Promotional Classes and....

So the temp-supe announced upcoming promotional classes.

Someone also said there's a heads-up announcement regarding another promotional exam.

On one hand, we're happy to see more opportunities for promotions (this is part of the "consent" decree requirements). On the other hand, knowing the amount of taxpayer money that goes into developing and administering any promotional exam, we have to question the intelligence of spending millions just to get such a tiny number of promotions. The cost/benefit analysis is pretty bad. 

What number are they on now? We remember tests going down into the five-and-six hundreds for sergeants, though one test went past eight-hundred. And there was a lieutenant test that stayed up for almost a decade, delving down into the two-hundreds - a previously unheard of number. 

We have no idea how those scorers turned out, but we used to be sent lists of the "merits" and those people were ranked below 1,000 in many cases. Clout was everything.

Supposedly they need the bodies though. The retirement cake and coffee announcements flooded the Admin Fax network the past two weeks.

Class of 90 Sergeants (63 list/27 merit) scheduled for July 24th. That would put them around 265 off the list and around 80 made by merit.

#1 Merit is a the problem, aside from who the city hires to provide the test.

#2 The members on this current list got screwed. A year and half wait between part 1 & 2 and results, (not bringing up the issues with the test itself), then a class was made off the old list, (when the old list was already at 700-800), when the results of this list were already out. Now they want to cut this list as soon as early next year when only 225 have been made off the list. I too would like to understand the thinking on this.

The Consent Decree mandates pretty much has the city handing out blank checks for OT.

I just wonder if Maggie Hickey has any clue that 98% of our IST is complete bullshit. Or that everyone passes our annual weapons & taser qualifications no matter how bad they are and how many times it takes them ��.

I think it's too early for another Sgt test. Part 1 on this test was taken in 2019, but Covid came and part 2 wasn't even until 2021, with the first class in 2022. So this list will only be up 3 years. Plus they made a class of 100 Sgt even though the new list was graded but not posted to get the last of the merits in. I think this Sgt list should be up a few more years. 2027 is really 5 years promoting off current list, but doubtful that will happen. 800 off last list but only 250 off current list??

The whole thing is political. They should give the number they are going to before anyone takes the test. So if they are going to 300 or 500 or whatever. Declaring it first not get to someone’s name and throwing it out.

Your own “union” allowed yet another promotional exam to be hijacked by the City so they could slide people into spots they never tested for. Your union president personally killed the grievances of over 20 of his own members while a handful got promoted to a spot for which they never ranked as eligible. No doubt it’s the same old, same old shit with the FOP. John runs his mouth and pounds his chest, but at the end of the they’re just as compromised as prior regimes and in bed with the city. You have to wonder what they got in return.

Oh lord!! Every district has that one. The one that stays complacent on midnight, never trying for anything else. Scared to move watches, scared to move units, terrified of taking a test. Bingo! The first management pick (AKA “merit”) to be sent to become a bomb dog handler off the new list is an F/1 who ranked in the 50’s somewhere. This is a FACT.

And now that I think of it, this is exactly along the same lines as Catanzara bringing an unqualified F/1 into the fold to be a field representative … at captains pay. Imagine someone not meeting the minimum qualifications to be considered for that position being gifted the responsibility of representing officers involved in police shootings.

So keep studying. Maybe someday a testing process might actually be legit and you’ll get promoted you actually earned it.

Agree!! Promotions should be EARNED not GIVEN. Just take a Sgt exam and count how many people walk out just after 30 min. The tests are Scan-Tron, which means that you should know your score the minute you check out. Scan Tron tests were administered in grammar school and you knew your result by the end of the day...why does it take 3 months before you know your rank?? Total Scam !

This last audio recorded sergeant test was a test spread out 5 days because they did not have enough recording devices. They gave a direct "order" not to share the scenarios, which were essentially the same scenarios given each day with the exception of the weapon used in the scenario being changed. EVERYONE was talking about the scenarios. You would hear them in the hallway, outside the building, in the locker room etc. Most people who went day 2,3,4,5 knew them and studied them. The test, if that's what you want to call it, was a slap in the face for those who studied and put in the effort in it. List should get expired since a majority of people had an unfair advantage.

Lots of people on this Sgts list crying already. You guys scored in the 500 and 600s. The last list that went into the 800s was something very rarely seen. Normally a sgts list makes it to 350-400 and it gets taken down.

Merit has always been a problem. Everyone does it and so would you if you were able to. You can't honestly say you wouldn't promote all your drinking buddies. If you say you wouldn't you are totally lying.

Look at the current Chief of Patrol. He's taken care of all of his buddies. You would do the same.

no way they are making 90, 50 tops and probably two more classes before the next exam is given/graded. And for those complaining, the rare exception was the last list. Never seen it get that high with bum a** sgts. they are at 203 off the raw list. I get F.W. wants to get his people in, but right now there are only around 43 budgeted spots for sgt. This department never prepares for the future so dont bet on them doing the same with this class. They will make just enough, not that many sgts leaving by the end of the year. And as for the a new exam, come on isn't a little fishy???? all of a sudden you want to give an excuse about the consent decree??? i call bs on that. Remember....... what are they trying to distract you from? What scandal lies in this past test? anyone able to foia the easiest exam to cheat on that the department has ever given? the ratios in race? age? dont fool me.

Dude joe biden was in the lower half of his law school class and is the president and trust me im not a biden fan. My dr. Was dead last in his medical school class and he is an excellent doctor. See the point is they are still lawyers and doctors and did the work...if you score between 1-500 you did excellent on an exam that 4000 people took sometimes more...now i agree anything below 500-550 should not get made and definitely merit should be eliminated. Sad thing is when you add in the cheaters and the few genius photographic memory people on the department the real list starts at 150. City should be ashamed of themselves anyone who scores between 250-500 who doesn't get called that is not right!

The test answers are given to dozens of people. All races. A few are currently Deputy Chief’s! Or higher! Going high on the list these days just means the group who received the test answers were Sergeants or Lieutenants longer and have been already promoted. The department is a joke and it’s a disgusting, cheating filled organization and has been for a few generations now.

So much talk of political meddling, corruption and merit/exam rigging in our city. However, there are several rays of legitimacy, hope and positive expectations for all of us. You should be happy and content in knowing there are at least two legitimate activities in the city: pro wrestling and CPD crime stats. So, relax and go out there, write more citations, do more traffic stops, bring an illegal home for dinner or a "sleep over" and know Brandon's got your back. It's another "summer of joy".

List should be recycled every three years or 300 names. No reason why lower scores should be promoted. And of course, get rid of merit sergeant positions. Sergeant is too important of a role to have merit positions be there. How many times have we all seen the merit sergeant show up on scene and say something dumb

Just because in the past list have gone done to 800 or so doesn’t mean they should be getting that low. Raise the standards of sergeant. If you don’t score in the top 300 then try again next test. Having test every three years is a net positive, both for opportunities to test and having better quality sergeants.

And again, get rid of merit sergeants. Beck realized the stupidity of that system on his first day. A dumb desk dolly or a frat bro do not make good sergeants.

Maggie Hickey and her law firm have some explaining to do with their bungled investigation at Northwestern. The FOP attorneys should be paying close attention to what’s unfolding there and hopefully get her to recuse herself from her position as executioner of CPD. If she’s held liable for her failure to uncover the hazing/abuse then maybe she has looked the other way in her position to oversee the consent decree clown show.

The city is saying that 2024 will be 5 years since the last exam. Unbelievable that they would claim that since they didn’t even start to promote off that test until April 2022. Way to kill morale even more. The only people who benefit off a new test are those who will be in because of merit anyway.

There have been (3) classes off this new list. First class was (100) with (30) merit. Second class was (100) with (30) merit. Third class was (50) with (15) merit. Next list (50) with (15) merit. That makes 210 off the list and (90) merit. +/- anyone who turned down the promotion.

They destroyed the whole promotional process and cheapened it by going so deep on all the lists. They went to 322 on the lieutenant's list!!! They never usually go above 125, and rarely to 150-160 let alone 322!! With clowns like that suckhole Spellman who was never the police, and in the 300's on the list and who never in hell should have gotten promoted. But hey, if your McDermott's towel boy, not only will you make lieutenant, but they'll create for the 1st time ever a useless "Commander of Patrol" spot and give it to you so you can suck an exempt pension off of us. If you count the 30% merit, that means almost 1 out of every 2 people who took the test got promoted. Good luck getting competent supervisors out of that mess. They went into the 900's on the sergeants list!!! (Never usually over 550) And into the 1200's off the detectives list. Any clown can now evidently promoted. Why bother even studying?!? Nothing but the best and brightest!!! Hahahahahaha...... With a few exceptions, that will make good supervisors but are not good test takers, you have doomed this department for at least the next 15-20 years. Good luck Chicago. You're all fucked.

Yes sir. And merit is why this department is a joke. Don’t get me wrong.. a few people who deserve merit bumps and are competent sneak thru from time to time and make excellent supervisors, detectives etc. But seriously… an honest assessment is 95% of those gifted scholarships up the CPD foodchain are completely undeserving and/or incompetent and just don’t know the job. Not to mention are piss poor coppers. Most parlay the Family, friends, college fraternity and sorority peeps, side pieces or drinking buddy relationship into promotions they would never achieve themselves. Which is why this department is garbage.

you ain't kidding- I was present at the FOP hall where they made up an award for her to receive and tried to sell to a group of ministers and old-school police that she made it by studying. There were about 100 people in the audience- when some senior female yelled out "I hope you practice safe sex Girl."

The senior citizens and old school coppers knew what time it was.

I could not hold my laughter...while her the entire 362 clown team looked like goofs.

If it's in the contract it's negotiable.

The Chicago Firefighters Local 2 since 1980 had "appendix G" in their contract that allowed race to be a factor in promotions. A judge recently ruled that was no longer in effect because "past discrimination" had been adequately addressed.
They, like you, are in contract negotiations now.
Let's see if they try to negotiate those type of out of rank order promotions back in, and what they're prepared to offer in exchange.

If it's in the contract, it's negotiable.

Merit is ok if it is done the way it was designed for. IE officers hurt in the line of duty or exceptional performance. The problem now is the Carter / Cato crew simply give a merit spot based on race or what house mouse they are banging. It’s gone way to far 30% is insane should be max of 10

Johnson has tried to forge a different, more collaborative path. It appeared to be working. He persuaded Catanzara to wait for the Illinois General Assembly to eliminate a two-tier pension system for new and old police officers with a promise to tackle the long-standing inequity in the fall.

Let’s hope it works. They passed the bills regarding no more two tiers and removal of the age for COLA for the CFD already in the last sessions. Thought we also got matching benefits

you ain't kidding- I was present at the FOP hall where they made up an award for her to receive and tried to sell to a group of ministers and old-school police that she made it by studying. There were about 100 people in the audience- when some senior female yelled out "I hope you practice safe sex Girl."

The senior citizens and old school coppers knew what time it was.

I could not hold my laughter...while her the entire 362 clown team looked like goofs.

Everyone was sharing the same scenarios for the last sergeant test. Only people that didn’t have an “advantage” were the day 1 people. On top of it, the test grader can hear people voices whether or or be a female or some with a heavy accent etc. That can be a positive or a negative for the candidate based on whether the grader has a bias or not. SMH

Merits are ranked by “Tiers”. Once they go down a tier, they can’t go back to them. They jumped straight down to Tier 3 in the last class to get a boss’s driver. So the higher scoring merits in Tier 1 and 2 cannot be promoted by merit….so not only are you getting poor test takers in the merits, you are getting the crappiest interviewers too.

Didn’t the temp Sup from California say “ no merit “ …he said it’s a really screwed up process. He left and business as usual. Merit destroyed this department, along with Cal College St Joe ( and similar schools) handing out diplomas. What a money making scheme that is.
