How Dumb Can You Be?

You morons working for the Slum Times realize these are negotiations, right? That means sitting down (which Groot has refused to do), discussing (which Groot has refused to do), and give-and-take (which Groot has unilaterally demanded surrender by the police):
  • Rewrite the contracts.

    Police union contracts in many American cities, including Chicago, have become a threat to community safety by shielding abusive police officers. They just gotta go.

    As police unions have spread across the nation over the last half-century, they have secured provisions in collective bargaining agreements that protect their members from answering to the public, or even to elected officials. Many contracts make it virtually impossible for police departments to punish rogue officers.
Can anyone explain to us exactly what sections of the Contract prohibit us from answering a properly constituted investigation? Because we've been going through the Contract (again) and we can't find a single instance of what the media and politicians are claiming exists. In fact, we can get fired for NOT cooperating.

The Sun Times attempts to justify their specious reasoning:
  • People making complaints must file a sworn affidavit, and their names are turned over to the officer they are accusing. The U.S. Department of Justice said this creates a “tremendous disincentive to come forward with legitimate claims.” A provision permitting investigators to override the affidavit requirement is rarely used. 
Um, that's a State Law. And the US DOJ at the time of that statement was part of the lame duck Sparklefarts administration tasked with gutting every big city department prior to Trumps inauguration. It was a political move. Entire sections of the "Consent Decree" were lifted from previous "Consent Decree's for other cities - Sparklefarts' lawyers were too damn lazy to do a real investigation.
  • Police are allowed to wait 24 hours before making statements after police-involved shootings, and they can amend those statements after seeing and listening to video or audio evidence. 
The FBI gets seventy-two 72-hours....as do many other big city police departments. An officer - who has just been involved in the most stressful incident any human being can go through - is expected to have perfect recall? You know what has pretty good recall? A camera, which we already wear.

Does the public want an accurate and fully truthful investigation? Or do they want a disjointed account as the human brain processes what happened in a matter of tenths of seconds? Numerous Ivy League and Blue Ribbon studies have proven this type of perfect recall is impossible.
  • Rewards for police officer whistleblowers are banned.
Rewards? Like bounties? This is a truly dumb idea, but if the City Council wants it, all they have to do is vote on it.
  • Police misconduct records are destroyed after five years.
This is an outright lie. Anyone check that "invisible institute" website lately? There are records there going back to the 1960s for Officers who have been dead for twenty and thirty years. The only thing that gets removed (and we have our doubts about that) are Not Sustained and Exonerated cases - you know, like offenders have records expunged when they are cleared by whatever means possible. Everything else lasts forever.
  • Interrogators are limited in what they can ask officers during investigations of alleged misconduct.
Sure they are - they're limited to the investigation AT HAND. You know, the one that an Affidavit is signed for. That, and that pesky thing called The Constitution that provides for legal representation and the Right to confront an accuser and innocent until proven guilty beyond a reasonable doubt. Darn it all anyway.

There is a unsurprising amount of ignorance on the Slum Times editorial board - after all, they employed Mope-rah for years. But the public at large has to be educated as to exactly what the Contract provides. It is nothing more than a Citizen is entitled to, minus the provision that we can be ORDERED to answer questions.

So Fuck the Slum Times and feel free to share this short explanation of how exactly they are advocating railroading Police Officers. Remember, the FOP aren't the ones "negotiating" in the media in violation of the handshake agreement.

Off the topic but remember this officers! Whole foods , Starbucks, CTA, public schools will need officers before we need them. Make sure you make any complainant go to the station and sign the complaint infront of the desk sergeant. Why make it easy for them? Don't do that!

Hey SCC! These de-fund the police politicians are on to something here. While we are at it let's look at the Chicago Public School system. $5.6 Billion dollar budget that is four times more than CPD. Horrible academic results and systematic abuse of students that gets swept under the rug. Class system that does not allow average students to attend magnet schools like Walter Payton College Prep. Waste, Fraud, and big juicy contracts to the connected. The major portion of anyone's property tax bill in this state goes to public schools. You know, the ones that teach racism and white privilege.

My solution would start with suburban and CPS teachers switching schools for as year. Suburban teachers teach in the CPS and CPS go out to the burbs. See the difference in real time. Then a forensic audit of each school district paid for by the district. Report becomes public knowledge on a provided website. This would be just a start.....

This is Lightfoot’s doing, she knows the can refuse to meet with the FOP or any contract negotiators and there is tons of public support for abolishing the FOP and other police unions which they feel protect officers. She’s knows she has the support of the city council and public to not budge on contract, institute all of her anti-police policies, not negotiate anything, and the rank and file who need a paycheck aren’t going to do anything about it, except show up to work everyday, answer their calls, investigate their cases, and continue making arrests to stay in their blue jeans and tact cars.

2 weeks ago 2 exempts were dumped for giving out too much OT, then for the past week days off have been cancelled and 12 shifts have resulted in tons of OT.
Cops are out there working, mixing it up, they aren’t staying fetal as much as some on here say they are. Lightfoot is winning and knows it.

It is also true that the looting and burning of 200 buildings in Chicago is endemic of violence that exists in the Chicago’s African American Community. The same can be repeated about the number of killings committed by Blacks.

If Lightfoot and Co. announced tomorrow she is defunding the police by 50% and giving that money to community groups and social justice warriors to handle 75% of the community’s problems, ie 911 calls that police shouldn’t be responding to in the first place, then said she was giving the 50% of the cops who she’s keeping on a 20% raise, those staying on would all be in support of it and high giving each other.

There is no solidarity anymore, everyone wants what’s best for them and their families.

Glad I left when I did and took my pension money with me.

OT: So a judge in Minnesota just set bond for former police officer Derek Chauvin at 1 million dollars. Where is the outrage at this “unfair” bond for someone merely accused and not convicted of a crime? I thought the social justice warriors were against unreasonable bond. Chauvin is charged with a serious offense, 2nd degree murder, but he has no violent background and no prior criminal arrest history. None! The snippet of video shown by the media depicts Chauvin kneeling on Floyd’s neck and not taking it off as he is knowingly being recorded by citizens. You think he ever in a million years thought Floyd was going to die? If he had any inclination at all that he was doing something wrong, then he would have stopped once he saw people recording his actions. This was a mistake, not premeditated or deliberate murder. Taking into account Chauvin’s lack of criminal history and the absence of intentional malice, his bond should be 25k-100k.

Just as the 59 members of the Buffalo PD stood together and took action to be reassigned from their unit back to patrol, the sworn members of CPD need to make a stand against all of this. There are plenty of effective job actions that can be done. I'm retired 4+ years after 31+ years on CPD. I still reside in Chicago. I and my neighbors have guns, know how to use them, and are willing and able to protect our homes, businesses, and families. I support all and any job actions that current members of the CPD would possibly embark on. You need to get the attention of the political clASS and the business community leadership (MONEY) of this city and state, and put the fear of the beast in them. If Saturday 30 May 20 wasn't a good enough example of the poor and failed elective leadership, incompetent and corrupt CPD management, and the false narrative being spun by agenda driven media, than I don't know what more violence and mayhem can be inflicted upon the city for the necessary changes to be made. The Policeman is not a second class citizen. The Policeman is not the problem. The radical left has hijacked the narrative, and has conflated the facts. The city and the state are entrenched bastions of political corruption and lack luster leadership, and these traits have spread to the management of a number of LEA's throughout the state, CPD being a prime example. If the members of the CPD are to have any possible future of a half decent department to work for, then it is up to the membership to push back. If you don't, you are done. I think that making sure that there is a truly independent investigation of the circumstances surrounding a killing, that is something that’s very important. Just saying that police will investigate themselves or letting the leadership, even if a city investigate the police. That by itself isn’t enough.

United States Senator Kamala Harris emerged from a meeting on Police Reform in Washington stating that major cities should take the money that is funding their Police Departments and reallocate it to Public Schools,Social Programs,Teachers,and Transit Systems.I don't know about other cities but didn't Chicago just pay Public School Teachers for 3 months of not coming to work and that was after 2 and a half months of their Strike?Weren't the CTA Bus Drivers and Train Operators paid for running Buses and Trains for 3 Months with no passengers and sitting in the Bus Barns playing cards and rolling bones?Doesn't the Mayor of Chicago hand out Millions of Dollars on a semi daily basis to anyone from the Community that has a hand out?Weren't Judges,City Attorneys,Assistant States Attorneys,Public Defenders,and Court Clerks paid for 3 Months when the Court System has been and is still 95% CLOSED?So many questions for Miss Harris that are awaiting her thought provoking answers.

Looks like all those bad deals are coming home to roost. Bad deal then for city and worse now but decades of kicking the bad deals down the road are coming to a ugly halt. City cannot sustain the bad promises simple as that. There are going to have to be changes made, same goes for state pension funds as well. Feds cannot afford any bailout help so your on your own. Any Casino money is already spent on social promises that will be made to keep the Democrats in office.

I've played some sports with CPD officers in the league here and there over the years. Great people all. I have tremendous respect for the tough and under-compensated job done by the force, and that's only increased in the last decade with the really incredible job done at the NATO protests, and the professionalism I have seen this year. Every personal interaction I have had with CPD over 25 years in this city has been well handled.

That said, this civilian is yet another who thinks there is too little public oversight of the CPD, that the union and culture protect the unworthy, and that those problems are not changeable without significant changes to the oversight rules in favor of greater disclosure.

The CPD I would like to see would be (a) paid much more, (b) get rid of political promotees, (c) have more certain retirement funding, and (d) be quick to fire the poorer performers without lengthy contract-induced reviews. (By poorer performers, I include the ones with anger management issues).

While I am here, a little note on that retirement funding -- as someone with professional finance experience I suggest during the next contract negotiation that the CPD try to go for *big* 401(k) contributions instead of pensions. They can't underfund those or invest them stupidly, because that's money you get right away. You're no longer beholden to the financial health of the city.

I've been on the job just over 12 years in the burbs. I myself just want to get to my 20 and do something else. I hear it from other coppers as well. The worst part is I'm too far in to walk away but still have 8 years to go. Luckily I'm single and live within my means, I can't imagine what it must feel like to be the sole bread winner for a family with children. I can't imagine they will be able to find anyone willing to do this job sometime very soon.

No amount of a pay increase is worth the loss of the job protection of due process rights.

What good does a big salary bump do you if the job can be taken on a whim? An anonymous complaint and you are out on your ass.

All are talking about police reform but no one is saying exactly what or how.

The police will no longer crime fighters. They are crime monitors.

Groot doesn't need to defund or downsize the department. All she has to do is let it die by attrition. All the police will retire and virtually no one will be willing to come on. How many applications did the last few tests get?

Reform means change. Doesn't necessarily mean improvement.

The pair will bring plenty of free stuff to the burglary call to include, various large sized samples from the Pot shop, a looting at your favorite store coupon, the new book Shoplifting Made Easy, and mayoral promises sure to appease an entitled criminal. Karen, an over wound social worker, will then lecture the caller, write her a high dollar ticket, suggest counseling for the resident and a donation to the criminal as he obviously just needs a helping hand. Chad and Karen then give the burglar a ride home as his girlfriend got scared and left him while still in the act. Scared of what, asked Chad in amazement. They then arrange to babysit their 4 kids so the couple can have some time away from their various criminal enterprises and the children. Chad and Karen feel it was a job well done. He is escorted home and the robber is allowed to pick their pockets as a gesture for his being inconvenienced. The victim is scolded for calling in and should have simply let the robber take what he wanted because of course you have insurance so what's the big deal anyway. Karen threatened to shame him on the Chairman Groot social media channel and ban her from traveling out of the Kingdom of Chicago. It all works so well without cops, so peaceful.

Off the topic but remember this officers! Whole foods , Starbucks, CTA, public schools will need officers before we need them. Make sure you make any complainant go to the station and sign the complaint infront of the desk sergeant. Why make it easy for them? Don't do that!

Whether the officer has 24 hrs. to respond or not, it's still only 24 hrs. The officer can be taken off the street for those 24 hrs. if need be. Then, guess what, in 24 hrs. you have to start flapping your gums or else ... YOU'RE FIRED.

I've heard this argument many times. It amounts to nothing. If a cop out-and-out does something criminal he can be arrested and questioned immediately just like anyone else. The 24 hr. rule is an administrative protection, not criminal.

Much ado about nothing.


The thing it, police killing people, either rightly or wrongly, is going to happen forever. It can't be stopped. Human foibles. The thing that CAN be stopped is burning down our cities even though the cop had already been appropriately charged, as in this MN case. The problem lies at the feet of the Democrats. Look no further than that. Sure training will help, to a point. But these tragedies are not 100% preventable as long as the human factor is involved. Grow up democrats.

Not LE but IC for 29 years.
Requirement was, as of 2010, that any time an agent used a firearm a
report had to be filed within 24 hours.
During weapons qualification, the lawyer type always said 24, but then
said it took from 48 to 72 hours for the human brain to process what it
actually thought happened. Also said that "ways" can be found to stretch the
time it took for the report to "get to the brain farm" to accommodate the
needed time.
Of course that was overseas, CONUS is a lot different.
Glad I got out when I did. Could see the shit that was about to hit even
back then.

Hey SCC, I'm not to worried about the 48 or 49 readers (I think half of them "work" there) the Slum Times has. It's the democratic cities that have all the crime problems across the country and it's they're mantra, anyone but the real offenders. Their ignorance is astounding.
