes to regular roll call inspections. No one wants to look anyone over anymore, and we are all embarrassed as all get out with what we see from some of us when they hit the streets.

My dog is on steroids because of a low blood count, changes his disposition and activity level
he now barks at the smallest noise, and acts like he is on high alert, I don't think the aclu wants this for beat cops, they want walking with your head down don't interfere with the course of nature, shootings robberies, dope running etc. We are there to be seen not heard.
