20 CR's/12 TRR's a Reality

  • Stung by two major scandals since 2005, the Chicago Police Department is putting a spotlight on officers who have had 20 or more complaints filed against them in the last five years.
  • Officers are placed on the lists when they have more than 20 complaints registered against them with the Office of Professional Standards, whether or not those complaints have been sustained. Such complaints are called "CRs" in department lingo.
  • The lists also include officers who have filed 12 or more tactical response reports within a year. Officers are supposed to file the reports whenever they use force.
As was helpfully pointed out by a number of readers, we remember when the TRR was introduced, it was promised to be non-disciplinary in nature. Well, once again, it would seem the Department's definition of non-disciplinary is completely at odds with the rest of the universe. We mean, anything that is used to restrict or deny you an opportunity would seem to be adversarial in nature, hence disciplinary. We'll let the lawyers argue semantics. In the meantime, this sure walks, talks and sounds like a duck.

And just for shits and giggles, when you click on the Sun Times link, look what the article title is in the browser - "bad cops" - and people still insist there is no bias in the media. Ha!

The city and the Super are trying to tell the public that we are doing something about rouge cops. We are going to stick it up the asses of every fucking copper that decides to work and I hope that is very very few. Why put yourself in the trick bag for a city and Dept. that doesn't give one fuck about who you are . To them we are cannon fodder and there are many waiting to take are place. So I say Fuck it , Don't do anything. Make arrests only when you have to and write tickets only when you have to. other then that just ride around take your personals, lunch
and have tunnel vision. Fuck the Dept. and the City. Thats the only way your going to survive.

We are pretty sure that the dept. can implement this program(which I dont get alot of cr's but I think the program is totally bullshit)But if any p.o. re-elects this current f.o.p. administration you get what you deserve.
I say we implement a program where all exempts and empty holster personnel work a B E A T C A R!!,for a entire week a period.Not no cta or airport deployment and show us rogue/bad cops do the job without aquiring any cr's.

The SUNDAY ISSUE of the CHICAGO TRIBUNE had an article in it that told about the CR no.'s that CPD officers were getting and insinuated that the CPD officers that got those 20 plus CR's WERE ALL CORRUPT (see perspective section). I have yet to see the CHICAGO SUN TIMES article but never the less this is a ball buster accusation. My sister informed me of the article yesterday night and asked me if I could loan her $90,000.00 because she knew I did search warrants. Of course she was joking but the reality is that she is family and what do you think regular people are going to think? I feel very violated. I am 33 years old going on 80 because of this. I am stressed. I did nothing wrong other than making some good hits and good arrests. Oh yea, there is a search warrant class being given tonight at the academy. Ask the person in charge of that program about the CR's that you can still get on bonafide search warrants and the federal civil lawsuits that can accompany your LEGAL search warrants. Don't know what I am talking about? Example: Did a search warrant all legal and all and 6 MONTHS LATER MYSELF AND OUR TEAM GOT A CR NUMBER THAT HAD THE COMPLAINTANT OF THE CR STATING THAT WE CONDUCTED AN ILLEGAL SEARCH. Think I'm joking? No. The department will take these CR numbers and even you know it is BS and your supervisor will know it is bs IT WILL EVENTUALLY COUNT AGAINST YOU. IT WILL FOLLOW YOU AROUND LIKE YOUR SHADOW FOR THE REST OF YOUR CAREER. And, for those awaiting promotional spots into the sergeant position or detective position( regardless of meritorious or self-deserved by good test results) you can kiss those spots good bye. (Oh yea, get your scores yet?! another story, another time) When I came on the department I was a proud man. Not anymore. My family feels the tension that I'm feeling. I am already looking for a new job. I am just heartsick. Reality sucks.

An officer cannot control a citizen calling OPS.

How can this dept include the complaints that are found to be exonerated or unfounded?

Common sense would be to use sustained complaints and non-sustained complaints when a possible pattern exists.

Then again, I should open my eyes to the City's pattern: NO COMMON SENSE


Unfortunately, this will make officers second guess themselves and eventually puttung themselves in harm's way.


Does the FOP have contractual leverage with this?

I've treated people with the utmost respect and courtesy and have been thanked by a CR(full of lies) weeks later.
I will admit I've also treated people with less than acceptable behavior and have waited years for a CR that never came.
Unfortunately the Department doesn't seem to understand that a person scorned will call and complain(and even lie or exagerate) as a feeble attaempt at revenge.
I can see many experienced patrolmen slowing down their activity due to this new 'rule'.
This is a shame to everyone involved, memebers and civilians.

There you have it. Don't fill those out anymore unless there was serious injury to the bad guy (or you), and you really need to justify the force you took, which buy the way we ARE AUTHORIZED to use the force nessessary to make the arrest. It has always been that way and always will. If they (the department) are gonna try to stick it to us and go back on there word, make them work for it. Homey can play this game! Bring it on!!
Stay safe out there and dont give them the ammo they are looking for. If your smart, do your job and dont loose sleep over this crap.

Blame all this shit on the supervisors. This is all supervisor bullshit. If you have a worker in the real world getting complaints the boss has a sitdown and should find out what the problem is after at least three complaints. If the boss determines any discipline it is then given accordingly. Where were the supervisors? If anyone should get dumped, it's the supervisors. I haven't heard that yet. It's always the workers that get looked at like a piece of shit. This is all on management. And is anyone finding out what the FOP is doing about this? What is the FOP's position on this? What were the sergeants and lts. doing all this time, all the five years as claimed? And they make the big bucks. What a joke. Dump them.

There needs to be a huge work shut down to show these idiots in charge that this is not right. I would love to see what the city would do if for one week we "showed up" but didn't really work. NO parkers, movers, etc. Maybe then they'll get the hint that we do have some power.. in numbers.

If a police officer amasses twenty CR#s in one year, he should not only be dumped, but investigated and placed in call back. People like this do not belong on the street. If you cannot interact with the public in a genteel and professional manner, you have no business being on the Police Department.

As to TRRs, the same holds true. There is never any excuse for senseless brutality. Most Police Officers are the agressors, either verbally or physically, and are the cause of physical force being used. If they just used some common sense, there would be less altercations. The use of physical force is rarely justified and only leads to lawsuits and a senseless waste of tax payer money.

Rogue police officers have no business on this job and should be rooted out mercilessly, for the protection and betterment of us all.

Bottom feeding lawyers will have a field day with this new rule. These files will be subpoenaed on every case so the arrestee can point out that even the cops employer, the CPD, has questions regarding his actions on the street.

It is so typical of the CPD to over respond to a situation without thinking out the ramifications.

As for 12 TRR's in a two year period, don't forget its not just if you use force that you are required to complete a TRR. If you are a victim of an assualt you are required to do a TRR. So if you followed the departments guidelines and dotted all the i's you are jamming yourself.

Remember in the good ole days, Tact. and Gang was looked upon as the steppingstone to greatness. Working on Tact. and Gangs meant working in plainclothes, getting a lot of quality arrests, doing search warrants and having the attitude to back it up. Nowdays, just getting someone to work on Tact. or Gangs have these new people saying, " Oh, no thanks. You get too many CRs working that stuff. I don't want to lose my job by doing that kind of work. " College educated new people have a point. Never thought I would see the day. God help us all. Fuzzy cuffs? Next on the list.

well im glad im in the district, i was in special units from 87-2001 and i got a c.r. at least once a week if not more,,i was out there kicking ass and taking names..that is what the bosses wanted and i made sure we kept the shitheads in line...well today i would do nothing in the ghetto except make the court money..i thought i would work this job for 40-yrs, why because it was FUN and the bosses backed you up,now i will have to go when i get my 29-day...i hate the way they let the gang bangers and shithead alderman run this city..fuck them all and when i retire i swear i will get on the blog and tell them all to fuck off and leave my name and star number..until then please stay safe and dont step on your dick's..peace.

I thought I was going to have a cop corner set up in my house when I was going to retire. I was going to devote a corner of the house to all my awards, a photo album and other cop memorabilia. you 135 officer who are about to get help beware! In management they call this move a paper trail you see your supervisor are told to "watch you closely."meaning if your late, call in sick, or basically piss someone off they are to document your problem.

Remember these are the same supervisor who have no time to right up an honorable mention. now guess where you going your going to the city shrink to see if you may be mental. A mental officer is easier to stripp than an agressive officer.

I hate calling out the FOP but it sounds like an not sustained is sustained if you are being punished by losing a spot you earned through good police work.
In that case what did the member get for this concession?

Flip side what if an officer has no complaints and is productive would the recive a merit promotion just kidding.

Senate Sneaks Immigration Provision Into Department of Defense Authorization Bill
Senator Barbara Mikulski (D-MD) used back-room negotiations to slip language into the Department of Defense Authorization bill, signed into law on October 18, 2006, that potentially doubles the H-2B visa cap for unskilled workers. This language added to the defense bill is similar to the H-2B amendment Senator Mikulski offered to S.2611, the Senate guest worker amnesty bill that the House refused to take to conference committee. Senator Mikulski was successful in including the H-2B language to in the Defense Authorization bill despite statements from Armed Services Chairman John Warner (R-VA) that he would not allow any extraneous provisions to be added to that bill. In contrast, before Congress adjourned for the November elections, House Speaker Dennis Hastert (R-IL) waged a public battle to attach his own immigration provision to the same defense bill. Speaker Hastert's provision would have prohibited alien gang members from entering the U.S. and allowed for the detention and deportation of alien gang members already within the country. Chairman Warner, however, refused the Speaker's request to include the alien gang language. Last week, as the President signed the Defense Authorization bill into law, Senator Mikulski released a statement stating she would not have been successful in her effort to pass the H-2B provision without the help of Senator Warner.

Rank and File Union Members Breaking with AFL-CIO Over Illegal Immigration

Washington, DC— While the AFL-CIO leadership remains committed to a massive illegal alien amnesty program, rank and file workers and constituent locals are becoming increasingly vocal in asserting that such a policy would do irreparable harm to American workers. The latest crack in the AFL-CIO’s support for an illegal alien amnesty is the Pittsburgh Plumbers Local No. 27, which approved a resolution demanding that their union dues not be used for activities that support illegal aliens.

The resolution, passed on October 10, follows a similar position taken last month by the International Brotherhood of Electrical Workers, a national union representing some 750,000 building trade workers. Earlier this summer, Teamster president James Hoffa expressed opposition to legalization for millions of illegal immigrants and called for an overhaul of U.S. immigration policies that he believes are detrimental to the interests of American workers.

“There is an unmistakable trend occurring out there beyond the Beltway,” noted Dan Stein, president of FAIR. “Americans, from all walks of life, at the grassroots, are mobilizing to stop a massive illegal alien guest worker amnesty program being promoted by a disengaged elite. Whether it is union members acting to protect their jobs and wages, or local governments, like Hazleton, Pennsylvania, acting to protect local residents from costs and crime associated with illegal immigration, Americans are making it clear that they will not sit quietly while their interests are being sold out.”

First of all, thanks for giving us so much credit that we can actually influence the news media.

For our next trick, we are going to start the rumor that all police officers who DON'T get 20 CR #'s in 5 years will be granted an automatic extra 2% in their pay raises. Let's see Fran and Frank run with that one.

Second of all, we don't happen to be on a first name basis with any of the Command Staff. We figure the less bosses that know us, the better. So even if we asked the boss about the rumor we posted over a week ago, he's probably say, "Who the hell are you and how did you get in my office?" We were just verifying that what had been whispered about in the halls of power had become policy and fact.

Supervisors against upper, upper management. Did anyone ask Cline himself about this? I thought Cline was a standup guy? I thought Cline was one of us. I thought Cline kicked down doors and such. What happened in the last couple of months. Hell, I was in court this morning and some of the cops in the room were really adament about doing nothing anymore. Holy bajeezus! And these guys work for a tactical team and are hardcore no nonsense cops. What happened? I mean did the Al Queda invade the top echelon of the department and take over the brains of the top bosses or something? I just can not believe this is happening with this decision over the CR numbers. And what does FOP say? They are our union. This is real scary and Halloween is yet to come.

i hate to say it, but, we all keep complaining about the fop and what they are or not doing. apparently enough of us thought they would be different than nolan who we thought would be different than dineen and so on. once they get elected, the city probably sweetens the pot for all of the fop officers so this nonsense has and will continue forever. it seems they are not for us, but for the city and the mayor. everyone running for fop promises to be different and work toward reform, but, shortly after the election we seem to be asking ourselves...why did we vote for these guys ???????

I do over 12 TRR's between 6-12 month period. If the jagbag fights the police, or we have to resort discharging our weapon to ensure that we go home to our loved ones after every shift. Well, that's what the fuck we do! Alot of us work in the getto districts. And to theWORKING POLICE that's what we do! Never touch the police or you get whats coming to you. So, maybe next year I'll hit that special list, but I know I'm just doing my job and I got 2 words for ya!

Yep, that's it for me... I'm done. I've always made it a point to write enough parkers, movers and ANOV's each day so that it equals at least double or triple my daily pay. Not any more. From now on I'll give 'em a single bus check each day. Second of all, we all know how the Austin district works.....

Thirdly, in regards to the TRR's, you must complete them anytime that you use force against arrestee, or the arrestee threatens or uses force against you. In other words, moron, if you get in an altercation w/ several offenders and have to use force necessary to place them into custody, then you must complete a TRR for each and every individual not simply each and every incident. Which means that, in theory, an officer could complete 4-5 TRR's for one incident.

Saying all that to say, AUSTIN151 you my friend are an Asshole....

You are an idiot. Most officers become aggressor verbally and physically because they are commanding, directing or putting someone into custody or moving them to safety. It's our job.
I assume when you were getting out of control with some one of authority, perhaps your parents, they never aggressively or physically scolded you if they did, then you might have a concept of how sometimes, common sense of just asking someone to get in the handcuffs or into the wagon, jail or off the corner or off the person they are beating the crap out of just doesn't work. It never has and never will.
Aggressive actions from a public that does not use common sense or act in civil non-aggressive matter will always be dealt with a harsh response. Sorry your world has been shattered. Maybe, you can get a hug from someone.

i'd like to add on to what 'peeved in 007' said (10/24/06 03:18:13am). talk about the morale on this dept. i'm thoroughly disgusted on how the church members at the baptist churches can parked however and where ever they want without fear of getting a ticket. i'm sure 005th dist coppers remember when meek's church was on 116th/indiana. his people parked illegally on michigan ave and we (005dist cops) were told not to ticket meek's people.
now on the flipside- how many coppers go to 35th st, the academy, or court downtown and get a ticket (usually from some jagoff cop who knows he;s ticketing another copper's car. but we all know that if parking is enforced at black churches, the race card will be thrown out there. it's sad that cops will not ticket these police haters at the churches, but will ticket their own at 35th st, the academy, or at court.

After the pre-determined amount of CR's or TRR's within the stated amount of time, let them talk to me (us) all they want. As long as it's on company time, SO WHAT!
It's 'non-disciplinary' so I'll treat it the same way as when I go to OPS or IAD on an obvious contrived, set-up bull-shit beef...give your side of the story and get on with life.
Those (under 5%) of the dept. that this 'actually' applies to will have to worry about it. For the rest of us...Police safe and Police smart and leave the rest of the B.S. to the bean-counters.
We need to back-up one another and not worry about those that give the rest of us a bad name.
If tomorrow they said, .."from now on, after every 100th arrest we'll give you an enema," my comment would still be..SO WHAT
YOUR safety, that of your partner and your family is all that really counts!
