Someone has a twisted sense of humor:
Advocates say the owners of a building across from a Pilsen migrant shelter have installed a loud noisemaker to deter shelter residents from gathering outside. The high-pitched ringing noise emanates day and night from a small box on the roof of 2380 S. Halsted St., a building that once housed a construction business across from the shelter.
Ryan Hurley, a former volunteer who helped migrants when they were housed at the Near West District Police Station, said he believes the device is new because he didn’t hear the noise when he was outside the shelter about two months ago.
“I think that it was probably put there to [mess] with the migrants,” Hurley said. “It’s terrible that people have to hear that all day long.”
Yeah, and it's terrible that people and businesses have to deal with the thousands of illegals dumped in their neighborhood, crowding out the sidewalks, restricting business traffic, leaving garbage and all manner of pollution on the sidewalks, in the alleys, etc.
You know where it's quieter? Venezuela.

"Psych OPS" or Psychological operations are used in the U.S. military.

Using stuff like this is necessary to keep potential criminal activity from occurring on this particular street. There is nothing wrong with it.

When I’d work CTA downtown on 1st watch, there was a 7-11 downtown that would play classical orchestra music outside the store. Not a ne’er-do-well or pest with two legs in site hanging outside. I don’t know if they got complaints but later I noticed it was no longer being done. There are studies that show it keeps away problematic youth and others from hanging outside.
Buy whomever implemented this idea a beer! Fantastic! I love it.
What's next?
How about some civilian LRADs or AHDs?
Can they install one at Pigster Park?

Of course, Larry will not put these out because his owners the elected goofballs don’t want their lawless constituents to be affected and made to leave the area. They want total destruction, especially around the convention, burning buildings riots so they can buy off the property, dirt cheap and then build whatever they want making billions in the process. Just hoping no police officers are killed or injured, let them have Add-it protect your home front the let the Democrats get the full taste of Chicago! They voted for it. This is what they want. Let them have it. As long as you go home to safety, your family, that is what counts the Goldstar people telling you to lock them up as they will be sitting on their boats, drinking the wine, eating the expensive cheese as you will be in that court room with your children crying asking why daddy, you did that. He will be asked to state all of your assets and liabilities and you know if that point as your wife is crying, you should’ve thought differently. In addition to classical music, there is a speaker solution called the mosquito which works by emitting an alternating high-frequency tone at 16-18.5 kilohertz. The tone is highly annoying and is used to prevent and disperse teenagers from congregating. It switches on and off four times a second for up to 20 minutes which isn’t audible to people over about 25 years of age but is intensely irritating to people under that age. Not the most effective tool, but many retail companies have used them....until they get nailed by the ACLU. not kidding.
Gunfire and Rottweilers are highly effective too.
Hell, I remember deploying a similar tactic in Panama, before most of us officers were born.

Yes, my young friend. That noise was courtesy of a US Army Psyops Unit which broadcast loud noises through giant speakers to upset the opfor. A tactic used in warfare going back to WW2.

There are cities in Europe that use lighting on business streets that have shown to keep peace and deter crime. A glowing emerald green or a light pulsating purple hue. Keeps crime, litter and vagabonds to a bare minimum.
My buddy with Rosemont PD told me recently that a few restaurants in the business strip area are playing country music on weekends beginning at 7pm until close to keep urban element from Chicago out and it’s been working like a charm.
Lawrence Welk polkas.
Spike Jones.
Any Theremin music.
Any Ligeti music.
Any Squaredance music.
The Ink Spots entire discography.
Bing Crosby's crooner years.

Just went to Mannys Deli off Roosevelt a couple months ago. The 7-11 across the street had loud opera music blaring from a loudspeaker mounted outside on their roof. Hideous to listen to but I noticed no vagrants around. Well done!
