Cook County State's Attorney Eileen O'Neill Burke has eliminated the public do-not-call list and a related disclosure list that once flagged as many as 200 current and former Chicago police officers with documented credibility problems, replacing them with an internal system that leans heavily on officers to report their own misconduct. The change, enacted through a December 2025 policy, has alarmed defense attorneys who say they now sometimes learn of an officer's troubled history as late as the morning of trial.
Burke, who took office in December 2024, overrode the county's previous Brady/Giglio disclosure framework in March 2025 before rolling out the December 2025 policy, according to a timeline laid out by The Chicago Reporter. That policy replaced the old lists with an internal “officers relieved of police authority” list and confidential Brady/Giglio files, and it now requires prosecutors to document misconduct, dishonesty, credibility findings, and social media activity. Under the new framework, the Burke administration relies more heavily on officers' own responses to a standardized Brady/Giglio questionnaire, and disclosures are supposed to be made as soon as practicable rather than through a running public roster.
Her predecessor, Kim Foxx, took a very different approach. Foxx maintained a public do-not-call list alongside a separate internal disclosure list, and Cook County officers were notified whenever they were placed on either one, with 90 days to challenge that placement. In July 2023, Foxx's office publicly released a version of that list identifying 174 current and former law enforcement officers, including 120 Chicago police officers, who were precluded from testifying due to severe misconduct — a roster that included high-profile names like Jason Van Dyke, Ronald Watts, and Reynaldo Guevara.
Obviously, you wouldn't have Officers testifying that were convicted of crimes, but Crimesha took it to ridiculous extremes and seemingly reveled using this list to assist in not doing her job, i.e. prosecuting crimes.
The pendulum will never swing to anything resembling years ago (this being a blue-city blue-state shithole, but any movement back toward the center can be considered an improvement.

If you’ve been deemed by the county’s top prosecutor as unfit to testify under oath, what possible argument could one have as to why you should continue to be a police officer? Due process? Maybe, but I’m guessing the standard is already a little more than your everyday nonsense CR.
Deemed unfit, by the individual who flat out refused to prosecute repeat violent criminals, but you call someone a bad name and now you're on the no-no list.

You're dead wrong. There are officers on the list who testified at trial and lost. A so called judge like Hooks and his ilk said they didn't believe the officer. The shit bird judge would forward your name to Crimesha and she would put you on the list. That is all it took to land on it. Officers who had the misfortune of ending up in Hooks room would just refuse to testify. They knew what the consequences would be if things didn't turn out right. Hooks wasn't the only one. Remember a nice chunk of the officers on the list are stripped. Some of those officers didn't do anything wrong other than be part of a controversial shooting. Stillman was on the list, his shooting of Toledo put him on it. Everyone has seen the video. There was nothing wrong with it. The list had hard working proactive officers on it. Those officers weren't charged with a crime and faced little to no discipline from CPD. Why did Foxx deem them not credible?????? Simple she hates the police!!! Pay attention to what's happening in court rooms!!!

Operatives like Foxx and Hooks are destroying the fabric of society with their soft on criminal agenda. These people are the real criminals.
They will burn in hell if they don't repent, and I highly doubt they will as they are reprobates.
My partners and I testify at least twice a week and we have never been asked those type of questions by an ASA and we do not know anyone who has.
Please call EAP and get yourself some help. There is no shame in needing mental health treatment. You should never work another day on the street. years ago there was a company that the city used to review cpd and its rank structure. one of the conclusions was to eliminate inspectors as they were doing the job Sgts and lts should do. it was redundant and a waste of money. of course the city ignored it. anyone remember the study? it was in the early 90s I believe.

I’ve been trying to get on that list for a long time. Who wants to be bothered with court? I also agree BIA is a piece of crap.

He's stripped, under Foxx he would have been automatically put on the list. Even the most useless defense attorney has seen Vecchio's name on TV or in the papers. He probably won't get called unless absolutely necessary. His cases will likely be dropped unless good body camera video exists. Criminal prosecutions are unlikely to go forward in almost any case without video unless it's a specialized or investigative unit. Video is everything. More importantly don't believe the media. The kid was super aggressive and racked up complaints. With all the video he would have been charged long ago if he was that bad.
