Revisiting an Old Post

To everyone who keeps bitching about the FOP not doing anything about residency, we refer you back to our article of 17 January 2006. We attended the FOP Meeting (or maybe we didn't - we never remember to sign in anyway) and from that meeting came this post:
  • Residency is on the table. Let us repeat that: Residency is ON THE TABLE. The FOP has instructed it's lobbyists to draft language amending the State Law that allows all cities with a population of over 1,000,000 to remove residency from the realm of collective bargaining. As the law is written, it applies to one single city - Chicago. The FOP is taking it's cue from other Lodges that have fought AND WON the right to make residency part of their collective bargaining contracts. This would make Illinois State Law into just about every what other single state in the union does already. Of course, the City won't play ball on this and Mark Donahue admitted that it might be hard to line up sponsors for the bill (until the mayor goes away at least) and it will probably be a long hard road, similar to what we went through for over a decade to get HB 218 to pass in Congress, but it's a start. Let's see where they go with it.
So the question probably shouldn't be "Why isn't FOP fighting residency?" It should be "What steps have they taken so far?" Residency is codified in State Law. Therefore, it IS NOT the subject of negotiation until the State Law is amended. It took forever and a day to get a common sense bill like HB 218 through the United States Congress. It's going to take forever and two days to try to force a residency amendment through the State House, especially when Daley and the political combine that runs Illinois doesn't want it passed.

This is one time that we might make an exception to a Court ruling being forced on the Legislature. We really hate when Courts step into the role of lawmakers. That isn't their job, no matter what the democrats say. However, we're still of the opinion that a Court (Federal and Republican appointed) might be of the opinion that government forcing people to live in certain areas and under certain restrictions might very well go against such principles as freedom of movement and association.

Who cares where you live as long as you get to work on time? If the Legislature is beholden to governmental special interests, who's to say a Court wouldn't be our best friend in this case?

Another FOP topic, what every happened to the elimination of the 6 day work week?

The dept just dumped the crappy ass 10 hour program without giving a reason, or atleast not one that I have heard of.

Also, I have not done all the research, i am to lazy, but I heard that we are one of a very small few dept. in this country that still have a 6 day work week.

Anyone in the know?

Why should cops be required to live in this city if they don't want to? Maybe when WE all move out, then Daley can keep his CLOUT heavy people and ghetto around, because that's all he cares about anyway. He sure the hell doesn't care about the working class.

Perhaps an argument re: residency can be framed in terms of "attracting recruit applicants"...although those who apply don't have to live in the city, they do have to establish residency at the time of hire. With the applicant pool so thin, why not expand the pool to anyone, regardless of where they live (with the added argument of freedom to live wherever, access to any school district, etc., etc.)....

I agree with you SCC, i think the courts might be the best option. Like the resticting of time due case, this might be best off taken staight to the courts instead of playing p*ssy foot down there in springfield. Also, if we could win this in the courts that would mean we wouldn't have to give up our 1st born during contract negotiations like the FOP would end up having us do to get it. Why don't our "in house lawyers" do anything about this or at least look into it and let us know if it's in the realm of possibility?

I can't believe any officer would not be 100% for the lifting of the residency. If you were new on the job, what/where are your options to live? Garcia ridge?..give me a break, thats going down fast - car break ins, burglaries etc. Mt greenwood/beverly? .... also sinking with big will riding through constantly now - stealing and fighting. 16?.. going down hill thanks to section 8. So what can a new guy do. Try to live close to downtown where it's nice, close to the lake, relitively safe like lincoln park, southloop, westloop. So he/she ends up paying 280,000 for a one bedroom 900 sqf condo. That's the honest reality. You don't believe me go look it up, as i know this very well from searching the last 6 months. Why shouldn't i be able to live in orland park where it's safe and close to my family and commute into 22, 5,. some southside district if i want to. It's just bullshit. I know you're going to say that i knew what i was getting into when i signed up, but does that mean that we should never try to make changes for the better and that make sense? When i came on you couldn't carry in all 50 states, but did that mean that the FOP shouldn't have fought for something that makes sense and helps us?? Let's be sensible here.

Yeah, let's never ever change anything b/c what the general orders say now are just the best things for all of us. None of us are crying, or saying we hate the job. In fact, i love the job, i enjoy everyday i'm able to go into work and have a ball doing what i do, but i just don't want to pay 300,000 for a shed in mt greenwood or a one bedroom in the westloop. And on top of that, pay my RAISED property taxes, AND then still have to PAY to send my kids to a private grammar school and high school b/c the publics are just total absolute crap. So next time before you open your big dumb mouth, think first.

Ok, you gotta check this one out. This is what 230,000 can get you in Tinley Park. Not a bad reverse commute into 022. What a nice 3bdr house with heated garage, etc.. Good schools where your tax money actually goes toward a school system you can actually send your children to.
But no, some people still say that we knew the deal when we singed up for the job and for some reason we should never want to change it... even if it's for the better. Gotta wonder sometimes what these people are thinking. I think honestly the only logical explanation i can come up with is that they are affraid they won't be able to sell their over priced home if the residency is lifted. There is no other plausible reason anyone would be against it.

As a former and forced out unit rep, I do know something about this. Dineen, Nolan, and Donahugh all, when asked about residency, have always maintained that this is what the city wants and you should live in the city. Just like they say about bidding to units vs clout.

The only reason it is "on the table" is because to many of us have been complaining about all of the bennies we have lost under FOP over the past twenty something years. They want us to think they are acutally doing something to help us. Wrong answer.

However, I was talking to someone recently who informed me of a curious thing. It seems that several downstate legislators are tired of the Chicago Home Rule Status and the clout it gives the city. They have proposed a bill that would eliminate home rule status in the State of Illinois. The bill has been gaining momentum, and if enough people of both parties sign on to it, even Madigan will not be able to stop it. That means that residency is DOA, unless the FOP let the city put it into the contract again, WHERE IT NEVER SHOULD HAVE BEEN IN THE FIRST PLACE.

I also know a police officer whose brother is a top flight labor and administrative law attorney. He told his brother to move out of the city, change his address, and he would get the rule overturned. According to him, the courts have ruled that residency rules, even in union contracts are unconstitutional. Caveat here boys and girls. This takes a very long time. There is a process through the Federal courts and it moves slower than molasses in below zero weather. You will get fired. You will have to sue to get your job back. FOP will have to refuse, and they will, to help you. You have to wait until the case is called, through all the continuances, depositions, etc. etc. etc.

In effect, unless you are the scion of a wealthy family and a trust fund baby do not attempt this. You will win in the end, but bankruptcy is a losing proposition.

LIFT RESIDENCY! Times have greatly changed since many of us came on the job. I know I'll get the same old response "you knew you had to live here when you were hired." Yes I did! But that was a long time ago. Things are different now. Just to name a few..The neighborhoods have changed, there is an increase in crime in our neighborhoods, the lack of police in our neighborhoods, the schools, the cost of living, the expensive city stickers, the very little home you get for a very large price, large taxes for very little, insurance rates, and the large increase of illegal immigrants. Today I paid $3.23 for reg. unleaded gas and I have also seen it for $3.29 near the lake. Just across the city limits in Elk Grove it is $2.91 a gallon. Why do I have to pay $850 a month to send my kids to a private school. When I grew up my parents did not have to send us to a private school. Does anyone remember the days when Taft H.S. was a decent school? This city is being destroyed slowly and we should no longer be held captive in it. Don't worry fellow home owners! The value will no drop if the residency is lifted. Not just city workers live here. I have several friends and family members in the private sector that reside in Chicago and always will because they enjoy the city. The difference is they have the choice and it's time for us to have the choice also. Stay Safe!

Anyone that came on after 2000 got royally fvcked. Hosing prices have doubled, in some areas even more. Yet, my salary has gone down: 4% raise barrely at the inflation rate (the rate that does not include housing and gasoline) + increased out of pocket medical payments = less salary.

Something has to change. Either you guys stop being so greedy, so I can buy your house or it will stay on the market for ever.

Good timing for this thread. FOP meeting is 19Sep.,1900 hrs. Come and vote on the new bylaws. The regime will have many there to vote their way and if the rank and file don't show up en masse we will have supervisors running OUR FOP. Imagine you work at Ford Auto and have a serious beef. You go to see the UAW rep who says he will look into it after he presents it to the union higher-ups-YOUR BOSSES! Yeah, there gonna look out for you. You think our "union" sucks now (yes they do)? Dangerous times ahead. The FOP party line claims they want to eliminate the divide between supervisors and P.O.s. Bullshit. Would putting Bill Gates on a union board make him side with the guy on the assembly line shoving a computer disc in a box 20,000 times a day? Think that a union card will make him sympathetic to your needs and start emptying his bank account? This will NOT unite us. This will take away what little means of redress/oversight that we have left. You will have guys in the FOP making decisions for you while operating under a different collective bargaining agreement and protected by the PBA union? Their interests are NOT yours! Claiming they are doing this to unite us is a smokescreen. This is a CONSTITUTIONAL ammendment that should have been a mail-in ballot but the regime doesn't want ALL P.O.s to vote-just the ones they will make sure show up. So will enough of US show up or will we just stay home and start composing our rants about how we got fucked?

As a retired guy who moved out of the city the first chance I got, the grass is definitely greener. However, in the southwest suburbs, a DECENT house or townhouse is 300K and up. Propery taxes on said are 5K and up. Orland and Chicago Ridge Malls is a "league of nations", especially when school is out with above said hitting on your daughters and grand-daughters. That being said, gas is cheaper, better choice of grocery stores, restaurants, etc. When all is said and done, IT'S ABOUT CHOICE and it's long overdue. Lift the residency for Chrissake. I don't think they will have the "white flight" they think will take place. Not everyone can afford to just pick up and move - ANYWHERE.
To the young guys and gals, attend the meetings and hold their feet to the fire.

Why should I. They just give you the same old shit anyway. "Were working on it" is there answer. Sure they are. Have they sent out any letters on the progress? I don't know why everybody thinks it's so much better in the burbs, unless you are way out in one of the collar counties, kane, grundy, lake etc it's no real difference.

I have a friend who is a sgt. on the cc sheriff's police who lives in naperville and still sends his kids to private school, when I asked why he said the public schools there aren't as great as everybody thinks, ALOT of drugs and an ever-growing gang presence.
Cook and Dupage are expensive, period! unless you are out in extreme western cook, by carpentersville, bartlett, etc. your cost of living, minus the city sticker and other small incidentals, will be about the same, especially property taxes, and the bigger the lot, the higher your tax bill, so while choice is nice, unless you can live in Galena and commute to 016, things won't change much.

Here is my proposition: We get a petition out to every unit and district in the Department, get every P.O. to put his/her signature on it. Then we deliver one copy to the FOP, one copy to the Mayors Office, and one copy to the FOP lobbyists in Springfield. If all 8,000 or so P.O.s have a signature on a petition, dont you think it would get noticed?? Anyone who previously posted about lifting the residency have the guts to do this? I will. I work in 001 after 2 decades of all ghetto. You want a wake up call? 001 and 018 is LOADED with shitheads!! Robberies, purse snatchings, batteries, burglaries up the ying-yang. Don't let the fancy high-rise buildings with security people fool you. Those security guards don't do jack shit but sit around and read the newspaper while dude stalks his innocent victims. If you buy a $300,000 one-bedroom condo downtown or in Lincoln Park, all you got is an overpriced cubby hole stalked by predatory animals. Guess what, your fellow cops ruined it. This is an old issue, like two contracts back. I was at the meetings every month. Guys screamed and yelled about it. Then, when they finally came out with the plans, the same guys who screamed and yellled and pushed. went to all the districts and units and bad mouthed it. Why?

The hours interfered with their precious little ppart time jobs. One guy, who was the force behind the six day, ten hour day, took a look at it, and started most of the ruckus against it. This M/4 was running a security operation making mid five figures a year, and the new schedule interfered with his part time. He went to all the districts and came up with a bunch of lies and fed them to the troops. He was effective though.

He also bemoaned the fact that you would lose court OT due to the starting time. All he did was rile everyone up and killed a good thing to protect his little part time gig.

It was all lies and rumors, and the troops, who wanted it, said wait a minute. So, once again, the patrolmen ruined a great thing.

Go to FOP meetings? Well not all of us can make these meetings. Sorry, but a lot of us have very hectic lives that include almost every waking hour driving kids around or making dinner/lunches etc. Isn't that why we have unit reps and why we elect fop officials? So that we can voice our concerns to them and then they in turn bring them to the forefront.

Ok Digbat. first of all that house is in aurora,il the school dist. is naperville.. now if i bought that house in aurora,il it would take me 34 miles to get to work one way. 38 if you work in 016. im not even going to get into the time it would take to get to work depending on what watch and different shit. 33 miles to 26&cal this is all one-way. ok now today i have 26&cal and i work so that would be 136 miles round trip at $3.00 and 15mpg 30bucks for gas ONE DAY. And that is just for you no wife no kids. I REST MY CASE

How long has the elimination of the 6 day work week been "on the table?" But i can assure you i'm still working that f'in sixth day. Or being able to use my time due whenever i want.. that's also "on the table" right? well i can show you my rejected slip if you wanna see it. What about being able to bid to units... i remember that being "on the table" a long time ago, but i can tell you i'm not riding around on marine 1 even though i've probablly got more time than almost everyone in that unit. So the whole "on the table" thing holds no water with me. Show me an update of what kind of progress or attempts they're making do actually lift the thing OFF the table and start doing something about it!!!

The residency issue has plagued the Philadelphia Police Department for years and has been a major gripe for a very long time - as it should be.

I just don't see what the big issue is - you should be able to live where you want.

I'm curious - do most bigger cities have residency requirements?

Are you allowed to live in the district you work in (I know they're not allowed in Philly).

Truth is, residency was devised in the 1950's and 1960's so that the police amd firemen could be raised on short notice, like minutemen, if there was civil insurrection in the city. caused by war or rioting.
That was the whole rational behind it.

Seriously. It had nothing to do with economics, housing prices, or votes.

For any American-bred company crossing the line and supporting the social security, medical and educational draining illegals....i will not support you either. How many of you actually live in the district you work in? I'm assuming that if Chicago is anything like Philadelphia, there are good parts of the city and bad.

Do any of you ever worry about arresting someone in the district you live in - I guess with the chance of them finding where you live and retaliating against you or your family?

that while it is nice to live away from their rat trap cities, they have NO influence at all in either how their depatrments are run, how the city is run, and that their unions are totally powerless, because very few of them stayed in the city. They are not citizens there; they do not pay taxes there; they do not vote there.
The only option they have is to cry in their beer when layoffs, pay cuts, benefit cuts, or other bad things are visited upon them, which is often.
Secondly, if you get your pencil out,(or fancy calculators for some)
a serious cost-benefits analysis will quickly show that to live in the types of places that you people have described as desirable,
is a losing proposition. Why? Because around the Chicago Metro area, affordable housing in a nice neighborhood, suitable to raise a good family, is so far away that you might need a Cessna to commute.
Besides, it's easier for your kids to walk down to the corner to buy their dope, rather than burn a tank of your gas and probably get your car seized as well.

A FOP Trustee who controls their website was in 017 and he was pushing the idea of sgts on the board saying the state and national is not against it. Who the fuck cares about the state and national their interests are not ours as a majority of the officers on their boards are bosses.

our constitution already prohibits sgts from being a candidate for the board why would one think that a member who cannot run for the board can remain on the board once he becomes a sgt.

the current leadership of FOP by allowing sgts to remain on the board is showing utter contempt for the membership.

and if the membership does not show up to the sept meeting and throw these two sgts off the board

YOU the membership of BLUE SHIRTS will reinforce the idea that you don't give a FUCK and this will signal the current leadership that they can and WILL do anything they want..... forget your contract

Just sitting here looking at the Union's Special Bulletin that you all must have missed. The Union won the fight against the residency requirement in the courts. Yep this battle was won years ago. This bulletin is from 16 June 2004. Where have you guys been?

Oops, the Union is Teamsters Local No. 714. That’s for Cook County Deputy Sheriffs. They took their fight against residency to the courts and won! Not us though, why haven't we (FOP) gone to court?

Go to the general meeting and let our union leaders hear your voice! It's time to get up off our asses and vote. There will be 3 votes taken that night.

City residency.

Supervisors on the FOP Board ($1,200 a month of your dues money for them too!).

Refused time due.

No health care after 2013.

$100 ER visits.

Health care cost rising faster then our pay raises.

Not able to afford a decent house and education for your family with out side work that takes you away from spending time with them.

What will it take for you to get involved?

Well, I, for one, have just about had enough of the "City that Works". Should be, "A few in the city work so the rest of the deadbeat residents collect a free check" I'm looking at some suburban depts....many have awesome schedules. Less pay, but then school is free for the kiddies, so its a wash. My neighbor is paying 14 grand a year to send two kids to high school! Burbs are very tempting. Cash out my pension, buy a place with a yard, write a few movers now and then....hmmmmm.

WHY should cops have to attend damn FOP meetings, period? Doesn't the FOP President earn around $180k plus I'm guessing $20-30 more in perks, etc. They go to roll, so issues are already on the table. They should be representing the blue in the best light possible. Most cops work 2 jobs, or when they leave work, they need mental health R & R, hang loose with the family/friends, work out, and/or whatever they enjoy doing to relax.

Lift this stupid residency rule. Give the police a choice. I bet that many wouldn't have to work two jobs if they were allowed to move.

And Harej... I felt that Southside ass whoppin all the way over here!!

I am VERY familiar with far away burbs. Lived there for years. Don't consider anything within 20 miles of chicago a burb. Many of my neighbors worked......DOWNTOWN. Always heard that "yeah, just over an hour and 10 each way, but I come back to my 3/4 acre....". Let me live where I want to. I won't be late. And if I am, spar, spar, spar, and fire my ass if it keeps up. I will even pay Little Dick a yearly TAX to leave this hole....The grass IS greener on the other side...literally. How bout a comprimise? I'll work my ass off in Englewood for the next 10 years if I get to go home to wherever the heck I want. They should have a "WORK SHITTY, LIVE PRETTY" incentive program....
