And it wasn't his first time getting caught while wearing an ankle monitor:
The February 19 robbery was not Stephens’ first alleged offense while under electronic monitoring nor his first alleged robbery on the Red Line.
Prosecutors last year charged Stephens with armed robbery and aggravated battery with a deadly weapon after he and an accomplice allegedly robbed a 41-year-old man on a southbound Red Line train near 47th Street on September 12.
His accomplice was....also wearing an ankle monitor!
- Both Stephens and Gray were wearing ankle monitors at the time of that alleged robbery. Judge James Murphy III ordered both men detained on those charges, citing the ankle monitors as a specific point of concern.
Holy Crap! A Cook County judge ordered him held??? Hats off to Judge James Murphy III!
Despite his history, Judge Carol Howard decided on November 11 to release Stephens on an ankle monitor again, according to court records.
The arrangement quickly unraveled. One month later, a court officer notified Howard that Stephens had failed to report to their office weekly as ordered. Howard kept him on the ankle monitor anyway. In January, she modified his electronic monitoring conditions to allow him to be outside his home from 8 a.m. to 8 p.m. daily.
Oh....there they go again - this time Judge Carol Howard.
We'd say it's amazing, but it isn't - it's expected.

It's only a movie & the charge was around their heads not their ankles but let's try this out. since All the great minds at the CCSO & the Crook Co judiciary couldn't or wouldn't figure out how to work the ankle monitors let's try this. When they leave the assigned area they were told to stay in have a small charge of C4 in the monitor. Not a lot just enough to blow off a foot. They can't complain that if they are shot the charge would go off that's B.S. so for the brainiacs at the courts after they fail twice they can't walk anymore. For those that would argue after both feet are blown away we would have to take care of them.......... Odds are good we already are. That can't flee, after blowing off a foot so while in the hospital hook up the ankle monitor to the other leg!! You can bet they will stay home, in the event they call in to neutralize the charge & a DEI moron disarms the wrong monitor or forgets. 2 birds 1 stone. The DEI idiot gets canned, the bad guy/gal loses a foot. No payout they shouldn't have done the crime right?? Ok maybe a touch overboard but we need to do something there are ZERO CONSEQUENCES for bad behavior. if there were people wouldn't be robbing anything after being caught right? How about the mutt on the Westside a year or two ago who smoked his neighbor for turning him in. The shithead leaves his residence goes down the block & shoots his neighbor & uses the monitor ing device as his alibi? We need a new approach & saying vote out every judge won't work nor does yelling vote Republican. Bad people require bad decisions be made. For all the good people remember us?

Carol Howard, the only Judge on the planet who could make William Hooks seem independent. The Judges in Illinois, especially Cook County make your head spin like a top twenty times over. They are the most useless, incompetent, moronic, idiotic, and corrupt semi humans breathing right now.
IT is an absolute embarrassment to the bench. Howard barely speaks English and applies her ghetto mentality to every decision on the bench.

The cook county court system is the greatest threat to Chicago citizens. Kim Foxx may be gone and Burke is definitely a little better but she’s still a democrat. Regardless, the real problem is the judges that should never be allowed to be judges. They probably shouldn’t even be in the legal business at all. Chicago’s crime problem is democrat caused

Howard released our murder offender at the end of a bench trial before closing arguments were even heard. My understanding is that now the SAO will seek a different judge immediately for murders that get assigned to her.
I understand the article saying Judge Howard made a ruling to cover the criminal offense committed by Stephen. Howard changed requirements for electronic monitoring to made it look like Stephen is in compliance. Is Burke paying attention?

O/T: Can we get the full back story to why the officer was stripped during his deposition by a BIA Sergeant:
-What does this say about the officers’s credibility? Is the BIA blaming the officer for what went wrong to save the big fish (Hein)?
-Can the officer still be used as a witness for the city, not that he’s been stripped?
-Does the officer have a proven claim of open retaliation? On the record now?
-Why was the stripping so important that it couldn’t wait?
-Who was the BIA Sergeant, so that we can stay clear of him or her?
Please put a list together of all these judges when the general election comes so we can vote them out. The FOP should be doing a campaign against them.
Can you get the entire Bio of these judges, grades in college, grades in law school, bar exam scores as well as ACT AND SAT. Then what they did after they became lawyers. Then when they became judges, how race affects their decisions. I don't believe any of it would be surprising, but I'd still like to see it.

Rhambo regularly rode the L trains with a couple of officers on his detail. Brandon is protected by a security detail, equivalent in number, to one and a half companies of infantry. He does not ride the CTA. He is AFRAID to do so.
