No Hiring, No OT

Here comes the pain....and the stupid:

  • Mayor Brandon Johnson on Monday froze hiring and travel in all city departments — including police and fire — and eliminated overtime “not directly required for public safety operations” to begin to confront Chicago’s burgeoning budget crisis.

    Johnson is not the first mayor to freeze hiring and restrict overtime to solve a budget crisis. But most past hiring freezes have been confined to “non-essential” positions. Public safety jobs in the Chicago Police Department and the Chicago Fire Department have routinely been exempt.

    Johnson doesn’t have that luxury at a time when he’s refusing to rule out the property tax increase he campaigned against.

So Conehead will most likely be proven a liar in short order, along with being a completely ball-less tool of hte Chicago Teachers Union:

  • He’s got just four months to fill a $223 million gap in 2024 caused, in large part, by the Chicago Board of Education’s refusal to absorb a $175 million pension payment for non-teaching school employees. After that, Johnson faces a $982.4 million deficit in 2025.

    The mayor has warned “sacrifices will be made.” Those sacrifices will include freezing hiring at a $2 billion-a-year Chicago Police Department that already is roughly 2,000 sworn officers short of the strength it had just a few years ago.

    It also means no new hires at the $663.8 million-a-year Chicago Fire Department, which is so short of paramedics and ambulances, the 80 ambulances it does have are “running night and day,” according to Pat Cleary, president of Chicago Fire Fighters Union Local 2.

One also has to wonder about the promotions from last week along with the ones on tap before the end of the year. If there's no money to hire, there's probably no money to promote. And as for OT cuts, how much of that OT was mandatory?

That death spiral we were talking about years ago just went into overdrive.

The BIG question is will the hiring freeze include CPS, especially as these "sacrifices" are needed to help the $175M pension payment to non-teaching CPS employees?

There are close to 1700 job openings on the CPS Taleo employment opportunities website.

Mayor 'CTU' did say everyone will have to make sacrifices, correct? Or, is like his 3%-5% tax on Chicagoans, except CPS employees, making over $100K?

The city is 1 BILLION dollars in deficit this coming year alone. This is BEFORE the CTU gets their payoff from their handpicked puppet mayor............and they WILL get it. High level city employees are jumping ship amid palace intrigue. There is no more money coming from Washington or Springfield. Chicago residents and businesses are going to absolutely lose their minds when the next property tax hike hits.

Promotional classes will be canceled through the end of the year. Retirements will skyrocket in 2025 when coppers on the cusp decide to call it quits when they don’t get the OT they need to keep their head above water/property taxes skyrocket.

I’d love to see the OT checks for the desk Dollie’s in my district. They do OT at least one RDO if not both the whole year and last year. We went from a deputy had to approve your overtime extension to anyone and everyone gets as much OT as they want.

I drive around in parts of the Southside; a lot of vacant lots and distressed homes. Lorri Lightfoot did a lot of damage to the city in a short time. When Chicago goes under so does the rest of the State. Democrat rule has the whole state going under. One economist said as long as the people are still here things can be turned around. So their is a chance. But a small one in that jobs are leaving for friendly tax states. Voters better wake-up before it’s to late. We need a clean sweep! Get rid of 99% of all Democrat’s. Vote them out.

Sorry I won’t be able to help after this election cycle. I’m in the process of retiring and moving in the new year. I can no longer help. Most of the people moving vote, vote with their spending and now vote with their feet.

Did anyone else see this coming? I said once the City put on its pretty face for all the BS events. They waited to drop the budget shortfall why? Let’s see, NASCAR, DNC, Taste of ChiRaq, and every Ethnic Heritage getting a parade and plenty more silly stuff where the City cancel days off or switch days off in an emergency….right? And all with a boat load of manpower being thrown around like there is no tomorrow? Someone will have to pay for it now…..wrong we will stop hiring even if the retirements just increase! Significant sacrifices need to be addressed. Conehead, could you please consider reducing your detail from over 200 personnel by at least 90%? How much of that is funded by unlimited overtime? Additionally, how many are receiving sergeant-level pay as security specialists, along with the pension implications at that rate? Mayor, it's time to show some accountability. Promotional classes will continue but be smaller in size. Current Lt class was originally scheduled for 25- reduced by 8 in size. Upcoming Sgt class originally scheduled for 80 now to be reduced to 45-50 in size. Supt not happy but this is coming directly from Mayors office. This may delay the new Lt exam in 2025 which is good for those waiting on the list.

Board of Ed refusing pensions payments for non-teacher employees? Pensions for Board of Ed employees should be funded by the Board of Ed. Seems like they are pulling a book keeping trick to help balance their budget and leave more money for teacher pay increases. That said, the tax payer still has to pay for the pension funds no matter what accounting bucket is used for the pensions. At least be honest.

He can't really stop OT on CPD. By their own hand they cancel RDOs and mandate extended tours. What can they say when you come in with that late arrest for a violent crime? Tell dispatchers to stop giving us jobs 2 hours before the tour ends? Let the offender go? Hand the arrest off to the next watch?

The fact that the City wont have any or very few promotions, makes it so anyone with other options should exercise them. The City will shrink detectives, evidence technicians, and the supervisor ranks. Remember when their was almost 8 years or more between detectives classes and ten years between sergeant tests? If you have options, I would pickup and leave.

Also, many state agencies pay 153,000 a year at twenty years with zero commute. This is for just showing up and you don't need lemart, cit, or bike training to get close to this amount.

I took this from the Blue Line:

Current top contractual pay: $153,384 (non-supervisor CPO II)

This sworn Law Enforcement position offers:

Competitive pay and benefits
Furnished equipment
Take-home patrol vehicle
Flexible hours including a schedule of 5 days on & 3 days off
Zero commute
And much more


You being sold short at CPD. I know people want to come back for the medical and paid parental leave, but ask yourself this. Who makes up them not being at work and how? Well the answer is it is socialized, and it is you. You get more calls, more denied time off, and more cancelled days off.

CPD does not even pay the market rate for labor.

I predicate more officers leaving because of the hiring freeze. It does not matter if doesn't officially apply the CPD or CFD, it will apply behind the scenes.

I need the overtime money to increase my real estate investments. My wife and I made a lot of money in overtime the last four years. We used that overtime money and some from our regular salary to invest in real estate. I hope the city continues offer us the overtime. Do not waste your overtime money on cars, boats, vacations, clothes, etc... Use the overtime money to put it in to deferred comp, an IRA, good or other investments.

Off topic but needs to be addressed, after holding judgement on the Tyreek Hill video it is exactly what we see everyday. Now watching the MSM and ESPN victimize Hill it makes me sick. Years ago before the great plague that is exactly what they were doing. Late arrest? One partner goes home, the other finishes the paperwork. Late misdemeanor arrest? Next watch takes custody and does the paper. That is how my district handled it because overtime extensions had to be approved by a deputy chief. I didn’t mind. Saved me from dumb forced overtime extensions.

More than half of cpd coppers are not qualified to work elsewhere. Their work ethic is too low and their adherence to even uniform standards is subpar. Further, due to a terrible lack of training, job knowledge is lacking compared to other departments. You are expected to be your own ET and actually do a real investigation for crimes. CPD is the easiest department for low level workers. That’s why many coppers come back here or want to come back, they’re expected to actually do stuff in other departments. At CPD, you can literally hide for 30 years barely doing any meaningful police work in a district, just taking reports, rarely making any arrest and even doing a poor job at doing the bare minimum, refusing to write a report or make an arrest, protected by the Fop. It’s a sham. I’ve only been here 10 years and it was clear to me at year 3 CPD is bottom of the barrel. Only getting worse with the new recruits being from the “neighborhoods”

The fact that you had 3 kids without secure employment indicates youre irresponsible and bottom of the barrel. If you had some great job and were some great employee youre existing job would keep you if the academy got cancelled. Your existing job and boss is happy you resigned, it saved them the hassle of paying the health insurance premiums and firing you. It is a win for them!

The City of Chicago's hiring freeze has apparently hit every city entity or department, except one and that's CPS.

While every city entity or department has budgets from which to hire new employees, only CPS is allowed to continue to hire new employees not the CPD or CFD.

This was the reason given to allow CPS to continue to hire employees after Mayor CTU enacted the hiring freeze:

CPS positions were allowed to be filled before the freeze took place. All of the positions that CPS allocated to schools after the budget was figured out, they can still fill. Additional positions that may pop up afterwards that were approved prior can't be filled.

Huh? No other city entity or department were allotted positions in their budgets?
