Another Program?

  • The Chicago Police Department has unveiled a pilot program that will analyze records of personnel complaints, excessive force and other data to identify officers who may need intervention in the hopes of preventing events that shake the community’s trust in officers.

    But experts who reviewed the department’s plan say it includes no accountability for officers who may show a pattern of problematic behavior, leaving the department without recourse to pull officers from the street or take disciplinary measures based on the information turned up by the program.

    Instead, the program is promoted as an officer wellness tool, being rolled out along with another pilot program, a telehealth app that will allow officers expanded options for mental health treatment on their phones.
And right away, it's a hammer with "reporters" tossing their own slant into it regarding "accountability" and "disciplinary measures."

But don't worry, it gets better:
  • CPD officials say this program is not punitive, and that they already have other systems in place to investigate allegations and discipline officers. Instead, the Officer Support System will identify officers when the problems are minor and refer them to their supervisor, which may lead to counseling or retraining.
The supervisors who are being buried in minutiae over the "Consent Decree"? Supervisors with zero training in psychological issues, family counseling, anger management? We're pretty sure everything will be "recommend counseling" and the Department will wash its hands of any sort of responsibility. Has the Department even come close to meeting the "Consent Decree" numbers for licensed professional counselors?

Just so everyone knows, this effort is spearheaded by the University of Chicago, so it's already suspect. And perpetual gadfly Craig Futterman seems to have input, which makes it a vehicle for anti-police sentiment from jump street. We wouldn't cooperate pouring water on that goof if he was on fire.

so the university will have access to CHICAGO POLICE officer employment records?

Does the officer have access to all the data?

IS this a medical issue if it deals with PTSD?

How does this help those problem exempts who drink on duty and drive squad cars drunk?

The whole fucking department needs intervention after six months of 12hr days and no reg days off.
Bus drivers, truck drivers, Uber drivers, airplane pilots, factory workers, etc have limits to hours and consecutive days worked.
Not cops?

It is only luck and the grace of God that no cop has gone nuts with the stress, pressure, hostility & hate.
The unthinkable is very possible.

Since these people have no clue on how to fix society’s real “problematic behavior” they need a scapegoat to justify their positions. The teacher’s unions, politicians, etc don’t want them looking in their direction so they jump on the band wagon to deflect anywhere they can and what better fall guy than the police. I’m black, have lived in Chicago for 27 years and have never had an interaction with the police. Why is that? Are the police slacking off and not doing their job of harassing all black folks? How about a "screening" program, starting in pre-K, to identify those at risk from CPC, "constant police contact," that places its sufferers - lke moths drawn to a flame - in constant interaction with police at a level where they present with more problematic behaviors in a month than others do over an entire lifetime.

Always at night, always through the yards and gangways instead of down the sidewalk, always shouting instead of speaking - drawn by some magnet of undefinable and unattainable other-ness that obtains only on the corner, never at home.

Six-seven people involved in obtaining a bag of potato chips. By the time all the greetings and darting back and forth into the street and furtive moves and yelling concludes with the bag being handed over 20 minutes later, anybody would be staring, trying to ascertain what felony was being committed.

Oh...they used to have sort of a "program" along these lines.

Timing is everything. This pilot didn’t come entirely from HQ.

Another Re-Hashed old idea labeled New & Improved. I forgot exactly what the Behavioral Intervention System and Personnel Concerns (FOP Appendix J) entailed per G.O. and it’s criteria. Might have been for Medical use, insubordination, tardiness (basically stuff Larri had done during her prior years). You were branded for a One Year period of time and I believe it kept you from working OT initiatives.

Did the The Dallas Retread come up in here with any ideas of his own?

The chicago police department was always a professional baby sitting service for drunks. That has changed over the years and is not quite as prevalent. The reasons behind the problems a lot of people face are still there. They medicate in a different way or have learned other less damaging methods of dealing with conflict.
