FTO Problems

Did everyone sign up for the FTO test?

Evidently not. We heard from various sources that the Department was hoping to get 200 FTO's to pass this upcoming test so they would have bodies available for training PPO's.

159 people signed up.

For a Department that has gone from the oldest in the nation to the youngest in a mere decade or so, the only way to train up the thousands of new cops is via the FTO program - and they can't staff the program. 159 people total. And there is no way they can pass all 159 of them. Or we should say, there is no way an honest test could pass all 159 of them. Who knows what the Department will do when pushed to the limit.

We addressed this problem a month ago as "Problem #2" facing the Department. Nice to see that we were 100% correct.

THAT FTO WAS MY FAVORITE, ALTHOUGH I WAS PISSED OFF AT HIM, I LEARNED TO WORK 99 AND THINK ON MY FEET. A DECENT DEPARTMENT WOULD STABLISH AN FTO PROGRAM THAT WOULD BRING QUALIFIED OFFICERS TO SERVE AS MENTORS AND TEACH NEW RECRUITS WHAT LIES AHEAD. Man Fatally Struck By Train On Far South Side
Death Being Considered An Accident

(STNG) CHICAGO A 28-year-old man was struck by a freight train and killed early Friday morning in the Mount Greenwood neighborhood on the Far South Side.

“Right now it looks like an accident,” Calumet Area Detective Dave Fietko said.

Jonathon Siwek, of 10739 S. Kedzie Ave., was pronounced dead at the Stein Institute at 8:05 a.m., according to a spokesman with the Cook County Medical Examiner’s office.

Siwek was found dead spokeswoman Robin Mohr said.

Police were notified of the incident about 4:20 a.m., according to News Affairs Officer Hector Alfaro.

The man was reportedly walking with two dogs prior to being struck by the train, the medical examiner's spokesman said.

An autopsy performed Saturday determined Siwek died from multiple injuries from a train striking a pedestrian, and his death was ruled an accident, the spokesman said along the train tracks near West 107th Street and South Sacramento Avenue, police News Affairs.

He was the son of a fellow officer. My prayers are with them

I believe that for the last FTO test, about 150 signed up to take it, 75 actually took it, and they passed 73.
Then they DQ'd several people who had court during the training.
And I know they lost one because they gave him no notice for the training.
Many of those who were trained have already quit.

On top of this, It should be known that the DOR's are now required to be done on-line (which means they are time stamped), so you risk getting jammed if you do it during the tour of duty, and put in a slip that says you did it after work (for the extra 1/2 hour).
And there is no guarentee that you will stay in your district, much less on your watch.

well i have 25yrs on and would think about the FTO program but what is in it for me. i see these kids being trained by idiot's,that have been trained by other idiot's. i have worked in special units for 15yrs,i have been in several shooting's and also have been at many many police shooting and crime scenes. i will do the program if there is something in it for me..don't say im selfesh i just know that the white shirts get paid big money for the little bit that they know or do and i want some of the pie, but i know they won't pay the money to have the kids trained right..they will just pay later after the civil suit comes in because no one taught the kid how to do the right thing....just getting it off my chest thanks..I/F

Make that 158 people on the list. I won't show up for the test.
I was told the FTO ptogram was going to D2A pay and you get the half hour every day, recruit or not. The order comes out and nothing has changed, only D2 and half hour only with a recruit and they can pull you out any time to train in districts or the academy.

No way. Count me out.

Best of luck FTO's. I will try to hire a truck to the city instead.

I vividly remember one of my FTO's telling me that the only two things I had to learn on this job was sleep and stop chasing people. Fortunately for the new recruits of our district he has moved on to another district.

The department better sweeten the pot if they want keep the program alive.

most tact teams need fto's now. there are alot of unqualified people with less than 2 or 3 yrs on the job working tact what a joke! remember in 98 when ceriale was killed, the dept wouldnt let anyone with less than 3 yrs work c/d. obviously thats changed. i think it should be 5 yrs, but what do i know

Our job is just that, "a job"
Everyone should do their part in training recruits as pay-back when officers were forced to work with them.

As I said before, let two regular partners shadow two recruits in a car. Besides the zone radio, they could also talk car to car. This way the partners stay together, the recruits get trained, and the perception is more manpower on the street. Can't drive alone you may say, well, they do now in training excercises on the street.

Also the Department spends gazillion of dollars on tuition reimbursement for what? Have focus groups with both college educated officers and street wise officers to solve some of our problems and get back the investment.

Also have an FTO bid by an AREA and not a district. This way they get a better pick of jobs to take and train the recruit. Make it a power shift, with a 1400 start to begin their day at the school dismissals, or have SOS handle school dismissals to avoid a daily district backlog.

I know this is off topic, but the Lieutenant Examination results are in!!!!!

I didn't study one bit and managed to get a 187 out of 230. Either I'm a genius or the Department really dumbed down the test. Hmmm..... You think they would do such a thing???

Anyway, I'm sure that anyone who woke their ass up and sat for the exam passed. I honestly believe a recruit out of the academny could have done just as well or perhaps even better than I!

What does this all mean, you ask. . . It means the City will have the largest possible pool of potential merit candidates. I truly weep for the future of this Department.

The results for part 1 of the lieutenants test came out TODAY; Saturday 28 Oct. Part 2 will be 6 Jan 2007. 230 was passing. How about a new topic on this. It would be nice to figure out what the lowest passing score is.

(For the record mine was 190.5)

Clout and merit are totally different things. Merit was created to take care of morons who really cant pass a fairly simple test and as a payoff to the usual cadre of whining "activists". The Holy Revs and their ilk.

No one with an ounce of self respect would accept a "merit" promotion over those better qualified. And there's the rub.
Most CPD bosses have no self respect because they know in their hearts that they don't deserve the rank they have. And they also know that not only dont they have the respect of those they supervise, they have those officers total contempt. So boss, the next time you are standing in front of the mirror admiring your image in it's white shirt and gold adornments, you all do it, remember, you are dismissed as a political hack piece of shit by the rest of us.

CFD get's the $350 for the test because it was in their new contract. The CPD only get's $250 because it is in our current contract. We have to wait and hope that the great union will actually get ours up to $350 as well. It will be funny to see what they "give up" to get it even thought the CFD is recieving that amount

Only having 10 years on the job, it never fails to amaze me that most of us are incredibly gullible. The city doesn't give a shit about FTO's doing a good job or PPO's actually being trained to do the job. The city, as with any other governmental agency, is only concerned with mitigating liability. The current court standings are such that a municipality is responsible for lack of an established training program or policy that leads an employee to make an improper decision. Therefore, the FTO program exists as a check box to say "We, as a city, did everything we could to train that PO properly and are not responsible for his mistakes". That no leaves the burden on the PO to prove the well documented program failed. The city wants the minimum standard met for the least money. I wish they had an incentive to produce the best PO at an unlimited budget. I have been an acting FTO, by draft, for at least 14 PPO's in my short time on. One thing to realize is that if an FTO (acting or otherwise) is working with a dimwit know it all that will not listen the FTO will just try to guide them, then give up and go to sleep. Most of the new PPO's have been told in the academy not to listen to us, that we will just get them fired, and that they are better than us because they are more educated. Wake up, the job is welfare for white folks, most of my coworkers could never hold a job in a profit oriented environment and are too stupid to realize it. We are a necessary evil, not a desired entity for the city at all. The city does not give a rat’s ass about you, the PPO or the department in general. Do your job for your own satisfaction and don't get caught in the bullshit.

Maybe BC in 025 should train all the new FTOs. I lucked out and had 3 good FTOs. Bob was a great FTO and I was lucky to have had him as my FTO. I learned a lot from him.

I have posted before on this topic, and will probably post again. Here are some thoughts for making the FTO program better.
1. Give the FTO's 45 min. a day overtime whether or not they have a PPO. 2. Give them a true say in retaining or separating PPO's. Everybody hired doesn't deserve to be a Chicago Police Officer. We all have shook our heads at some of the people who have made it through the academy. (granted good FTO's and good PPO's will have personality clashes from time to time, and systems should be in place to account for that. 3. Give FTO's extra points on promotional exams for sergeant and detective. 4. Grant them Superbid status to get into good districts, such as 001, 018, 022, 016 etc. and good units such as Mass Transit, Traffic, Canine, Mounted, and Marine unit, provided of course that they meet the qualifications. 5. Leave them in the districts and watches that they are on now if they want to stay there. These suggestions are just a start, and I am sure that others will come up with more, and maybe better suggestions. It is a shame the way this Department "half-steps" training, and all of us are worse off for it.

I was told that info striaght from the PPO's. Plain and simple they do not listen. Instead they like to tell everyone else to do on jobs they are not even down on. My FTO had 32 years on and was 60 years old. The first thing he said was that his job was to train me to make sure that I would go home safe and then to insure I knew the rules that I had to follow to keep out of trouble. When they FORCE me to be an acting FTO that is what I tell them. Maybe 1 out of three listens to what they are told to do. The others are too busy telling me that my academy instructor told me...... I have worked on a regular basis with at least five current academy instructors, one was a great policeman, one was extremely bright, and the other three had to have others write their paper. Bottom line is if you think the city gives a care about you then you are wrong. The FTO program is a joke, the bosses are a joke and the PPO's are a joke. YOU CAN"T HANDLE THE TRUTH

Oh, the truth I can handle. Its you that is living in a fantasy world. If they don't listen to you, maybe its you that is teaching them wrong. Ever think that? Ever think that maybe they are saying "my instructor told us . . . " because it is the PPO's way of questioning YOUR direction.
If you are correct, then teach them the correct way.
Not everything comming out of the academy is perfect (as I am sure you were as a PPO)
Also, NO ONE is FORCING you to be an acting FTO.
You have a union - use it!
If you are having problems with PPO's following your direction - bring it up to your supervisor - make them do their job = counsel the PPO. That's why the PPO's are in training still = to weed out any problems and correct them. If the problems cannot be corrected then, write them up and take it a step further. Officers like you that bich and moan about a problem but fail to follow thru and correct the problem results in PPO's becoming like our fine 022 dist tact officers that were snatched by the G.
No where did I say that I thought that the city cared about me.
I KNOW THEY DON'T!
Yes, the FTO program is flawed but instead of bitching, be constructive and offer some solutions.
This dept. if full of people like you that sit back a moan about the problems yet do not offer any solutions.

Do not vote for Judge Epstein formerly of the Skokie Courts he has no use for the Police, not that most of the judges at Skokie like the Police. Was Sheahan assigned to Skokie at one time,if she was I believe she changed a verdict a few days later from guilty to none guilty it seems the defendant had a very large lawsuit pending against CPD.

All of my PPO's have come back to me sooner or later for advise or direction. If we don't look out for each other, no one will. I don't bitch about this stuff at work. I get paid to do a job and yes, if I am ordered to be an FTO out of operational necessity I have to obey that order. Unless, you are suggesting to abuse the medical or other ways to wimp out. This is a job, it can have high stakes, but, nonetheless still a job. Amuse yourself thinking that management listens to you.

Going on a tact team is a cut in pay.....i have fun being on midnights, making my arrests, going to court in the morning, collecting fat ot checks...if you like getting dicked out of your days off, change in hours, pimpy arrests, go to tact...i like where i'm at and dont need a change...get a partner you can rely on and do what you do best...be the police...

tact is a joke now whether ur in 011, 007, or another shithole or tact in 018, 022, or a nice white area------tact sucks now. bs arrests in the DOC, edge missions, mini-edge missions, pod missions,reverses, days off cancelled, hours changed, little or no court time because of workin days. thats what the dept's 'elite' officers are doing now-arresting drinkers, pissers, and 1 rock hypes. ur better off on the watch and doin as much or little as u wanna do.

I don't think the city is serious about the FTO program. It SHOULD be a D2A position. Assignment to district/watch should be done on the basis of seniority. The training officer SHOULD have some say in the retention of a recruit. To me,it's simple. PAY THEM AND THEY WILL COME.

That's funny, mine came in too with the exact same return envelope, but mine was addressed to somewhere on south Indiana ave. A couple hundred and a guaranteed vote should be good enough??

11:06, your right. tac does suck right now. i am currently working tac on the south side and the amount of pimpy work that the bosses are pushing for, ie. drinkers, pod missions and soliciting, is very frustrating. we are basically told that they are only interested in numbers, quantity instead of quality. this has taken the fun out of it. i see myself back on the watch in the near future. put this in conjunction with the recent cr/trr policies it does not pay to go above and beyond.

I was an FTO for a year, I liked the job, but you give up too much to take the job.
- Seniority
--With 10 years on the job I could only bid midnight’s as an FTO, but as a PO I could bid any watch.
- Ability to bid to another district.
-- Openings for FTO's are not every period, often it's years until you can bid out of your district
In my case the Commander I worked for had no respect for the position, and talking to other FTO's, from my class, they felt the same way.
Of the 100 or so in my class many resigned within the first year, including myself.
But there are good reasons to at least go through the training.
- Great refresher
- Testing experience
- In my case a Sergeant test was given just after I made FTO and I feel that the FTO class is the reason I am now a Sergeant.
---That I know of, there were at least 10 PO's from my FTO class that made Sergeant from the same test I did.
I am a firm believer that you should take every test this job offers.
It worked for me.

Not being an F.T.O. but knowing a few good ones, it always makes me laugh that somebody as ignorant as yourself would bash a guy for trying a new experience. Did you ever stop and think that maybe an officer does this with good intentions, or maybe because they need some extra income to feed their family. Nope....I'm guessing your not marrried or have any kids...in fact I'm guessing your straight off your cycles and you consider yourself the biggest badass to wear the uniform....I hope for your sake you never need help some day from the people you bash....but rest assured I'm sure they would still come....keep talking shit about people, I know I'm impressed.

Who the hell wants to be an FTO when you have no power to flunk the stupid recruit who doesn't have what it takes to make it. I am all for doing everything that you can to make sure a "fellow brother in blue" keeps his job. But lets face it, there are those that are ot smart enough, or have what it takes because they don't want to listen, and do everything but what you tell them. The bosses just give them to someone else to pass them. What kind of message does this give to people who thought about being an FTO? Aside from the fact that the benefits do not outweigh all the bullshit that goes with it.
