New Link! and Post #1501

Wow. 1,500 posts. Who'd have thunk we could write so much junk in just 15 and a half months?

In the meantime, we added a new link to the right hand toolbar. A Big SCC welcome to the Illinois State Police website called "ispeeved.blogspot.com." Here's the guy running the whole thing:
Anyone recognize him? He must have gone to the same school of blogging that we did.

The latest posting is in regard to the recent endorsement of Governor Blago, even though a report by Channel 7's Chuck Goudie shows that the choice of "No Endorsement" received something like 70% of the ballots cast. "ispeeved" reveals quite a bit of the methodology behind the endorsement and rightly takes the entire process to task. We're thinking that we might have a few questions ourselves, especially as Blago has been balancing his budgets on the backs of way too many pension funds.

Give him a visit.

I understand Duckhorn voted to endorse Topinka based on what Chicago FOP members wanted. Did Donahue and Watt do the same, or did they vote to endorse Blago. They do represent Chicago Police Officers. We have a right to know who our representatives voted for at the State endorsement process. Also, if members of Chicago and the Troopers voted to endorse Topinka or to remain neutral how could State FOP endorse Blago when Chicago and the Troopers represent well over half the total members of the FOP in the State?

LIEUTENANT TEST FALLOUT TODAY . . .

Anyone have any stories about today’s LTs Test at Lane Tech Today?

Lot of Sgts said screw it.. LT is the best job on the department only 40% of the time. The rest of the time you’re in the watch commander’s office popping Alka-Seltzer because of the bullshit.

By the way, the guys in Mt Greenwood thank the city for making the test at Lane Tech . . why not make part 2 at Mather H.S. up in 020 next time. .

let's go the F.O.P. meeting on tuseday and ask the board "what the fuck happened" Did we forget that the gov TOOK 2.5 BIL $$$$$$$$$$$$$$$$ out of our pension fun!!!!!!!!!!! and has no plan to pay it back. If he is re- elected he will have fucked us out of 5.3 Bill in our pension fund.

President Ted Street was appointed by BLAGO as the Chairman of the Illinois Law Enforcement Training and Standards Board and he cast the deciding vote for Blago conflict of interest YES YES

Street should have removed himself from the voting but then how can he asure himself of a clout job after the members get tired of his act.. Ted my man your time will come Remember Nolan landing a great job at 65 with the cook county sheriff not to bad for screwing the members of Lodge 7 for all those years......

Did you know that the CPD and CFD have two of the most underfunded local pension plans IN THE COUNTRY? The state plans have the biggest $$ amount under what they need to pay retirees. Thanks A-Rod.

Two quickies...



1) Is it true that Matthews (the Commander who was demoted for getting involved in his son's arrest) was given back his Commander's star nearly 2 weeks ago, but has yet to be assigned anywhere? Hmmm, getting Commander's pay without commanding anyone...not a bad gig!



2) Regarding an earlier post which talked about the affidavit required from civilians on CR #s. I saw a directive from ADS Kirby of IAD which was basically reversing the Department's earlier policy. Previously, the unwritten policy dictated that if a complainant on a CR who had signed a sworn affidavit was shown to be lying, the department would not pursue the matter, but would advise the officer to go after them civally. The Department now says that where substantial evidence exists that would allow the ASA to pursue the appropriate felony charge, the Department will prosecute. Finally, one for the good guys!

As I recall from an article in Crain's last year, there was a study that showed that as of 12/31/1004 the CPD pension fund was 55% percent funded. In other words, if our pension fund had to pay all pensions payments at once, they be short a bit under half. As of 12/31/2003 the CFD plan had only 44% of the funds needed to pay all obligations.

Thanks go to Richie and the aldermen who are more worried about the treatment of geese and the kinda grease used by McDonald's than funding our pensions.

The Lieutenants test was at Lane Tech at Addison and Western, and it was no doubt a very far ride for the southsiders. That being said, the last Lieutenants exam was given at Olive-Harvey College, which is damn near in Indiana. I had to get up at 5:00 a.m. to make it there on time. So, I don't feel all to bad that the southsiders had to make the trek this time around. Perhaps the City could give the next promotional exam in a central location? Nah!!!! That would make to much sense.

As far as the exam goes, it was dumbed down to such a level that a six month recruit could have passed it. Obviously, everyone that took it will pass so the City can have a large pool of potential "merit" candidates. If I recall correctly, the minimum passing score on the first part of the last Lieutenants test was 47%. Nice! A grade that would be failing in every grammer school, high school and college in the nation is sufficient to pass an upper level promotional exam in the Chicago Police Department.

The correct answer is, that the last Lt. Exam was "dumbed down" to 66%. I believe everyone passed the first part of the last exam.
But from what I'm hearing, this latest exam was more difficult, and I wouldn't be surprised to see that more than a few won't pass this first round. It was certainly true with the last Sgt.
exam. Heard from at least 5 P/O's who were honest enough to admit they didn't make it past the first wave of that test.

The City could save a done of money, improve morale and the quality of supervision by taking a tougher stance on the promotions. The test doesn't necessarily need to be harder although the "trick" questions should be eliminated, but the minimum score needed to pass should be fixed at 70% thereby giving people a reason to study for the exam and reducing the number who go on to Part II.

The position of Lt. is probably the highest line position that most officers can hope to obtain without clout. Its not like being advanced in high school from sophomore to junior.

Lt's as Watch Commanders, Acting Commanders, Unit CO's and District Commanders (not to mention all of the exempt positions now held by Lt's) hold the lives and careers of the majority of the officers on this job in their care and control.

Incompetent Lt's can easily destroy those very lives and careers through poor management skills and poor judgment. A superior Lt., isn't necessarily a superior field officer, nor need he or she be. They should, however, be superior in their understanding of Dept Rules & Regs, the civil law and the criminal law. They don't need a law degree but they do need to understand the limits of what we a police officers can do and they do need to know when to ask questions. This requires the ability to read and to digest information, both within and without the Dept.

The City's excuse that it needs to promote on "merit" officers who are poor test takers (but who have Master's Degrees from Podunk Univ.) is without "merit". Anybody who has graduated college or obtained an advanced degree knows (or, should know) how to read, write and chew gum, without help.

The problem with this position (mine) is that, in the past, the City has been sued on the basis that the tests were discriminatory as blacks and other minorities including women, suffered "disparate impact", i.e., the number passing was not representative of their numbers within the Department or within the City. Therefore, the test was substantially "dumbed down" and everyone allowed to pass. The rest is history. . .

You guys are right about the FOP selling us out. I AM going to the meeting tuesday and I'm going to vote AGAINST letting supervisors on our lodge board and listen to their "explanation" of the endorsement. I am going with a few guys-I hope enough of us show up to teach these guys a lesson. It would be great if they underestimated us this time and enough of us showed up to vote YES to keeping Sgts.and above off the board. I wanna see the looks on their booze-puffed faces!

Lodge 7 has been breaking it off in our asses a long time now and we’ve all figured we can do nothing about it. Well, in the past we couldn’t because they had all the spin control. The difference is that now, thanks to SCC, we have department wide communication. We don’t have to let them shoot down the proposal keeping supervisors off our lodge board. And it WILL be voted down because all their loyalists will be at the meeting Tuesday. Just imagine if a shitload of us showed up and took back control, finally. Picture the looks on their faces! The regime wants promotions for themselves and their handpicked successors. They don’t care that this will remove any semblance of oversight and protection for the working P.O. They claim this will “unify” us. Think the Sgts. PBA union lodge is gonna let a P.O. serve on THEIR lodge board? Not. Guess those $140,000 and above salaries and all the expenses reimbursed out of OUR dues just isn’t enough. They gotta be supervisors, too. These guys need a wake up call. So don’t think it’s a waste of time to try and stop them. Spread the word and offer you’re buddies a ride TUESDAY 19SEP06 at 1900 hrs.

once upon a time there was a little boy who thought he knew everything, because he spent all his time in school,not out in the real world. Then, along came several other little boys just like him. They didn't play baseball,football, basketball, or throw snowballs, or ride bikes, or, occasionally disagree with each other and fist fight, or do anything like most normal little boys do on their way to growing up to be men.. They just spent all their time in their little "real world" of school, books, imagination,and make believe, just like the little boy. Since they were all in their own little "real world" they all sat around claiming they were the "best" and the "smartest" even though they knew nothing of the world outside of their little world. The boys then took the little boy into their "special" club, as they were all alike, secure in thinking they were the "smartest" and the "best" in their own little world. Besides, those boys outside the club could sometimes tease them,or call them "Dorks" and Hey, that's not very nice. The "special boys" never really tried to do the things the other boys did for fun, after all, they were much smarter, and besides, this way, they could never get hurt, like getting a cut on their knee, or a scraped elbow. They were just too smart for that stuff. They would have fun staying in school as long as they could, even if they were still going when they became old, old men. This way, they could also stay in their "real world" and never have to come out and play with those other kids. No, they weren't afraid, they were just "smarter".
Now guess what the club is now called???

FOP did what was politically expedient. They realize barring a unforseen scandal or the Governor dropping dead,he WILL be reelcted. J.B.Topinka still has the stench of Ryan on her. The scandal is still to fresh for her to distance herself from it. The FOP is smart enough to know that if they want to get any legilation passed in the future,it would be a lot easier if your on the guy that runs Springfields good side. It's not personal,it's POLITICS. And in my opinion,a smart move.(under the circumstances)
