Study: Local pension cash running low

City and county governments owe their retirees almost $48 billion in retirement benefits.
But the amounts employees and those governments are paying into those plans are falling woefully short of what must be paid out -- a $15 billion deficit and growing.
Now, the Civic Federation is warning in a report to be released today, taxpayers might soon be holding the bill for the benefits owed to government retirees.
"These benefits must be paid, so taxpayers will be on the hook unless something is done to reform how these plans are funded," said the Civic Federation's Laurence Msall. "It's a very disquieting situation for local governments."
The group analyzed pension benefit plans at the City of Chicago, Chicago Park District, Chicago Public Schools, Cook County, the Cook County Forest Preserve District, Metropolitan Water Reclamation District and the Chicago Transit Authority.
It found the CTA pension fund has only 39 percent of the total it needs -- far less than the recommended 90 percent, Msall said.
He said any "drop below 70 percent is a very dangerous area," but nearly all of those governments are below 90 and closer to 70 percent.
Also of concern, he said, is the 42 percent funding for firemen and 56 percent for police retirees.
"The promises of their benefit plans are exceeding the funding," Msall said. "CTA is probably in the worst shape of all."
CTA's own projections show its pension fund will be empty by 2012 without reforms.
Says pension holiday no answer
John Kallianis, executive director for the CTA's retirement plan, said the report "highlights the fact we've been brutally honest about our cost," though "we took steps in the last collective bargaining agreement" to turn that around.
The CTA is now in arbitration on further changes to its benefits.
The changes, which the Civic Federation recommends for all the government pension plans studied, include altering benefit structures for new employees and limiting the benefits offered.
Msall also cautioned that Cook County and the forest preserve pension funds are "moving quickly in the wrong direction" with sharp increases in unfunded plans.
And while some float the idea of a "pension holiday" from payments, Msall said "that's not going to make it any easier in the long-term."

I came on in '01 at 25 years old (young?). 20 years from then I'll be 45. That will be 2021. Retiree health care will be a 8 year old joke. And I'll still have to put in 5 more years to get out.
Boys and girls pay attention: AT THE CURRENT RATE THERE WILL BE NO PENSION FOR US. It does not matter if it's written in to law. It would not even matter if it was etched in to Da Mayor's forehead with a really sharp spoon. If there is no money, there is no pension. The tax payers (former GM, Ford, UAL, Enron, IBM, etc workers) who lost their pension in the private sector will not see US have one.
Defered Comp will not save you. You cannot put enough money away and eat and keep a roof over your head and send your kid(s) to Catholic school.
This county is in for a BIG shock. The Fed's Pension Benefit Guaranty Corporation is already over taxed from all the big corporate pension hand-overs. With local, state and fed pensions to fail soon and more corporate failures, the PGBC will be taking over our pension.
And with that, it will be gone. The will put us back on Social security and be given Link cards like everyone else. It will be socialism. We will be taxed 50% like in Europe and no one will work.
The only way I see to fix it, if it is not too late, is to begin will ousting Daley, Stroger, and nearly every damn aldercreature out there. This City will have to go straight via cold turkey. No more hired Trucks, no more potted plants, no more Millenium Parks, no more stealing land for a new 9th Dist, then selling it to a condo developer. That's it.

I just saw this Hitney today at the Academy. She photgraphs well -there are a lot of miles on that face. It's not that good close up.
It is bad enough that the Social Security Benefits that we earned have been fucked by former federal inmate Dan Rostenkowski now we got to worry about our pension. (Can anyone post a mugshot of him, I'd like to use it.)
Richie does not care and wants to see our pension taken over by the feds so we get less than half of what we have worked for.
One reason he does not care is that he does not belong to any city pension fund. His pension if the Illinois State Legislator's Pension. Which follows him form job to job and he can collect ??? % when he retires, even if he is in the federal pen like Danny R. did. It's nice to write your own rules and send the taxpayers the bills. Are you even on the job? Are you retired now? I think the topic of us (and you) not having a pension is well within the scope of THIS blog.
News of The pension fund being insolvent has been around for years, it didnt just pop up. Articles about can be found on the web.
If it goes belly up and the G takes it over, we aint gettin that 75%. It will be more like less than 50%. Just like the private companies. Unless taxes get raised or fees or both. I dont know the answer.
We have been warned! It's time for us to take action regardless of our Race or having a Spot on this job (unless your a self made millioniare). If we don't we will all be eating cat food when we Retire. Dump Richie and all his men (boys) next March! Let's take back what belongs to us and what we have worked so hard for!

A few years back I assisted Mike Seiser on an on-view burglary arrest he made while working 99. It was a solid pinch and good police work on his part. There is not, nor is there ever likely to be, any politics involved with the Seiser. That is reason enough to love the man.

His current handler is an officer (former FTO) named Muzupappa, (also a very good guy/copper) who can usually hold Seiser's leash, but can't keep him from barking.
