Make Your Phone Calls - Soon

"Merit" nominations for career service rank of Lieutenant are now being accepted until 15 February 2006 1500 hours. No word on class size, but the rumors that they were going to do one more class turned out to be 100% true. Imagine that.

Get those papers in people.

If you looked at how they arrived at those numbers you'd see death by homicide is not included. I think military personnel might have a slight argument with those numbers as well.

I've been hearing this rumor for some time now. The next Lt's test is going to be like the Capt's test. I know there isn't one. That's what I have heard for a long time now. This city in it's efforts to promote more minorities (clout minorities) and those who are CONNECTED are going to appoint Lt's. I also hear that they are going to do away w/ a written test and utilize the Sgt's Leadership School that you have to apply for but your Commander can only refer 1 Sgt. to attend. It goes like this:
CPD: " WE HAVE CREATED A NEW WAY IN WHICH WE CAN IDENTIFY THOSE SGT'S WHO POSSESS TRUE LEADERSHIP QUALITY TRAIT'S THAT WOULD NOT HAVE BEEN IDENTIFIED THROUGH TRADITIONAL WRITTEN TESTS. THESE SGT'S WERE IDENTIFIED BY THEIR COMMANDERS TO ATTEND THIS EXECUTIVE LEADERSHIP COURSE AND HAVE TRUELY DEMONSTRATED THEIR LEADERSHIP ABLITITES WHICH THEY EXHIBITIED IN THIS PROGRAM. NOT ONLY ARE WE FINDING TRUE LEADERS IN THIS DEPARTMENT, BUT WE HAVE DISCOVERED THAT THIS PROGRAM BENEFITS MINORITIES. THESE MINORITIES WHO OTHERWISE HAVE NOT BEEN ABLE TO EXHIBIT THEIR TRUE LEADERSHIP POTENTIAL DUE TO DISCRIMINATING WRITTEN TEST'S IN THE PAST ARE DEMONSTRATING THEIR LEADERSHIP SKILLS IN A PROGRAM DESIGNED TO ALLOW ONE TO DISPALY THESE TRAITS.

Lt.'s and Sgt.'s passed over for promotion as a result of the meritorious promotion process might wish to consider civil action similar to the successful challenge filed in federal court by several white Milwaukee, WI police captains. All were passed over for promotion to captain in favor of less competent blacks. The white lieuteneants prevailed in a jury trial and are to recieve rank and monetary awards as compensation. I'll try to get the name of the lawyer who represented them.

Problem with filing a lawsuit regarding merit promotions is the "legal arm" of our bargaining units (i.e. FOP and PBPA) couldn't conceive and execute a rational arguement to save their lives. It seems whenever they go after something through the courts the rank and file get it stuck in their collective asses with the city walking away allowed to do whatever they please. And the "legal" people hired by the bargaining units walk away with our money for nothing. We would be better off going to the boat and taking the lawyers money put it on 22 on the roulette wheel. The results would be the same without all the agony of waiting for the judge to say no.

I mean it always seems we are pissing the money away on arbitrators and lawyers who don't get us any kind of positive results. I realize our bargaining units are being led by rank and file members who want to do well for the membership (or at least they seem to want to do well), but how many times do we have to keep giving the same idiots our cash to screw us?

Anyone just see the NBC AND ABC 1700 News? If not, you missed the governor and Cline at Meeks' House of Hope.
You missed old Roddo tell the people he cannot imagine what it must be like to be African-American and get pulled over just because the color of their skin. You missed Cline say how $150,000 for cameras in the cars to prevent "racial profiling" is a good idea.
You know what's a better idea? How about computers that work and weren't obselete ten years ago in our cars? How about putting shotguns back in our cars? There's an idea!!

I for one think the cameras in the cars are a great idea. The Sup cant come out and say it but it will actually help all of us against false complaints. They have to use the racial profiling angle to have the African American Community accept it.

As For Gov Blogo, I really Don't think much of him and I have no intention of voting for him but he at least signed off on the Affidavit that citizens have to sign when they fill out a complaint against us.

And for those of you who don't like Cline you obviously have short memories. I have worked through the reign of terrors of Rice, Martin, Rodriguez (SP?) and Hilliard. This Sup is more pro Police than all of them put together.

And in conclusion, if I was the sup and knew I was going to retire soon I would have my Kid promoted as high up as possible because the minute he leaves the job people, like the whiners on this board, will do the best to mess with him. At least as a Lt. he can somewhat protect himself.

To those who are resigned to the notion that lawsuits or other civil actions are pointless in matters against the city, kindly recall the lone Chicago policewoman who in the late nineteen-ninetys successfully challenged the lack of medical benefits for infertility treatments. Just don't rely on the half-witted play lawyers retained by our bargaining units. Seek out competent, experienced lawyers and you might see a more favorable outcome. Remember, as I stated in my prior post the leiutenents who sued did win-in a jury trial, too!

I've been involved in two class action lawsuits against the city on promotional exams over the years.Be advised if you lose you pay the cities court costs.And they do send you the bill.Either pay up or they'll take it out of your paycheck.And I'm talking thru experience,the only thing that saved my ass from going to the poor house was it was a class action suit and "WE" all payed our fair share.Just a heads up to all of you out there.Stay safe.

Came on the job when Rochford was superintendant,he was good,and I liked Brzcek,all the rest sucked up till Cline,he may have his faults we all do,but he's a hell of a lot better than what we've had in the past,excuse the spelling I came on with a High School GED.

I'm not a big fan of Cline, but I agree that he's far and away better than Hilliard, Rodriguez or anyone in recent memory since Brczek (sp?).

That said, none of these guys were the best of the best. None of them compares to former Commissioner Evans in Boston or Bratton & co. in Boston/NYC (and now LA).

Not a novel or innovative thought among em. Not a "no sir" to be heard. Cline was chosen with a mandate to drive down the murder rate AND keep the location of the burial spots secret. He's done both as well as he can.

But unless he stands up and demands accountability from the 4000 or more unaccounable POs in this city... unless he stands up and actually demands coordination of all city services to address crime and its underlying causes (concentrated poverty being one of them), he's just a short, fat man making the 10th generation photocopy of things that started in NYC more than 10 years ago. Things that were copied in other jurisdictions long ago.

You want to know why Chicago is leading the nation in homicides now? Its because Chicago ignored the elephant in the living room when every other major jurisdiction was watching its homicide rate plummet and ours barely moved downwards.

National headlines in 2001 and 2003 showed us leading the country, and lo and behold, suddenly somebody picked up a book or old paper and realized that Boston and NYC had shown the way 10 years prior.

Worst part is, there are good people on this department who could have done it the year after NYC. There are people with their eyes open all along. I saw papers on how to do this in Chicago as long ago as 1997 or 1998. But noooooo, Hilliard was the "best" they could find at the time.

No matter, my underlying point is that Cline ain't so bad by comparison to his predecessors. He just ain't so grand in comparison to the 2 or 3 great chiefs this nation has seen in the last 25 years. Than again, none of our supers for the last 50 years hold a candle to Evans or Bratton. Not one.

I was a member of the 1985 EXAMSCAM patrolmen going for Sergeant lawsuit.

That test was ridiculous and we lost the suit

The city was willing to move heaven and earth to prevail and tried all kinds of dirty tricks includiong hiring the Judge's son so he recused himself and we had to start ALL OVER again in front of a new judge

Hoooray for the Milwaukee guys
Im retiring in 60 days

Different Versions of Merit:

1: Good looking, tight putnany, female officer, screwing an old fat small manhood exempt member.

2: Gay young buck officer who not only engages in sex with other closet gay exemt members but have knowledge of their freak sex practices.

3: Related to a clout person either on the job or political.

4: Under cover snitches for IAD.

5: Screw ups they just want to get rid of from one unit so they promote them to transfer them.

5: Being of a race that the City needs to fill their quotas.

6: House Cats that never preformed a bonafide real police action in their life.

7: And in some case... even cash payment for the promotion.

Curious???? after years of merit promotions in the city exactly what are the percentage of Blacks that received these promotions compared to other races???? How many Hispanics? How many Asians? How many women? How many Whites?
How do anyone determine if one Race or another receive better treatment? At what point and time does a minority person make rank and its not considered affirmative action? How many minority candidates can be promoted at one time
off of one test?

A request under the Freedom of Information Act would be a good place to start in requiring the City to make public the racial and ethnic profiles of the meritorious promotees, past and present, from all promotion lists so far affected by this policy.

What then needs to be established is that the test scores of minority promotees is so far behind the white candidates they have been promoted over. Second, that the written test passing score is so ridiculously low as to undermine the credibilty of the written test portion of the promotion process.

It should be clear that the city is engaged in de facto race based promotions. It's a no brainer. The citys position could never withstand a court challenge proving white candidates are skipped over solely because of their race.

William Bennett, former Secretary of Education under President Ronald Regean, once correctly stated that the chicago Public School system was arguably the worst, most failed public school system in the United States. Yet even today a student in a Chicago Public School is required to maintain a grade of seventy in order to pass any given course matter. Does anyone recall how low the passing score was on the current lieutenants written test? Close to the fifty percent mark. Statistically the same success in answering the right question as flipping a coin. So we challenge students at Marshall HS further than future leiutenants. Who's kidding who? Work together and change this system.

Well if you think u were screwed by a merit promotion you should file suit. Some Chicago Firemen (6) just won 3.4 million in a lawsuit, where a JURY determined that the City was wrong and ordered back pay to the White Males who had gotten screwed over so they could promote the ever ignorant, incompetent and useless minorities who had scored MUCH lower than the white firemen but still got the promotion.

There is only ONE common denominator in meritorious promotions... CLOUT!!

Don't be fooled into thinking merit promotions are used to achieve a desired racial balance. That's nonsense. Are minorities meritoriously promoted on this job? Yes, but for the same reason so many whites are meritoriously promoted - CLOUT.

There are numerous black and hispanic officers that are sharp, dependable, and hard-working, but will never see a meritorious promotion. Why? Because they don't have CLOUT.

Other than the occasional meritorious pormotion stemming from an in-the-line-of-duty injury or shooting, all meritorious promotions are based on - say it with me - CLOUT.

This must change.

You are absolutely correct when you state there are many competent, hard working, honest minority police officers and supervisors on the Chicago Police Department. They too, are victims of the meritorious promotion scam. But the leadership of the FOP, or other bargaining unit, is probably afraid to use this very point to challenge the process for fear the city's spin doctors would label the effort as "racist". All of us will need to come together to end this travesty.

Based on my documented experience with the original ExamScam, the last two posters are absolutely correct. A majority of all high-scoring (on the two legitimate components) candidates, regardless of race, were passed over and even flunked by the rigged "orals" (weighted at 80% after the "process").

In effect, the City delegated MOST of the most worthy whites, blacks and Hispanic men and women to "failure" while promoting their FAVORITES without regard to race and gender.

The only common denominator for "success" was "equal opportunity" CLOUT.

First of all it is apparent that anonymous of 1:58 today isn't aware that they haven't sent any Sgt's to the leaderhship school. The last two classes have been for Lt's only. Secondly, no they can't make the Lt's class like the Captains because it took two years to develop this test for Lt's and it cost way too much money so they have to have a regular exam. As for the next Lt's test in about five years who knows.

Watch for age discrimination in promotions, at all levels.

No one over 55, few over 50 years of age. Anyone that age who has enough clout to be promoted already has been promoted. It's the end of the line for everyone else.
