NYPD Shortage

Every Department is having trouble filling vacancies, but just in terms of sheer numbers, NYPD takes the cake:

  • New York City currently has roughly 4,000 fewer uniformed police officers than it did at the same time last year. That’s probably not as massive of a figure as it sounds because the NYPD still has more than 33,000 cops, comprising one of the largest police forces in the world. But it’s still a significant reduction, coming at a time when the city is experiencing rising violent crime rates at levels not seen in decades. In an effort to combat this issue, the Chief of Police recently announced that they will be recruiting 900 new applicants to the police academy for the class starting next month. But will that be too little and too late?

Short answer: Yes, it's too late. They might be able to catch up eventually, but for the immediate future, police numbers are going to be down and crime is going to be up. Without recruits in the pipeline (and it takes well over a year to train someone to be an officer) you are going to have shortages.

You can see it in Chicago. We're told the most recent class to enter the Academy here was about thirty recruits. That doesn't even cover a month worth of retirements and from what we're hearing out of Personnel, these thirty are from an entrance exam so old, almost three-hundred people turned down the job or refused to answer e-mails and phone calls before there were enough to begin a class.

If they want us to leave give the medical to anyone with 29 and a day even if they’re not 55 years old. What do the SCC readers think about this? If you think it’s a good idea let FOP know that they should bring it up to the city. I think it’s a win for both sides. It’s just as important as pay, residence, and discipline in my opinion for this contract that’s coming up. Again I’d like to hear everyone’s thoughts on this.

Lightfoot has so deeply screwed the honest citizens of Chicago it’s beyond scary. She has destroyed the CPD, morale and any chance of recruiting in the future. Cops are leaving in mass and the scariest stat is the number of new young cops transferring to other departments that have a mayor that loves and appreciates their police. Lightfoot has made the CPD so unattractive by refusing to give cops a raise after nearly 4 years, her hateful rhetoric, a purposely unfunded pension, canceled days off, and then forced residency. Why would a new inspiring cop join the CPD?

Before I begin, honesty compels me to state my firm belief that the Patrol is THE most important function, and that Detectives are the second most important function, and that EVERYTHING else is of minor or very limited significance. That being said...
The TOTAL Number of Sworn PO is irrelevant. What matters is how many ( what percentage) are in Patrol and how many ( what percentage) are Detectives. Taking these figures, the Question for Patrol then becomes: What percentage of Patrol is On the Street at any one time. The related matter is to SYNCHRONIZE number of Patrol PO On the Street with LE and Public Safety requirements.

What I am trying to say is this: in the Bureaucracy that is NYPD ( or CPD, or Los Angeles, etc) there are way too many PO in an office behind a desk doing the Public Affairs/ Public Information, Budget/ Fiscal, Supply, Facilities Maintenance, Communications/ IT/ IS, and NOT On the Street. We must have PO for Recruiting and Training and PO Personnel Management/ Assignments, but not much else.

Before publically complaining about Manpower, it behooves us to get maximum use of existing Manpower. This sounds like trite and cliched jargon from a Beltway Bandit Management Consulting firm, but it is nevertheless true.

The CPD will suffer a major recruitment problem along with massive resignations and retirements thanks to Lightfoot and her aldermen. She refuses to give the patrolmen a raise after 4 years which will not help in recruiting. Other departments pay a lot more. The aldermen better take charge and quick.

I have a Suggestion: Reduce Protective Services for local Politicians. First, reduce the number of Politicians who are entitled to any Police Protective Unit. Second, then trim each Detail to the absolute bare- bones minimum required. Third, remember “ The Lord helps those who help themselves” and encourage and license Politicians to carry concealed if so concerned about their safety.

HOW is it Budget- efficient and Personnel- efficient ( Instructor) to run a 30 Person Academy Class? What has been Average Size ( either size at Start or size at Graduation) of CPD classes since 2010 ( past 10 years)? More than 30 per Class, that is for sure.

Also the city stopped background investigations. The private firm that does this is nearly out of business for lack of candidates or the city refusing to hire anyone, Roach eyes is a demon with power. After "IT, the demon-witch'" term is over, the coffers with have $ 300.00 in the bank. It would be wise to sell Midway airport to farmer cause no one will be flying into this pit ! "IT" also has to be one ugly person elected to public office, and Cat Lady Toni/Tony, is a close 2nd.
Seems like Chicago' last 3 mayors were deformed, imbeciles, midgets and plain ass thieves.

Same all over. Anticpate in two years a large increase of officers in the 2-7 year range will leave departments across the US. They will see there are no new officers coming on after them, the lack of seniority, lack of support and a continuation of senior officers retiring will result in them being overworked and understaffed. The work environment is going to become increasingly more violent (speaking for the majority of cities - not the leader of all things violent Chiraq). Things will be bad for the public in the top 80-100 cities. Retire in small town or small sized cities. Be safe and back each other up if your on the job.

Who would want the nypd job? Have you seen the layers of oversight? It’s never ending. The state ag, every county da, a inspector general, iAd, inspections, civilian review board, federal oversight,and a mayor and city council that hates cops.
On a good note, seems the rank and file cops got the message, do nothing. Look at the protests and who is making the arrests, they are bosses, not cops.

It's going to be interesting to see how fast the Virus will disappear after the election...or will the DemoRats be pissed off when TRUMP WINS and that will be their revenge to keep everything closed and tell families they CANNOT get together for the holidays???? 300 to get a class of 30, sounds about right. CFD has the same problem, the last class to start went through over 1,000 applicants just to get 100 candidates into the academy and those that took the job aren’t young spring chickens. Last test was given in 2014.

if LORI had any sense she would know that a job nobody wants has to have increased benefits. Going on the news and talking about pay cuts and increased insurance cost will never bring in the best and brightest.

Add in 12 hours day and cancelled days off???

Wow! Yes, times have changed. When I came on the job, right out of the army in 1968, they were starting a class every 2 weeks. Men were in line at the O'Brien academy in their khakis processing. Plenty of people wanted the job. The city just gave the cops two large raises because of the recent civil unrest. Then, in the mid 70's people had to wait years for the job and they lined up for it. Now? No one wants the job. It will be harder to get qualified applicants, especially with the system in place in Chicago. Residency will stop a lot of men and women. Then, public school graduates get a leg up on the list, that eliminates a lot of qualified educated individuals. There seems to be a conspiracy to reduce the white applicant pool as much as they can. Things will not get any better under Lightfoot

In the 2nd District we have 5 year wonders and below, that still have the most limited understanding of being the police. Anything outside of filling out boxes on paper forms is too much for these dummies. 6 to 10 hours, or even more sometimes, for a couple inventories with an arrest. Officer safety? What the fuck is that?

I'll work nypd. I'm 50, my college kids go to NYC and Syracuse. I'll work nypd. Hey nypd, maybe have a table at the fop hall for lateral transfers. I've spoken to a lot of people this evening since the post went up, and 23 out of 46 said they'll do it. They are all 50+, calm attitude, worker types that have no problems with midnight shifts.

Me too! I’ll only have 23 years on and be 50. I’m lateraling to a suburban department that supports it’s police. I always thought I’d do 30 years with the CPD and I use to love it. But now it’s hard going to work being treated like garbage by our city. It’s also too risky working for Lightfoot.

With all the above going on throw in forced residency too. What possible applicant from the suburbs would want to apply to the CPD now. Almost every other department has to offer laterals to survive. CPD can’t do that with residency. Not having a contract doesn’t help either

One of the stumbling blocks, exempt ineptitude aside, is that under federal law, you can't buy ammunition or firearms if you're a marijuana user. So despite the fact that Illinois has changed the laws regarding marijuana, they're still beholden to federal law.

Serious question: Why would anyone want to be a cop in Chicago nowadays?

Early when my career was beginning and I was faced with what job to accept where, a multitude of factors went into that decision. Part of them were specifically job-related, such as pay, benefits, management structure, opportunity for advancement, overtime demands, time off, personal satisfaction, OJT, etc. Part were environment-related, such as cost of living, quality of schools, tax burden, regulations, sense of community, access to services, overall quality of life, etc.

In all of these check boxes there is nothing that would entice me to begin a law enforcement career by being a cop in Chicago.

I wonder what motivates the 30 new academy recruits to sign up?

In my district alone 7 PPOs lateraled to suburban departments this year one went to DEA. The city of Chicago spent big $$$ training and certifying them only to lose them to the burbs. They all say they are leaving because of a combination of forced residency and or the lowsey way city hall treats them. I’d love to see the actual numbers of how many young newly trained cops have left over the last two years. Some one probably has the data. Please share. Not good I’m sure.

I joined in the late 90’s because it was a stable job and I didn’t need college. For the most part it’s worked out pretty well, I’ve met some officers along the way that I never knew existed. Officers I’ve never met fighting side by side with me just because I was the police. Officers that I may not have liked, but when shit went sideways they backed me up. And of course all the friends I’ve made because of the police department. Yes the times are changing but I wouldn’t trade 20+ years of this dysfunctional circus for any other job out there.

The academy and HQ have more PO’s assigned to each than most north side districts. Over 130 connected phone calls and sex dollies assigned to the academy to teach THIRTY recruits! 40 should be plenty to cover all functions to include coverage for RDO’s. What’s the other 90 do? Yet roll calls up north have less than 5 PO’ some days. WTF is wrong with this no good department.

A recent past fop canidate wanted the city to rehire past retired police/detectives for part time positions, but alas he lost the election. Instead all city -wide tac teams to be canceled beginning in 2021. We travel deeper into the twilight zone.

Agree, Patrol is the most important function...and after the city f’ks you over for doing your job...you find a spot in which to do as little as humanly possible. I paperclip papers all day. Why would I risk my livelihood let alone life for doing my job any longer? So at the will of clueless liberals be told my actions were racist & criminal? Some people have never done shit on this job but hide. For some of us it takes, 10, 15, 20 years to become useless manpower. Until the cop hating rhetoric stops and we get some immunity for doing our jobs, it doesn’t matter if manpower is up or down in terms of crime. Where manpower does matter is for keeping one another safe & from being exhausted running from job to job.

12:57am: You're on target and IL statutes provide for Aldermen/Willage Trustees and Mayors to be "Conservators of the Peace." After completing the 40 hours firearms training, these political quasi peace officers can carry a firearm complete with the 6 point star designed (and conspicuously carried) by AlderAsshole Ed Burke. Let them fend for themselves - especially the Asshole In Chief Lightfoot. Give them a radio with their own frequency so they can call for the "Bambulance" after they try to be the police. And LL can bark out orders when she tries to play Sergeant while on her "Inspections". The radio should be staffed by OEMC's most inept dispatcher so our elected officials know exactly what we deal with every time they use it. Let LL's wife be her driver so LL can be like Johnson's Johnson.
