Chicago Public Schools is officially moving away from a school funding formula that pitted schools against each other as they competed for students and critics say undermined schools as they lost enrollment.
District officials announced Thursday they are implementing a formula that targets resources for individual schools based on the needs of students, such as socioeconomic status and health. They will abandon student-based budgeting — a formula unveiled a decade ago under former Mayor Rahm Emanuel that provided schools a foundational amount of money based on how many students were enrolled.
And then they put this in print?
- Schools will then get additional funding based on the opportunity index, which looks at barriers to opportunity, including race, socioeconomic status, education, health and community factors. Because it will be so important this year, principals have been working with CPS officials to make sure their status on the opportunity index adequately reflects the current conditions in their schools.
We're pretty sure it's a violation of Federal Law to base funding on race. It's how many lawyers get rich.

Wow, with so few to teach, one would think it’s these indoctrination centers, er schools would have higher scores. Fewer students means higher teacher to student ratio, which usually means better results.

With those enrollment numbers each student should be getting private tutoring by the staff - but instead the kids can’t even read. This is a disgrace! You know not one teacher or administrator has been fired because they don’t need them.

It certainly isn't because there are a lack of kids needing schooling. We have enough of those. It just looks like most of the parents (or should I say baby's momma) has realized their kids aren't learning shit in any of these schools so they are removed. Does this list include the "alternate" schools where all the shitty kids are sent to after being kicked out of regular school? I bet those are filled past capacity!
Tenure needs to go! Obviously the teachers have given up on these kids and in a way I don't blame them. You can't teach someone who refuses to learn. On the other hand, they know they will never get fired and will always get a paycheck so whatever. They don't care either. I don't think shutting the schools down is the answer long term but getting these kids to fucking learn will mean more kids will eventually be attending as parents (baby's momma) will then start to send their kids there.

Part 1: CPS principals and network chiefs frivolous spending.
The inside info on the 'hush hush' federal investigation of 10+ CPS schools centers on their principals and CPS Network Chiefs pissing away millions of dollars on frivolous purchases, including from non-approved vendors, while using each school's Internal Accounts and Budget Transfers to make these purchases. And CPS not allowing the Feds to examine their and their schools' finances.
Each CPS principal gets a certain amount of funds in their budgets and èarmarked for specific purchases. Principals can then move this money around to make other purchases, but they need their LSCs approval on something called Budget Transfers. The approval is a rubber stamp procedure and more of a formality as most LSCs approve these transfers nearly 100% of the time at LSC meetings without questioning the principal.
In December 2023. Steinmetz principal Anna Vilchez wanted to transfer money over from a school account used for educational services and supplies to pay for $4000 in catered food for her teachers and staff to feed them during a Professional Development Day (teacher meeting, no students in the building). Unfortunately, the Steinmetz LSC is beyond dysfunctional and didn't have enough members to have a quorum and vote on transferring $4000 over.
Steinmetz LSC has featured a father (Jose Quiles) and daughter (Vanessa Valentin) team as a community and parent reps. These two reps have been approving budget transfers and money spent in the school’s Internal Acvounts for Steinmetz tshirts, hoodies, caps, and uniforms bought from an approved CPS vendor named Santana & Daughter aka Santana Print, Inc.
Who owns the print business? Why it's co-owned by Quiles' Daughter and Valentin's sister Diamaressa Quiles-Santana.
Whò is Jose Quiles? Owner of a Puerto Rican merchandise distribution company in the Belmont-Cragin neighborhood. Quiles also approves budget transfers on the Mary Lyon and Belmont-Cragin schools' LSCs as well as for Riis Park on their advisory council. This includes purchases from his daughter's print business. And Quilès was involved in the money mismanagement of the Puerto Rican Day Parade in Humboldt Park.
Part 2: CPS principals and network chiefs frivolous spending
Who is Vanessa Valentin? She's Quiles' Daughter and $100,000+ Community Representative for Ald. Gilbert Villegas (36th).
So, what did Steinmetz Principal Vilchez do? She was able to get the $4000 approved by their network chief Laura Lemone.
Let's put this is perspective. Steinmetz has:
- 60+ employees making over $100,000
- 75% of their employees make over $75,000
- 4 administrators making a combined $575,000/year
- Principal Vilchez alone makes $163,000/year
- $4,000 was moved from an account used for services and supplies for Steinmetz ' students to pay for catered food for the Steinmetz staff
- the Professional Development Day fell on the day before Winter Break when teachers are in one huge meeting for kess than 1/2 the day and bullshit around in parties the rest of the day.
- $50 per Steinmetz employee is what the $4000 catered food covers. Basically $50 lunches for their employees.
In 2015, CPS OIG/former CPD detective Nicholas Schuler found CPS principals and central staff pissed away $2.9M over 2 years for catered food for their employees on pizza, sub sandwiches, chicken wings, catfish nuggets, and $6 blueberry muffins from the Alonti Cafe.
Think about all this, then think how much money it's going to cost taxpayers when every school has all these $100,000 mandated positions. It's job giveaway for jobs where showing up and staying awake is the toughest part of the day with little to no accountability to get work done.
Steinmetz has a 68% graduation rate and a horrible 69% Freshman on Path to Graduation rate, meaning 31% of Steinmetz' Freshman students dropout or transfer before its time to graduate in 4 years.
This production deserves $4000 worth of lunches for each Steinmetz employee?
Next, huge recruiting effort at CPS high schools. Quality candidates needed for CPD.
Part 3: CPS principals and network chiefs frivolous spending
Steinmetz HS principal Anna Vilchez somehow received approval to spend close to $3000 on employee lunches for their school's Professional Development Day meetings on December 22, 2023 from Sweet Baby Ray's, including pulled pork, barbecue chicken, steakhouse salads, mac and cheese. and banana pudding along with $150 setup fee and $75 tip.
Vilchez asked Steinmetz LSC for $4000 but they failed to meet to approve the budget transfer for the $4000. Who approved the spending then?
The order for Sweet Baby Ray's was placed on November 28. 2023 anď two weeks the Steinmetz LSC meeting that the vote to transfer the $4000 was to take place.
So, where did the $1000 go?
