Someone needed to be tossed under the bus, and Fred found a fall-guy on the way out the door:
Chicago’s former top cop acknowledged that play should have been stopped after two fans were struck by gunfire during a White Sox game last month — and he blamed himself for the flatfooted response to the shooting.
But on his last day as the city’s acting police superintendent, Fred Waller wielded the same sword he fell on and demoted John Spellman, the now-former commander of the patrol bureau. Spellman had been working security that night at Guaranteed Rate Field without proper approval, the Chicago Sun-Times has learned.

They're painting this as an exempt working a non-authorized side job, and he's being demoted for it.
They aren't painting it as a pair of gunshots violating all the known laws of physics:
- traveling a mile
- from an hour beforehand
- striking two people feet away from one another
- which also violates basic trigonometry where a change of barrel angle in a finely tuned rifle measuring one minute of angle (MOA) translates into an impact site nearly two feet away.
A handgun and a shooter with that type of fine-tuning and that amount of shooting discipline probably doesn't exist where those shots came from.
But there's an exempt allegedly working an improper side job.

Funny that it was an improper side job, but they knew who to call!!!! They, the command staff, immediately called Spellman because he was employed by the team. It wasn’t a secret. He didn’t listen to whatever they wanted done and he got demoted. I wonder if play has stopped, and he followed orders, would he still be a Commander. Now, I’m quite sure that nobody told him to report his second job, after all he’s a Commander. If the reason he got demoted was not following orders, fine, but don’t throw him under a bus you knew he was riding in. That’s hypocrisy!!!!

Not sure who Spellman is because I’m a retired a guy but if he’s a Commander working in Patrol Division HQ and at Gauranteed Rate as a Supervisor he’s a heavyweight. He also works directly for the Chief of Patrol McDermott. There’s no way this guy worked there without everyone in Patrol Division knowing it including McDermott.
The story now is that McDermott wanted the game stopped but that info was never forwarded to the White Sox. If somebody put that on paper they should start being worried about Rule 14 Violations. Of course it’s all white shirts at 35th, kind of like Democrats in DC, so there won’t be any repercussions for what they say or do.
Like the JFK Warren Commission, the public will learn the truth about this bullet in 75 years.

I am retired for some time now, but I am still amazed at the comments that , for many, have never changed. The people who buy tickets for the promotion and retired parties for the ones with clout and plenty of phony merit. Then the excuses come out on how wonderful these clouted ones are . These clouted ones, for the most part, did not deserve what they got, did not earn what they got, and they took away from others who did deserve better. Yes, some merits are better supervisors and leaders then those off of a promotion list, but I really think that is an exception and not the rule. The entire system needs to be changed but will not under your new superintendent who never even came close to passing a promotion examination, from what I heard, and now wants merit to be part of every promotion examination. Once the city was able to do away with the Civil Service Commission, the handwriting was on the wall.

I don’t think many of us think or are saying that he’s a bad guy, in fact I’ve heard he’s a good guy. The problem is that he made it all the way up to commander and never worked the streets as a sgt or the district as a wol, but somehow they keep promoting these people. How about you put in your time as a sector sgt, then get promoted legit off the list as a Lt, put some time in as a wol then become a capt and then a commander. Do it the right way. There’s plenty of “great guys” that are currently Lts across the city that actually have done police work at the various ranks, are more than capable of being a commander, but never get the shot because they’re not part of the right circle. It’s disheartening and we all see thru these bullshit promotions no matter how “great a guy he is.”

McDermott should absolutely be next. Whether he is a nice guy, a brave leader, one of the only guys who passed every test doesn’t matter. He has shown that he has no integrity. There is just no way that he didn’t know Spellman was working a second job for the White Sox. The policy is clear. Exempt members will work secondary employment only under certain circumstances and this violated that Order.
These exempts preach about holding patrol officers accountable for what each other does on the street. Every officer who was on the scene during the George Floyd incident went to the penitentiary. Of course I’m not saying anyone belongs in jail, just speaking of supervisory accountability in general. This would be a message to every other exempt member from the new Superintendent. You expect patrol officers to be responsible for the actions of those around them, the same is expected of you.

Anyway 2 hours in traffic to get there.Had to pay city tax to park in the peasants lot. 6 hours of boredom and lousy Sox baseball with the occasional Mexican riot in the bleachers. Spellman hasn't had it hard since he worked for Melean in 003. Melean has protected and carried him for years. His IAD days led to being McDermott's water boy, compliments of McDermott's high school bud Melean who just so happens to be a Dep. Ch. When Spellman was Sgt. working for McDermott and then made Lt. with his 300+ ranking on the Lt. list he went right back to doing the same job for McDermott except at Lt's pay. Then after being a Lt. for 4 months he gets bumped to Cmdr doing the same job he did as Sgt. and Lt. but now at Cmdr.'s pay. Is he a nice guy, yes. Does he deserve to be Commander. About as much as a guy who was a Sgt. five years ago desrves to be Supt.

Off the top of my head: Deputy Chief Adnardo Gutierrez, Commander Michael Barz, Commander Dave Harris and we all know Snelling won’t do a thing…
