What's up With This?
A long neglected rule - especially with no volunteers.
This was known informally as the Ceriale Rule after Mike was killed in the Deuce. The idea at the time was that cops with less than three years didn't know enough to operate safely in a plain clothes capacity, even though there was nothing suggesting his working plainclothes contributed to his death.
But as the pendulum swung father to the anti-police, anti-arrest, anti-any-sort-of-street-investigation, and more toward traffic stops and blue cards (in lieu of actual arrests), tact teams got very desperate and took anyone regardless of time on the job. There were zero perks anymore and many days cops weren't even working in their assigned Districts. In more than a few districts, this meant teams filled by reverse seniority and anyone off probation was fair game.
Something has changed if they're reminding everyone of this again.

025 tact didn't go by reverse seniority over the last few years. They just offered it to coppers off their probation as a way to get off midnights. Made me sick watching that merit scumbag Escamilla making himself look good at Compstat off those young cops activity that didn't know any better. Why the sudden change? I was a Det in Area One when Police Officer Mike Ceriale lost his life in the line of duty. I didn't know him but was involved in the investigation that followed his murder. Officer Mike Ceriale did NOTHING wrong! We saw that he was a good police officer that did his job. Talking to officers that worked with him leaves no doubt that Officer Ceriale for his years on the job was better than most. Rest easy brother. You will never be forgotten.

Maybe they want to enforce the rule because the streets are getting more dangerous with assholes more willing to fight the arrest, and even start shooting at Police. .
Here's what has changed. Since they are disbanding units or downsizing them, officers are given the choice to remain and get stuck in this new unit (Summer Mobile or Crisis Response Team) or return to your old Districts. Well some don't want to push a beat car. The problem is that the Tact Teams are filled with these new kids on the block with no experience.The District Commander is aware that officers with more experience are returning to home base, but there is no openings. So, let's inact this rule.

Piss and vinegar is fully fermented by then and permission to kick ass and take names granted.
Or it’s just for getting pin-cushion assigned to an admin front office, Unit or HQ bureau spot, with executive order approval from the chief.

Change it to 5 years. Nobody knows anything first 5 years. First two are academy and training
Tact is the biggest scam on the dept nowadays. Gone are the days when tact was comprised of grizzled vets who brought in only quality arrests.
Now these teams consist of people looking to just get off the watch and not have to push a beat car anymore. On top of this, they are bringing in ISR’s and blue cards on the daily!

Not the correct narrative/racial makeup of the police offender/victim. Flip the officers and victims race and there would have been mass riots and looting, or in other words, a typical day in a demoncrat run urban city!
