Here's a Helluva Rumor
The best rumors have at least a hint of what sounds like the truth in them....and this one has a bunch of stuff that sounds truthful:
- Last week at HQ was like the hunger games when it comes to these budget cuts and infighting among the chiefs. So far these are some measures they want to take to boost manpower and save some money since hiring will be slowed as will promotions:
- Mounted unit very well will be gone.
- K9s will be lowered by attrition, since it’s testable, you can’t get rid of them, but promotions and retirements will not be filled. Existing handlers on the streets will fill any vacancies for bomb dogs in the future at the airports. Street K9 handlers will eventually be phased out.
- Tac teams will only have 3 teams of 1 Sgt and 8 officers for each, no more 10 teams and no more extra 06, 64 or 65 teams etc.
- only 4 DCO officers per district who will report to the caps Sgt. No more DCO sgt.
- No more SDSC sgt, the watch commander on the watches will handle those personnel.
- CIRT won’t change,
- narcotics to lose 2 Sgts and 16 POs and gang investigations to lose 1 Sgt and 10 POs. Vice to be depleted to almost nothing. Intel will be reduced to 2 task force teams and that’s it.
- CAS team to lose officers back to patrol. No more abandoned building officers, any complaints will go from caps direct to TBU who will address any building troubles.
- Vehicle budget to be slashed by 25 percent. Tact vehicles that won’t be used now because of the cuts in personnel will go to any other unmarked needs like BCT or the detective division. Only marked cars to be purchased in 2026 except for exempt vehicles.
- Overtime will be gutted. Overtime budget getting cit from 100 million to 60 million which is only 5 million per month for the entire department. Normally, we are 16-22 million per month as a department.
- Court section will have no more full duty officers, it will all be covered by light duty POs and Sgts. HQ is trying to find 40 officers to take out of HQ back to the districts that can be filled by light duty or callback personnel.
- Academy has to find 30-40 officers to send back to districts.
- Robbery and carjacking task forces are losing 1 team each and the detective division has to find 20 POs who are NOT detectives to go back to patrol. Detective admin spots will be filled by light duty people if available.
- There will be a major shuffle of light duty and callback officers coming to fill full duty admin spots including in the districts as watch secretaries and SDSC spots.
- Even with all those cuts they are talking about, we’re still doomed.
Now THAT is a rumor worth discussing. In fact....in....wait a minute....wait....seriously?
This actually sounds like stuff that we've been suggesting and that our readers have been commenting on for twenty f#$%ing years already.

I work at HQ and deal with officers who are on disability and many who were taken off legit disability was done for this exact reason. Many officers that I've dell with are not able to perform the job and carrying their department approved weapon is a risk to them. Those officers were injured on duty and should be taken cared of. For those who were taken off disability since March, have your attorneys read this article from the blog and use it to sue the department. It's a shame how officers are treated by CPD.
I have a related question. How can the city claim crime is down given the CPD is understaffed and ShotSpotter is not operational?

Need to slash millions? Easy...cut out the ridiculous days-off cancelled, 12-hour shifts and all the useless overtime, including shift extensions. Then start looking at slashing Captains and above. This department is way too top heavy and thick with gold-braid salaries. Unfortunately, this is a blue-city ghetto police department so expect the opposite to happen. {Honk Honk}
As for cars, take away take home cars from exempts and XOs that are not field units. The same for tact LTs and K9 sgts

Most of those inside spots regardless of where they are, should have been filled with light duty officers. Using callback officers needs to be done on a case by case basis because of the reason they are in call back. Unless is spot is a contractual one/bid spot, use light duty for them.
Downsize the lazy Human Trafficking Unit. They don’t respond to districts or units. Thry never answer the phone. They aren’t doing sting operations. The unit is useless. The CPD relies heavily on the Cook County Sheriff’s Trafficking Unit.
Take the sworn officers out of personnel and the FOIA unit.
Get rid of sworn timekeepers in district and units.

I work in a slower district. We have two SDDC officers on each watch. Not needed.
They need to clean out the bloated CAPS offices. Start with the useless ones in 016 who are too good to even work a full day, but somehow manage to always earn overtime.

Most of these seem feasible considering who seems to be running things. The OT cuts are a natural. CPD has been cutting back at OT after every summer of love since the mid 2010's.
I also believe that major cuts to personnel size are on the table. There is a buzz going around that they will let our ranks fall to below 8000 and hold the hiring back until this is accomplished. We may already be living in this reality.
With those few personnel, will we need all these bosses? Let's cut some dead weight at the top for a change. It's not like they are adding anything substantive to the mix.

Problem is that you have people in the commanders office on a certain watch like 5th watch. They say you need to send them to “the watch.” Those officers then get put on “2nd watch” on paper but still stay upstairs in the office. This hurts the watch then because they lose 3 or 4 bodies right away because some girlie with 5 years on has a kid and needs to be home to play mommy. Maybe they should have taken another job???? Not the greatest job to be mom..

What’s really shameful is the number of officers who have greatly embellished an injury that subsequently healed but now want to ride it out on easy street. But catch them off-duty playing sports etc. and just having a good ‘ol time on the working officer’s who still have a ethical backbone.

There will be fewer promotion classes and help save money.
With Sgt Haltek retiring OT numbers will improve drastically

Every district and every watch should be max capacity with coppers before they put anyone in these stupid little pet units that do nothing but work a couple hours a day. Send everyone back. That’s every single north side district. It’s a ghost unit within the district filled with the commanders “people” he wants to take care of. They are never ever around. And they keep adding more and more officers. You could man a watch with the amount of people in caps in our district.

The district commanders have been lying to the superintendent for years and hide people inside. The city could easily cut back on exempts as other cities have captains commanding their equivalent of districts and lieutenants commanding all other units. No need for all of these deputy chiefs, commanders, coordinators etc.

Many officers aren’t aware of the fact that your “disability” status can be reviewed and changed. It’s not a lifetime thing.
Too many scammers got “disability” and then went on to be productive in other areas. Yet when it comes time for the CPD it’s “sorry, can’t do it”.
The system was overly abused, and here comes the over-correction.

Most of the “disability” officers can answer the phone at IDENT or work as timekeepers in the front office.

I'll agree with all of these proposals, should've been done LONG ago. Take all the kids with under 5yrs that work inside and put them ON THE STREET! Only issue would be the o.t. Don't see them sticking to the drastic cuts since we still won't be anywhere near fully staffed

It is very obvious that the Men and Woman who run this department should look back at history and learn a lesson from the past. I am retired Detective who worked in the early 1980's when there was a push to cut down overtime. At the time I was working in Area 1 Homicide. Some of the initiatives that were put into place centered around who could not work overtime on a case. So, if a murder or a shooting came in at 2300 hrs, we would respond to the scene, get all the preliminary information, and leave. We would then go back into the area, turn over all the information that we gathered to an oncoming crew, and leave. The oncoming crew would then pick up where we left off and complete the initial investigation if possible. This practice led to some complications. If the 2nd crew had information regarding the offender and were on his/her trail, and it came to quitting time, they also had to stop and ask permission if they could work overtime. It depended on the Sergeant who was working. Some Sergeants would let the crew work overtime; some Sergeant would not. If an offender was apprehended and charged, the case then would be turned over to the States Attorney's Office. When it came to the court trail, any Officer who made paper on the case was subpoenaed to not only to attend court but also attend any pre-trail conference. Well, instead of having 2 or sometime 4 Officers, the States Attorney would subpoena ever Detective that wrote paper that was pertinent to the case. In some cases that number went up to 6, 7 or 8 detectives. This practice did not include the defense attorneys wanting every detective who was assigned the case also be subpoenaed to court. What happened after a few cases went to court, the opposite of what the department tried to accomplish occurred. Instead of cutting down on overtime, this practice of no overtime unraveled. There was more overtime being worked than before. Another problem with this practice when would the paperwork be completed. If you were told to no overtime, your paperwork had to be completed the next tour of duty. What happened in some cases, you would report for duty and had to go out and relieve another crew and pick up where they left off. The paperwork started to backup. In Area 1, we had a Sergeant who was assigned to review all the subpoenas and make a determination as to who would be allowed to go to court. If a detective would go to court and was not approved by this particular Sergeant, the detective would not be credited with overtime. It so just happened that a case was lost because of this practice, and the particular States Attorney made a complained to her supervisor regarding the Sergeant's actions. Well, this Sergeant got called down to the States Attorney's Office and got his ass reamed out. He was asked who he was to override a court order. The Sergeant was told that if he continued this practice, he would be criminal charged. Needless to say, the practice of approving who could go to court or who could not go to court was stopped, and things went back to normal. History is the greatest teacher. The current top bosses should look at the department's past practices and learn from mistakes that were made by previous administrations.

You simply cannot cut manpower/staffing AND overtime to such low levels.

I understand not hiring, and it being cheaper to pay OT than hire, train, and paying for medical/pension contributions for a new officer.
The city saves money by paying OT instead of hiring.
To not hire and not pay OT will have disastrous results.
A city the size of Chicago has mandatory minimums for safety. But it’s clear that safety isn’t a concern of this mayor.
Get rid of Captains & go back to 3 deputy chiefs..

Get rid of all desk officer, SDSC officers, commanders full office, bike teams & all the timekeepers

Government agencies less lucrative to this end are, whilst still infested, less saturated.
Thus, the CFD, being innately less of a source of abundant swag. Ditto Streets & Sans. Ditto Water & Sewer.
Thus, the CPS is oppositely valued as an abundant source of swag, aka taxpayers' harvestings.

Districts cannot run fully staffed without OT. Having said that, the department doesn't care about actually serving the citizens. It's all about consent decree and training. If a district downs 3 cars, who cares. But make sure you go to repetitive training 5 times a year. But the bosses don't care when the community is yelling at me because they waited 2 hours for a car. They aren't taking the heat
