Deadlines Missed - So What?

This "consent decree" bullshit is so much fluff. Check out this fine reporting:
  • The independent monitor overseeing the federal consent decree aimed at reforming the Chicago Police Department issued a new report Thursday showing that the city missed over 70% of its court-ordered deadlines in the latest reporting period.

    Monitor Maggie Hickey’s accounting of the second semiannual reporting period, which was delayed by the COVID-19 pandemic, found that only 22 of the 74 deadlines were met between Sept. 1 of last year and Feb. 29. In the first year of the consent decree, the city has met 35 deadlines and missed 89 others.
There's a couple pretty graphs showing how the City has failed to meet it's supposed obligations to the "consent" decree. The article continues:
  • Despite missing the deadlines, the Independent Monitoring Team found the city has complied with 48 paragraphs of the consent decree in the first year, as well as 13 foundational paragraphs that don’t have deadlines. In the most recent reporting period, the CPD met the underlying requirements for 20 of the paragraphs with deadlines in year one.

    Nevertheless, the city failed to comply with 81 paragraphs with first year deadlines.
Then there's a few more graphs. But is there a single mention of what these "paragraphs" contain? What metrics the City failed to achieve?
  • Nope. Not a single mention of what was missed.

    The city missed "81 paragraphs."
That's some top-notch ace reporting right there. It's obvious to anyone with an IQ greater than that of a fire hydrant that these "paragraphs" are just wasting millions in taxpayer money.

You know what "paragraphs" aren't being met? The ones that the FOP is asking be enforced - Officer wellness, mental health, proper staffing and being overworked to the point of exhaustion. Which is why the Slum Times is not reporting what is actually contained in the paragraphs.

who are they?
they issue cut and paste reports that look like they took about 6 hours of work.

Many of the paragraphs says something to this effect: "the CITY will provide the resources [i.e., money] to fulfill the obligations of this paragraph."

Why hasn't some reporter asked this question: How much does the City expect to spend over the next 3-10 years to fulfill its obligations under the Consent Decree? The City and CPD do know the answer to this question because they have researched it, but no reporter has asked.

The consent decree also says Maggie Hickey gets paid until she, the Illinois AG, and the court all agree that the City is in compliance for a year or two. Her job security rests in the City being out of compliance.

Yes, there actually is an article written by some college professors ( WSJ) that compares police officers and lawyers and doctors and malpractice insurance. This is in their opinion that qualified immunity should be ended only for police officers, but not for judges and prosecutors and mayors. A lawyer or a doctor does not get into physical confrontations with their clients. Goes to show you the brains of these " professors". So, go ahead and end qualified immunity, but end it for everyone. Go ahead and bust the police unions, but bust all public sector unions to include the teachers. If the arguments that are being used to attack the police unions and their immunity are good, then they are good for everyone. While you are at it,. end seniority and tenure for all educators, especially college professors.

City does not want misconduct files destroyed after 5 years. First of all, it's in the contract and we fought for it during negotiations and the city agreed to it. Second of all the files were never destroyed and the city violated the contract. Now the city went to court and said they are public files and should not be destroyed. Does that include the thousands of marijuana arrests and juvenile rap sheets that are being washed away. Are they considered public files. Get out of this shithole as fucking fast as you can. It will do your arteries and blood pressure good to go somewhere that doesn't have people who sit on their brains all day long.

When she was illinois inspector general, she refused on numerous occasions to investigate racist Frank Capuzi who eventually was forced to resign for racist emails because he was protected by democrat scum Madigan supporters at the Illinois workers compensation commission. I have the documents but no reporter is interested. Chicago and the state is a complete joke.

For the record, The City and pols can put together a deadly Covid-era Juneteenth parade, street closures and inform the folks a matter of days.

It didn’t take a consent decree to reform or change policy and protocols. It’s going to be used to punish the sworn membership when they don’t comply with the new world order...or at least some will based on community input.

Negotiations decades ago, when FOP bargained (we ratified) away certain protections in lieu of wages and benefits that proved the City is not honoring commitments. Now with the Democrat crafted and approved ConDec, it’s intention is to eliminate entire Articles, rewrite others and essentially render FOP unnecessary.

We’ve be subject to many community changes, in my day it was flashlight size and material, by simply buying everyone a first issue 6” junior torch, done by Genera Order because during an encounter with a violent resistor. A price was paid but it was a start of changes in the Use of Force model, in-service training mandates and the infamous CAPS.

There’s plenty wrong with the current Contract, bargained away in the past and we all can agree that we are not negotiating anymore. Not with this nut job as mayor.

Nationwide there have been a handful of incidents where cops have overreacted and unwarranted death or severe injury to offenders resulted. Instead of using administrative procedures to deal with these cases, entire police departments were slapped with consent decrees, and every officer in the department were painted with the same brush. Morale suffered and production slowed. Obama came along and put the final nail in the proactive policing coffin, and started the ball rolling that brings us to today, and police officers being charged with capital crimes for taking actions because they were in fear of receiving great bodily harm, or possibly being killed. Obama promised to fundamentally change America, and with the help of the ultra liberal media, he did. He set the country on a path toward civil war and self destruction. Gun sales are soaring, rioting and looting go unpunished. Respect for law and order are nonexistent in many of our large urban areas, as Soros funded prosecutors like Foxx have a personal agenda to fulfill. What happens when the middle class taxpayers tire of this nonsense and flee to cities where there are people who have similar values to theirs. The welfare system will crumble, and entire cities will decay. If I were on the job today, I would attempt to make a lateral transfer to a department that would welcome my dedication, talents, and effort. One of the happiest days of my life was seeing Chicago in my rear view mirror for the last time.

Just thinking as we are out here in the hot sun all of this shit that has been started this will set race relations back 50 to 100 years, that is true then it’s not racist many people are tired of this bullshit, personally I grew up in extreme poverty and American Indian many people refer to me as Caucasian which is fine, however I want to school worked hard helped my parents we had a clean home we took care of everything we own. Dinner time we ate pasta with a can of generic tomatoes my mother would buy mixed salt and pepper in it blend it the best they could put it on the table the cheapest loaf of bread with margarine that is basically what we grew up with. Myself and my siblings we’re not rich but we are doing really good the police department gave myself into siblings a good career. Lots of states already have de facto police licensing. It is just not called that.

Illinois calls it certification and the state has the power to revoke that certification under certain circumstances.

So the process is already in place. It would not take a lot to make some minor changes to that law to allow the certification to be revoked for additional reasons.
