Our city, county and state governments here consider their purpose to be primarily this essence of graft/grift chicaneries, with their 'shareholders' being their minions and with we, the taxpayers prime as their involuntary investors.

Their grift/graft currency is ballots.
Their fundings are our tax dollars.
They expend as few of our tax dollars upon the valid services of governments, and as many of our tax dollars as they can scheme on their graft/grift enterprises.

Actually the "20/80 Rule" is this: there are 2 Chicago Police Departments. 20% of this department works for the real nice CPD of inside spots, hidden units, take-home cars, unlimited OT, early ducks getting the promotion exam answers. However, the other 80% works for the really shitty CPD that pushes a beat car and faces real danger and liability. Been that way since I got on the job 30 years ago.
The only time they don’t have access to clean water and food is when they choose to live in “filth.” Just like no access to medical care. You’ve a better chance to access top tier healthcare in this shithole than you do in a rural “red” area. I had a case where a kid died of an asthma attack. Under his bed, 2 filthy nebulizer machines and countless rescue inhalers-(all Medicaid tax dollars of course) many still full. The family just couldn’t be bothered to wash the machines or find the inhaler when they’d drop to the floor.

Despite having zero background in financing, she lands a position as an assistant to the city treasurer because the security specialist positions had to be cut. Starting pay is 88k. She's such financial guru, she got an 11k+ raise bringing her total compensation to 100k just 1 year.
