Suburban Shooting

Here's why COPA was in the suburbs last week:

  • A father of four, Loyce Wright was working as a security guard at an Austin dollar store last week, when he was shot multiple times — a fatal shooting that police now say was likely sparked by an argument with a former co-worker. Wright, 43, who was unarmed, eventually died from the Friday shooting. The next day, the former co-worker, Rodgerick O'Neal, was arrested in south suburban Dolton after allegedly shooting at Chicago police officers.

    "He was simply at the store and doing his job when his life was tragically taken from him," Chicago Police Supt. Larry Snelling said of Wright, a resident of west suburban Hanover Park.

    O'Neal of Maywood was arrested and now faces 13 charges from both incidents, including first-degree murder, two counts of attempted murder, three counts of aggravated battery against a police officer and six counts of resisting arrest, Snelling said during a news conference on Tuesday morning.

Unverified comment claims that the ISP told COPA to pound sand on scene.

Anyone know if CPD is required to cooperate with COPA if the shooting happened outside of city limits and Chicago detectives aren't handling the investigation? We'd guess no, but aren't sure.

It matters not where your “incident” happens, an administrative investigation (that’s all COPA is) will occur and you will cooperate or be fired. Now, of course, if your incident occurs in another municipality, that municipality is under no obligation to oblige or cooperate with COPA. COPA investigations are administrative. 99.9% of BIA investigations are administrative. It’s weaponized Human Resources. They investigate whether you followed company policy. That’s it.

COPA has zero jurisdiction outside of Chicago. If you are a Chicago police officer and you get into a shooting off duty in a suburb then the suburban department investigates it or whatever task force is assigned to that particular suburb. They are not required to cooperate with COPA in those instances and neither is the off duty PO.

incidents, including those in which no allegation of misconduct is made, in which a Police Department member discharges:
a firearm in a manner that potentially could strike another individual, ]]

COPA's duty and jurisdiction to investigate therefore appear to extend to any CPD member WHEREVER he or she is geographically located at the time of the incident.

COPA will still do the administrative investigation. IRT is handling the Agg Assault to a PO. The Area is handling the murder

No way COPA can investigate outside the city. Proper PD should arrest them on the spot if they dont stand down. They can obtain the investigative reports at a later time.

Yes you do still have to cooperate as a cpd member, isp doesn’t and doesn’t have to allow them onto a crime scene or have access to interview their witness during their criminal investigation. They’re investigation is secondary to isp.

My guess would be the same. The ISP Integrity Unit handles shooting that occurs in most suburbs. If COPA showed up, I hope they told them to "Go F?@k yourself...leave before we lock you up for interfering with our investigation, we'll send you a copy when we're done".

Good for the State Police Law Enforcement Professionals for telling COPA to pound sand. Lets say COPA got involved in the January 6th excessive force murder of Ashli Babbitt. Lets say they submitted their parallel investigation similar to an Amicus Brief to the Capital Police Office of Professional Responsibility for guidance. Using the sometimes questionable standards applicable to CPD, COPA would conclude for this obvious excessive and unreasonable use of deadly force finding:

*Excessive, deadly force was used against an unarmed citizen

*Firing into unarmed crowds was prohibited

*Failure to render aid after an officer involved shooting

*Violation of Sanctity of Life Policy

*Failure of officers on scene to intervene in an excessive force violation by another member

*Failure to activate a BODY WORN CAMERA

*Failure to use verbal direction as a de-escalation technique

* Failure to use time, distance and shielding in a force involved incident

*Failure to use less lethal control techniques

*Failure to report a firearm pointing incident

*Failure to complete a Tactical Response Report by the end of the tour of duty

*Deadly Force prohibited for misdemeanor trespass or damage to property

*Racial stereotyping and implicit bias exhibited (Boiler plate language)


By the way the capital police need more Calea Standards implemented and a Federal Consent Decree with high priced monitors and useless oversight. And to think the Capital Police wrapped up their investigation in months clearing Lt. Michael Byrd of the murder of an unarmed civilian using unauthorized, unjustifiable force on Jan 6. Case closed-complete exoneration in a few months without transparency.

You get wronged by COPA, get hit with a BS # that turns into 180+ days which is totally egregious, the only recourse you have is getting your own lawyer, paying for it yourself and suing COPA. The FOP sure the hell wont.

Actually....wrong.
The suburban department investigating can tell COPA to fuck off, but the officer, who is an employee of the City of Chicago and governed by the Chicago Police Department's Rules and Regulations, must cooperate.

Objecting to a police officer's use of deadly force against an UNARMED female protester is "nonsense"? You can't be a LEO, if you are, you had better study the Dept.'s Use of Force policy. Flip the races of those involved, i.e. White male officer killing an UNARMED Black woman-do you think it would the result of the investigation would be the same? Btw, Lt. Michael Byrd is the idiot who left his service pistol (Glock 22 .40 cal.) in a public rest room at the Capitol Visitor Center in 2019.

Well that's certainly the dumbest thing I've read today, and I've been reading flat-earther posts on Facebook for hours. In what fantasy world was that a legit shoot? You have zero clue about justifying the use of deadly force, because that was the single worst police use of force since that cop in South Carolina shot that old man in the back 9 times while he was jogging away. Please explain to us in detail what actions she performed that justified the use of deadly force. Then explain to us why all the other options other than deadly force were not used or could not be used. You're an idiot.

Just let them know, I will and have been cooperating. However, I already spoke to the detectives on that matter, but at this time my health is paramount and not secondary to the investigation. I am not a medical professional, but I do know I have been in a traumatic incident and I require I see a doctor right now( x/y/z to further help me in this process in my life). I have to go to hospital now for my traumatic injury I suffered, you can wait till I get myself composed. Once you are at the hospital you have legal counsel, medical professionals and your own time line to handle this. Play their games, and play the games the city and everyone else does to put into the GO's, rules and regulations. IF shitbags sanctity of life is paramount, so is mine. Now we are on MY timeline. Bye bye bitch boy COPA.
