She was useless way back and made merit being LT M's work GF. This is a slap in the face to the working police. What a joke! Merit was meant for those who deemed as workers and deserved it. 251 LTs is what is current 21 short of the 2023 budget. In 2024 20 more LTs added to the budget. So if want to be compliant for the monitor they need to make 40 LTs/

Just to check your math, it's up to 30% of the TOTAL each class. It's not 30% of just the list promotees. 20 × 0.30 = 6 so it's spot on per orders (whether we like it or not is another story lol). Kind of wish they would've squeezed a couple extra list people in like they did the first couple classes. Since a fraction of a merit promotee doesn't round up, could've gone up to 23 without adding another merit spot but oh well

Here's the truth , nobody that scores under a 70% should be promoted merit to any rank detective, sergeant,lieutenant.
Nobody should receive more than one merit promotion.
Inspector rank should be filled by sergeants, not from lieutenant and captain ranks.
Writing up minor infractions is a sergeants responsibility.
Captains should be assigned to districts to supervise watches, handle battery of police, police shooting investigations.
Put them on 12 hour shifts to cover three watches.
Captain is now a political appointment to fill in the political correct numbers.
Why haven't Asian and Caucasian Police Officers received a fair share of merit promotions to rank of sergeant?
Many of those merit promoted didn't score above 70%.

Merit picks. All double merits besides one. It must be nice enough to make it once as merit, but TWICE. What a joke. If he’s on the list, especially as a merit, this is frightening.
A few years ago, he was put in for an FBI Task Force by Supt Johnson. After a preliminary background check, the FBI not only said he and his partner will absolutely not be stepping foot in their building but he should not be in the Intel Section nor Homan Square for that matter. He was rightfully booted out of Homan and the tech lab did a full sweep and reimagine of the computers he was using.
BTW Commander Jessani got booted out of the FBI Task Force. OT abuser and no more than 2 years later, he was a commander. Not saying the CPD should bow down to the almighty Feds but maybe should look twice at making someone a gold star when the feds boot them from their task force.

He was scared in 007, bragged like a teenager about himself, wore muscle shirts when he was just fat. I’ll never forget the time as a sgt he wanted to go home and not do a TRR for an injured cop. Told the rookie this won’t get upgraded, which it was a guarantee with a broken finger. When he didn’t look out for the kid, I knew what kind of guy he was.

I have never known or seen that person while interacting with him. He is a humbled, kind and fair man with morals, standards, and is a devoted family man... You see, the MAN that I've come to know and work with, couldn't be any of those words used to describe him. No- absolutely not!

As a Sgt, Ed Sullens would fuck with a female, White homicide detective each day. He got a kick out of making her cry. She’s retired now, but she was a very good girl and detective. He would come to work, eat a big lunch and leave to take care of his parents. He was a lazy prick.
Mo Haleem has Detective Melvin Oliver on his Homicide Team. I’ll never forget when Melvin was in IAD confidential and he’s got a CR# on the entire Forensic Services Division at the beginning of the Covid-19 pandemic. He followed everyone around although they were told to leave the office and to work remotely. He brags about doing it. Merit snakes run together.

Merit is better than the people who make it by rank score but cheated. At least the merit people aren't being deceptive. You know they are merit. The cheaters walk around and act like they earned it. Those are the ones you have to watch out for. You want a fair promotional process, let's eliminate all the people that have never done this job from being eligible to take the exam. If you have never been to court, made arrests, wrote tickets, handled domestics, crashes, dui, completed trrs. Why are you supervising people that will? You lack the experience and knowledge required for that position. If that was implemented 50% of our department would be ineligible to sit for an exam. Rightfully so. Lack of experience is the biggest problem with our leadership. Stay safe and happy new year.

I've come to learn on here people are going to like you, hate you, and be indifferent about you. Nature of the beast. Not everyone is going to like someone for the most part. With that said I know when a person keeps getting bashed some truth is behind it. I mean when I don't read a single good thing about that person makes me wonder? Where there is smoke there is fire. For your information Sullins has helped a lot of coppers over the years with their deferred comp, making them a lot of money, including myself. He took his own time to show them how to invest and what to look for in the market. And do you know what he charged us? Absolutely nothing. Zero. I also know that he's helped out a lot of coppers get out of jams by helping them write their paper.

For those who have forgotten Supt Brown…He REQUIRED a female sergeant to be among the merit picks sent by the commanders. The only two female sergeants in 019 that were interested in the Lt spot were AW and Admira. AW was honest about retirement. That left a pick that everyone believed would NEVER BE MADE. Look elsewhere for blame on who pushed her through. As for AL being more deserving…I could not agree more. However, CP put him in for merit…But more importantly, why do we need merits at all?
Study hard, do the job, take the tesst, treat everyone with respect and apply one set of rules. It is a simple formula that would improve moral.
Kids new to this job...learn this:
You will not be promoted on your own due to the following unless you sleep with the 1000 book directive pages every night:
1. Merit picks (incompetent test takers or family and friends of supervisos) will bump you in line on a promo list.
2. Study groups who are family or in the same classes and secret units will score unbelievably high when they never used a handcuff in their career or any use of force. (They are or know the subject matter expert study guides) Who makes tests with officers and supervisors included in the final review of it? CPD does. LT. Fnnr now Commander is a great example of that.
3. Law suits, test takers who claim gender and race discrimination will sue for promos, thus taking your spot. This causes a scratch, and the list is dumped. A new test is created years down the line, back to square one.
4. Office/desk dollies and nerds who sit and study leisurely in hide out units and details in house mouse positions. They actually are very smart to use time wisely before the exam...meanwhile, you're chasing meaningless blues cards and running and gunning your brain to levels of a monkey with cymbals claiming your numbers will one day get the eye of a boss...what fools. The eyes of COPA, Force Review, Integrity Unit, BIA and the police board will be the onky eyes that you'll only catch.
5. You then get the the light bulb moment and and become salty with 2 years on and decide for a lateral where they for the most part only promote the highest test takers period all with transparency.

I don't know very many of the people on this list...but the negative comments seem kind of shallow, and spiteful just to be hurtful. (sour grapes?) In short there is very little substance to those comments.
Some here on the blog have proffered little more than petty name calling about individuals. It says more about the poster than the one being posted about. I hope people can see through that. Some of these commentors don't deserve to be supervisors.
Congrats to whoever is on that list. Most coppers wouldn't take that job. It has always been a polarizing thing to be a supervisor. Charlie beck came in and got rid of merit. Best thing for the department. Unfortunately, it was never going to last because these “special” ones can never be promoted by actually passing a test.

Good riddance. Cry all about it. Hate to tell you slick, not everyone gets promoted because of all your “facts.” Merit in majority of cases I agree with you 100 percent. Secret study groups? Yeah, I’ll even buy that.. fenner sor sure. But then again ina Lt class maybe you will suspect 5-10 on a whole list? Is it confirmed?? No, but I think it does absolutely exist for the few chosen ones IE party Casey and her closed class of 20 people. So then what? What about the other 150-200 promoted? They all “cheated” or had an unfair advantage over you? So what if you did good and got promoted? It would be the only legit promotion?? That’s the problem with a lot of people on this job. If someone else scores better than them then it’s BS and a conspiracy. Know why???? EGO!! So many people can’t accept that they aren’t top dog. They can’t accept that someone may be a better test taker or be more knowledgeable than them. So what do they do? They cry about the system being rigged. Guess what, I’m a life long working copper and supervisor. Not the best test taker BUT I do study well. So what did I do to HELP myself?? I studied my ass off, then I saved my money so I could take a Bernstein class. I had to work some extra OT and VRI to be able to pay for it but I did and i know it helped me a ton. Guess what happened then??? I did pretty decent on the test enough to get promoted. Maybe the next class or the one after that I should be in. Some guys sit around and think I’m “the real police” so they’ll ace the test.. then they realize the test isn’t about finding a jab of heroin in a chip bag at Chicago and Christiana. So when it’s an actual formal test and they crap the bed because they didn’t prepare except to read some orders and highlight a few things to make themselves believe that they “studied”. I studied about 11 months and took a pretty in depth prep class and I thought it was still a little difficult. Also the Bernstein classes etc aren’t secret study groups. Myself and the other 400 people on the class all had the same edge but only about 200 will get made. Try your crying somewhere else u ego maniac. Face it, you didn’t prepare as much as you should have, you’re not as knowledgeable as you thought you were and you can’t handle it.. good luck in the suburbs. Remember, no such thing as an early duck, furlough Friday and you actually have to answer your job, write paper for everything, be on time, look sharp, be professional and have practically zero chance for promotion unless you’re drinking buddies with the chief or suck his behind.. beware of what you wish for in the burbs, the grass isn’t always greener.

I have numerous stories with kids that almost got me killed, or get somebody else killed or injured.FTO is the most honorable position you can have in this department, and the most under-appreciated. I know that the last 3 years of my FTO days, burned out , while at the same time we were going through a pandemic.

What test are you talking about? They aren't making 200 Lts off the list. The 2015 Lt exam was a complete aberration. Think more like low,low 100s.
If you think the only study group who had the test was Patty Casey then I got a bridge to sell you in Brooklyn. A majority of the score promotions so far were merit Sgts. Besides the lack of propensity for studying and then scorching a much harder exam, they are only 30% or so of the Sgts on the job. Seems quite odd doesn't it.

Yes you are correct! There were 12 Sgt’s who were meritorious Sgt’s then scored in the top 50-60 on 2022 Lieutenant’s exam. They were in the 4 classes they made so far . The most interesting is the first class where 5 meritorious Sgt’s were in the top 20 on the list in including #1. She was merit Detective and Sergeant.

Spends half her day smoking in the building stinking everything up by the dumpster or garage or back door, gossiping and bitching, and getting officers in trouble if they're not part of her mean girls club. I have seen her treat citizens so nasty while she spent most of her career behind the district desk, don't know how she hasn't accrued ten times more CR's, which she well deserves. Stand by her for 5 minutes, and you have a headache hearing her open her mouth blabbing, can she ever be quiet for more than 5 minutes? Funny, if you worked at Area One then you knew he was always working and always helping his guys because the other clouted Noble Sergeants didn’t do shit. He was always approachable and would help us out in RBT whenever some of our “no show” supervisors were not around. Area One was one of the most toxic places to work at with 2 clouted Lieutenants who were never detectives and didn’t know Jack shit. One was Lt.JP the overtime thief and the other was Lt. Lispy O.V. Who had multiple sexual harassment beefs including sexually assaulting a female po at the OCD Christmas party some years ago. Look it up. The city settled the lawsuit and Lt. OV then later had the balls to sue the city for discrimination because he couldn’t get promoted, yet the clown was a double merit Lapa guy! A lot of good Sgts on A/1 left or were chased out back then. You must have been one of the many guys who was scamming overtime and never clearing any cases.
Send them all to patrol for at least two years. Make them earn their merit spot. Some can’t wait to rush back to their units to do nothing.

^ relax don’t justify your merit promotion. If you had any common sense… look at the merit in every class. 95% never did any type of work, are double merit and most can’t read or write. I remember the case very well. The reason for the finding was because the officer was too traumatized to remember all of the dates since this behavior was happening so frequently. The unit ganged up against her and no one came to her aid, so she gave up for her own sanity. In the end his wife filed for divorce. He became a salty, crybaby, mope. I wouldn’t call that a win either.

John Poulos was a Kevin Navarro lackey who was nominated for merit sergeant by Navarro despite having a pending CR that should have lead to his separation. Not only that but at the time he was merit promoted he already had one questionable shooting under his name.

I noticed you didn't deny of it you stroke. Poulos another Navarro ball lick who made Lt off score after being a merit Sgt.
Poulos has half a brain though, maybe they can pair with the other Navarro fluffer in 011 so the troops can have half a chance, that guy is dumb as the day is long. Zero chance that guy scored in top 15 by without having the answers written out for him. He proved so fucking dumb they are leaving him in 011.
