Oh Larry

Following in a long line of shady supernintendos:

  • In 1997, Larry Snelling was implicated as one of several officers who coerced a man into bringing them a gun by threatening they’d plant drugs on him if he didn’t cooperate. According to records obtained by the Weekly, a sting operation conducted by Internal Affairs as a result of a complaint the man filed snared three officers close to Snelling, including his partner at the time, in the scheme.

    Snelling is Mayor Brandon Johnson’s pick to be the Chicago Police Department’s (CPD’s) next superintendent. He was short-listed for the top position by the new Community Commission on Public Safety and Accountability (CCPSA) after a months-long search, and Johnson announced he’d be his choice on August 14. The City Council has yet to confirm him. The Mayor’s Office did not respond to the Weekly’s questions by press time.

This would follow in a long a storied tradition of a superintendent having one of more skeletons in the closet, enabling the political administration to keep a tight hold on them. Just picking over the last 30 years:

  • Rodriguez hanging with Mob felons
  • Cline on the periphery of the Marquette 10
  • Weis ran from gunfire and was part of assorted feeb malfeasance
  • McCarthy had his NYPD scandals and that thing over in Niles
  • (interim) Escalante sidejob as Mr Six at Great America
  • (interim) Starks - good lord!
  • Johnson's johnson
  • (interim) Beck....we don't remember a Beck scandal
  • Brown's son in Texas and the Consent Decree teaching connections
  • (interim) Waller...TBA, but he's a COVIDiot tool

Snelling was cleared of any wrong doing while his three partners took five days each. 

You know what this "scandal" tells us? That he was working the streets, same as we were. That he was making arrests, same as we were. That he may have been making deals....like almost everyone was! Little fish gives up bigger fish gives up huge fish.

It was a different time. Different rules. Different expectations. To judge yesterday's actions by the new restrictive rules, laws, decrees, whatever, is a media trick to hamstring the police, in this case, before Larry even makes his first official move. It's crap. Other realistic, more recent "scandals" may come to light in the near future, but this one was adjudicated and closed in the 90s.

You know what this scandal tells me? One of two things.

1.). This tells me that Larry is a rat who rolled on his own partner and two additional coworkers. That he was the weakest of the four as identified by IAD. That he caved like the punk that he is to save his own hide.

2.). This tells me that Larry’s clout saved his crooked ass while the unconnected got hung out to dry.

Either way it’s par for the course on that crooked ass job where nothing is legit and the incompetent morons of certain “persuasions” are protected and promoted.

Yes good lord!!!! Under his command for the World Trade Demonstrations in the loop years ago. Numerous teams assigned to confined area. He slept in his exempt costume in full view of everyone everyday. He could have found places to hide away from his subordinates. On day of deployment to the march his only comment was go follow the marchers, no directions no plans. And he never spoke to the troops while he was there.

Flipping dude for info on guns, dope, wanted dudes, stash houses, etc was at one time known as good police work. If we lived in a sane world, it still would be. To put Snelling in the same category as those other clown superintendents of the past for catching a beef working the streets in the 90s is ridiculous. We can thank Richie for not following the contract and erasing our CR history after 5 yrs. Thanks to him we have the Invisible Institute to preserve every CR against every officer for eternity.

Nothing in this story is that egregious. SCC is right. I remember a time when this kind of police work was accepted and taught by hard working, noble Policemen. Today’s “be the change” soft as puppy shit coppers think police work is getting full sleeved tattoos and driving a Jeep Wrangler or Ford F-150.

Vilifying Snelling for this kind of work is pointless and sad. Tons of us coppers used to do this shit all the time. And it actually worked. Crime and inhumanity was nowhere near the levels it’s at today. Proactive police work was an honorable notion. Tac teams were not reverse seniority with a bunch of know nothing blue card police like they are today.

Talk about the privileged. At Ohare a p.o. R.M. cost the city 5 million for excessive force and of course told everyone he was going to make Sgt. Not only did he say he was going to be promoted he stated that he would be back to ohare as a Sgt. We get it, if you have a call and it gets you promoted that's how it is BUT to get your stripes AND return to the airport is what's wrong with this dept. Are you THAT stupid? Box 1 is for an arresting officer. The SDSC room guy did not make the arrest, you did. You put his/her info in the narrative as a witness. Putting someone in box 1 who did nat take part in the arrest is asking to get fired, or worse. And then we wonder why people get jambed up.

THIS IS A GREAT QUESTION. Does anyone actually know what the protocol is when the sdsc room is calling out in progress incidents that are not related to a dispatched job? Are they going to court to testify and can I name the calling out officer on my narrative. I can't seem to get any answers from my district. Anyone on here actually know the protocol?

Keep cutting off your nose. Every shooting, looting and business leaving impacts our pensions and taxes. Go back and read the article again…Snelling was accused of participating in the initial event when the person claimed to have been coerced, drugs found and not inventoried, person taken to station, etc. He may not have been working when the gun was given up, but he was part of the coercion that led to that event. Do you really believe this was a one-time incident(s) and Snelling never did this before or after this incident? If the comments in this thread are true this was common practice back then.

Then his brief “hiatus” to the private sector, and to come back and make a career out of boning the female recruits and bullying the male recruits?
Come on, anyone arguing that this guy is the best choice to lead this department is clearly pushing an agenda.

He’s politically connected, and getting his reward for the Van Dyke fiasco.

It’s embarrassing that the best candidate was an instructor at the academy for most of his career- yet couldn’t master the content of the academy well enough to get promoted in rank-order.

It’s all rumors and conjecture at this point; however, if any officer comes forward and says they had relations with snelling when he was an instructor and they were a recruit, they’d be forced to crucify him. Too late. He’s already used his position (whether directly, indirectly, implied or not) in a supervisory capacity to bone subordinates.

If even one woman said she slept with him because she felt that she had to, then he needs to be launched immediately. Do you remember how vulnerable and “at will” recruits are? Can we stop referring to Gary McCarthy as an Ex Superintendent. He was a place holder and a puppet who was dumb enough to try to cover up an incident that helped solidify his firing. They were getting rid of him anyway. The criminal and he was a bonfied criminal needs to be erased from our records. GMAC has not been the Superintendent since 2015, which is 8 years ago and 2, soon to be 3, superintendents since. We have bigger problems in the here and now. We have Brandon, Kackula, JB, BJ, Prickstinkle, Welcoming State crap, Welcoming City bs, CTU running city hall, and on and on and on. But if you must still hate on him, try to make it a Monday thru Friday activity. Take the weekends off. You'll live longer.

Dana Starks should’ve been Superintendent. I’m happy Cline got dumped. Karma is a bitch. But he created a life long job for himself and his friends and it’s going unchecked. PPP Loans and all. It was an IAD integrity check. They took 5 days because they didn't inventory the bag the gun came in. They taped a few bags of fake crack to the inside of the bag. They pull up grab the bag take the gun out and went to the station and inventoried the gun. IAD planted weed in tact cars and guns without firing pins under the seats etc. That went on for a month until Maurice Ford the tact Lieutenant complain and he got stripped for a week. Larry wasn't at work either day They are talking about and the cops with them were the real police. Nothing corrupt about that group.

Are they going to court to testify and can I name the calling out officer on my narrative. I can't seem to get any answers from my district. Anyone on here actually know the protocol?

Allowing a community group to search for and interview potential candidates for leading the CPD was just wrong on its face. It turned out to be a community love fest and popularity contest. The entire matter should have been left in the hands of the International Association of Chiefs of Police and Illinois Police Chiefs Association. None of the final three sent to Johnson seem qualified. I am shocked, but not surprised that triple merits were the finalists and now will lead the CPD. I wonder how far out on the sergeants and Lieutenant's list Snelling actually was? Does he have the vision to make the necessary changes in the department? I seriously doubt it. Sad times for the department

Really. I've been to probable cause hearings, testified in criminal cases and saw people I arrested sentenced to significant prison terms. So FU and your comments. Box 1 is the arresting officer, plain and simple. If you arrest someone on a warrant you go in box 1 even if you have no idea what occurred to get the warrant. If you think you can put the SDSC room person in Box 1 you are more stupid than you will ever know.

I guess that you’ve never been promoted.
That box that says arresting officer, that’s the person who actually physically placed the person under arrest and deprived that person of their freedom.
The detective who saw the offender on TV is a witness. The detective must go to court along with the arresting officer.

Example: a Sgt sees a drunk driver and calls for a car. The sergeant detained the drunk driver before you get on the scene. You never saw the offender driving. You do all the paperwork. you write the tickets you set it up for your major room. The sergeant is the witness. The sergeant must attend court to testify as to how the offender was driving.

Old war story: Late 70s, a newly promoted Sgt from Traffic was assigned to midnights in a district. Almost every night he found a DUI and had the beat officers process the incidents, the Sgt was listed as a witness in every case. He went batshit crazy when he was getting court notifications for morning & afternoon calls several times a week. The captain explained the order that the sergeant should have known. Needless to say, the Sgt stopped his DUI enforcement.

You’re half right. Cline made Sergeant from narcotics. He was sent to 010. Cline was only in 010 for two or three periods and went back to narcotics. He never worked tac while in 10.

Box 1 is supposed to be the officer with the most knowledge of the probable cause and the case so that they can testify. Who put the handcuffs on is just something we made up. Putting the surveillance officer on as the arresting officer is not going to get anyone jammed up.

The SDCS calling out an incident is no different than Ms. Jones calling 911 to report an incident. You as the responding officer must still slow down and investigate, do surveillance, etc. before you place handcuffs on anyone. Just because something was called out doesn’t mean an arrest is made. YOU must be able to justify your actions before you make an arrest. The SDSC cannot give you probable cause, they just give you a hunch. Investigate, investigate. Now on the other hand, the SDSC personnel can be called to court, to state their involvement and observations, but they’re usually released right away. But the reporting/ arresting officers should be box 1 and 2, because they’ve done their investigation and made a decision to make an arrest.

Touchy touchy. Gary promote you to merit? He didn’t care enough about CPD to move on quietly after he disgraced us and put us in a Consent Decree. Nonsense. I am a real old timer, worked in 010 in the early 70,s and knew every one of the tact guys called the Marquette 10> Cline had no part in that scheme and did not " rat out " anyone. You should identify yourself so Cline can sue your ass off for slander.

The comments about who goes in Box 1 is very disheartening. It is obvious that a significant number of people do not know the difference between an arresting officer, an assisting officer and a witness officer. That is a direct indication of the lack of quality instruction in the academy as well as the FTO program. You have people who are dead wrong arguing their point instead of going and looking up the correct answer. We wonder why we get beat up when we are involved in cases in federal court. This is why. Many things need to change in this department but near the top of the list needs to be report writing. But as we have all seen, the quality of people being hired and promoted leaves a lot to be desired. Good luck and please, strive to be your best. The books don't close when you walk out of the academy door. This job is a continual learning occupation. Stay on top of things and protect yourselves.
