Starks at OEMC?
- First Deputy Police Supt. Dana Starks is angling to take over Chicago's Office of Emergency Management and Communications in a deal that would take him out of the running to replace retiring top cop Phil Cline.
Cline and Starks butted heads from Day One -- ever since City Hall dictated Starks be promoted to first deputy to create a salt-and-pepper team at the top of the Chicago Police Department.
It was a marriage made in hell--the police equivalent of the Bears hiring Mike Ditka as head coach but demanding that he keep Buddy Ryan as defensive coordinator, sources said.
Sources said the two top cops also clashed over the July 2005 incident that saw state Sen. James Meeks (D-Chicago) claim he was the victim of racial profiling. [...]
Two months later, Cline redefined Starks' role in a way that removed the No. 2 man from day-to-day control over the department.
The OEMC job would allow Starks to collect a $162,912-a-year civilian salary, in addition to his $129,339-a-year police pension.
But the truly obscene thing here is the fact that Starks can retire and then more than double his salary? We think we've located a whole bunch of waste and fraud in the City budget all of the sudden.

This is not the first for double dipping at the OEMC. When the center first opened and they hired retired P.O.'s (who had been dispatchers), retired Sgt's and Lt's., they were collecting $60k + per year plus their pensions. Not that they had any great knowledge of the job that we do, they had to learn by the seat of their pants.
It won't be the last time either, I am sure. There will be other ways in the political cesspool to take money from the taxpayers and spend it for naught!

Well, you certainly bring up good points. It's just too bad that if you look all over this city, you'll find people not qualified to be at the positions they are at. What is Starks educational background?

Check with 011 dist Tact members who were there when Starks took over in 1999. See who still has a copy of the To-From that Starks sent out which he quickly took back (but not before several copies were made). An eye-opening To-From to say the least.
Also check into the study group that he put together that was led by a SGT in the academy who may or may not have given all the questions to the test (hint; the SGT is directly related to Carol Mosley Braun)

As a retiree, I just recieved the yearly verification card from the Pension Board. I have to state whether or not I am currently employed by the city of chicago and/or the board of Educ. in any capacity. Anyone know why they need to know.
I'm against starks doubling his income by 'angling" for the "crated position; but lets be honest, the in-crowd has been doing it for years.
Seeing as though the pension fund is having problems, maybe some changes should be made. The ability to retire on friday from the CPD and start on monday at dept. of aviation and begin working toward a 2nd pension (its the big money people) should be modified.
BTW this is not a race or gender issue; the townsends, schurlas, maurers, whigams have all used this ploy in addition to many others who latch on to cush jobs at 9-11, bd. of ed., park dist. etc. How quickly we have forgotten about the BS that bobbi steele pulled on the county taxpayers. illegal? Starks at OEMC is a clear example that because of the person's race, they received a job and was promoted. There should be a story about him or maybe a telethon -- how one of the dumbest person's on the job -- advance. It's one thing to be dumb, but he pretends to be smart, which makes him sound dumber. Read these two article, they are accounts of the same incident. First read The Chicago Slum Times' article. At first, I felt heart broken for this young man and his family. It is my understanding that if you retire from a city position and take another city job you can take your pension from the first job , but pension from the second will not be withheld from the second. A good retired copper I know went to work for the DOA Police and informed me of this. Any Info?

Isn't there a professional with actual training and education in Emergency Management that can take the OEMC job? Let me see, my friends, who all met the requirments for a decent paying city job, who all needed the job never even got a phone call from city hall after applying. Funny when Trotter adm was in place, Rev Meeks' followers where all called and promoted for positions at oemc. Matter of fact at one time approximately 10 people on the 4th floor of operations were members of his church.(personnel,directors, supv., calltakers, dispatchers, many detailed off the floor even the union reps!) They passed out the applications in the back after services! My friends went to city hall to apply room 107. See where that got them. Nowhere.
So yes it's important what church he belongs too! Because following the rules to get hired doesn't work as well as being a bible thumper with a wallet.
