A few years back, someone released a "merit" list. This list was amazing for the one bit of data that no one had ever seen before. We don't remember if it was accidental, on purpose, or an internal document leaked to us from a source, but there was a column that showed how many spaces the undeserving had skipped to get promoted.

We bring this up because of a comment the other day:
- Doing a little research it is embarrassing to see how corrupt the merit
process is and the damage it does later on. Both Arleiseiu “Nicki”
Watson and Melvin Branch were promoted to merit Sgt after both being
merit Detectives in 620. This is revealed in SCC post in September 2018.
It was also revealed how many spots they moved up after getting their
unearned promotion (Watson moved up 1982 and Branch 2069). They had
promoted about 750 Sgts prior to this class. So these two scored near
3,000 on the test. Embarrassed right?
Yet they are still given their second merit promotion when they obviously have no job knowledge. Fast forward to 2022 and both bomb or don’t study for Lts test. Again, both are given their third merit promotions to Lt. Watson in the first class and Branch in the third. Now both are Commanders. Can someone please explain how anyone is supposed to respect either one or the merit process??
Branch’s merit sponsor was the current 1st deputy Bradley. Watson is family friends with Carter and was promised her command spot years ago.

Sergeant JB jumped 1116 places. I always liked Sergeant JB when he was a PO, but his wife was a staff member for Jody Weis and that got him promoted. Not a reason to make him a sergeant when there were 1116 people better than him. But that pales in comparison to Sergeant AO who jumped 1838 spots after she legally changed her name to a cop killer’s name. She then repeatedly filed lawsuits and CR’s against multiple officers and supervisors constantly alleging she was the victim of gender and racial discrimination. The city settled one of her lawsuits by agreeing to promote her meritoriously. Sergeant AO shouldn’t be a police officer much less a sergeant. Absurd! 🙄
The test procedures for promotion are nonsense too. If it weren’t, anyone who wanted a copy of their completed and scored examination could requisition a copy, or even the original. But in reality, this is all about pension theft. The connected within the cpd have become a mafia with each behaving like Jimmy Hoffa.

Nikki Ford Watson has always been a house mouse. She was the district’s secretary in 005, from there she got promoted to merit detective where she worked as an evidence coordinator on the inside, from there she made merit sergeant where she worked as an evidence sergeant in the D-Unit, she made merit Lt and now merit detective commander. Her mother used to be on the job, so she’s still riding on her coattail. I haven’t seen her in years, but one thing for sure she’s a friendly snake just ask anybody that knows her, know her.
Can you imagine how many gigs DJ Chyna had at all those promotion parties?
Is merit Sergeant Robyn Richardson (John Richardson’s) daughter still abusing the IOD, and calling daddy about everything?

Looking at the amount of people JW jumped over, she might as well stayed home and skipped test. She didn’t read any orders.
When I was promoted to Lt (off the list), we had a large class...13 were merit. It amazed me all 13 went to Commander or above, and only 3 promoted from the list made Commander or above. I looked at the Lts class before mine....7 merit....7 Commander or above...makes you go hmmmmm.
Years ago before the wheel was invented I was assigned to the old 12th district at 100 S. Racine. A sergeant on the watch was the dumbest SOB on the planet and could barely speak understandable English. His regular comment was "Don't do as I do's,do's as I say's". Merit wasn't around back then but some of you may remember that you could not put any identifying Mark's on your exam paper. No name, no star number, no employee number, nothing or your test paper was invalidated. A piece of paper about 3x3 inches was given to you and you put your info on that then used a small pin to attach it to you answer sheet. You then turned your test in at a desk as you left and they were just stacked on top of each other. How many tests were shuffled around to the right people? Merit just made cheating easier.
Watsons a clueless merit hack. As a sgt was openly racist to caucasian officers who did any ounce of proactive police work. Watson and R. Richardson were a hell of a dynamic clueless duo as newly promoted merit sgts. Gave a direct order as a sgt once to release a suspended and uninsured driver after the citizen spent the duration of the stop making obscene and disrespectful comments regarding the tragic LODD of Officer Gary and Officer Marmolejo. As a supervisor watson when to speak directly to the citizen before getting the basics details of what was going on from officers on scene. Then gave a direct order to the initial officers to release the suspended and uninsured citizen. Glad this is the type of fearless leadership that has floated its way to the top.

She was given merit Lt. Phillips was made Commander after being a Lt for two months, Nicki had to wait four months after they sent her to northwestern school. It’s weird how they know this stuff ahead of time.

Doesn't mean every promotion by score ends up being a great supervisor but merits makes a joke out of the entire process. As do the super secret study groups. It should be looked into that Nicki Watson never should have been eligible for promotion. She was under investigation by IAD at the time of the merit process by IAD ( how funny). She was the evidence coordinator and failed to anything with a Codis hit on a csa offender within 10 days. Several more people were raped while she did nothing with the evidence. She end up taking a 10 day suspension and got merit promoted at the same time. Ask anyone in A1 where she was working at the time and is now our Commander!!!!!
That guy guliano took a couple of bums that did absolutely nothing as far as work to his mayor detail. Remember kids it's about who you blow I mean know.

What are us younger guys and gals supposed to do here? Im talking about the less than 10 year crowd. I see this stuff and everything about the merit process and this department and I have no hope to ever be promoted or anything literally getting better with the job. Sure there’s a sgt test that’s supposedly coming up, but if you don’t have any clout, you’re absolutely going to get screwed this time around. They are going to hand sgt positions to so many clowns who shouldn’t deserve to skip the line. opinion, the Sgt test should be offered every 2-3 years max and you have to score a 90/100 or better to move forward. Couldn’t hack it this time, you get another shot in 2 years. No reason why a sgt list, detective list, LT list needs to be thousands long, just do more test and require a higher/better score. But we all know why they don’t do something like this, certain people gotta get in.

Yolanda Hatch was one of the few instructors at the academy who treated recruits with respect. Everyone liked and respected her for being a decent person. She was in position of authority but never abused it unlike majority of the fat slobs working the academy at the time. Did the role get to her head because I just cannot see her being an entitled asshole
Everyone acts as if those who scored well on the Sgt and LT’s exam didn’t cheat themselves. If you guys think it’s all legit there is a reason why the department is the way it is. There are those who make merit and there are those who score well on given test answers exams or special study groups.
As long as Trak Silapaduriyangyang returns back to the academy then that’s all that matters.
The problem with so many of these names is the arrogance that they all seem to display especially as they get more time in that rank. They always looked past the folks that worked and carried the load at whatever unit or district that they were assigned to. Just absolutely ridiculous.

For a "merit" promotion, how many times can they receive this bump? Is there X amount of merits or how does this happen? For those of us that don't know, where can we find more about this thing if it's an issue that needs to be addressed?

I was in this Sgts class. I was Off the list. I was in the low 400s. You could tell some of the merits easily in class. Many didn’t show up, ate, took selfies and didn’t take notes during vehicle pursuit or TRR segments. The rest (non clouted) of us were scribbling notes as we knew we were going to be sent someplace shitty and might have to do a pursuit or TRR our very first night. I was hoping I wasn’t sent to a district with lots of merit Sgts as I didn’t want to have to do their work.
Most ended up in easy spots, rarely on the streets .They don’t know their stuff but keep going up and up in this Dept.
Merit has ruined this Dept.
Merit goals? Just look at the merit makeup of the last few classes.
Those merit Sgts who were “ Field Training Officers” were made FTOs right before their merit promotion so it looks like they worked the street, they did not. House mice all of them.
Wow almost 3,000 spots skipped for Mcgrew?
I’m sure no one ever would have guessed. Loud talk, no action.

Or did the merits that created that idea, realize how bad it backfired because of the incompetence getting promoted and jumping over those who studied and actually put in time to get promoted. Justify how someone jumps 500-600 spots over someone who earned their score? you can’t. It’s pathetic and ruining the department.

You should have seen how much stealing in terms of OT she was doing when working in unit 123 under then Sgt Pettis. Background investigations were and continue to be nothing more then virtue signaling for the department.

This happened I front of the entire 2nd watch and another Sgt had to intervene. The Sgt should have got a CR# on her but knew she was the Commader Brown s girl.
They had promoted 750 ( score plus merit ) already prior to this class so factor that in to their grand total score. How the fuck does Boyd warrant a merit promotion when she’s never done anything and scores in the 3,000s.

Merits and people with phone call spots all owe some one and one day they may be called to do a favor or cover up something. Daleys nephews case is a perfect example. All those guys were either merit or had spots. And when asked to make it go away they all fell all over themselves to help make it disappear.

There should be a limit to the merit process - i can see a person not passing one test….but scoring low on multiple testsn and still being given a promotion is absolutely absurd.

Doesn't mean every promotion by score ends up being a great supervisor but merits makes a joke out of the entire process. As do the super secret study groups. Skipping over others and their merit bumps need to be put on blast. But still it will never change.

There's a few, a very scant few that got the Merit Promotion and actually deserved it.
Only ONE in my class.. Dude got into a pretty decent gunfight, took a round or two in the legs, IIRC, bad guy ain't around anymore.
Pretty good Cop, and no one has complained about him as a Sgt.
There's a few others off the top of my head, unfortunately it's about 1 every other class.
Just because you got hurt in the line of duty doesn't mean anything.
Sgt R O'N (thankfully retired out of gangs) got stabbed in the line of duty, and probably one of the dumbest humans to put on the uniform.
(Let's not feel sorry for him, he got stabbed with a fucking pencil....)

It should be looked into that Nicki Watson never should have been eligible for promotion. She was under investigation by IAD at the time of the merit process by IAD ( how funny). She was the evidence coordinator and failed to anything with a Codis hit on a csa offender within 10 days. Several more people were raped while she did nothing with the evidence. She end up taking a 10 day suspension and got merit promoted at the same time. Ask anyone in A1 where she was working at the time and is now our Commander!!!!!

Interesting take considering at no point did I explicitly state that nor did I even imply that anywhere in my comment. Actually quite to contrary, my point was that they need to be taken on a case by case basis and not treated with a blanket "f#*k all merit". There are many who get promoted by Merit that are great Supervisors and who were great officers that just simply don't test well, but when the rubber meets the road they can make great decisions, take command of a major Incident, advise and look out for their Officers, and review paperwork with the best of them. The Merit process most definitely needs to be overhauled, but then again so does the testing process. There are people who get a damn near perfect score on Part 1 who bomb Part 2. There is some subjectivity involved in the assessment scoring process and if you just happen to get an assessor on a bad day and someone else gets them or a different assessor on a good day it can bump you up or down a fair amount. If someone as I described above aced the Job Knowledge portion of the test, but had a problem with speaking into a mic for Part 2 as opposed to being on the street making decisions and taking actions, gets promoted meritoriously.... a lot of the people commenting here would have us all believe that they're a complete idiot. And on the other side if someone barely passed the Job knowledge portion and somehow was really comfortable speaking into a mic and playing out scenarios in a booth, but has zero experience dealing with them on the street and when the rubber meets the road can't make a decision to save their life or the life of others... there are many in these comments that would praise the 2nd person over the 1st person because they made it on score and the first person made it from the Merit process. It isn't that cut and dry. There are good Merit bosses and there are bad ones. There are good Test Score bosses, and there are bad ones. There definitely needs to be more transparency and actual Merit needs to be applied during the Merit process to avoid the favors racket and nepotism, but it shouldn't be scrapped all together it just needs to be tweaked a fair amount. The same way the Merit process should offer those with great leadership skills, Job experience, and accolades the opportunity to lead regardless of test taking ability, Command Staff Selection should also be offering opportunities to those who aren't connected, aren't owed and favors, but have proven Job knowledge(Test Scores), Command and Leadership Skills so that The top ranks aren't made up of 85% prior meritorious promoted people and getting promoted 2 or 3 times by test isn't a career advancement death sentence as many perceive it currently.

Deenihan did not work one day in Patrol and was a Chief. McDermott went from a Commander to Chief of Patrol. They have the day to day control over crime and officers, not the Superintendent or Mayor. I’m just saying. These conversations are distorted.

“Didn’t work a day in patrol”. Well, everyone worked in patrol for a few years including deenihan. As a matter of fact, if I’m correct he actually worked in patrol a little longer than our new supt Larry smelling but that’s besides the fact. Deenihan had an entire career in the detective division. He made detective young in his career by score. Made sgt by score. Pretty sure went to a district for a while then went back to D unit. Made Lt by score. Went to A2 as a homicide Lt. Did that for about 3 or 4 years then made commander and went to IAD for a little bit then was made commander of A/1. After commander of A1 made deputy chief of detective division. Then chief of detectives. So, you say that he shouldn’t have been in the detective division??? Ahh yes. Ok. You must have the David brown and Eric Carter syndrome. Let’s put a person qualified to run the detective division and put him in a district… and let’s put a useless merit mule like Dashae Blanton and Nikki Watson (with NO experience) in charge of the D Unit and major investigations.. brilliant!!! You see, good leaders put there people where they can be most effective. Carter instead took care of his peoples. He didn’t let McDermott or deenihan run a single thing or make a pick. This is why Carter was and is so hated. A micromanaging ego maniac racist who destroyed this department.

So this is the kind of BS we are using to refer to our own bosses. Bitch? You are the bitch anonymously posting. I wonder what Districts you worked in and what kind of street officer you are. I work at HQ. Did my time. I watched them scrambling when this came out. Fred, you should have let Boik do it and not gotten involved. Ask them about the suspension cases on his desk. We worry about the wrong shit on the blog.
Watson is terrible destroying any morale left in the Area. Micromanager to the tee that’s why there were so many park forms filled out last time.
