The agency is could get it at the expense of hotel patrons.
The City Council’s Finance Committee agreed Friday to support the creation of a so-called Tourism Improvement District and raise the hotel tax on rooms within that district to 19%, the highest in the nation. The current combined city, county and state tax on hotel rooms is 17.5%.
The voice vote on the measure, which now goes to the full City Council for final approval, was enthusiastic and nearly unanimous.
Sure, because making it MORE expensive to visit Chicago by imposing MORE taxes is a sure-fire way to increase tourism!
No need to stay in nearby Rosemont and just Uber, Lyft or CTA your way into town (not that the CTA is anything to write home about.)

There's a Travelog on YouTube from a couple from England who tour the USA. They went to Chicago and had a great time. They mentioned being warned to" NOT GO " but didn't mention why. We all know they were warned about the crime. They talked about how expensive it was. They spent over a hundred bucks for breakfast and lunch in River North. Rode the trains and were OK. The cold weather helped to keep them safe. They did show the CTA urban campers on the Blue Line going into the city. Thankfully they didn't mention the smell of piss or run into the usual suspects. The guy is built like a tank, a bodybuilder. Crime and the cost of the visit was apparent. The city decides to tax hotels exhorbantly, continues to release criminals to prey upon the public and tourists. Allows the pissbums to live on public transportation. Anyone that watches their vids, looks at Chicago as NOT being a place to visit. They came to Texas, went to Bucees, had a fantastic time. They went to other American cities and had a blast.
