This just in.....Lt. Reynolds in 005 first watch gets the award for the most cowardly spineless watch commander of the new year. The Boy Lt. seems to take the word of a shitbag without getting an interview from the arresting sergeant. The sergeant broke his hand in a fight with this shitbag, the Lt goes to interview the arrestee for the TRR, and because the arrestee alleges that the good sgt hit him for no reason, the WC gets a CR number on him. The WC did so without even calling the SGT at the hospital to see how he was or ask him about the circumstances of the situation. Way to go LT Reynolds you cowardly son of a bitch. Take note that the Lt happens to be a M/2, so no one is safe in the 5th district.

Way to go guys about posting the PPO's traffic accident info. Guess we can add Channel 5 to the list of people who read this blog. They got the story, as well as making the police look really bad. And what the fuck is up with them interviewing the RR police officer who got shot by the police. They made him sound so innocent, he had a right to have a gun, he has a clean record. No explanation of how the two officers got shot. What complete and utter BULLSHIT. I will never watch channel 5 again.
I saw those stories at 10pm last night. I'm with you.

While I'm not a fan of Reynolds, I can't fault him for getting the CR.
The orders allow a supervisor to investigate an allegation to determine if a CR is warranted. No Basis-No CR. Unfortunately, OPS in their infinite wisdom, doesn't car about that order. They will take the CR and also get a CR on the supervisor for refusing to take the complaint. This is even if there is no basis for the complaint.
If a citizen makes a complaint there has to be a CR. The citizen also has to sign an affidavit.
If our pooch is full of shit, it will come out. This wold be a good time for the new president of the sergeants association to push for civil and/or criminal damages against our pooch if he signs the affidavit and is proven full of shit!
I agree. Channel 5 is and always has been anti-police.
Then let OPS get a CR number. Who cares what they do. The W/C conducted an investigation into the matter and determined that it was all BS. It should have been the end of the story. The General Orders do not say that the W/C has to do OPS's job does it? Just because OPS gets a CR# at the slightest hint of an allegation, does that mean that we have to too?
Can somebody post the RD# regarding the incident up in 016 on Harlem so we can find out if it's all BS or true? Better yet, can SCC get a copy of the case report and post it? Minus the R/O's names of course.

Reynolds has proven himself to be a spineless coward previously. He got a CR # on the lt. in Area 2 V/C last year because he thought the mutt, in for a homicide, was not CB'd quickly enough.
He ordered officers on the street to get a RD# for a homicide even though detectives on the scene determined injuries came from a traffic crash. The M/E ruled the same.
He is now with Capt. White on the 2nd watch so he should learn well how to f*** with officers. Personally, I would not trust the guy for a second, but that's my opinion.
In my experience, MOST of the time in that type of incident, the arrestee WILL NOT TALK to the W/C which will be noted and negate the need for a CR#. Perhaps there is more to this story. Then again, perhaps not. Perhaps the Lt. IS just a spineless nerd who doesn't know how to or care about protecting his people.
Re: Lt. Reynolds. Ask any (decent) Sgt with more than a week in grade, and they can tell you that you can obtain a CR #, and unfound it in the report. Shitbird is happy he got his CR, but you can say it's all bullshit (tactfully, of course). A well timed ET photo is a wonderful thing. Timing is everything. This way he can't go to OPS a week later after he has his buddies give him his "bruises".

There is a time adn a place for everything...Sometimes the W/C getting a number is a good thing, allegation made or not, like other post said can't come back in a couple of days beat to shit.... I've had bosses do it and never lost a minute of sleep over it...Granted they explained to me why they were doing it, not just going ahead and doing it...
By the way I would still work for those bosses any day of the week....

Re the Lt. from 005 cr#. It si protocol that during the trr interview if the arrested makes a claim that a Cr3 is always taken. Its really no big deal , just protocol. Do I agree with it, no. But the cr numbers are ususally the arrestee's way out of what he did. I got one from my captain the same way, it was nothing and he explained it to me.
No alot of blacks do have car insurance. Its the west side ghetto rat "N" that refuses to pay for car insurance or buy a city sticker.

I do not understand all of this concern with obtaining CR#s. Who cares? The vast majority are unfounded or not sustained. You get to write your reports on duty and take as long as you like to do it- the whole tour, or three if you use the 72hr rule. So if you think the supervisor is spineless for getting the CR#, just relax and take your own sweet time in answering it, all day, if necessary.
CR#s are just one of those little inconveniences that we have to put up with, right up there with POs who have no clue.
I have had extensive delings with Reynolds. He has defended Cynthia White to me on many occasions!
As for obtaining a CR after talking to the mutt in custody, I have seen many a good WC put in their report that the mutt wouldn't talk to them. How about sticking up for your guys Keith?????
There are ways around anything if you want to and are smart enough. Reynolds has a brain in his head, but he is as shaky as jello in an earthquake. He will never be a good boss unless he changes his whole attitude. Further, he lacks any people skills whatsoever. He will never advance on this job any further until he stops emulating Cynthia and grows a set of stones and a personality!!!!
You've got a Sgt with a broken hand, so obviously something happened, can't deny that part of it.
I agree with the mentality to get the CR immediately, then have an ET take photos...PROVIDING that the shit head isn't really beat up! This whole " let OPS do their job" attitude is what can REALLY get a copper jammed up.
If there is photographic evidence that disputes the mutt's story ( that will only grow and grow over time ) then nip it in the bud right away.
I don't know that Lt. and he may be worthless, but I don' thnk he did anything wrong on this partiular occasion.

Sorry to say but you're wrong.
A CR# CANNOT be unfounded in the initiation report. Occasionally, though rarely, when a supervisor contacts OPS for a number, they will not make it a CR but an information for IAD. That 's usually only when it's clearly explained that the complaint is unfounded or the complainer is nuts.
The initiation report can point out all the facts that would help show the incident is unfounded or the officer exonerated. It is ultimately up to the investigator-OPS, SGT or LT to make the determination.
Channel 5: What about that piece of garbage Peter KARL, now working for the C.P.D. producing those Crime Watch segments on cable access. That piece of work always did anti-police segments on his little news shows. Now the City is paying him to show what a good job CAPS, etc., is doing!!!!!

Once you are formally given the allegations stated in the CR# how long do you have to respond ? CR# is nothing but a piece of paper, one of the many pieces of paper we get every day. If you know how to write paper then a CR# is no big deal .

His daady was a Lt in 010 and was despised by the majority of the troops. Junior runs around with his FCP license plate (Fellowship of Christian Police Officers) and is also despised. Talk to the older coppers in 004. He was screwed with on all three watches they placed him on days for his own safety. His locker, and car were vandalized numerous times.
Another Sgt. had to respond with him at all times for his own protection.
Tries to pscyh any one with balls, who stands up to him. Was invited to X-Mass party in 004, tickets were sold for the right to punch him out(bag him) in the Martinque (0ld one)on 95th St.
He never showed up.
While I do agree that W/C getting a CR# is SOMETIMES warranted, if there is no reason than some dog making some bullshit allegation, well, he can get fucked. I can't tell you how many times I've told some fucking jagoff to get the fuck outta the station or get the fuck outta my face on the street w/ some bullshit allegation. Let the asshole prove I refused to get one!!!!!! Remember CR#s that go back to the District to get investigated are BULLSHIT!!!! When you get served w/ allegations you have 72 hrs to respond, however there is some lattitude w/ this time frame.

You are in error.
You have 72 hours from being served to give your written response, regardless of whether or not you waive or secure legal counsel.
Choosing to secure counsel serves absolutely no purpose if one does not actually contact a lawyer. The whole purpose of doing so is to obtain their advice on how to answer the allegation(s). If you're not going to do so, then you might as well waive counsel. That being said, I really don't car which you choose. Just get the damn report in so I can kill the CR as quick as possible.

You are also in error, as you have no contractual right to request that the questions be rewritten. Even if you were to make such a request, the investigator/supervisor is not obligated to do so. Moreover, you have no right to sit in the station for three days writing a response to a simple allegation. So maybe it is you who should get some time on the job, some stains on your shirt, and some brains.
Man is robbed across the street from police headquarters

A brazen pair of robbers held up a man at gunpoint Tuesday afternoon across the street from the headquarters of the Chicago Police Department, authorities said.
At 2:30 p.m., the two men pulled a gun on the 60-year-old victim at 168 E. 35th St., police said. Police headquarters is located at 3510 S. Michigan Ave.
The robbers reached into the man's pockets and took an undisclosed amount of cash and then fled, police said.
The robbers headed east on 35th Street, which is usually lined with marked and unmarked police cars, and often dotted with police personnel approaching and leaving the headquarters building.
Police had no suspects in the robbery.

You are in error.
No, I am not! If you waive counsel, you can be required to leave a report immediately. If you request counsel, you must be given at least 72 hours.
Truth is, I always give an officer sufficient time to leave a report. But if you waive counsel, you can be compelled to leave a report immediately. It's just that no one I know of is such a jagoff to do that.
That being said, always request counsel and talk it over with someone you trust, even if it's a simple beef and you KNOW you are OK. Things have a way of backfiring.
