- Since arriving from Dallas, newly appointed Chicago Police Superintendent David Brown has talked about shooting for the moon and holding the number of homicides under 300. Now, he plans to do all of that while wearing a CPD uniform.
“As a law enforcement member with 33 years of experience, Superintendent Brown respects the uniform and all that it represents. He is eager to become sworn and wear the Chicago Police Department uniform as soon as possible,” Police Department spokesman Tom Ahern wrote Tuesday in an email response to questions from the Sun-Times. To wear the uniform, Brown must meet requirements for previously sworn officers established by the Illinois Law Enforcement Training Board, Ahern said.
As a first step, CPD has requested a “conditional waiver of Illinois basic law enforcement training” for Brown as per the board’s so called “Out-of-State Trained Reciprocity Process,” Ahern said. “In the short term, the superintendent will also submit his application to the state, who will then evaluate what requirements he would have to complete in the way of online classes” through the police academy, Ahern wrote. “His prior training record from the Dallas PD will be part of the evaluation process in determining what additional requirements are needed. The process is expected to take approximately two months to complete.”
There's nothing the matter with being the guy in charge in a decent suit.
Wearing the white shirt uniform of the top guy should mean that at one point, you wore the blue shirt, and that isn't happening. You're being gifted something that you didn't earn....and yes, we know there are a ton of white shirts who never actually earned anything while in the blue shirt. But you can also tell the low regard that we hold them all in.
Later in the article, McCarthy praises this, but he was just another outsider playing dress-up in our uniform.

Sorry SCC I disagree. Thirty years with Dallas PD is not a carpet bagger. He meets the state standards he’s good to go and wear the uniform.
He just got here and I am already tired of him.
Why does he need to wear our uniform, he isn't one of us, and he never will be. He can wear his civilian clothing and still do his job. We all know he can't make decisions without Lightfoot's approval. Wearing a white shirt with a few stars isn't going to keep the murder rate under three hundred for the year. I've always viewed bringing in an outsider as a slap to the face to those who have gone through the ranks and have actually put in work since wearing a blue shirt. I understand that a lot of these white shirts didn't earn anything either, however there's always going to be a little more respect for them because they actually wore a blue shirt at one point. What we need is a true leader who's not afraid to let his officers do their job and a boss who has their backs. So correct as usual, the late great Professor O W WILSON had zero intentions of wearing a uniform of the great CPD. He carried a pistol and blackjack. Did he lock anyone up, hell no. In those days, even if OW had to pop someone, no big deal.
O W was hired by Daley to root out corruption. At the old Amphitheater on Halsted by the stock yards, O W held court to every walking body of the CPD in person in this huge arena. All 3 watches and all bosses were required to attend. He told them all to stop stealing and doing Burglaries. His words was to "Steal no more." All was forgiven and he held those words that anyone caught taking traffic stop money ($3.00) or whatever loose change a person had to not get a mover was very-very common.
I remember me and my old man going fishing and on the way to Navy Pier he caught a stop on Blue Island and 14th. street, just before the University of Illinois broke ground. Daley already stole the land from all the Italian immigrants for chump change. On the traffic stop, the old man did not make a full stop at a stop sign, Copper walks over to Dads window and hands the copper his D.L and 3 bucks under the D.L Copper walks away and comes back and hands the D.L back to dad. Dad said shit and I never asked what happened being a 9 year old kid that hated fishing and was forced to go at 0600 hrs.

I used to work at a place that was industry leading. Out of over 100 similar sites, we were consistently top rated and in the top ten percent. Then we made some mistakes, and worse, did not try to improve ourselves.
Our Corporate Board decided to replace all our management. Every outside manager that was brought in to fix the place I used to work at did the exact same things every time.
1. They didn't try to understand the how and why of our organization that was broken or dysfunctional.
2. They immediately implemented the solutions that worked at their previous position, even if it had nothing to do with our problems.
3. Usually their "Solutions" made things even worse.
4. Their solutions often conflicted with the solutions other managers were implementing to fix the problems in their departments and sections.
5. The organization started a death spiral of apathy and distrust. Everyone did the bare minimum. Hell, the Professional Engineers all decided to unionize just to protect themselves from the bosses.
I bailed out to save my sanity.

I was class of Oct 95. I distinctly remember the academy instructors talking about "appointments" and how you could go from P.O. to Commander in a day by being appointed. They of course said it's typical to first make Sgt then Lt then do a "Fred Waller" and be Lt for a minute then get your gold star. But, I do remember them saying that a civilian can be appointed super but they "CAN NOT" ever wear a CPD uniform or have a CPD star. They will remain an appointed civilian.
So how did McCarthy and now Brown get to wear a uniform? And like I said I remember this class and there was no doubt on this protocol.

Don’t you just love how the spokesperson acts like this is a common practice in CPD and there’s a process laid out to accomplish this. How many current sworn came over from other states, or heck from suburban departments and were already IL state certified and STILL had to sit through the academy for 9 months and take everything all over again. So again I ask, how many current CPD members came over with just a month or two of online classes and were given their CPD uniform? Zero! And academy online classes? I’ve been gone for awhile but when I went through back in the early 2000s we had to show up and be in our seat every day. There was no online learning from home. Sounds like he will watch a few roll call videos while the tailor is putting his gold patches on his crisp new white shirt.

My point is simply that if one has moved up the ranks from patrol to understand a Patrolman’s perspective, than at least I’m willing to respect that fact that they were prior law enforcement. They should have to test to be state certified. It wasn’t as if they were a boss from some rural-country bumpkin town. WEIS, however, never wore a UNIFORM! He has always been a suit attempting to play cops and robbers. So to that, I say he Never Earned that Uniform.
Absolutely agree. One of the guys that changed this dept the most, OW Wilson, never wore the uniform. It doesn't give these guys credibility, it makes them posers. If I was from the outside I would get the law enforcement certification to be able to be armed and make arrests, then wear a suit all the time. That would be a class act in my eyes.

The uniform thing doesn’t bother me. Only would if he was a civilian superintendent and never spent time as a street cop. He spent 30 years as a cop, so I feel like that’s good enough. That said, there are some bosses now who I have little respect for in uniform. The other way to look at it, when is the last time we truly had respect for a superintendent? Really, being handpicked by a mayor in this crooked city helps none of their cases. I think it should be a multi-tiered process: one that involves a search, resumes, and approval not just by mayor and police board but by rank and file. How do they ever expect a team to follow those we feel simply sold out their souls to a politician? Rank and file opinion matters.

The corruption over the manny years on the CPD through the merit “friends of friends, wives and girlfriends” promotions have destroyed the department. So what inner circle job do you have with Dallas?
There is zero reason for him to be sworn and wear our uniform.
It will not gain respect with the rank and file, it will actually garner
contempt. It’s not like he will be answering calls or making arrests.
If such a situation is claimed to occur everybody knows it was manufactured
for the media. He won’t be writing paper or going to criminal court.
Brown, do yourself a favor and keep the suits.
This may be a dumb ass question, but I am curious.
Why is it that the new boss is not hired from the rank and file who knows the streets of the city, who knows the trick bag fuckery and appreciates the hard working beat officers who do the real work?
Reading this does two things for me:
1-Increases my disdain for our useless midget mayor and,
2-Makes me not even have a modicum of hope for the newly hired old boy from the big state of Texas.

He can wear our uniform if he sends out an email explaining that the surge was a mistake and a giant waste of time and resources and is ineffective

I am not SCC, but you re wrong.
An outsider who pretends to be an insider is a carpetbagger; he's a person who tries to take advantage of a group by joining it only for his own personal benefit.
Brown is a carepetbagger. He should learn from the mistakes made by others. Not wearing our uniform would be a good start.

The mayor may have edicts that can be interpreted by a real superintendent and molded into the operational plan of the Department, but the mayor should have no direct input into police operation or procedure. Even less input should come from any alderman, the IG, or any State politician from the Senate, AGs office or State House. Political interference is always, always made for political gain, not public safety or constituent need or benefit. Once someone with a strong will, free from political hopes or servitude, with a strong moral code and knowledgable in municipal law enforcement is put in the Superintendant position, things can change. Until then, nope, not a chance. The same tailspin will continue. Once WE, not the Feds, start locking up corrupt politicians, and start outing those who attempt to influence, use or abuse us, we will gain no ground and we along with the citizens of this City will continue to lose.
If I as a CPD officer wanted to make a lateral move to another department I wouldn’t want to do all the training over. Especially if had some years on For all we know the Dallas academy might have been harder and more demanding

You all need to understand this fact the job of CPD Superintendent is a political job, not a police job but a political job. It should be a voted into office job not an appointed job. The County Sherri is earned by votes why not the CPD Superintendent? That way every 2 or four years there would be an open race and policing ideas would be viewed and voted on. No more mayors puppet strings attached to the job.
You people drive me crazy. First all I here is how merit has totally ruined the CPD leadership ranks and there is no one qualified to lead the force. Your probably right about that. Merit from top to bottom of the white shirt brigade disqualify them from Superintendent consideration. So Grot goes outside the CPD and brings in someone and you all shout carpetbagger. You can't have it both ways guys. Inside merit people no good and outsider no good. Maybe a civilian manager is best idea. I was class of Oct 95. I distinctly remember the academy instructors talking about "appointments" and how you could go from P.O. to Commander in a day by being appointed. They of course said it's typical to first make Sgt then Lt then do a "Fred Waller" and be Lt for a minute then get your gold star. But, I do remember them saying that a civilian can be appointed super but they "CAN NOT" ever wear a CPD uniform or have a CPD star. They will remain an appointed civilian.
So how did McCarthy and now Brown get to wear a uniform? And like I said I remember this class and there was no doubt on this protocol.

They’re civilian to a degree but they’re mostly sworn. Think of it this way: if a CPD copper retires, is it not ok for him to be rehired as superintendent and be able to wear the uniform? Same with these guys. Even if they made their careers somewhere else at the end of the day they were sworn, and likely even got better training than the garbage CPD offers.
One REALLY cool thing Director Brendan Kelly did for State day one when asked about the uniform --> "... I never earned the right to wear the ISP class A uniform and I'm not a Police Officer."
Also fun fact, he joined cadets in every class offered in the academy (this is naturally before the COVID b/s)

Yah the job is administrative but it’s making policy about police work. And how is a civilian going to come in and do that with no fucking clue what they’re making policy about? I’m not a car salesman, I’ve never sold cards, never worked at a dealership, how would I come in and start changing all kinds of policies for a job I’ve never done in my life? It looked like a west side free turkey give away. I threw my uniforms in the trash the day I retired.
Dermott Shea, NYPD's Commissioner, is a NYPD cop and doesn't wear the uniform. None at NYPD ever has. Same is true in Boston. From the time of Weis I've had the same opinion for McCarthy and now Brown. Get Illinois law enforcement certification - fine. But you don't wear the white shirt until you have worn the blue. That's the ONLY way you would ever get some respect wearing a CPD uniform.

If you confused the CPD uniform for the uniform of the Army then you are either blind or retarded. Michael Jackson must have really confused you as well.
Tom Dart does not wear the uniform because they can't find one in size STUPID.
No pension for Brown , all command staff should be civilian with a 4 year contract or a Lt. that receives Lt. pay and a bonus at end of his 4 year contract based on performance . It will save pension . Brown got rid of Captain rank in Dallas , let's see if lori will let him get rid of this rank in chicago .
The process mentioned is applicable for all PDs in the state, it applies to everyone. The purpose is so the individual can enforce Illinois law and have arrest powers, as well as any other police authority, in the state. Whether or not he wears CPD's uniform is a moot point and a personal choice.
