Twice the Rate of Retirements

Groot won't have to cut manpower - it's undergoing self-attrition:
  • Chicago police officers have been retiring at double the normal rate recently, raising concerns that the number of new hires won’t keep pace with the number leaving.

    Michael Lappe, vice president of the board of trustees for the Policemen’s Annuity and Benefit Fund of Chicago, said 59 police officers are retiring in August, with another 51 retirements set for next month. “That’s unheard of,” Lappe said. “We’re seeing double the average number of retirees each month. The average is about 24 a month.” He said a change in health insurance benefits is a factor, while the police union president blames Mayor Lori Lightfoot for not backing police officers.

    Retirements in 2020 are on pace to be higher than in any of the past few years. There were 335 police retirements through the end of July, compared with 475 for all of 2019 and 339 for all of 2018, according to pension records.
We aren't sure if Lappe is only noting the Officer numbers, or the sergeants and above also, but his numbers seem to indicate only blue shirts. The totals point to a disturbing future of manpower and hiring shortages when no one wants this job.

This is your "passive" defund the police plan. For those that have a little time OTJ, it's similar to the 55 and out for free medical insurance, which at the time coincided with the orchestrated banking and housing crisis. In reality, it was a "passive" way of reducing payroll and subsequent city pension contributions. There wasn't much, if any, new hiring going on at the time.

Approximately 20-25% of 9161's are eligible to retire right now. They have 20 OTJ and are 50 YOA or older. I have had conversations with more than a handful of officers who fit this demographic, and all of them were actively seeking a way to retire without the medical insurance. Many will go on spouses medical insurance. I spoke to a friend who retired 2 years ago before age 55, he said he pays $700 a month for insurance just for himself, but the stress of not being on the job was more than worth it.

Lyin Leftfeet won't be able to hire to keep up with upcoming attrition. Of course, it is more than happy with that outcome. As I opened the post, this is her "passive" defund the department strategy.

The attracting of viable candidates for police officers in this city has been a major concern for a long time.

It is not made any better by

The current state of social unrest
The social justice movement
The animosity of the city administration for the police
The economic uncertainty of policing given the defunding movement.
The long term economic viability of the city and state.
Corrupt local government
Housing costs.
Education system
Residency required.

What was the turnout for the last test?

Key point in the article is the fact we have 850 more retirees collecting a pension, than the number of cops currently working. He also stated it used to be 3000 less collecting than working. So in other words, we're taking more out than what we put in, so it has to crash eventually.
Like Rahm said, never let a crisis go to waste. Covid19 is a perfect crisis to declare bankruptcy and screw over a bunch of cops and retirees. They hate us anyway, so why wouldn't they?
Anybody with age and time needs to seriously consider retirement. When these SJW democrats default, retirees have a better argument in court for not diminishing the pension they've already been collecting.

Add 1 to the he Sergeants coming soon. It just isn’t fun anymore. 50 and out. 5 months, is too much. 5 more years can’t be done. The plan was always 50 but thought I would be on my own terms. I don’t want to associated with this International embarrassment of a place anymore. The only good is the new FOP Prez. He doesn’t hold back what needs to be said. Btw, has any of the lie-tenants been out on the front lines earning their pay, sharing that knowledge they keep so deeply hidden?(only to be used on promotion tests we’d have to guess!)

And no, we do not get compounded interest COLAs.

Serious question for coppers with time on the job and young adult children.

Are you pushing your kids to or from the job? I know I was married to a female copper and she had two younger kids when we met and (we are now divorced) but we both talked her kids out of becoming the police. Both are grown, 23 and 27 years old. Neither police. I am now remarried with a 10 year old and I am pushing her to become a Dr and she may only be starting 4th grade but she's showing an interest.

I did same. I actually retired at 49 and moved to Costa Rica with my family and am raising daughter here. All of you hung up on the health insurance thing there are other options. In Costa Rica you can get great insurance here for $200/month and you live here on $5,000/mo if you have all your shit paid for.

There's been no change health care, what is Lapoe talkjngvabout? And all these increased number of retirees is going to put a huge draw on an already diminished and failing pension fund. The near future of the pension is doomed. The numbers don't lie and nobody is adding to the numbers contributed on either side. But with the number of exempt rank positions, who draw 2 to 3 times a pension versus what a p.o. gets, keep going up and up and the number of po retiring keeps going up and up the burden to sustain is impossible

The PBPA asked for that deal for age 51 to 54.

The arbitrator said NO.. "it would be bad for the pension fund" Arbitrator Rommel stated.

HOWEVER our damn PBPA also VOLUNTEERED to raising the age 55 deal from 2% to 3.5% and raise the age 60 deal from FREE to 1.5%.

The FOP had worked the FREE Age 60 insurance into the contract over 20 years ago and now the PBPA just totally fucks all of us by destroying the contract.

Aside from a decent Unit, bosses and seniority furlough, it’s what we strive for. But it’s also a calculated action planned decades in advance by hiring restraints. The City bean counters been doing this since mid ‘80’s. It’s a sinister way to collapse a pension. Radical political climate accelerated the process. Funny Uncle Larri LightLoafer will lower the CPD budget through this attrition and declare it as a political victory for the movement folk.

Leaving one way or another creates the void these people are hoping for.

If you retire now you only have to pay 3.5% of your pension check for health insurance until you hit Medicare. If you wait you have to pay 100% of it. Depending on whether you are married or not and need health insurance for your spouse or children you could be paying several thousand dollars a month for health insurance if you wait.

Not to many 50 year olds with 20 on will be retiring. Also not too many spouses will go for that “I’ll go on spouses health insurance”. What you are telling them is I want to retire at 50 so you will have to continue to work until 65 to get us the insurance and make sure you don’t get latex off or fired as we need the insurance

it is a common practice in both the private sector and the public sector to offer inducements to employees to retire early as a way of reducing payroll. This is nothing unusual at all. You need to stop thinking that you're something special. You're not. You're just a cost like any other city employee. The city is going broke and needs to reduce its expenses and payroll is a big expense and one of the few expenses that can be reduced readily.

Your friend pays $700 a month for GARBAGE insurance. It is a BRONZE plan (probably CIGNA) and covers basically nothing with a $10,000 a year deductible. Oh, by the way with a copay for every service. In addition, you have terrible choices of a Primary Care Physicians (PCP) who are in crap neighborhoods. The plan doesn't even pay for basic prescriptions.

So to set the record straight..... Don't gamble on buying your own insurance. I did it and retired early not knowing this information.

I agree about the insurance!!! You may be surprised/shocked to see what it’ll cost us when we leave the job. Also plan ahead with what you’ll do with any voluntary contributions you may be getting back to avoid taxes.

On a side note i ran into a buddy who retired not too long ago from a suburban Dept and he’s looking at getting hired by the city in OPSA as a civilian. He asked what it’s like and I told him I don’t know much about what they do over there other than it’s the new group groot put together last year. I told him I don’t even like driving past the joint let alone going in hq

Cost cutting in the private and public sector does have a similar outcomes- even for city employees. However, for the next several years, take your own garbage to the trash dump, go to court and fight a traffic ticket, change out your own burned street/traffic lights, fill in your own pot holes, catch your own arsonist, lotter, burglar, rapist, car jacker, and those crazy fun loving kids shootin' up the hood, River North, Mag Mile, Gold Coast, million $ condo's, etc.. And when minutes count, and life and limb are in peril, the police and fire services are only a half hour or so away. Just keep talking to the dispatcher until they put you on hold, and take the next 911 call and put them on hold. Or maybe call a friend the next you get the shit kicked out of you. Better yet, after your beat down take your friend for a nice ride on the Red Line.

Police have been given special powers of arrest, and under extreme circumstances may take life in the protection of others and themselves.

As CPD numbers dwindle down so will responses for calls for service. As businesses and residents walk there goes the tax base and up goes your taxes. I hope you have deep pockets cause the city and state have long arms. Come on man, let's defund the police.

Let's start with reducing the amount of alderassholes to 25 and take away their 1.5 million dollar per ward slush fund. Teachers are not essential, and neither are you.

Yes, you are right about pensions in Detroit, but that was based on the federal judge and what he declared. Their is no jury on federal bankruptcies, everything is up to the judge and it might not go the same way in the next case. The creditors lined up in Detroit and wanted to screw every pensioner and employee and they wanted their money first. The judge would not allow it. Although I think pensioners other then police and fire did take a small hit. The city had to sell assets.

The arbitrator said NO.. "it would be bad for the pension fund" Arbitrator Rommel stated.

HOWEVER our damn PBPA also VOLUNTEERED to raising the age 55 deal from 2% to 3.5% and raise the age 60 deal from FREE to 1.5%.

The FOP had worked the FREE Age 60 insurance into the contract over 20 years ago and now the PBPA just totally fucks all of us by destroying the contract.

Why does’t FOP or Sergeants PBPA go on the news and let the world know that Mayor Lightfoot made the Sergeants Part 1 a pass / fail .
Passing score was 50% , this was lowered male blacks would be allowed to take Part 2 . So a male black scores a 50-69% and received the same score as any police Officer that scored between 70-100% .
This is what I call black privilege are racism by the Mayor .
Where is the BGA or Federal Consent Decree monitors . Guess they have the blinders on .
