Risk Manag....WTF???

We had a comment last night in the post about how police actually saw an armed robbery taking place, but were ordered to not chase the criminals. It said something along the lines of (paraphrased):

  • Thanks for showing that you support the criminals and have abandoned the honest citizens

As that ran afoul of Rule #9 posted on the right side main page, we deleted it. We didn't voice support of any such thing. What we said was:

  • If it comes down to observing crime and writing paper versus a few years at 219 S Dearborn listing our assets before a judge, we'll be the best damn observer that the politicians and voters want us to be. We'll be gone soon anyway, and far away from here.

Then we went through our e-mail (thanks to everyone who writes by the way). Someone sent us two links about the NYPD, both dealing with the recent firing of a Police Chief.

Chief of what, you may ask?

  • A top chief who was in charge of the NYPD’s risk management bureau — and who expressed concern about the department’s massive surge in vehicle pursuits — was ousted last week by the newly appointed police commissioner, according to multiple sources.

    Chief Matthew V. Pontillo, who served as chief of the Risk Management Bureau since 2021, .... 

    As the number of vehicle pursuits skyrocketed by nearly 600%, as THE CITY previously reported, Pontillo was critical of the aggressive practice, recently going so far as to flag 20 officers involved in such pursuits for additional training or supervision.

Comedy things first - a "Risk Management Bureau"? How the Hell didn't CPD steal this idea? We've been stealing borrowing NYPD policy since the days of Phil Cline, and we didn't grab this one? For f#$%s sake, we even took one of their top brass, got him a divorce and a stalker before he settled down, and we couldn't steal acquire a "Risk Management Bureau"????

We are sorely disappointed.

Now the serious part - a "Risk Management Bureau"? Are you f#$%ing kidding us? Go back and read that description of this jagoff's job:

  • ...who expressed concern about the department’s massive surge in vehicle pursuits...
  • ...was charged with identifying potential misbehavior and taking steps to prevent it...
  • ...was critical of the aggressive practice, recently going so far as to flag 20 officers involved in such pursuits for additional training or supervision.

New York is similar to Chicago in many ways - out of control crime, robberies/car jackings out the ass, thefts at every turn, taxpayers fleeing, businesses closing, illegals flooding social services....your basic democrat run shithole city. And in the middle of all this, you have a pencil pusher looking for cops who  he thinks (or he has been told to think) are "too aggressive."

You know what we used to call those officers back in the day? The ones always in with an arrest or three, recovering hot cars and guns  all over the District, Felony Court a couple times a week?

  • Good Cops

Behind their backs, we'd teasingly call them "shit magnets" but the fact is, they were good cops, doing good work, making good arrests. Now, there's an entire Bureau of the NYPD dedicated to stomping this trait out of their police officers. Read some more of this article:

Ah...part of a federal monitor team! Hello Consent Decree people! And a CRT group??? See, CPD steals everything from NYPD! We just changed one letter!

The rest of the article outlines how crime, particular false registrations and unlicensed vehicles were terrorizing Big Apple citizens, so this CRT unit concentrated on enforcing actual laws...you know, those pesky things passed by the City Council. When enforcement got too effective, a boatload of officers were tagged for counseling and discipline for having the audacity of doing what they were hired to do. 

Our anonymous (and now deleted) commentator who thinks we sided with the criminals?

  • You elected "progressives" 
  • You bought into the "there's no such thing as a bad boy" narrative
  • You probably even believed a nearly 18-year-study on racist CPD traffic stops that hasn't produced a single incidence of racial profiling

Examine this dilemma from the lenses of the Chicago voter. Quite frankly they have spoken and are ok with being victims and the police not chasing as they have voted into office people who advocate for such policies. No need to look beyond that if you need to question if you should take on extra risk for yourself. No elegant way to put this but this job blows donkey balls. I get ptsd from in service training it’s a form of torture.

1. Law enforcement officers are employed to enforce laws concocted by those who, having been elected by voters, are empowered to concoct said laws.

2. The enforcement of said laws involves initial arrest, charging and initial adjudication.

3. Those so arrested, charged and initially adjudicated then become the obligations of the executive branch prosecutors.

4. The process, if it gets this far, then proceeds to trial/ultimate adjudication.


So, it is clearly seen that:

The apprehension of violators of elected by voters and empowered thusly to concoct concoted laws, is the employed to do so activity of law enforcers.

Which begs the question: if the voters do not like the manner in which the sausage is made, why do they insist on having sausage with their pancakes?

Now how would this work with the CFD? Engine arrives on scene of a fully engulfed high rise with people ready to jump out of the windows. Engine calls fire alarm operator to ask for a larger response. Operator tells engine to standby until the deputy division chief of risk management can make a determination if going into the building the FD may incur liability from water damage from hoses, firefighters with axes and picks. And what if a firefighter drops someone from a rescue or god forbid misgenders them? All important points to ponder. Have that 1st engine start spraying the exterior while we make a response decision.

Councilwoman Lisa Hebold announced on Friday that they are beginning to hire the first six new positions for a new pilot program to provide for unarmed "crisis responders" to respond to certain emergency calls.

"Well, you know, usually I’m complaining about how delayed we are and how frustrated I am that we’re not meeting our benchmarks for developing this program. But today I’m really, really happy to report that the city is hiring for the six positions for its first pilot alternate response team. It’s going to be a way for 911 operators to dispatch calls to somebody other than police, somebody other than fire, a crisis responder who is unarmed," said Herbold.

Seriously. I’ve got zero problem with making about 120K base for doing absolutely dick past the bare minimum. No need for any Secret Squirrel Unit to scrutinize my overzealous policing tactics as they no longer exist.

Then add in a shit ton of in-house OT (seniority is the bomb) to walk around the airport getting my steps in and looking at the ladies.

Then add in as few or as many days of SDI I might desire (did I mention that seniority is the bomb?) and life is fan-fuckin’-tastic.

I put my time in working in the trenches when you could still be the police. I’ve made it all these years without stepping on my dick too badly (no “bad time” to make up delaying the pulling of the pin) and I fly under the radar with the best of ‘em. One might refer to me as the ‘ideal employee’. I show up where I’m supposed to, on time, well dressed and sober. I handle all my assignments, don’t create problems that I can’t solve and will never call for a supervisor to make decisions for me. Leave me alone and don’t make unnecessary work for me and we’ll get along just swimmingly. Try to flex your rank and micromanage a man that surely has more time and experience on the job than you? Well I promise that I’ll make you wish you hadn’t.

So yes, Mr. and Mrs. Taxpayer who “pay my salary”, I’m gonna milk this titty til the last drop. And in the event you forgot, I also pay taxes. Lots of taxes. And I’m held to a higher standard than you because of the profession I chose. I’m under a microscope because of the uniform I wear. But I’m not a second class citizen, and I’m entitled to the same rights as everyone else.

So when they started to tell me many years ago that I couldn’t be the police anymore, I listened. I heard them (and you, Mr. and Mrs. Democratic Voting Taxpayer) loud and clear. I’m a quick study, adapting instinctively and immediately to the ever-evolving profession known as Big City Policing. Unless you’re a fuckin’ moron, Self Preservation is the name of the game here at CPD and most every other big democratic or liberal city PD.

I’m too close to the finish line to jeopardize my livelihood, assets, freedom or possibly my very life for an ungrateful public who champions the criminal and villainizes the police. My Blogger name could not be more to the point. This is what you wanted, this is what you got.

Not sure if the writers at SCC are aware that when you are sued you don't have to list your assets if you don't want to, I know I didn't when I got sued. The jury sided with us on the case, now if you are found liable for punitive damages than you have to.

20 years ago the job was fun for the working policeman. And 20 years ago certain officers we called them DOGS, because they didn't like to work. Now I reflect back and came to the conclusion that they were the smart ones not us the working police. I think they knew back then police work was not worth it just like the way it is now. At least back then we had BOSSES, but now we have STUPIDVISORS......

CPD did steal the idea, it’s known as the Risk Management Unit. Probably not as strong as NYPD but it’s there, not sure what they do.

It's the TSSS - The "blue card" program started by Obama when he was a State Senator, pretty much the only piece of legislation he did before his coronation. Was a "temporary" two year study that took on a life of its own and survives to this day almost 20 years now, used as a "metric" of proactive policing. University of Chicago (?) goes thru around a million cards a year and can't find racial profiling anywhere.

I think that most CPD officers are employed as "risk management"...because it certainly can't be classified as "law enforcement". I'm not going to risk everything I worked for or my freedom for a city that despises me. I get to push through crowds of illegal immigrants just to get to work at the start of my shift (and that's just one of the radical policies I didn't vote for).

As it used to be, the more you do being pro active the more trouble you got into. CR#s add up and the next thing you knew was that you were a problem child. You got sued, you had beefs, lots of them, you were doing paper so was the sergeant assigned, you were at Internal Affairs or at the D board and on and on. This created the "dog". The less you did the less stress there was. A mover, a bus check, always make the park visit and a parker or two and you were the darling of the watch. Charger lost, dog won in the end.

Actually it’s comforting to see newly hired f/1’s that are very aggressive. There are also hundreds of new lesbian officers of all races that roll strong because they have to show that they can do the job too.

It’s wonderful to watch when they are disrespected by their own during an encounter.

Generally the officer then goes on iod or medical leave due to stresses in the head and/or reproductive area.

The new hires are backfiring on the psychological predictions.......they run hot and use force which stupefies the Adler school and u of c.

A risk managers job is to protect the company not to protect the individual employee. That said policies and procedures that keep the company operating at minimal risk will aid the individual employee by keeping them out of a risky situation. That said in this day and age no risk for the criminal is acceptable. Policies have been adjusted accordingly. (foot and vehicle pursuit). Risks has been shifted from the police and criminals to the citizens who are victims of shootings, carjackings, hit and run drivers etc. That risk is acceptable to the progressive political class. Look at their actions.

In your case the plantiff was not looking for punitive damages. If they had been they would have asked for you to list your assets and the judge would have ordered you to do so.

More risk management I should say risk rip off has anybody really looked at their water bill just got mine was examining it it’s $280 for two months we use a good amount of water that’s fine but the tax on it is $78 which is 30% how are they charging that much money? Not only that we know we have no investigative media but there is no tax supposed to be collected on labor so bringing the water. I guess they could text dad but as far as the sure how can that be taxed because that’s basically labor processing the waste. There is not a product. Where is all that money going?

Anyone, who has lived in this city for any amount of time and has voted the other way won't say that.
I find it confounding that not only does everyone hold the police accountable for everything, they never blame or hold elected officials accountable. And don't even bring up madigan, he's an example of too little too late.
And when 2 thirds of registered voters don't even bother showing up; it's not enough to just "say" you didn't vote for it.
A nonvote is compliance for whatever happens.

Maybe we should be on the side of CPD policy change to be able to engage in vehicle pursuits again. A more stringent policy only gives plaintiffs the upper hand in a lawsuit. If it’s looser then the officers are following the state standard policy the city and officers are less on the hook of following policy. Let the officers chase. 1. The Water and Sewer, and now Refuse Collection, bill is determined by the following:

Total guess-timated quantity required to cover the aforementioned government agency yearly budget, the reference quantity.

Sum of all metered accounts yearly billings.

Minus the preceeding yearly quantity billings, whatever less than the guess-timated required yearly is thus divided amongst those not metered accounts.

The claim that non-metered accounts are billed by estimated usage is bullshit.

The metered accounts have the usage quantity defined, the rate charged for said quantiy and whatever the fuck else they damn well please to add the billing.

The non-metered accounts equal fuck you, pay this.


Any attempt to find honesty based reason within government billings is akin to looking for pearls within your turds.

SCC, I retired in 2019. Like the fucking idiot I am, I joined a part time department. You think CPD is blatant with promotions, suburban departments are the worst. I worked patrol on CPD and was a Dic for over 10 years. These bosses know less than shit and the coppers for the most part are useless. Had a Detective Sergeant who never actually investigated a crime in his career. But I will say if you light up a car and it takes off, you turn off the lights and go get a cup of coffee. Unless you work in Sauk Village, no chases, even if they shoot at you. Sauk Village and ISP chase them until the get them.

So you see a robbery, get a good description and wave bye to them when they leave. All these bosses in every department are scared of their own shadow and they will throw you under the bus in a heartbeat. They break into my house or try to take my car, they will take the asphalt temperature challenge. Other than that, let those poor misguided little savages do what they want.

At least they are thinning the herd.

This NYPD boss should be a model for all police executives. He worked the streets at every rank. On the NYPD site people
said he was a hard working cop and the a supervisor who looked out for his people. Nothing wrong with that.

Along the way he became a lawyer and commander of the risk management division. The mayor of NY didn’t have a great reputation when he was with the PD. He a racists who wants to get back a whitey. He is now bearing the drum to have the cops become proactive. “Chase those criminals, do your job!”

This guy does not have the welfare of the police in mind. When someone get shot or run over and the “community wants answers”, his answer will be to throw the cop under the bus.

Our risk management commander is smart, and he knows this, so he cautioning the cops to be careful. Being sent to training is not punishment. The rules have changed and he’s trying to impress on these young cops to be careful. He had their back something rare among politicians and their running dog police chiefs.
