A concealed carry holder accused of pistol-whipping and firing a gun over the head of a woman in Wrigleyville last weekend was not taken to court to see a judge because her alleged behavior did not qualify for detention under the SAFE-T Act, according to Chicago police.
Officers assigned to patrol the Wrigleyville bar strip heard a gunshot and then saw people running from a parked minivan near the corner of Clark and Newport around 2:15 a.m. on Saturday, April 26.
They rushed over to the van and found concealed carry holder Zully Sotelo, 25, standing next to the open van with a bullet and a spent shell casing lying on the sidewalk, a CPD report said.
Witnesses identified Sotello as the person who used a gun to strike a 26-year-old woman in the face and body before firing the weapon above the woman’s head, according to the report. The police said they found a 9-millimeter handgun on the van’s floorboard.
Striking someone in the face with a blunt object (a gun) and breaking their nose would certainly seem to fit the basic criteria for Aggravated Battery.
Firing the gun over the victim's head....well, we've got a lot of questions on that one.
But not sending this one to court makes us scratch our head.

Speaking of all this “Gun Violence”, I hear rumblings that the 35th Street Brain Trust, including those stalwarts of Truth and Justice in BIA, are scrambling to bury the story regarding the missing gat from a Pfather Pfaker gun turn in last year. Same pistol tied to at least 3 shootings and one (?) 0110 since it went missing.
Reportedly, the person involved in absconding with the pistola is this/close to someone in Mayor Coneheads inner circle. Stay tuned…

There is no way a person got pistol whipped and shot at and no charges . There has to be mire to story. If that is real story cr numbers should be flying and dist commander should be ordering the reopening of case. All this bs caught on camera im sure. I know things have changed but not this much

That is aggravated discharge of a firearm. It’s a felony. She should have been charged and sent to bond court.
A cushy detail spot is no reason to forget you are the police first and foremost. Shortcuts and poor decision making can cost you a suspension at least up to termination. Not all the facts are in but this sounds like a possible domestic and an aggravated discharge on the public way. And the BS excuse of not taking action cause I didn't see it happen while ignoring physical evidence doesn't fly if you have independent witnesses making statements captured on your BWC. I wouldn't roll the dice being cutesy cutesy on something this serious exhibiting violence. The detective division should have been consulted for further advice at the very least. Officers took action but it sounds like not the most appropriate action.
