Contract Rumor

Here's one of the main reasons we started the blog - rumors:

  • Little known fact: a few weeks ago, the union actually signed a tentative agreement on a completed contract with city hall and hasn’t told any of the membership a thing of what’s in it. In our bylaws, the lodge has to put out any tentative agreement to the unit reps for an advisory vote to the board, and John has said openly he’s not going to do that. Why do you think that is?? And there isn’t a special meeting to explain terms. Why do you think that is?

    What’s in it?
    - A duration extension (July 2017 to June 2027).
    - more p days
    - baby furlo days are a full tour
    - increased raises for 24, 25
    - $$ for training certs
    - much more

    What’s not in it? No one knows... Why don’t we know? Because John has been refusing to discuss it (the excuse he gave was “we’re waiting for snelling to get in the door first because what the city told us to do.” 6 years and 3 months expired, and not a peep except “we can’t say what’s in it yet, but trust us!”

We certainly hope the Unit Reps would be consulted and given the barest outlines to gauge the reaction from the membership. Otherwise, the rank-and-file is going a wee bit pissed off and unwilling to support the Board going forward.

Who is surprised? The last contract JRat negotiated was a joke. We would have gotten the same thing years earlier without his “help”. JRat cant be trusted and he doesnt care. It doesnt effect him, at all. When he resigned, cuz it looked like he’d get fired, theres nothing in the contract that matters to him. Depending on the board to do something is fuhkin’ hilarious.

As a Unit Rep, I can't even get a formal determination on bylaw amendments I submitted back in May, let alone be given any information on this contract. John spends a lot of time telling us how great he is and how much he's done for us, but at the end of the day, we still have no contract and no COLA. But what we do have is tier deployment, canceled days off, a disciplinary police board, incorrect paychecks, and refugee camps in our districts.

What John wants from his Unit Reps is to do the job of the Field Reps. Now, with CR statements being audio recorded instead of written, the Lodge puts it on the Unit Reps to be the member's union representation during their recorded statements. We're paying to send retired IRT Detectives out on officer-involved shootings and attorneys to off-duty incidents, and now they want Unit Reps to handle recorded statements. Tell me again why we're paying John a commander's salary and the Field Rep's Captain's pay. We are the stakeholders of this organization. John and the rest of the board serve at our behest, not vice versa. Until we get this pay structure more in line with their duties and the members they represent, our union will always be controlled by greedy narcissists.

Unit Rep here and last meeting or two he did say tentative agreement that would be sent to Unit Rep"s. What I've received: 0. Zilch. Nada. Nuttin.

Should be in the meeting minutes.

More and more, The Kitten has been doing shit on the sly. Several Board Members have been left in the dark regarding contract negotiations, so what makes you think he’d include updating the Unit Reps, let alone the lowly rank and file?

Remember… John fancies himself the smartest guy in the room and you can’t tell him anything. Well, that’s unless you’re the National FOP. Seems John’s big mouth got him in a bit of trouble with our National brothers and sisters. Moles at 1412 tell the tale of The Kitten throwing a tantrum after his resounding defeat for National Veep, threatening to take Lodge 7 solo. Someone much smarter obviously schooled his dumb ass on what that would mean in terms of losing protections afforded local lodges by the National FOP. Including no longer being recognized a fraternal organization in good standing. Which means collective bargaining protections (read: contract negotiations) are moot.

So the The Kitten was instructed to board a plane, hat in hand, and go kiss the rings of the National Boys. Might this be the reason behind not sharing the ‘Big Secret’ with the membership?

Yeah, J-Pussy… the walls everywhere have ears. And they’ve been listening intently.

And joining the rest of the country and getting a better work schedule. 10 or 12 hour days. The only thing that heals your soul from this job is time away from it. 10-12 hour days equals more days off. Morale would improve immeasurably almost instantly with stopping this day off canceling bull shit or residency requirement. It’s not rocket science.

I guess it is for a moronic meat head like catanzara. He refuses to fight like hell for us. He and his crew of lackeys are useless. They only care about police board hearings and suspension time. The rest of us that don’t constantly get CR’s and value our time off, don’t give a fuck about fake arbitration awards. The sad part is whoever else is voted in after them will be just as useless. Without the power to strike, the fop is a non-issue for the city. Always has been and always will be.

Many young coppers keep talking about residency, it has been the talk of the town over 40 years face it never will happen! The other young coppers with cheese for brains are talking about a strike which will immediately terminate your employment to those I say "you first!" Many of you were not born when President Reagan told the air traffic controllers they could not strike, but then laughed and did, air traffic slowed down but then a massive amount of controllers were \hired trained the strikers that refused to return lost those good paying jobs! Do not for a minute here Brandon would not do that, to the coppers that say "No 1 wants this job," come on kid your making well over $100,000 some approaching $200,000 and that is just in patrol it would be filled! Wait with all the illegals jb now is allowing to be police they would gladly fill that position! John is doing a good Job. Go to a union meeting and find out what is going on. Instead of listening to rumors. John spoke directly to the contract at the meeting. There are no surprises, and nothing is agreed upon yet. It can fall apart at anytime. As for medical we can only blame ourselves. Everyone was contacted numerous times to get the free health screening. If we were able to get a majority our insurance rates would not raise.

So stop complaining and be proactive. John has been the most vocal president we have have in a decade.

Catanzara got us through the Lightfoot years okay, and got some necessary things done. But lately, he seems to me to be a little different these days. Less outspoken if you will. A little more like our former FOP presidents. His brashness and ability to speak the truth over our "kept" local media was what attracted me to him. John, you're doing a shit job. I was at that meeting and all you said about the contract was how great it is but you can't tell us what's in it. We're gonna pull you out of that office one way or another, either through an indictment or expulsion.

Regardless of what you think about him, as several people have pointed out in this thread, most coppers don't vote in the FOP election (which is just as well if they don't know what the fuck is going on, just like the real elections), let alone actually get involved in the FOP and fucking DO SOMETHING.

How many times do you see people bitching about this, that or the other thing, and asking, "where's the FOP?"

It's located at 1412 W Washington. Go to a meeting. The phone number is 312-733-7776. If you're unhappy about something, go there. Call them. Don't expect someone else to do it your way. This ain't Burger King. Get off your throne, your highness.

As far as retirees voting goes, there are more active officers that retirees. If you're not getting your way, that's on you.

Fact of the matter is that the city knows the police cannot strike and can and will delay the process las long as they want. An arbitrator will say go back and work on X, y, Z and come
Back. They won’t rush to judgement, LL never intended to settle this contract because she made too many claims during the first election that she couldn’t cave, esp during the most recent election. BJ is put in a tough position because he’ll have to shit or get off the pot

JCat took advantage of the political climate to get elected the first time..one of the vision teams selling points was that they were well versed in discipline. Well versed not because they've been rail roaded but rather because they're fucking hand jobs. Anyone with commonsense knew that the report with Eddie wasn't going to go anywhere but JCat couldn't resist pushing the envelope as do most of these handjobs who claim they know the contract inside and out. Being involved in union business is toxic so you're not really missing out anything if you don't go to any meetings. One member was so dumbfounded as to why they weren't elected this past election...maybe it had to with the fact that they're one of the most abrasive people on this job and publicly say some of the most rotten shit about other members just maybe

They had a deal to get COLA passed last Spring Session and he made some sort of deal with Mayor to hold off till Fall. Hopefully his deal pays off and he promised COLA would pass this Fall!

I am a Unit Rep. At the general meeting in August we were told unit reps would receive the agreement before it goes to the city council. It is also in the minutes on page 3, about half way down. As of right now, I have not received anything.

Sounds like you're just trying to protect the bloated field rep salaries. Nowhere in our bylaws does it say there need to be separate signatures. Besides the fact when I turned them in to our Recording Secretary, they were reviewed, extensively might I add, accepted, stamped, and signed by said Recording Secretary, and at NO POINT was I informed that there was anything improper with the format or signatures. So why would the union accept bylaw proposals that did not have the proper signatures? This is about John and the board not wanting the members to have the ability to determine their pay. Commander and Captain do not align with the board's duties or the people they are supposed to represent.

From what I understand, in order to get “parental leave”, we would have to give up our 365-day medical coverage.
Supposedly it would be trimmed down to 9 months for everyone.

That’s a hard pass in my opinion.

The only ones who would agree to that are the breeders and the extremely selfish.
Just remember- anyone can get sick, and you never know when you’ll need that time.
It’s the best thing we have, don’t give it away.
Because after the precedent is set and it gets clipped to 9 months, then it’ll be 8, then 6.

Retention bonus should begin at 10 years also.

Lots of young guys are getting to 10 years and bailing.
Lots more ware leaving before 10 years.

10 years is enough time with residency to have some skin in the game, and it may be a carrot to those who just want to get vested and leave.

You want to quickly improve conditions to CPD?

Settle Contract
Disband Brown’s silly Community Safety Team aka as the blue card (TSS) police and not go home early after reaching the magic number for the day.

Decentralize - Send all of the personnel back to the districts and maybe leave a few teams at the areas like it used to be. 40-50 not nearly 1000K PO’s.

Go to 10 or 12 hour days and stop cancelling days off
Scale back all of the specialized units to 50% of their existing personnel.
Not 300-400 people buying dope in narcotics and going home after a few hours and locking up a bunch of addicts.

Focus only on the violent crimes at this time as that is what is on the news EVERY hour of the day.
Change the manpower % for each district and reallocate the younger officers (as we did for decades) to the most busiest districts and get those officers some much needed help and relief! (003,004,005,006,007,011,015).

Open up recruitment to all new hires and allow them to live within a certain 5 mile radius to city limits.
Anyone with 20+ years allow to do the same.
That will immediately create a new pool of applicants as not a lot of people want to live in the city because of taxes and crime and the ability to raise a family without having to pay private tuition.

Revamp the FTO program and make it appealing for senior officers - not just give them a couple of thousand more - maybe just under Sgt.’s pay.

Merit will NEVER be eliminated but come up a point system for a listed criteria to look at peoples resumes & backgrounds. If you have done nothing on this job you don’t get considered for anything. (Look at tenure (min 10 years on) work history, activity and awards history, eduction, military background, non CPD specialty training etc….
No exempts get to nominate anyone. They are all submitted to an outside agency that will review for eligibility and based upon certain scores they advance to an oral component.

That’s just a few to start with.

It CAN, however, be sued for.

Every single municipality who has taken residency to court has won and had it lifted.
So grow some nuts, file suit, and take it to court already.

I really think you are wrong. Do you have proof of it being a law?
I believe springfield gives the city the ability to create an ordiance to require residency. Its up to the city to require it or not.
And lets be quite honest. If it has to be changed down state it would be very easy for the city to get that done if they wanted to.

Of course Chicago is the only qualifying city. To change this, they'd have to open up the constitution for amending, which could also lead to losing a lot of guarantees with our pensions as well.
