How to Fuck the Police

 This is from the brains of Groot's operation?

  • The office designed to help aldermen keep tabs on how the city spends tax dollars detailed a proposal on Thursday that would cut $55 million from the Chicago Police Department’s $1.7 billion budget in 2021 to help fill Chicago’s massive budget shortfall.

    The recommendation is the first from Kenneth Williams, who was named to lead the City Council’s Office of Financial Analysis in May after aldermen expanded the office’s power in an effort to provide a counterpoint to the annual budget proposal from the mayor’s office.

    Williams said he went through the department’s budget to find savings by cutting “perks” and things that are “nice to have, but not need to have” and identified savings equal to about 3% of the 2020 departmental budget. 

    The city could save $30.5 million by cutting tuition reimbursement programs and uniform allowances for police officers and commanders and another $23.5 million by cutting quarterly payments to sergeants and to those assigned to special units, according to the proposal. Another $1 million could be saved by reducing spending on police at O’Hare and Midway airports.

Perks? These were negotiated benefits from the City to employees. In fact, most of these so-called "perks" were offered in lieu of pay raises so that the City didn't have to factor them into pension payments - and does everyone remember how well the City kept up on those pension payments over the intervening decades?

For these benefits to be surrendered, Groot better be prepared to add the total value to salaries - we were always the good guys/gals in these negotiations, sparing the City (and taxpayers) increased pension payments.

And this is just dumb:

  • The City Council’s Office of Financial Analysis also recommended that the city require officers to carry liability insurance as a way to reduce the cost to taxpayers to settle misconduct lawsuits. That change would require a change in state law.

Perhaps if the Corp Counsel actually fought the nuisance cases (like they did under J-Fledgar) instead of settling them with connected firms (that make political contributions to the Machine), then they would (A) make it less attractive to file bullshit cases and (B) have money to fight the cases that need fighting. J-Fledgar saved the City millions fighting suits and made plaintiff attorneys angry enough to threaten Rahm into settlements again.

Anyone know why Groot isn't cutting half of the aldercreatures? New York is three times as big as Chicago and gets by with as many politicians.

How about the CPS? Their budget is $7.7 billion - four-and-one-half times the Police Department. Surely there is room for massive cuts, especially when they aren't even using any of their buildings, supplies or physical plant personnel.

dont expect cuts to teachers-- even though they are not teaching shit. you know back in the early 1990s; society kinda saw through bullshit. shit filled schools did not get funding because they did not graduate kids whom were educated, but every one wanted the police when you would fall victim to those high school graduates.

If they really want to save $50 MILLION, it's super easy. Just cut 100% of the Alderthieves slush funds. They each get $1 Million to piss away in their Wards right? Fuck it. Cut 100% of that nonsense. Make the Alderthieves PAY for an office space on their own, or else they have to use something provided by the City. Something down at City Hall, or how about they use a broom closet in a Police Station? It's not like they do any real fucking work anyway, so a broom closet ought to work out just fine. Gotta be $100 million in savings right there.

Gotta be a few million if we get rid of the bullshit Security Details for Groot, Burke, Prickwrinkle, et. al. Get rid of the cars for those assholes too. Let them take the CTA or drive and park like everyone else. No more chauffeur services.

How much do they piss away on free food? Breakfast, lunches, dinners? Cut all that crap down at City Hall. They can have one holiday party a year for everyone in the building and they can spend $5000 on it. Bring pot luck food and drink. No more catering, renting out the Field Museum, etc...

So right there - probably $110 million saved. How about transferring it to the Pension funds?

CPS has abysmal results as they turn out a bad crop of turnips every year.

Time for vouchers to private & parochial schools.

CPS spends close to $20,000.00 per student in the system.

Average tuition per student in Chicago for private and parochial schools:

Elementary is $8,341.00

High school is $17,095.00.

Well then if you plan on implementing the insurance requirement then I have some requirements of my own since it will be my liability insurance...
1- I pick and choose the calls for service I answer.
2- I pick and choose the location where I work.
3- I pick and choose the supervisors I work for- you know the ones who won’t jeopardize my freedom and increase my insurance costs
4- since your mandating me to carry LIABILITY insurance then I charge the following fees to keep my insurance costs down...
4A- actual physical arrest $10,000 depending on crime since it usually takes
10 years or more in this county for appeals to be exhausted.
4B- $25,000 for any homicide arrest
4C- $15,000 for any felony arrest
4D- $5,000 for any encounter that requires a TRR or ISR be completed.

100% correct SCC. The uniform allowance and duty availability are items negotiated in lieu of pay increases that would be subject to pension payments.

If we lose either or both then the ONLY satisfactory replacement would be a commensurate pay increase IN ADDITION to a similar pay increase as CPS teachers.

CPS budget doesn’t get talked about nearly enough. All this talk of social workers and psychologists, drug counselors and community helpers should come from the CPS budget. After-all, most of the problem people in this city are products of CPS so it’s basically a continuation of their duties to help these poor souls find the right path in life.

CPD enforces laws and maintains order, and it’s brutal work that deserves proper compensation.

The obvious place anyone with half a brain would look in any attempt to cut costs is our aldermen and their extensive staffs of overpaid thieves. But this guy decides to go after the police. And then he decides that cutting money that can't be cut is the best idea. There is waste in this department, money spent poorly, equipment bought and never used, take home cars for people who don't do shit, created boss positions for no reason, etc. Start cutting costs there instead of coming up with some bullshit plan to take away contractually negotiated money. This is just an attempt by the city to make the police look bad, like we're wasting tax dollars, like we need to be defunded, to appease their idiot Democrat voters. Blame the police, then blame the unions when they point out what the city already knows, that these things can't be taken away, not without negotiating it in the contracts. Wasteful, racist, evil police making the city go bankrupt. Right. Meanwhile, CPS and the aldermen keep wasting money like it grows on the trees planted in the middle of the streets. How much did those cost? How much was the bean? Sell that piece of shit. Tourism is dead anyway. There's always money for politicians' friends and their pet projects. Did they forget that the State of Illinois and the City of Chicago negotiated a Consent Decree that will cost hundreds of millions to implement? This is a court order that is required to be fulfilled. The Consent Decree is filled with phrases such as "the City will provide the resources to fulfill" all these new things to make policing better.

The politicians knew this when the Consent Decree was negotiated. All of them had to have looked at how much other cities spent on consent decrees, and they had to have estimated the costs of how much it would cost here (which is probably one reason Rahm did not care that much about not running for mayor again). The mayor's office had the estimates. In fact, some things in the Consent Decree look to be spread out over many years because they knew in advance the costs associated with those ideas.

Remember, the Consent Decree is a court order, and that Order states the City will find and provide the financial resources to make it work.

Just a suggestion for saving the budget.

For the month of November shut down all 911 centers, furlough every police officer, fire fighter, paramedic, truck driver, trash pick up, close all hospitals. All employees will stay home on a no pay status with all benefits suspended for the 30 day period.

There ya go, by December 1st all will be well.


















I suggest as a money saving idea, that all police be given the month of November off with no pay.

Shut down all 911 centers for the month of November.

Close each & every hospital.

The city can save a lot of money by not using union tradesman. The trade union rate was set for private industry because most trades workers do not work year round and many do not have benefits when they are not working. But, a city tradesman works full time, bets full benefits and has a pension . The mayor wants to break the police union, let her break the trade union and either have them substantially cut pay or break the union and hire all non union workers. It used to be many of these trade workers would be A Permit and not A card union with the same pay rate.

I think that everyone agrees, that with reduced revenue, that departments, including the police, will have to suffer an allocation reduction.

Everything suggested here is designed to punish the individual police officer. I thought the left wanted college graduates as police officers, but I guess no longer.

I particularly like the idea of the insurance requirement. Are there policies available for sale to cover this type of risk? Is this a pay reduction or will the city reimburse the officers for the cost of the premium?

How will it work? Will the policy be based on assignment? Will the guy flying the desk pay less than the officers assigned to the communities that don't value life? The policy will have to clearly define what is covered, and what is not. Will an officer be able to refuse an order because their policy doesn't cover the activity?


Sounds to me the insurance company is going to tell officers what they can and can not do.

Why would anyone want to work for the CPD...wouldn't working for the CPS be a better job? Do nothing, make a lot of money, and a better retirement?

Stop doing dumb shit like installing bike lanes at $1.2 million a mile. Stop planting flowers Downtown in September, stop paying out bullshit lawsuits to connected law firms. This was nothing but a vilification by Larri Gets Even prepared counterpunch to FOP. ShortShanks done that already at least twice. She’s looking to bust the FOP which won’t happen. Two minutes ago the honchos of Michigan Avenue and probably the banking industry were bashing Larri’s loopy managerial skills just on the crime and violence front. She still has them on her back and she’s not helping them one bit by cutting up the Police budget. Sure there’s plenty of area within CPD budget that are unnecessary, but much of that is paid through grants and wasteful props for political optics.

It’s for the Kids.
CPS also gets Fed and State and private supplementary grants and funding. And then there’s the guaranteed automatic tax levy that CPS gets every year. Their wasteful budget needs a thorough examination after just the 6 years of corruption and most recently the latest CPS chief of staff to the CPS CEO (I don’t know about nuttin) getting caught in that $7 Bil cookie jar going back 4 years.
Reform by consent decree?
StayAtHome teachers and staff still getting a full wage since March and don’t have to drive across the city to show up at work saves a boatload on all the personal expenses they normally would incur.

Talk about perks...No show in the Classroom is a Not Present truant.
It needs to be challenged, especially by the US Dept of Education and the IRS.

These guys can make all kinds of suggestions but if it involves something that is in the contract it does not matter much what they suggest.

Don't get all excited about something that ain't gonna happen without it being negotiated through the union. And is very hard to take away something in arbitration that is already there.

It is likely that there will be some budget cuts around the edges of the police department, but that will happen with all city departments. The city is broke and has run out of money to spend. That means some belt tightening everywhere.

Getting a handle on police OT would be a good first start, but the bosses are not very good financial managers. Need to hire some MBA types for that side of things.

It just is not going to happen. It sounds like a good idea at first but there are no insurance companies that would offer the insurance. The risk is unknowable and the liability is growing dramatically with the proliferation of video that makes it really hard to cover up even minor misconduct.

If I understand it correctly, the city spent just under half a billion dollars the last decade settling police misconduct suits. That is just the awards, does not include the legal costs which are substantial.

Suppose you figure that there was another quarter billion in legal expenses associated with the settlements for a total of maybe $750 million. That would mean the insurance cost would have to cover about $75 million a year in expenses. With 13,000 cops, each cop's share would be about $6000/year. A little over $100/week. Very rough numbers.

But given the unknowable liability, it seems unlikely that any insurance company would want to be involved.

Last year I had to pay almost $500 co-pay on ONE MONTH supply of an expensive medicine. Fuck that. I fought like hell to get it down. I had another co-pay of over $1,500.

CTU does not have arbitration. If it did and they had a no strike clause, things would be different. But, the democrats are indebted to the teacher's unions. It could be changed in Springfield anytime they wanted. Public Sector employees have no Federal law granting them bargaining rights.

The city can save a lot of money by not using union tradesman. The trade union rate was set for private industry because most trades workers do not work year round and many do not have benefits when they are not working. But, a city tradesman works full time, bets full benefits and has a pension . The mayor wants to break the police union, let her break the trade union and either have them substantially cut pay or break the union and hire all non union workers. It used to be many of these trade workers would be A Permit and not A card union with the same pay rate.

The city uses union tradesmen that are rented, that is, they work for some schmuck who pays them union wage, but also pays the union health and welfare, not the city's fucked up pension and Blue Cross. I don't know what other trades are doing this but if I was on that list, I would be glad to avoid all that uncertainty, the union health and welfare is more stable. You don't get a COLA when you retire but their pension plan survived the crash of 08. You can also move in and out of the system without forfeiting your pension, and you can survive a drug test. A city worker flunks a piss test and the whole pension is out the window. You may say "so what, fuck um", but it's this very scenario that turns a rough and tumble laborer into someone's bitch because the boss knows you've been toking. Watched a guy with 29 1/2 years walk out the door because he got popped, and he is still working on the outside 15 years later. That one joint cost him about $2,000,000.

CPS has abysmal results as they turn out a bad crop of turnips every year.

Time for vouchers to private & parochial schools.

CPS spends close to $20,000.00 per student in the system.

Average tuition per student in Chicago for private and parochial schools:

Elementary is $8,341.00

High school is $17,095.00.

Here's something CPS doesn't say. Any "Child" under 21 who has not graduated High School, is still considered a Student, so those numbers are way skewed.

Many jobs in the police department could be done by civilains, but would that be better? But I think CPD should charge a fee for some services offered. May e a well being check or mental health transport?
