well that is correct. It used to carry the commander rank years ago, but not sure now. When I worked in the building, City Hall used to hide clout heavy civilians on the police budget, assign them to the superintendent's office or 1st deputy office. They never worked for the department, never set foot inside the HQ, but worked out of city hall, had nothing to do with the CPD, but did get a CPD Vehicle

This just leaked from Mayor's Office. Even Lightfoot has come to realize that Carter is simply not up to the task of the duties of First Deputy. In private she has referred to him as "dumb". Brown asked for Carter and the Mayor originally agreed, believing that Carter would be a good resource for Brown.
Had she asked anyone of the hundreds of people who came into direct contact with Carter in the course of their careers, she would have learned that is is unintelligent, inarticulate, unable to make a decision and unbelievably aloof.
Lightfoot's idea now is to interpose an Assistant to the superintendent between Carter and Brown in order to remove / isolate Carter from the decision making processes. This she has determined is vital since Brown is likely headed back to Texas by September.
Because there is presently a black Superintendent and First Deputy, she feels comfortable appointing a non-black Assistant to the Superintendent. This will enable her to then promote the "Assistant to the Superintendent" to Superintendent when Brown resigns.
She is confident that Brown will slip away quietly and without exposing the fact that she has micromanaged the police department into ruin. Brown has absolutely no authority to manage the police department. He is not even permitted to hold a news conference without Lightfoot's personal approval of the script. Supposedly there is a well drafted NDA that will continue to ensure his silence.
In private meetings Lighfoot is expressly crediting to the newly rolled out Unit with the dramatic drop in murders this weekend despite 60 plus shootings. She brushed off the suggestions that the drop in deaths from shootings was more likely due to the poor marksmanship of the assailants and excellent work of EMS and ER Doctors.
Also during that session, staff was crafting her prospective comments and narrative relative to the presence of federal "troops" (her description of Federal LEO) she was adamant that her main objection must continue to be that these Federal Troops are from outside the city and thus know little of how the city and Police Department function. Lightfoot was nearly apoplectic when one staffer pointed out that the man she placed in charge of the entire police department was from Texas and knew nothing of the City or its Police Department. That staffer is likely printing numerous copies of the his resume at this very moment.

Now instead of it being outside pressure groot has her person doing the day to day operations. The day to day guy use to be the chief of patrol... not anymore. Now it will be groots spot making the calls and brown will be the media boy figurehead of the department. It’s a civilian former federal prosecutor who had a major role in the LAPD consent decree implementation and rolled out a “state of the art” community policing program. Brown asked for Carter and the Mayor originally agreed, believing that Carter would be a good resource for Brown.
Had she asked anyone of the hundreds of people who came into direct contact with Carter in the course of their careers, she would have learned that is is unintelligent, inarticulate, unable to make a decision and unbelievably aloof.
