More on the Contract

From the Tribune:

  • The city of Chicago and the union representing rank-and-file police officers have reached a tentative agreement on a new four-year contract that would provide a roughly 20% raise for officers and allow those accused of serious misconduct to have their disciplinary cases decided behind closed doors.

    Chicago Police Department officers and detectives would receive a 5% pay hike in both 2024 and 2025, and cost-of-living raises — likely between 3% and 5% — in 2026 and 2027. What’s more, each of the more than 10,000 active duty CPD officers in the FOP would receive a one-time $2,500 retention bonus, regardless of how long they’ve worked for the department, according to City Hall sources and an internal union email provided to the Tribune.

And here's the concern many have voiced:

  • The most controversial element of the contract appears to be a provision that Benn awarded to the union allowing officers to opt to have disciplinary cases decided by an arbitrator out of public view instead of by the city’s Police Board.

    Johnson’s office said in its statement that the city was “deeply disappointed in the arbitrator’s decision to claw back transparency,” and that the administration “remains committed to moving forward with any avenue available to keep the police disciplinary process transparent” and would focus “on implementing accountability measures within the Chicago Police Department, supporting police offices and a robust community safety agenda.”

The usual anti-police progressive turds are already saying they disagree with the arbitrator's recommendations, though it's unclear if they have enough support to derail the entire package.

I’ve been hearing rumors the Turdrado is gonna be the 1st Deputy. Nice enough guy and personable but please someone has to prevent him from any merit picks. He has a horrible history of the choosing the very worst candidate. Some of his tact team members when he was a sgt were promoted to sgt and beyond. One, in particular, who is now at some FBI task force is in way over his head.

For all the idiots who keep asking what we gave up for phase 2 agreement: the safe t act! These slime ball politicians circumvented collective bargaining to put the final mail in the coffin of proactive policing while coddling the criminals. Huge credit to FOP to get us more money and bonuses while also codifying our rdo cancellation arbitration ruling into the contract. They also got the bwc usage and limitations summed up better. Great job, JCat.

BEST contract I’ve seen in my 25+ Years !!

Is it perfect ? NO, but what many seem to forget is that any union without the ability to strike has very little leverage to negotiate with. The city knows we can’t strike and won’t stick together in great enough numbers to make any kind of impact (ie the jab), so they basically hold all the cards. Be grateful and appreciative that we got all we did !

The police board/ arbitration hearing is moot point. We are the police in a socialist controlled city. Discipline problems is all catanzta dealt with as a PO. More money is great. But it’s not addressing the real reason for Officer suicide. Zero quality of life. Constantly having days off canceled is a huge problem. The 10 hour day would give people more time off and be able to get away from this insanity they deal with all the time. And if your answering emails and doing e-learning at home you need to seek professional help. Time off and time away is the ONLY THING THAT HELPS. Keep your money. I just want my freedom. Sue for residency. Fuck you guys with your “you signed up for this”. That’s the most brain dead thing to say. People signed up to be the police. The kind of police that actually helps people. People didn’t sign up for indentured servitude. People didn’t sign up to be beholden to radical left, lunatic politicians. So again, keep your money. Freedom or death. You had Free health care at 55 and out the Sgts. gave it away. What are you willing to give away for an extra Pday? Everything we get is to give back baseline stuff FOP got in the first place. Our supervisor unions all are useless

Back in the 1960's, the ukranian's in ukranian village wanted to build their cultural center right across the street from their church and school. Rice street, between oakley and leavit.

They finagled the adlerman at the time to get the south side of that block declared as blighted, so they could eminent domain it and force the owners of those properties to sell at dirt cheap prices. All so the entire south side of that block could be demolished.

Trouble was that many of those same properties had recently pulled home inprovement loans backed by a federal program, which, when said owners got some press on tjis, caused a quick reversak in the alderman's position.

Thus, the ukranians had to settle for purchasing a few adjacent buildings on the north side of chicago ave, within walking distance from their church/school, instead.

Perhaps some variation of this might be used to force the schemes of this current crop of wannabe dictators onto the residents most displeased?

That’s not a contractual issue. The union has no ability to force the city to hire. If has no influence on whether or not someone takes the job. The department is down between at least 3000 patrol rank positions since Rham and LF wrote those positions out of the budget, and retirees outpacing new hires.

This is a manpower issue, pure and simple. Either more people come on the job and the retire rate drops or you WILL be working days off in the future when there are mass gathering events taking place.

You don’t like it? Resign or retire. It’s YOUR choice.

I agree, maybe they should make these events where they need more manpower double time, maybe more people would volunteer to work it. For those whose day off is canceled for these events should get paid double time and plus get an added personal day. People want their days and most don’t care about the overtime money.

Also what about medical insurance at 29 and a day regardless of age… this is a no brainer! It should be, if you don’t have 29 and a day you should have to be 55 with a minimum of 25 years and a day to get medical not 20 years, this is depleting our pension…

Honest question from down south, when CPD went into negotiations, was a lot of the stuff mentioned above happening then? My point being, if they are locked into proposals (on both sides of the table) and stuck in arbitration, they really can't change it based off of recent. It's very difficult (if that makes sense?) and would probably give up more than you want vs versa. Go to meetings, BE HEARD, and ASK QUESTIONS directly, NOT through the rumor mill or internet.

--- Also, remember to USE your accrued time, don't donate, and enjoy life OUTSIDE if you can with family friends. It's a job, they will get another warm body to replace you regardless of activity/career.

Extremely short sighted! The money is cool, but quality of life is way more beneficial. And before guys start with “you knew this when you got hired” blah blah blah, realize this is not our Dad’s department or city anymore. The police dept used to get 30,000 people to take the test. That’s all gone. It’s now become a solely survival mode job. COPA, IAD, IG, district councils, incompetent over their head supervisors, BWC and finally the saftey act. Add in the fact that we elected a socialist/communist, racist mayor. It’s all over. It’s all by design to quietly defund and dismantle the police. There’s not enough pay bumps in the world to adequately compensate for today’s nightmare scenario. Quality of life folks. That includes a better work schedule, stop the day off cancellation bull shit, and change the god damn residency ordinance. FLOP will say they wrote into the contract “RDO cancellation language”. Fuck that. The language should be nothing short of completely abolishing that. Or pay the morons who volunteer time and a half and those who value family, physical and mental health, double time pay. 10 hour day work schedule. More days off. More time out of the pressure cooker that is the once proud chicago police dept.

So I used to work for cook county department of corrections. The other day in lockup I thought a 5'3" arrestee was going to bite my ankle. So instead of calling the desk,going over p.a system,pulling the panic alarm,calling my mom,using a flare, blowing the rape whistle I got in self defense class, I calmly grabbed a radio and called in a 10-1. Did the guy bite me? No.Did I fight with him? No. Did i stand there while the guys and girls flooded lockup to get this guy in the cell?Yes.Did I care if anyone got hurt racing into lockup just to see the arrestee siting on the floor? Nope. As long as I didnt get hurt! Well that experience was pretty traumatic. I think Ill be catching the covid soon for 5 days off. Did I mention my truck?Off to the trailer park! Cheers!

I have a feeling 12 hour shifts are in the near future for CPD and there is some potential cost savings for the city to do so, so a couple of additional percentage points could be nothing. There was a local municipality that did that recently and they boasted that it saved them a lot of money but also gave the officers more time off. 12 hours is a long time to be at work and you'd better be good at managing your time when you get off because you have to be back at work in 12 hours and TRY to get at least 8 hours of sleep. Good luck with that. I believe 10 hour tours are the sweet spot and there are several articles/studies that suggest so.

That’s not a contractual issue. The union has no ability to force the city to hire. If has no influence on whether or not someone takes the job. The department is down between at least 3000 patrol rank positions since Rham and LF wrote those positions out of the budget, and retirees outpacing new hires.

This is a manpower issue, pure and simple. Either more people come on the job and the retire rate drops or you WILL be working days off in the future when there are mass gathering events taking place.

You don’t like it? Resign or retire. It’s YOUR choice.

Spoken like a true clown from headquarters. Have you ever worked the streets outside of your cycles? When our RDO’s are cancelled, that more time we gotta deal with domestics and shootings, I get it, all you gotta do is shuffle papers around.

More money is great. But it’s not addressing the real reason for Officer suicide. Zero quality of life. Constantly having days off canceled is a huge problem. The 10 hour day would give people more time off and be able to get away from this insanity they deal with all the time. And if your answering emails and doing e-learning at home you need to seek professional help. Time off and time away is the ONLY THING THAT HELPS. Keep your money. I just want my freedom. Stop already about someone isn’t happy about the contract. If they are they aren’t worth speaking about. Everyone I know and spoke with is happy. So if someone is posting then they are gaslighting readers. I’m very happy with what the union has gotten everyone :)

City apartment. High rise should be built for officers only near lake in Gold Coast area.
No city taxes
Lift resistance for our family home
Take home squad cars
Minimum manning
Lower the number of supervisors (half don’t do shit now)
Full medical for life with no cost to officers
Designer uniforms
Full-Auto Glocks for on and off duty
Full-Auto sun-machine guns
Built proof cars
In car Secretary for reports and dictations.
City credit card to pick up meals
City phone and tablet
City fuel card for out of state use
District parking spots up front for officers
Bigger locker for officers, walk in type
CPD Camper to go with SUV for on-duty brakes or nap.
No open parking lot. Women officers don’t like to get their hair wet. Retractable parking lot roofs.
More pay and 4 hour work day and 12 hour work week. But still get paid for 40. Anything after 12 is Overtime.
Lift drug and alcohol testing - if past, fully stocked camper bar, with department paying bar tab for two.
CPD helicopters for personal use.
Approve hand Grenades.
Allow citizens to op out of police services. Every year residents need to declare if they want police service.
City wide police day and city to host police ball
Police married couples to get extra bonuses.
City to pay overseas sister cities for travel and vacation
No longer make it a violation to slip stupid supervisors.
55 new holidays honoring community heroes picked by CPS. Who really cares who they pick as long as it’s a holiday.

All those should’ve been sought by the union, that’s why I can no longer back the Union on incompetent talks with Negotiations.
Sad the union didn’t think outside the box. The arbitrator would have gave us all this and more.

These decisions were agreed to by both parties to avoid an arbitration. Listening a skill. Even arbitration is part of the contract Benn made the city follow the contract. Will see he said the Devil is in the details.

There’s nothing wrong with cannabis, it’s healthier than drinking. Cannabis also has a lot of proven health benefits for stress, anxiety, depression and etc! One day in the near future it will be federal legalized. All of you officers that are against cannabis are ridiculous and I bet you all drink and see no problem with that all at. I myself including a lot of younger officers have talked about it, if we were able to use cannabis, it would be very beneficial to our health. I have two family members who both have medical marijuana cards and without the cannabis my mom (she has rheumatoid and fibromyalgia) wouldn’t be able to get out of bed and go to work, and etc.

Allowing us to use cannabis would also help with our manpower issue. A lot of jobs nowadays are no longer testing for cannabis and people are still going to work and getting the job done in those jobs. I know several people that consumer cannabis and it has no effect on their work ethic.

Yes there would have to be rules, like don’t consume within 8 hrs of your tour of duty. Also, if two supervisors suspect you are under the influence at work then you will be sent home and disciplined.

For all of you marijuana hater, please go and educate yourselves!

You're right. Instead of smoking a J or 2 on my Friday after work or my next day off, I'll pound 8 or 9 beers... I've put in almost 20 years, passed promotional tests, and never had any trouble on this job. Im not some stroke who cant handle themselves. I have discipline and would continue to show uo to work sober and of aound mind. Fuck off.

12 hr shifts are a nightmare. Your days off are apent recovering from working. The slower paced burbs can do it but in the city it would be a disaster!

The CTU will get 15% raises and this agreement will look terrible in hindsight. Hold out until after a teacher’s contract and then negotiate or take it to arbitration to get a fair shake.
