DSI Details (Allegedly)

  • Did some digging today on the new DSI program with some “friends”. Sounded good right? More OT opportunities for everyone? NOPE.

    So it’s starting just weekends from 1900-0400hrs for the first month to work out the kinks. In June, it will be rolled out in 2 watches, 0800-1700 and 1900-0400. They want two start times because the 0800 start will help days and afternoons. 1900 will help afternoons and midnights.     The reason they are doing this is to put ALL OT in the hands of the chiefs and 1st deputies office. Commanders are pretty much going to lose control of how OT is assigned. For example.. in a district, 10 people volunteer to work an RDO on 3rd watch.. in reality, they really only need 4 officers to cover down cars.. who cares right?? Hire them all back and pay the OT to have more cars. So what’s going to happen, is on a weekly basis, every district will send patrol and the 1st deputies office the manpower projections for that week and request DSI cars to supplement. They will then decide through the DSI program how many officers to assign. So if they are only down 2 cars, then that’s all they get. If patrol thinks the district is fine being down only 1 car on the watch then they may not fill it at all.

    Voluntary RDO OT is gone. If you want to do it, you need to sign up for DSI because it will no longer be allowed in units and districts without the authorization of the 1st deputies office and with the proper approved OT code. The commander can no longer let their watch commanders hire as many people as they want. The only hiring back in districts will be for supervisors and that will be done by a bid system open to all supervisors in that area. Highest in seniority of those that volunteer will win the bid to work that OT. Same with LT’s and all of that will be coordinated by the area deputy chiefs office so no more of just offering OT around the watch for someone to pick up the shift. All will be done by the area and open to all same area supervisors.

    Voluntary traffic missions are gone. Snelling hates the blue card game and he hates the waste of money on “violence and robbery missions” that bring in 4 blue cards and a few parkers.

    Tac and unit OT missions are gone and the reasoning is that they have plenty of time to do missions during their regular tour… technically their entire tour IS a anti violence mission so they don’t need them doing it on OT.

    All Bureaus will be affected with OT being handled by the Chiefs office who will report to the first deputies office. Narcotics, gangs, intel, fugitive, Detectives, academy, caps everything.. it’s all getting changed and squeezed in all places.

Seems like .... overly complicated? Area-centric? 

Some comments already say this is a complete misreading of the program, or even a fabrication. Someone else thinks that it's a way to field personnel on weekends that will be immediately deploy-able downtown for "protests" or "teen takeovers." We think that THAT is most likely of all the scenarios

Saw this posted last night. Has been debunked. DSI is just on the weekends with a night start time of 1900hrs. No plans for it to be the cure all or to solve all the problems. Most will be sent to 001, 018, 012, 011, 007, 010 and 006. Not many other districts will get help from this. 001 and 018 will be VERY heavily staffed from DSI.

Your gut feeling was absolutely correct SCC. These are fake details of the program and for OT and are made up. Commanders are still keeping OT control. A Lt from HQ I talked too laughed and said DSI won’t be the whipping boy and they just want 100-175 bodies per night for the weekend. They want minimum 100 to be downtown. The others will go to help tier 1 districts. HQ was moved to 4th watch and no more Saturday Sunday D.O.G and will be used primarily for protests on the weekends and DSI will be used for downtown security and answering jobs. All to do about nothing.

The one thing I agree with is eliminating all the nonsense missions. Never understood how an event number proves you're doing something to deter crime. Neither do blue cards or Parkers

No. This plan would be an absolute logistical nightmare and not a chance patrol or special events would be able to iron out the details let along enough officers volunteer for this to get the coverage that would even be needed. You would need almost 1000 officers per day to volunteer to be able to cover the amount of down cars in all the districts in the watches. Given I’m in an admin position and know how much of a nightmare this would be will be the first to say it’s false.

I can see why Snelling feels that there is no need for overtime. The quality of arrest has dropped.

So, I am assuming that, if we sign up for this, we wont even know when we will be working our days off. At least right up until the last minute. Typical CPD mismanagement. The department never met a clusterfuck that they couldnt make worse.
I would love to help you boys and girls, but Im putting in a package to retire this month.My kids are grown and out of college. Theres no reason to stay...
What about cancelled days off in patrol? I am assuming that some of this has to do with reducing the cost of involuntary OT.
I already sold my house in Chicago. I have been living out in the burbs around the airport. I never answer my phone if I see a city number, I let it go right to voicemail. My burner phone stays in my locker at work. Thats the only number that work has anyways.

It was a massive waste. Work your day off in shotspotter, even though there is no shotspotter. traffic missions were out of control. But the OT train kept coming and my Jeep has to be paid off

It's the same f***ing plan around this time of year (every year) with this department. They give out OT during the warm weather so Dude Inc doesn't destroy what little is left of downtown and protect the limousine liberals that are still in this city. The clueless bosses think it's lack of manpower. {snicker} It's not. It's a lack of law and order. It's a lack of common sense. And it's a lack of a backbone on the part of our politicians, judges and our own bosses.
Remember boys and girls...during their short time in a blue uniform Snelling and the other brass never voluntarily worked one day of OT in this type of overtime program. Not one. Ask yourself why? If you do sign up for the OT give them nothing. That's what the police-hating public voted for. Let them deal with the consequences...

Yeah..... nope. Im calling BS on this one. Yes i can see it being used for weekend deployments and going to 2 shifts but why have a WOL or commander if the area
or chiefs are going to run everything on a district level then? One, it doesn't take into account the people calling off work day of tour. Secondly, there is going to be way too much information to process through on a daily basis to get this done and I hate to break it to you but there's just not enough administrative personnel to handle this.......or smart enough people.

Wouldnt it just make more sense to leave the OT decision in the hands of the districts? They are the ones that are short handed and know what they need. Then you dont need any out of touch bosshole downtown making decisions for the already decimated patrol ranks.
If this is true, I'm not volunteering for any of it. Will they promise to not cancell any of my weekends?
Im kind of a bare minumum OT guy already...The less time I am on duty, the less time they have to snare me into a trick bag.

Look at the overtime for all the units at HQ, it should be 0 for administrative units, but it's not. Half of HQ should go back to the districts. A lot sit around doing nothing and attend yoga and the gym while on duty.

I retired 5 years ago and am still waiting for the FLSA overtime pay from VRI and Safe City dating back to 2010 !

ALSO, Sergeants and LTs are supposed to get 45 minutes a day for each day of VRI.
The city owes MANY coppers THOUSANDS with 5% interest !!

The politicians don't even realize this disaster!

If it’s a cluster f. It belongs to the district. Straight one paragraph case reports are no problem for a DSI assignment. Don’t shove disaster assignments accompanied by disaster paperwork onto visiting police officers.

As you can see your mayor doesn’t care. He has a 6% rating and he still refuses to implement a curfew in Streeterville. The genius is willing to lose every vote in the Streeterville Community.

You guys are going back and forth about who has the authority to authorize overtime, when in all actuality the new DSI has nothing to do with any of the things that were mentioned. Instead it has everything to do with making sure that things are in place so that the new First Deputy doesn’t fall flat on her face while overseeing the day to day operations. Especially since the mayor publicly announced her promotion and received backlash from the media.

You can work the overtime or you can implement this life hack. Finance your house for 15 years and pay it off sooner. Drive a 4 cylinder Japanese car; it will probably last you for over 20 years. That is enough for your to retire with a pension. You do not need a $1,000 car payment, because you are not impressing anyone; we know how much money you make. After you retire, sell your house that you only made the required repairs on (no fancy upgrades) for over double of what you paid for. And sell it “as is.”

Here is a bonus professional tip; earn a useful degree from a legitimate school. It is a beautiful thing, because the city will pay for it. As of right now, some of you do not have the skills required to write a decent resume. Now, you are running with the best.

Do not let this job have an iron clad leash on you. If you let that happen, then you will be working until the mandatory retirement age and making pension payments so that the early retirees can get paid.

And the best type of revenge is living better than your yokel acquaintances, especially the dispatchers; you can have your second house in a great neighborhood acquired well before you retire.
