Homicide Rate

  • Six months into the year, homicides in the city are holding even with last year, but the number of shootings decreased sharply.

    Homicides are at 211 this year, compared with 212 last year, but officials say the number of shootings has dropped from 834 at this time last year to 694 this year.

    Chicago Police Supt. Phil Cline credits this to the department's strategic approach over the last several years of analyzing crime daily and immediately deploying resources to trouble spots.

Homicide rate steady, but shootings down almost 150 incidents. We aren't math wizards, but we figure this means one of two things:
  • either the hospitals aren't saving as many as they used to, or
  • shooters are getting more accurate.
Whatever the correlation, it would appear that we have reached the point of diminishing returns - that is to say that the Department (and the political administration) has reached the point where they've cut manpower as far as they can on the front lines and are able to maintain a steady homicide rate over the course of three years (2005 and 2006 were within 2 homicides of each other and this year we are within 1 of last year's rate.) At some point, the City is going to have to accept that 3 million people cannot live in close proximity with one another without 450 or so homicides occurring during any given year.

How about this for a tin foil hat conspiracy theory - someday, the Chicago Machine will be able to manipulate the homicide rate up or down depending if they want to instill unease in the populace or show the voters how tough they can actually be on crime.

UPDATE: Someone in the comments section is calling our statements ignorant:

Check out all the cities around the world with more than 3 million people and you find that all of them, including shitholes in South America and Mexico, CAN support more thatn 3 million people WITHOUT having anywhere near 450 murders a year. Tokyo has over 12 million people. The number of murders that occured there last year: 64.

Ok, maybe our statement was overly broad. Perhaps we should have refined it slightly - "3 million people cannot live in close proximity with one another under current conditions without 450 or so homicides occurring during any given year." But if you want to see a prime example of cherry-picking facts to fit an anti-gun argument, look no further than our critic. For example:
  • Johannesburg - Population 3 million - 1000 homicides per year
  • Moscow - Population 12 million - 1015 homicides in 2006
  • Rio de Janeiro - Population 6 million - between 29,000 and 35,000 every year this century
We can cherry pick statistics too. Do we really need to go on? Some of these cities have the army or the equivalent of our national guard patrolling the streets.

speaking of manpower, last week i was a 99 unit and given a battery in progress in the projects. OEC did not assign me an assist, i asked them to send me an assist car and they said that there we no cars up to send. i told them i would standby until one was. the dispatcher then accused me of refusing to take the job. good thing the sgt was listening and stepped up, but this is becoming more and more common. its going to take one of us to get killed before anything changes, though even if that happened im sure nothing will change still. not sure why im still out there bustin my ass anymore. we're all in a trick bag....damned if we do, damned if we dont. we really need to get on the same page, i know there's alot of shit talking between us and thats the way the department likes it...THEY DONT WANT US ON THE SAME PAGE!!! The brass' strategy to to divide us an conquer us. We will never get a fair contract (FLOP or NOT) its beyond that. They dont care if we have back up or not, they dont care if we cant use that comp time on a tuesday that your earned for working christmas day and didnt get to see your kids open their gifts. I think the only way to get them is paper, do paper on everything, make the crime index reflect the real crime in this city. stop spending 30 mins to get out of 5 min of paper, stop all the 19p's. i know you can get jammed for a blue flu, and it doesnt work anyway cause we are not on the same page. We help kill crime to by not doing paper. if the crime index go's up the brass gets bent over, i say its their turn

Phil Cline has been manipulating the homicide count since he was appointed Chief of Detectives.

Pam Zekman touched on this in her reports of last November and March, which can be found at
www.cbs2chicago.com. If she had been allowed access to the records she would of been able to document the entire sordid facts.

If you recall Grau was the facechild of the Department's response when he indicated he "wished the officers talking to her had come to him instead". Yeah!!

Maher was placed in her position because she could be trusted to continue the program as her husband is Cline's closest friend.

What used to be a homicide under Chief Ivanjack might now be a homicide, might be a involuntary homicide because the SAO will not prosecute or even more upsetting might be carried as a death investigation pending further investigation, for years and years.

Cline's claim to fame of reducing the number of homicides is based on erasers and typewriters and he should be ashamed of himself.

Shootings are down...but stabbings and beatings are up. Check I-CLEAR. That's what is keeping the homicides up. Someone who wants to kill, will, no matter the tool used. It is not feasible to correlate the nmber os shootings to homicides because there are a myriad number of ways to kill...and kill they do.

On a daily basis the print media reports homicides and shootings. It appears to me that the numbers of individuals who die a violent death is much more than what the Department is classifying as a homicide.

I wish that Grau and Maher would explain the difference to the public!

Maybe the shooters are getting less accurate. Compare the number of shots fired calls on any given day with the number of people shot. Even if half are bogus there’s a lot of shooting in this city, and a whole lot of missing. How many times have you as a street cop heard shots being fired, but a search of the area produced nothing, no witnesses, no body. A better bench mark to determine the success of various crime fighting techniques would be to study the number of shots fired calls. After all most legit shots fired calls in this city aren’t some drunken cowboy jumping on his horse shooting his six shooters in the air in celebration of a wedding. Most shots fired have an intended target and the bullets just happened to miss their target and bystanders. Do you remember when shots fired at a person was reported as AGGRAVATED BATTERY not Aggravated Assault

The Japanese happen to be civilized people, don't put them in the same class as a west or south sider and I'll bet a lot of unsouvled/unreported murders go on in south American countries and Mexico.It is not our gun laws that are killing people, we have plenty of gun laws, it's the lack of actual punnishment that keeps thugs on the street. This is true, but don't give them all the credit, these assholes are awful shots, most of the shootings are leg, arm, hand, foot shots. The strategies put in place by Cline have also helped; you don't go from over 800 homicides a few years ago to under 500 all from modern medicine.

You are only 1/4 correct.

Japan is NOT a civilized country, nor their citizens a civilized people.

I have traveled there and found them to be some of the most rude and arrogant people on earth.

Also, during WW II they were barbarians, who terrorized all of their neighboring countries.

THE REASON THEY HAVE A LOW MURDER RATE IS BECAUSE THE DO NOT ALLOW FOR LARGE NUMBERS OF IMMIGRANTS PERIOD!

The ethnicity of Japan is about 99% japanese, with the other 1% being U.S. Military personel who are confined to certain areas and some tourists along with a small number of business people engaged in commerce.

By comparison in the U.S. (even if the population numbers were equal between Japan and US) we have a diverse culture made up of millions of people,from hundreds of different countries, races, religions, etc. Now add these variables together, you are bound to have differences of opinion and occasional violence.

In Japan, there is only one variable, the Japanese culture. Which is why they have a low rate of violent crime.

Guns don't kill people. PEOPLE (OF DIFFERING CULTURES)KILL PEOPLE!

Someone please answer: why do you care whether Cline is hiding the numbers? He receives some good P.R. - good for him. Under Rodriquez (s/p), Hillard and Cline - I still get a paycheck. I do not care if Cline gets some good P.R. Why do we bitch so much?

In 11 years, I still work in a district. It's sucks. I realize that the job has become somewhat boring - do the same thing over and over and for the people in the academy that said it's not like an office job - it's worst. I rather sit in an office downtown and then go out to lunch downtown than deal with the crap, the people, that we deal with. But's it's not Cline's fault. I still do my job and bring it great numbers, because what else would I do for 8 1/2 hours in a shithole.

I actually think Williams has done more harm as Chief of Patrol than anyone else in my 11 years. He must be a moron, because some of his policies has damaged the Department.

I understand the bitching when it comes to policies that harm us, but when a person gets good P.R. why do we care.

FOP should use these stats in getting us a better contract.
