Teams Going Away?
This builds on a rumor we saw in the comments about a month ago about Tact teams being disbanded. We know Brownie isn't a fan of the teams, so maybe there's something to this?
- Word from Hq first period 2021 tact disbanded except for tier 1 districts. They will also be reduced to a total of 24 total officers. Not a big deal except no one is giving teams a chance to bid to a watch they have rightfully earned. A lot of people will be dumped to mids.
Someone did point out that if it's an involuntary dump, there has to be some sort of bid, but who's to say all the openings won't be on midnights?
What else is everyone hearing?

*sighs, If you are dumped, they have to honor the bid you would've gotten had you not been dumb enough to be on a tact team in the first place. If you ask to leave, you are at the whim of management.

If it’s true, they should announce it now, so the people could bid for watches and then the furloughs.
Don't they have to list the number of openings for each watch prior to watch bids? Maybe that could shed some light on what plans might be in the works for first period 2021.

That's cool. So the few remaining proactive police are going to be disgruntled and not do a thing now? Tac/gangs used to be a desired position. It was used to get away from having to answer jobs, the prestige of wearing jeans, or using it as a springboard to go on to something else. Welcome back to general pop.
Maybe this is to address the fact that they’ve stripped the watch of so much manpower that nobody ever has any rapids up anymore and most are downing beat cars or putting up 99 cars everyday. The watch is being run Completely ragged. There’s nobody to help out taking jobs. It’s constantly job to job to job in a rap most days. It absolutely sucks. It’s no wonder people on the watch are hitting the medical in droves with “covid symptoms.” We need a break. We can’t even get lunch’s on a lot of days. Then the department goes and cancels rdo’s. I mean, dam, they have no souls these pricks at HQ.
Good. We don’t need tact teams anymore. They do very little to warrant them not being out there taking jobs with the rest of us. It’s not like the old days where they could go out and really clear corners. They could do the exact same thing they’re doing on the watch. Especially in the slower districts.
Aren't Tact teams reverse seniority? Why would they have a bid?
Heard from a source they are going to three teams, officers will be picked from seniority and activity. 15 most senior officers and 15 officers with most activity. Other officers will get pick CST or back to the watch.

About damn time. After seeing people in my district tact teams work 4 hour days for 18 years and never use time due for days off it’s about friggin time. I’m not hating. It’s a fact. When watches are paper thin for as long as I remember we don’t need some once a week DOPW arrests. 75% of them were useless. Sure a couple guys here and there were hard workers but it’s time to do away with tact teams. This should been done ten years ago.

The Officer's bid will be honored and the Officer will be granted a bid position and be added to the watch the Officer would have been eligible to bid for if he or she would have bid during the annual selection process.
I have had a couple of LTs argue that if their original AWS was completed as ,”4th, NB, etc”, then by the NB...they can place them on any watch. But they are exempt from this process by a previous part of the same section.

Really, tact teams are a deterrent to murders? I didn’t know that.
Who would the districts send to all the parade details riots and fests . They’ll have to keep some kind of unit that they can switch hours on in moments notice.. but other than that they’re useless no longer needed or wanted by powers to be. Maybe that’s good and some of these bosses will get away from the numbers game I doubt it they’re to dense.

I'm hearing no watch bids for ex-Tact, period. They are "volunteer" at will of the employer. They gave up bidding rights when they left the watch. That's why they are waiting until next year. Remember all the watch changes to various details over the years? There was no path for a grievance due to their volunteer status. They got plenty of extra days off and half days getting covered by "the team" CPD can not afford such luxury these days.
And since police work is dead, we really don't need tactical teams to bring in an occasional shoplifter to "keep their stats up" Welcome back to the watch fella's...The connected with a phone call will get to 2nd, or 3rd watch. The rest of the unwashed masses will be filling out the midnight watches. Thanks for your service...
Once you signed up for tact they can dump you to whatever watch if you don't have any juice. Then at the next watch bid you get to bid to whatever watch you're able to get.

I’ve supervised many police districts and most watch guys are well taken care of. If you’re not you’re either a pain in the ass that can’t be trusted or in the wrong district. Try bidding somewhere else. Big department pal.
In my opinion, I think that things are returning back to basics. Patrol is the backbone of policing. If your able to fully man Patrol and I mean the Beat cars first and foremost. After this is done, then you can create specialized teams.
But with the City and the Department not hiring and keeping up with attrition. All this talk of Defunding the Police, throwing everyone under the bus, so many layers of accountability, and COVID-19 has lead to officers Policing smarter.
Now that you have dismantled VRI Initiative North, South / Downtown, you have created a gapping-hole police presents. There Solution then became to stripe the District's with current Downtown Daily Deployments. This has now created a gapping-hole in all Districts across the city.
So, the manpower is just not there for a city the size of Chicago. Solution look at the specialized units, make a decision on who is more Essential than the other. Let's get the manpower at the District Level back up to Strength.

I was a tact sergeant in two different districts. I have always thought tact teams were abused and misused and it was nothing but a numbers game. That caused a lot of unneccesary stops and searches. Many time tact teams should be in uniform in unmarked cars. It is about time someone cleans these officers up, many of them looking like gangsters. It is not an undercover assignment. Then, add the repeated corruption scandals over the years involving tact teams and narcotics investigations and gambling.

Simple put they would get whatever watch based on their original seniority at the time of the yearly Steady Watch Selection

Back in the early part of 1973, they disbanded tact teams. The crime rate soared especially violent crimes. They dumped the order and re-established the teams. Of course a lot of those old time bosses actually cared about the officers and usually backed them up when the beefs rolled in. Today I wouldn't work tact anywhere.
What part of getting dumped do you people not understand? If they disband Tac Teams you will in all likelihood go to 1st Watch. Your at the Commanders discretion. There is no bid for dumped/ disbanded Tac guys.

Please elaborate how the tact teams, mostly comprised of officers with less than five years on who don’t even know how to do paper on a CSA or DOA, are keeping homicides in check.
Wouldn’t more marked units deter crime? Seems to me that cruising around three deep in an unmarked cageless is doing little to address crime while the officer from the watch riding around 99 gets sent all over the place from job to job.
It’s no secret why people join tact nowadays. You want off the watch. You don’t want to handle domestics or do paper on that multi unit auto accident with injuries. No, you want to hide in your unmarked and arrive at the scene of a person shot and bark nonsense into the radio when you get there.
10 years ago tact meant something. Nowadays it does not. I never thought I would see the day tact hunted for blue cards and ISR’s.
Put them back on the watch where they can serve a purpose.

Tact teams will be disbanded. I work in HQ. Not to be a know it all, but guys reading this, bid to watch now. Don’t let brownie screw you.
Tac teams have been obsolete for some time now for a couple of reasons; advent of the POD cameras and anti-police politics. The whole purpose of having them was to be "inconspicuous" so they could observe and aggressively curtail narcotics/gang related activity. Now you have mini fusion centers in each district where they are observing and recording hot spots where the illegal drug transactions are occurring and then dispatch a beat car to respond. However, anti-police politicos that run this shit hole are the primary reason for discontinuing the units. They have made it clear that they do not support proactive policing, which is essentially the whole purpose of tac.

If they get rid of Tac then they can forget about me helping them! What the hell am I supposed to do with all the blue jeans I bought, as well as the retro 1980's toy t-shirts like G.I. Joe and Thundercats? Not to mention all the football and baseball caps I purchased to wear backwards. I got every Superbowl and World Series champion that's ever won going back at least twenty years! I'll be too busy trying to sell them on ebay so I can get enough money to pay for dreaded uniforms since I lost most of my savings on gambling.
I can't even make a phone call to go to the airport since all my spineless clout monkeys won't return my calls. Just because you get sued a dozen times, stripped, and indicted by the FEDS, no one wants to have your back anymore. In the short term and small time...yes.
The long term end to violent crime, without the backing of HQ, the states attorney and mayors office, has not and will never be possible.
The variable that hurts us? The copper with not enough common sense to understand this.
I have a Tier 1 Hemmoroid that’s been around longer than all these hair gel tact blue cars getters. Now that I have established that, send a team over to massage my feet.
Most of you should be concerned because 016,022,009,008 would all lose tac teams if only tier one teams are left. All of the districts I mentioned are tier 2,3 and 4. There are only a few tier one districts. 001,018,011,015,006,007,003 are the only tier one districts. Everything else in the city is tier 2,3 and 4. Only tier one means no more tac teams where the police live.
Good good good. There’s very few doing legitimate stops (not blue card chasing) and getting activity anyways. They work 4 hour days and never have to use comp time. Meanwhile I see blue shirts handling calls, (some guys still doing proactive work with quality arrests), working by themselves and not getting lunches. Time for the entitled to go back to the watch. Answer your calls, map your day out to do proactive work, and pull your weight like the rest of us.
What will the tact secretary or secretaries do all over ?

C'mon, I worked tact as a P.O. & as a Sgt and if you really think tact teams have an affect on the homicide rate, I got a bridge to sell you.
Occasionally we'd work on a robbery pattern or do warrant sweeps or grab someone the detectives are looking for but generally speaking it was nothing more than a numbers generating unit for the commander
I've been on tact for almost 20 years, admittedly i don't do nearly the work i used to or the way we used to. but todays tact guys are still the only ones doing a lick of police work. even if it is a small amount , its the only proactive work a district gets. So why not; lets get rid of them, make them disgruntled and they can answer some calls , dog jobs and do nothing else. plus now u have to honor the contract protections for them too ...so less flexibility for the department. anyway i don't care one bit about going back, id be easier and no perks anymore anyway. but i agree crime will go up. a nd yes a result homicides too. tact does mess with the gang bangers in the district..
When so many people with less than two to four years on the job go to tact, you just know that tact is all about quantity and not about quality.
Over 20 years on, tact teams were always about numbers. Come end of the month, the numbers of DOPW always went up.
One tact guy's favorite saying: A bag of weed a day keeps the beat car away.
Also, knew a few officers who were very good tact officers, but often they carried the weight of the rest of the team. More than a few times, after a search warrant, there was always at least one guy who went to the computer to look up yahoo sports for his gambling habit and did nothing to help his teammates with processing. No one said anything to him because he was clouted.

Read the orders you know-it-all.
The first car the dispatcher is supposed to call for a radio assignment is the beat car or a rapid response car. Second choice after that is a tactical unit.
Let's help you out: General Order G03-01-01. Read the whole thing, there might be a question on a promotional exam. Focus on Roman numeral IV. Paragraph B.
Something is wrong when tact officers are out doing TVBs, holding the offenders for retail theft, and domestic batteries.
And then the whole team jumps on the arrest, as if they had anything to do with the arrest to begin with. Just padding their numbers, and then their sergeants put them in for honorable mentions.
That is not "tact" work.
That is radio avoidance work.
And then the sergeant even puts himself in for an honorable too, despite the orders saying that a supervisor cannot nominate himself/herself for an award. But despite this order, commanders approve such awards all the time. Further contributing to the notion that such awards are B.S., and making us question how some (no need to mention names) accumulate so many ribbons on their chest. All this does is diminish the value and prestige of the awards when they are given out like candy on halloween.
Due to the current policing environment and the consent decree, the idea of having "quantity" arrests over "quality" arrests would be the main force behind disbanding tact teams.
Tact teams, over the years, have devolved into a numbers game, with promoted hack clouted supervisors trying to make a name for themselves by having the tact team with the "most" arrests. A tact sergeant and team would rather have 100 DOPW arrests than 10 burglary arrests. This is what looks good to commanders.
But those exempts were sort of in a corner, because elected officials want to politicize crime, make crime a political issue. DRIVE DOWN CRIME was the mantra, and if crime was down, officials got re-elected, and political hacks got promoted.
And don't think that the police are responsible ever for bringing homicide rates down. Thank the doctors and medical communities for that. With the numbers of people and folks being shot, more should be dead but aren't because of the medical professionals.

There are teams in this city that still have more seniority than 95% of you miserable asses commenting here who seem to be getting some strange enjoyment out of fellow officers being unsure whether they will be able to even bid to the watch seniority should ENTITLE them to, and what consequences that may have on their family life. That isn't right.
There really is no point in having TACT teams. It worked when proactive policing existed but that’s been mostly dead for awhile now. No reason for them any longer. Put them on the watches fo handle calls. Better they be out there in a marked car as a deterrent (I’m trying to hold the laughter in).

Honestly, other than major crime detectives (solely for distinction purposes when talking to victims/witnesses etc) I (as a detective) have no problem reporting in uniform. I hate making fashion decisions.

The BEST thing that ever happened to my partner and I was getting dumped off Tact.
We knew what time we had to be at work every day.
We knew what time we were getting off work every day unless we wanted overtime.
We made arrests because we wanted to, not to feed the book or get the numbers up.
We had way more free time, and time with our families.
We had way less stress and way less bullshit to deal with.

The Department is slowly being dismantled of ANY Unit that produces Major Arrests.
It's kind of hard to have a finding of "no probable cause" and later on a "not guilty" of a case that's been videotaped, audiotaped, have multiple buys in to a "target" or "targets".
We cant tell Officers to "Stop", but we can dismantle that unit to a point where it's no longer productive.
The Community Incident Team or whatever it's being called, along with Dist Tact teams make arrests. Most of them aren't major, and will probably be shot down in a Branch Court, so the Department can still claim "We've made 'X' Amount of arrests!" and look good, but no one is really going to prison.
Then we can talk about money later...
1505 funds? Does anyone know how many million that Narcotics used to bring in each year from seized assets and Narcotics? 15ish million dollars a year or more.
That money went to overtime for the unit, equipment for the whole Department, covert cars...
How much $ is being brought in now? Anywhere close to the amount from Oct of 2019? Oct 2018? Not even close....

We haven't had REAL tact teams since the late 1990's. Who cares if they go away. If you want to keep some "specialized" teams in a district, put them all in uniform. It makes more sense the blue jean, sweatshirt, body armor and gunbelt look that's out there now.

A noble thought and something that should have been done years ago. But, this was tried about 20 years ago and caused such a pollitical shit storm that the effort was abandoned. The original 21 districts were mapped that way because of telephone trunk lines, which are of no value today. The boundaries can be redrawn anytime the city wants to, but then the aldermen and state legislators get into the act and things get confused. Lets see if they can pull this off, but, I doubt it. Besides that, if they redraw boundaries and that necessitates reassignment of personnel, would not those who are reassigned have some say in this?

From what I recall last Jan, Beck said all narcotics (except for a few long term teams) would all report to the District Cmdr - never happened. In fact all the rearranging Beck did was for nothing - as almost all his recommendations went by the way side. Money well spent

About damn time. After seeing people in my district tact teams work 4 hour days for 18 years and never use time due for days off it’s about friggin time. I’m not hating. It’s a fact. When watches are paper thin for as long as I remember we don’t need some once a week DOPW arrests. 75% of them were useless. Sure a couple guys here and there were hard workers but it’s time to do away with tact teams. This should been done ten years ago.

If you're on tact in 004 or just work the watch, be aware he runs his BWC on stealth mode, demands to see the LT when he doesn't get his way, and files CRs against blue and white shirts.
He will get you jammed up in a heartbeat and not blink an eye and go write about it on his medium blog.

Get a CR on him for recording you in stealth mode. He's required BY LAW and department policy to inform people they are being recorded. He's also not supposed to be recording unless it's capturing some kind of police activity. Or you could just mention it on the blog. That should solve everything.
09::50 recall that incident years ago in the old 006 and was never more satisfied to see that Tact asshole shot down by the copper who had the info which he got from a street guy he did a BIG BIG favor for,,,,the whole team was in there on telephones calls and turned it into a high school locker room that Dist Comm Joe Healy was even disgusted with but he had to go along with their clout,,,never trusted any "" specialized units"" after this, and btw Healy was one of few bosses we ever trusted on the job at the time and a real gentleman

No, not because I am not doing it. It is because you can not do proactive police work any more. It is not worth taking the risk. Also, the tact teams are not bringing in the numbers and the felony arrests that we were able to make because the deck is stacked against them now. So that is why it has run its course. Has nothing to do with because I am not on tact any more. The Law Suits and the CR's are not worth the risk and return any more. When you get some time on and have been dragged through the mud enough times you will understand, I guess you will have to be one of those cops that have to learn on through hard knocks, instead of taking some sound advice from some one who has been through it. Cameras and politicians changed the entire game, so that is why tact has run its course.
