- no cohesive chain-of-command or
- a new exempt comes in and upends all the existing plans.

All we've heard so far is a few laterals (commander 020 to 009), a promotion (captain 015 to commander 020) and a demotion (016 back down to lieutenant.)

If this DNC goes off without a hitch, it will be due to nothing other than a lack of effort on the part of those trying to make a statement.
The Chicago Police Department is suffering from the same leadership deficiencies that we just saw at the attempted assasination.
Inexperienced leadership, a push for equity over qualification, lack of decisiveness, priority of image over results, pandering, etc…
The fact that we chose to accept this fiasco shows a complete lack of awareness on the highest levels of local and national government.
It’s basically a “hold your breath and pray for the best, and if it goes off smoothly we can take the credit” kind of last-ditch effort.

Commander (or any exempt rank) down to lieutenant or captain can mean they will soon retire. There's some extra benefits when they pull the plug that way.
They could fill every position and there would still be no cohesive chain of command or effective plan. Marc, it's nice to see you defending your woman so early in the morning. Three posts, all two minutes apart, and all positive for Heather and negative towards her replacement. You've always been her greatest champion!
The thing is, Marc, Heather should never have been promoted to Lieutenant, let alone Commander. Her career is the inside equivalent of your career. Wherever you went, she went. And you kept her inside the whole time, all while working to move her up the chain. When she came to 025 as a recruit, you brought her right inside after her training cycles and put her on the desk. When she made Sgt, she went to 014 and went right to CAPS. Then, you had her detailed to Intergovernmental Affairs for many years. Talk about the ultimate "do nothing" spot! And, while engaged in a long term relationship with her, you put her in for merit lieutenant. Did you disclose this fact when you submitted her merit packet? I think not. But everyone knew it. Once the lieutenant position was secured, she did a short time in 003, had a meltdown on a busy night, and you immediately had her detailed to IAD the next day. You then set your sights on her next promotion, and she was picked to attend Captain SES training with the absolute minimum time in rank as a lieutenant. And she no doubt would have been picked had the commander spot in 016 not opened up so unexpectedly soon. This is where you really messed up. Had she been made captain first, her commander time would have been month-for-month for pension purposes. Instead, you just couldn't wait and had her made commander from lieutenant, and now she gets nothing. Bad move!
The fact is... Heather rarely showed up to work, had no clue what she was doing, and rarely if ever showed up to the typical community/aldermanic events where the appearance of a district commander would be expected. Rather, she dodged them and sent the captain in her stead. In short, she was a disengaged, know-nothing, useless commander with a nice looking resume that you helped create, but with no real police or supervisory experience under her belt. That's why she got dumped back to lieutenant!
I would imagine Heather will join you in retirement soon, and then come back to CPD as a civilian for the never ending paycheck, just like you. Here is some free advice for the both of you... let it go! Enjoy life and leave the CPD behind. Your time and clout here is at it's end.

This Heather Daniel must have really made a difference as an employee of CPD. I worked in 014 for 20 years and have no idea who this "house mouse" even is. However, I do know Buslick. I never engaged in the gossip and bullshit though.
As taxpayers we should demand refunds for the money spent on CPD to operate as an "employment service" for the clouted!
