The City That Cares

You can tell exactly who the people-in-charge think are important:
  • SCC.

    Just an example of the incompetence going on here. We work in the Detective Division. Yes, we re out there doing our scenes, interviewing people, etc. just like Patrol. We go down to Equipment and Supply to pick up paper yesterday, and they re handing out soap and hand sanitizer. The Detective said, oh, I ll pick up for my unit.

    Nope, sorry, you’re not on the list. You know who was on the list, all of HQ!! Is that a fcking joke or what!! None for us, but let’s make sure the idiots that deal with the public the least are taken care of. Absolute joke!

    Even all of LAPD Officers have been given kits, Isn’t this guy from LA?!? No direction at all from anyone on this job.
Someone checked the dates stamped on the bottles of sanitizer that were supplied.

They expired in 2018.

Which, in the City's defense, is a year or so better than the Contract.

Hand sanitizer does expire, usually about three years after its manufacture date. Hand sanitizer expires because its alcohol content dissolves over time — once it drops below 60% alcohol, it won't be as effective at killing germs.

With all that is happening I can’t help to think back to after 9/11 and the stuff the city is/was doing in case of a national emergency. Remember how prepared they insisted we were gonna be and all the equipment we would have and all the off site warehouses spread throughout the city that would be stocked with supplies... It was hard to believe then, but I was optimistic that maybe for once the city did the right thing. I guess not.

Not surprising at all. This has been the protocol at headquarters for decades. The rich bosses, their friends and girlfriends there that sit inside working half days with weekends off are the first priority. Such stress they go through. Yes, we have to buy our own supplies. Thanks to a few donors in the Area for purchasing soap and cleaning supplies. At first I thought the department provided the cleaning supplies until someone set me straight. Walgreen, McDonald’s, 7/11’s, banks, restaurants and many more have provided large containers of hand sanitizer and soap for their employees. LA have kits. Uniform or no uniform, we are not equipped to do the job. Safety first!

1/4 cup of aloe vera gel (to help keep your hands smooth and to counteract the harshness of alcohol)

The un-clouted are the peasants. We are expendable. They don't give a fuck about us.

A few years back, a cluster of firehouses had an outbreak of MRSA. The city responded by sending a gallon of Simple Green and strawberry scented hand sanitizer that was A) expired by nearly 8 years, B) said hand sanitizer was a pharmaceutical company’s marketing item for a drug that treats MRSA. members who contracted MRSA were deemed “non duty”.

SCC help I don’t have your email to write to you so here it goes. I’m at call back 2111 W. Lexington. They are saying one of the 311 dispatchers tested positive for COVID19 and another is currently being tested. Police officers share that building with the 311 dispatchers. Share same bathrooms, entrance and exit. There is no wall barrier or any form of separation between officiers and civilians. It’s an open area. Everyone is being very secretive on the 311 side about this situation. First they say someone tested positive then that they are being tested. How do we find out if true. Also wouldn’t everyone have to be quarantined, also 2111 w. Lexington throughly cleaned? They want to keep quiet because this is the back up of OEMC. So what can we do? SCC please help.

Is there a Need or is there a Dependency?

Sure it would be nice to have a bit of necessary hygienic supplies available at the workplace but depending on this City is just nuts.
There certainly shouldn’t be any shortage of TP or soap and this has happened many times before when admin dumbfucks don’t order the stuff during normal times. Years ago we had a real moron running the district supply. Things were so unreliable and sporadic, janitors were on strike, not showing up, off weekends, etc. I actually kept hand TP, soap in my locker for those just-in-case situations.
If you want to be safe, you have to be prepared and not dependent on the people around you.

Some like ot hoard, others just buy enough to get buy and others are stocked and sufficiently prepared for anything long term.

The Lyin’ JB Mignon saying the Fed isn’t doing enough. He says IL has stockpiled plenty of PPE kits and have enough to go around, but then in the same sentence says DJT Admin isn’t helping IL and is not giving IL anymore than a standard allotment, which means the same as we were issued last time. JagBag Pigster using every opportunity to stir panic.
What happened to our supply? We still have the same idiots that can’t plan or order things on time and when SHTF is chaos and more disorder than usual.
So as CIty, CPD gets the shipment EQ-Suppl releases the older stock. As disasters occur or don’t, stuff gets stacked on pallets waiting the next great fiasco. There could be pallets of hand sanitizer sitting in boxes somewhere, same morons just forget where they put it. Its management incompetence that’s bungling the logistics. Send out a citywide message to pick stuff up and next thing that happens the E/S is swamped because for some reason these items have to be picked up on that same day only during bidness hours.

Thursday is Soylent Green Day. Send a Unit to pick up your Unit allotment.

One more thing -
Anyone been to a gun store lately?
When the Academy reopens for bidness’ expect that they will claim (another) ammo shortage?
Needless to say Annual FA Qualifications will be postponed and Larri will of course cut that pork from the budget.

A.) Yes we know full well what happened behind the scenes. We watch our supervisors closely, listen to them fumble on the radio, watch them stumble in training classes, laugh at them sweating at CompStat and read about their exploits daily on this blog and elsewhere. You get paid very well to be ahead of the curve and lead. This has not happened.
B.) The world is not in panic mode. The unprepared, ignorant and weak are. If Police and Fire HQ is in panic mode then that explains a lot. Kinda like your rusty handcuffs.
C.) Rectal tube huh? Not funny but you should read up on Dr. Freud or posts by the Keesing Bandit.
D.) HQ and the District Intelligence Officers have known about Coronavirus since December. It’s your job to prepare our street coppers to face domestic and international threats. Face masks, hand sanitizer, alcohol wipes and latex gloves are not exotic or expensive "materials". These are all over-the-counter items and could have been slowly stocked up on over the last 3 months. Or you could have at least warned us to purchase them on our own and offered reimbursement.
E.) The men and women at the LEMART program seem to have their stuff together. You should have asked them for help. Use the city cellphone or take-home car they give you for something other than chasing young officers or doing personal errands.
F.) Pfft. We are not “brothers” or “sistas”. Once you make lieutenant and above you belong to a protected class and are so far removed from the danger and liability that for all intents and purposes you are no longer a member of the real Chicago Police. Merit promotee or not, you are most likely a liability yourself and not an asset to the officers working the street. The CPD hasn’t been a “family” or "team" for several years and once the JVD verdict and consent decree came down the CPD was broken permanently. Stop trying to hide behind the façade and this pandemic. Your incompetence and/or delusion shows.

Just heard a copper in New York was diagnosed with the coronavirus and they had to send 17 other copper home who had contact with him! With numbers like those you could quickly lose your police force. Is there an investigative reporter left in this city that can start digging into why we are so unprepared for a biological event? I’m not the original poster, but I never took the post as an attack on the officers passing out the equipment. Everyone knows that supplies are difficult to obtain, that’s why the post about HQ receiving supplies instead of field units is an issue. If HQ didn’t receive priority over field units, then I’d think you’d have informed us of that, or correct the original poster on what they got wrong. I think quite a few people would like to know what’s happening behind the scenes, so please tell us. I’m not being glib, I’d honestly like to know. Also, what the hell is with the grape rectal lube comment, what does that even mean?

OT. I will give major props last night to Sgt A in 012 on third watch. A job came in with a person in respiratory distress. Fire said to have CPD advise they were not going. SGT A went over the air and told fire to know their role and take the job. He said that we did not have the proper equipment to handle the job. Even after the zone said fire still wont take the job. He went back on the zone and said per him dupe it to fire. After going back and forth he called fire and they took the job. Just want to say thanks boss for looking out for us and keep us and our families safe.. thanks for 3rd watch.

supplies all the sanitizer really took pride
in their work they would ensure their
brothers and sisters in blue had current
supplies. Sanitizer does weaken as it ages.
Why hasn’t the sanitizer been rotated out
of the inventory? Sounds like complacency.
I hope you are taking notes and forwarding
suggestions on emergency preparedness
to the brass as this is not the last pandemic
we’ll see in our lifetime.

1 spray bottle
3 parts alcohol
1 part water
Shake bottle, spray on hands, don’t rub, let dry....

If no alcohol available use Everclear or Vodka ,same proportions
Lastly if can’t find all above use 1 ounce bleach to 1.5-2 pints water
I pray we don’t go the way of the Philly PD

It was great yesterday the bosses in central came in and in not so many words said, the department isn’t providing shit, you’re on your own. Also. Longer shifts and canceled days off are a possibility, increasing your exposure to other people not to mention the usual hazmat homeless people scene in the 002nd district lobby. Tac guys are still locking up one and two baggers and bullshit arrests, bringing vermin into the station. Hand sanitizers have an expiration date on their bottle just like toothpaste does. ... City of Highland Park Suspends Walk-in Services at the Police Department In Response to COVID-19

New staffing plan transitions operations to remote staff where possible
Effective March 19, 2020, the City of Highland Park will suspend walk-in services currently provided at the Highland Park Police Department. Essential services will be offered by appointment only on Tuesdays and Thursdays, 7:00 AM to 4:00 PM. The City encourages residents to use online or mail services for necessary requests. The action follows guidance from the Illinois Department of Public Health emphasizing social distancing as the most effective method of preventing the spread of COVID-19.

The City’s staffing plan ensures continuity of service in its most critical areas of emergency response and water treatment/distribution, and prioritizes social distancing through staggered shifts and limited non-essential field interactions with members of the public. These changes are part of the City’s emergency response plan and implementation and represent the City’s ongoing effort to balance the community’s needs for administrative services and the best interests of public health.

As part of this plan, the Police Department will implement new protocols to prevent the spread of illness, primarily by resolving non-emergency requests for service via phone. Examples of non-emergency requests include information for police reports, delayed reports, non-emergency calls or ordinance violations.

City Manager Ghida Neukirch stated, “This staffing model will allow us to continue to provide important services in a way that protects the health of residents and City staff.”

Along with the reduction in hours, the following changes will also be implemented:

Urgent requests for vital records and real estate transfer stamps may be accommodated by pre-arranged appointment only, by contacting the Finance Department at finance@cityhpil.com or 847.432.0800.
Certain services will be suspended entirely, including the sale of refuse stickers, parking permits, and vehicle and motorcycle stickers.
Citations for parking permits, vehicle stickers and dog licensing are suspended. Any citations received prior to March 19 should be paid through the mail, to the attention of the Finance Department, City Hall. Payments received prior to March 19 will be processed and permits or stickers will be sent through the mail.
The sale of refuse stickers continues at Jewel-Osco, Mutual Ace Hardware, Sunset Foods, and Walgreens in Highland Park. Questions about refuse and recycling should be directed to LRS at 773.685.8811.
Late fees, penalties, and interest are suspended for water bills and parking tickets, although the City encourages on-time payments where possible. Payments may be made online at cityhpil.com.
The Electronics Recycling Center is closed until further notice, but all other services of the Department of Public Works continue.
All landscaper licenses applications, payments, and supplemental documents should be mailed to the City Manager’s Office, City Hall 1707 St. Johns Avenue. Late fees for landscaper licenses will be suspended. Licenses will be mailed when processed.

Questions regarding these matters should be directed to finance@cityhpil.com or 847.432.0800. Additional information is available on the City’s website, cityhpil.com.

The City will also scale back services provided by the Community Development Department, including suspension of all in-person walk-up customer service operations. Based on admittedly sketchy data, it would appear like 70-80% of the population will eventually get the disease before herd immunity sets in. So expect that virtually everyone will catch it eventually.

Most of those who get infected will either not even know they have it due to total lack of symptoms, or have such mild symptoms they think of it as a mild cold and it has little effect on them.

Some percentage will become sick enough to seek medical care. Some percentage of those will require hospitalization. Some of those hospitalized will die. At this point the estimates on deaths vary so much that it is hard to make sense of it but it could well be in the millions.

While it is not overtly stated, the tactic being used goes back a long way to deal with contagious diseases. Basically you let it infect the herd as slowly as possible. That is what hand sanitizers, hand washing, social distancing, masks, and other measures do. They do not prevent the disease or change how many people get it. They just slow down the rate of infection so the health care system is not overwhelmed. It will burn out when enough of the herd has been exposed and developed some form of immunity to it.

There is at least some chance that warmer weather will give us a reprieve. But it will be back in the fall if that happens, and historically second waves are worse than the first. But again, it does not really change much. Until enough people develop immunity or some effective treatment or vaccine is developed, the only answer is to slow the rate of infection down.

Incidentally, there is pretty good evidence that universal wearing of masks is effective at reducing the rate of infection. It is not perfect but it reduces the risk of spread from those who are infected and reduces the risk of infection to those who are not infected. It probably also reduces the viral load when an uninfected person is infected which may well reduce the severity of the disease. Unfortunately we have no masks to hand out, not even to medical workers, so the authorities feel the need to lie about why they are telling us not to wear masks.

Dear Members,

As the COVID-19 epidemic persists, we still have a duty to protect the citizens of Chicago as well as ourselves. One of the best ways to do this is to limit our long-term exposure as much as possible with individuals who may be sick with this virus.

In order to do this in accordance with Special Order S04-22, officers whenever possible can use an Administrative Notice of Ordinance Violation (ANOV) rather than a physical arrest.

Department Members are prohibited from issuing an ANOV if the ordinance violation imposes a jail sentence as the ONLY penalty.

Please note if an individual refuses to sign the ANOV, officers will still have to make an arrest. A list of Municipal Ordinance Violations that can be processed with the issuance of an ANOV will be available on the WIRE under the new COVID-19 tab.

When issuing an ANOV, hearing dates should be scheduled at least 60 days out but within 65 days of the violation using the officer’s court key designation.

For misdemeanor arrests that do not require a court appearance before bonding out, officers may use a revised Ordinance Complaint Form, Special Order S04-23. These forms may be used for misdemeanor retail theft arrests as well as for most misdemeanor arrests.

Exceptions include felony charges, warrant, violation of orders of protection, violations of stalking/no contact offers, domestic-related incidents, child endangerment, and DUI. The offender must be 18 years of age or older and have no active warrants and physical force must not have been used to effect the arrest.

The Ordinance Complaint Form acts as the personal recognizance bond. Thus, the offender does not need to be transported to the district.

I also ask that officers only enforce parking ordinances when they are critical to public safety.

The objective of these changes is to limit the exposure of officers to individuals who might be sick. That means putting fewer people in our vehicles, in the stations, and within our personal space.

This is a difficult time, and the situation regarding the COVID-19 outbreak is changing rapidly. I want to thank everyone for their effort thus far. We are all in this together. I will do my best to ensure you are informed of the latest updates.

The hand sanitizer was discontinued in 2012. This means the city had it since 2012 or well before. Instead of distributing it to the troops it sat in a city warehouse somewhere. So somewhere the person who is responsible for ordering and reordering the sanitizer found a way to make their job easier. Solution was to sit on the sanitizer and not distribute it. That way it shows full stock and lazy ass doesn't ever have to order more. Just imagine how much else is sitting somewhere, expired, and not being utilized.
Here are some examples.
Bottled water for NATO, EXPIRED.
Bottled water for Blackhawks championship parade Grant Park, EXPIRED (this water was also handed out to the citizens as well as police).

About 15 years ago when I was in 019 FLU, I asked the Exterminator what was in the powder he was mixing and spraying. Jerk tossed the empty but still powdery-inside plastic bag on the desk. I heat sealed it in an evidence bag and started to research it, on what little there was available on the internets. Before I got too far someone had ratted me out to desk Sgt DC who stomped back and demanded to know what I was doing on the DEPARTMENT computer. When I said, This guy was spraying poison, WE shouldn’t be inhaling it! This JO then told me to research on my OWN time. So I did and then filed a safety complaint.
Fast forward a few months and now the exterminator has some gel he puts along the floor/wall edges... no more sprays while the space is occupied, which is all the time in that space, and sullen looks but never says a word to me.
Long story short, keep making complaints, stand up for each other, because every so often some progress gets made.

She sends him to the hospital. No one else who he made contact with is allowed to go. Then she has late roll call in the same room. 2nd watch sealed off the room. And why was she telling other officers that the officer who went to the hospital tested negative when the result doesn't come out for a day or two. Not to mention the fact that it's a HIPPA violation. Unless she had a copy of the test results prior to the test even being issued.
