Re-Defining Age Groups

Got to embrace the "progressive" stupidity:


  • Adult - A person who is age eighteen years or older
  • Child - A person under the age of thirteen years old
  • Juvenile - A person who was seventeen years old or younger when the offense occurred
  • Youth - A person of the age thirteen to twenty-four years old

As far as we can tell, this is not a LEGAL definition, but rather a POLICY definition. The order encourages alternate responses to arrest and juvie court, meaning if you encounter such a situation, you will be hung out to dry should you deviate from POLICY, even if you can't be tagged legally.

Amusingly, the Order also states that youths and children are developmentally different from adults which is probably the reason we don't let them drive, vote, enlist or drink until certain ages. Maybe we shouldn't be letting them be cutting off their man and lady parts if they don't have the mental capacity to make those decisions?

I used to work for cook county department of corrections. Im so glad that I can head down south to the trailer park. These youths are the problem. I always get stared down by youths while im on my 87 smoke breaks a tour.They wouldnt dare mess with me id be on the radio so fast. Anyway new year new time i can burn, better start dropping slips. In just about the same sentence, it says that a person aged 18 to 24 is both an adult and a youth.

So which is it? It seems that someone at Research & Development didn't proofread this because someone 18 to 24 cannot be both an adult and a youth. For arrest purposes, 18 and over is an adult. Maybe they meant a yute is someone 13 to 17?

With that being said, criminals should be escorted to the areas where the white liberal dumbasses who voted for this shit live and told they can do whatever they please with no interference. Redefining "youth" might be related to all the "gun violence" that they get involved in "due to factors beyond their control" (GO 02-05, IX, B.)

Anti-gun people have been pretty free-wheeling with the definition of "child" when citing how many are victims of "gun violence."

Anything to push the "There are no bad people, only bad guns" agenda.

It’s dangerous territory when policy does not coincide with state statute.

From a liability aspect in particular, officers when forced in a moment to decide between policy or state statute can often be left in a lurch.
Consistency is key.
Yet it seems like the ones in charge of things enjoy creating a perpetual grey-area, in which they can spank you regardless of what you do. A true “no win” situation.

Why is it so hard to have a clear and consistent set of operating procedures?

Hell they even took a linear, straight-forward, and understandable “use of force model” which included a simple chart and replaced it with some nonsense that can be interpreted however they feel the need to see it to punish when politically expedient.

In a time where people demand maximum accountability, you’d think that delineating clear cut operating procedures would be imperative.
Yet here the department is, muddying the waters as much as possible.

If a youth, as defined by CPD, is not capable of making sound lawful and ethical decisions or choices then the CPD is simply setting the city, or more likely the city is doing it to itself, up for massive litigation. The CPD should not be hiring youth, as they define those individuals,to be the police. In addition, they should “lay off” every officer 24 you or younger. Repeat after me, “ just a way for the socialist government of Chicago to redistribute wealth.”

If the department considers anyone under 24 a “youth”, but CPD hires officers under the age of 24 to work for the department- what are the potential liabilities?

If a Chicago Police officer at age 23 is involved in a shooting, will the civil suit say that “a 23 year old isn’t determined into be developmentally advanced enough to be held legally accountable criminally, yet a 23 year old police officer is considered advanced enough to shoot and kill my client!”

It’s ridiculous that a youth shouldn’t be prosecuted, but they can become police.

By that logic, are officers under age 24 not eligible to be SPAR’d?

This is not surprising. Been coming for a couple of years. Social Agencies always wanted Juveniles to be given diversion for almost every crime, including violent felonies. Victim be dammed. There was a social agenda to be followed. Why do you think the JISC was closed a couple of years ago? You may have not liked the place but it had enough youth Detectives who actually followed to Juvenile court act and sent violent offenders to court. (except for Det D McE, hope you die of cancer) Once Larry Lightfoot was elected she decided to embed a ultra liberal social agency in the JISC. They have a Office on Ogden across from 010. They constantly wanted violent Juveniles with multiple arrests diverted. When the Detectives pushed back the place was closed, go figure. Since its back in the areas Juvenile processing is a low priority (and understandably so with all the BS the areas deal with) So some poor Det gets handed a Juv Job and badgered by the Social Agencies so they just go with the flow instead of the law. The City does not have law abiding citizens backs.

I was hired when CPD had an age requirement of 25. Now they recruit at 18 and wait until they are 21 to send a conditional offer. We have literally adolescents with no job experiences...In this case we hire youths, who are told don't lock up youths. It's strange times in CPD. God save us all.

Also it was snuck into policy that felony review needs to be contacted for a juvenile with a violent crime involving a firearm. Not all detective areas are doing this even though cook county is aware of the policy change they'll still push it through juvenile processing though it's violating the policy, I'm sure the reasoning of the policy change was to lessen the amount of juvies getting locked up !
