Why? Because there is no mechanism to lock the garbage and recycling cans in order to prevent unknown people either walking or driving through an alley and discarding prohibited items in either can. The garbage and recycling cans are on the public way and the owner or renter of the property has no way to secure the cans from the public. There is no way the city can prove the owner or renter of the residence put prohibited items in either can.

Thanks for the info. This will be interesting. How are they going to prove I threw it in the can and not someone else? I live next to a Midway 12 flat.
