Retaining Data...Forever

The observant reader knows about the CPD Document Number at the bottom of all official forms. Those numbers correspond to a Retention Schedule available in the Automated Orders on the Intra/Internet. The Retention Schedule shows how long a document must be kept until it is eligible for destruction. These range from every thirty days, ninety days, annually, every two years, etc. TRR's didn't have a Retention Date for a long time and might still not (gotta keep it around for lawsuits!)

It's a very involved process involving State Law, shipping some stuff of for incineration and other stuff off for long term storage (think Iron Mountain warehouses). You don't just throw this stuff in dumpsters. However, the Department has been keeping ALL paperwork for the past fifteen or twenty years. It's a monstrous amount of paperwork and if you talk to your Unit Secretary, they'll tell you of closets and storerooms filled beyond capacity and the struggles to ship this stuff offsite.

Now we have video - pods, body cams, car cameras, and more. The State Law says it shall be erased after a certain amount of time if it isn't related to an open investigation. But we have it on good authority that the Department hasn't erased a single second of video since implementation. Everything is an "open investigation" as IAD and COPA go over videos looking for Administrative Charges can be filed against officers for an assortment of low level infractions.

Data itself is cheap, but data storage isn't cheap at all. The world passed gigabytes years ago and terabytes are pretty much yesterday's news. Petabytes are certainly worth discussing and guess how much it costs to store?

  • 1PB on premises (estimated) for 5 years
  • System Hardware - $500,000
  • Maintenance - $375,000
  • Storage Software - included
  • Facilities - $60,000
  • Admin Support - $375,000
  • Grand Total - $1,310,000

Now that's a total worth talking about, especially with the number of cameras going up every single day, meaning the amount of data generated is also skyrocketing. A real investigative reporter might want to see which aldercreature or connected relative has a data storage company specializing in police videos.

Remember when they rolled out the BWCs and we were told that the Department wasn’t going to be going through them for minor infractions and discipline? I sure do. Not that I believed them.

This is something the FOP should sue the city for monetary damages if they’re violating the state law. The take that money and put it into a fund to sue for them to lift the residency (there’s already plenty of precedents set forth by other major city agencies suits).

Why make us live within city limits when they clearly hate us so much?

They’re saving it for such a day as now. AI can “watch” the videos listening for any key words. Ever said a swear word? They’ll flag the video. Ever said anything close to a slur? They’ll flag the video. As AI becomes more sophisticated it will be able to watch videos for actual content not just listening to words. Either the union demands action or coppers will be facing hundreds of tiny little beefs for tiny little infractions. You want that hanging over your head your whole career? Union needs to stand ten toes down right now before this gets out of control and demand the city follow state law.

If any alderman or Daley family representative has the contract for data retention, they will find the cheapest and most inexpensive route to saving the data, and when something that may cost the city millions, is requested the data may mysteriously disappear.

Perhaps they will put Dean (Constantine) Andrews in charge of "The Retention Unit" I hear he is looking for some work...

I wonder if the City destroyed the Gun Registration when Concealed Carry passed?
Or the fact that gun registration is restricted by Federal law
Or the Department requirement that active duty officers register ALL firearms with the Department. Is that database purged when officer separates from the Department?

I somehow doubt all of the above.

Off Topic.
Before the FOP election the subject of cannabinoids being taken off random drug was brought up due to the CFD getting same. It was mentioned at least once at an FOP meeting and an email was sent out about it from a member of the FOP, saying that it was imminent.
Not saying that the FOP used that as a carrot to get a couple more votes, but to a suspicious mind...
The least they could do is update us on whether it is even a possibility.

You do not have far to look. The President of the Police Board-Ghian Foreman has just the place for storing all of the hours upon hours of data footage on huge servers. It is located at 5459 S. State Street, the old Shultz Bakery that created and made Hostess products like ding dongs, Ho Ho’s, Fruit Pies (my favorite are the blueberry and cherry ones), Woo’s Woo’s & Wam Wam’s! Talk about a conflict of interest! Ghian’s making a mint from US taxpayers!

Word of advice to supervisors out there, all these bullshit excel sheets that the dumb ones concoct to track illegals or activity, don’t fill them out. If it doesn’t have a CPD number on it don’t fill it out. It hasn’t been cleared through legal affairs. Check off sheets and other tracking papers that “they” require you to fill out should be ignored.

The door should swing both ways. COPA took down most of our BWC videos from their homepage...at least the ones that proved the majority of allegations are false. Why aren't the BWC videos and 911 audio available anymore on the COPA website? And why are our videos never shown by the corporate media to the public? To see what we see (and have to endure daily in this city) would be an eye-opener.
Go to the COPA home page (ChicagoCOPA.org) and type in "body worn camera" in the Search box and record what you can of your BWC while it's still available before all the videos are scrubbed...

If GHIAN bought that property. he’ll put massive mortgages on it, not pay any contractors who will then have to put liens on the property hoping to be paid, and then the jag will lose it in his next bankruptcy filing. I remember when this scam used to be called MORTGAGE FRAUD.

Ther are no investigative reporters of any value in Chicago. These alleged reporters' only value is working as media propagandists to coverup corruptive practices, provide a wall of silence on corruption, denial, deception and misinformation.
