Someone stated in a previous comment section that the Department had to shut down the Taste a bit earlier than normal this past week because of a situation that nearly got out of control. Now we're reading in the comments about the unruly crowds, the gang bangers throwing up signs, the stupidity that always seems to surface when you get a million plus people in a small area.

- An 18-year-old Southwest Side man has been charged Wednesday after a Chicago Police Deputy Superintendent made a dramatic arrest late Tuesday near the Taste of Chicago with the help of a Deputy Chief and other police officers.
- Chicago Police Dep. Supt. John Risley and Dep. Chief Michael McCotter were visiting police officers posted near 1 E. Jackson Blvd. at about 10:25 p.m. Risley saw a man "shifting and fidgeting" around his waistband and told the other officers the man might have a gun, according to police news affairs Officer Amina Greer.
- Risley, McCotter and the other officers approached the man for questioning, but the men attempted to run. One of the officers grabbed the man’s shirt and Risley grabbed a .380 caliber, semiautomatic gun from the man’s waistband, Greer said.
Didn't someone get shot right outside the Taste last year? Or was it the year before? More and more, it seems that the Taste is turning into a crappy place to go. How about some other stories the media isn't going to cover regarding the Taste since it's the mayor's baby.

Three years ago... right at start of fireworks INSIDE taste, there was a shooting. Lots of people started running, bad guy caught, gun recovered. Sadly, the Rainbow Cone tent suffered from pepper spray from some banger's girlfriend. Rainbow is delicious, even when spicy!
There was a murder just outisde the taste, but it was four years ago this summer I think. Gangbangers leaving the taste got into it with some street performers using bucket drums. Shots were fired, one was killed. A couple of innocent out of towners walking by were also shot. Chicago should do what Milwaukee does. At all there fests, Irish, Italian, Polish, they charge an admission to get in. And because of that they have no problems. The taste is loaded with gangbangers eyeballing each other. You think the guy they caught was the only person there with a gun? What are the odds of that. Daley is always crying poor mouth, so charge 10, 12, 15 bucks to get in. That would keep the rats out.

I would never, never take my family down there. I have not been to a taste festival in over 7 years.
Gas up the car, head west on I-88, and go to Naperville's Rib Fest. A lot of great food, drinks, bands, and most of people, actual educated, hard working, decent people. No GD's, BD's, Kings, Saints, Counts, etc...just people who want to enjoy themselves.
The place was packed and not one problem; nobody leaving their kids unattended for the police to watch, not 16 year olds with their own kids, nothing like the crap you see by the lakefront. It amazes me that people actually still drive in from the burbs to see the fireworks.
As an added bonus, stop and take a look at all the stuff the NPD has, boats, cars, all sorts of toys - not that they need them, but at least they have them.

I would not go to the "Waste of Chicago" unless you paid me time and 1/2 to do it. Hit 90/94 north toward Milwaukee and pay the $6.00 for Milwaukee-Fest. Better bands, better food, and less (I mean no) gangbangers throwing gang signs to the cameras. Why is the arrest of a teenage UUW offender all over the news for the last two days? Risley and McCotter did a commendable job of affecting the arrest and taking a gun off of the street but they did nothing more than working police officers do everyday. The primary difference is that when a PO makes a UUW arrest he/she is only doing their job and deserve no positive media attention.
Has anybody noticed that Charlie Williams has been virtually silent the last few months? Has he been silenced for his numerous screwups or is the future Superintendent intentionally taking a lowkey position to avoid any possible blunders?

The appointment by merit of Captains has to be one of the worst decisions ever rendered in relation to the morale and integrity of the watch. Bring back the civil service rank of Captain via testing now. This would ensure that Captains could cohesively run their own watches without political interference and the threat of demotion back to the rank of Lieutenant.

I live in 022 and recently read officers that live 016 complaining about how the Commander of 016 had officers, including tact, assigned to the parks around the areas where the police live. And, then they complain when 016 personnel is assigned to other districts, like 011. What do you want?
Check the missions that the Gang/Tact personnel in 022nd District has been assigned over the last 6 months. NEVER has there been a mission in the areas where the police live. In 022, tact/gang must spent their tour of duty on the east end to justify their existence. I understand these areas in 022 where the police live has been quiet, but people still like seeing the police drive up and down their block and a strong presence would deter future crimes. Please have the Gang/Tact teams assigned to the parks in the areas where the police live in 022nd. We won't bitch.

I worked the 3rd n 4th. On the 3rd we took radios from the District and they didn't work. All you heard on the citywide was static. On the 3rd TONS of cars were driving in the streets that were supposed to be closed. Some had some bullshit photocopied pass and a handwritten expiration date. What a joke. If Ak-nod and his Doc friends come here to play were fucked. They can drive right in with the car bomb with photocopied pass and we can't call for help kuzz of the static. At least it was nice to see people (public) that say hi to you for a change. One more thing. All of the Bosses were excellent down there. Treated everyone like an adult. Has anyone noticed the massive increase of vehicles bearing Texas tags on the roadways in Chicagoland? I see it in Chicago,the burbs the highway,etc. The vehicles almost exclusively contain Hispanic occupants. An educated deduction would be that they are illegal alien, Mexican nationals flooding into Chicagoland.
It must be extremely easy to register and tag a vehicle in Texas. This needs to be brought to the media's attention. I know I plan on hammering the drivers for failure to obtain an Illinois DL and plates within 30 days,city stickers,seatbelts,insurance,etc.

No brainchild thinking there. School unit officers know the students assigned to a school intimately. They know the players,the gangs,the truants,the troublemakers,and the good kids. District personnel do not, nor do they have the time to find out.
Phat Phil keeps making up new units to fill with clout babies, while getting rid of one that actually served a viable purpose.
The districts are way too thin on second watch to divert two or more cars at recess time or when trouble flares. In some districts this literally takes up to 30% of available manpower from service.
Hopefully the new administration will get back to the basics and rectify the current wrongs.

It looks like Charlie Williams initiative to completely dissolve the Public Housing Unit has also been a bad one.
Public Housing served a viable purpose, the officers assigned to the complexes knew the players by name,the gangs,dopeboys,shotcallers,troublemakers,the buildings,residents and the known cache locations in the complexes.
Downsizing Public Housing would have been the wise choice not disbanding the entire unit in one fell swoop while complexes remain intact and occupied.
Index numbers and crime stats already dictate that the Public Housing unit was a strategic department asset. Does the "Bad Heroin", fetanyl epidemic, that killed 200+ based in the Harold Ickes and Dearborn Homes come to mind? The fentanyl epidemic focused national media attention on Chicago that was not desired. Incidents occurring within the Cabrini Green Complex also generate a tremendous amount of unwanted negative publicity. District personnel are generally afraid or unwanting to police these complexes and let the projects police themselves.
Does the CPD still receive federal funding for having officers assigned to Public Housing? If so, how do they justify receiving it lawfully, without a Public Housing Unit?

Should Charlie Williams become Superintendent,this should be one of the first things the news media inquires about. Afterall,Charlie was the individual who testified at the City Council. Charlie requested that the unit be disbanded and its assigned personnel incorporated back into the districts.

Miwaukee's Summerfest probably has the greatest music lineup in the country. The prices are very reasonable and there are no problems there. The setting is beautiful,clean,scenic and directly on the lakefront. An added bonus is the crowd is polite and courteous. The MPD also treat us very well.
I drive to Glenview and take the Amtrak up there, the train drops you off a block from the Fest. They have a train that departs Milwaukee at midnight too.

We were talking about the admission fee solution the other day after we had to work the fest Sunday. This is what we came up with. The working stiffs in this shit hole would be the only ones paying the admission because the mongloid leprechan would be giving free passes to every storefront church group and ghetto park district organization around. The mutts would still be getting in free and the only thing we get out of it is $10 lighter in the wallet.
You are so right with that statement. If you look outside of the Superintendent’s Office displayed are large poster board checks from donor organizations. One from LAPA (Latin American Police Association) and one from HAPCOA (Hispanic America Police Command Officers Association) two large and influential CPD Hispanic associations. Both have made contributions to the Police Memorial and both of their Presidents have been promoted soon after. AKA – Sgt. Jerry Negrette and ADS Robert Lopez. There are also many more that have made large contributions (or their spouses has) and have been soon after promoted such as Capt. Judy Martin….and Commander Gross who made a donation from his Detective Study group. None of this is BS, there are photos and deposits to verify what I am saying. The money did not even belong to these guys, it came from the membership of these organizations or from you. And look, it is not just minorities or Hispanics. Bottom line, if you want that promotion, give to the right charity, the Police Memorial.

It has been said that Superintendent Phil Cline personally reviews the list of sworn contributors to the Chicago Police Memorial to see who contributes and how much they contribute(d).
If you are requesting assignment to a unit,meritorious promotion or under consideration for a disciplinary infraction/recommendation and are not a contributor you are S.O.L. This equates to no unit,no promotion and time or 30 pending if you are not a contributor.
While you are in promotional training at the academy; they practically commit exortion demanding you contribute and signup for the Police Memorial Direct Withdrawal.
The Chicago Police Memorial is the Superintendent's baby and the only positive thing left for him to claim as a legacy. Although, the realization that Casper Lauer was not the first PO killed in the line of duty has greatly embarrassed him.
Does the list of contributors being checked before decisions are rendered remind anyone of something very similar in Chicago?
Can someone post the list so we can see who gave what and what they received in return?

I worked the taste and although families came through, A LOT of gangbangers came through as well. Gangs of every color poured in male & female. I have worked the taste for the past 3 years and this year was by far the worst. Packs of them hanging on the corners when it was over.
The trains broke down, so we couldn't get them out of downtown. If shit would have hit the fan, we would have lost. Way too many of them and not enough of us. I won't be working it next year, that's for sure.

Take off the gloves, get rid of the micromanaging glory grabbing, no back bone having bosses. Institute a performance and promotional system based on how much work you do, and how many arrests you make. Post the stats, give everyone access to it. These are just a start. go back to rotating watches, let partner stay in the same day off groups. Get rid of the gangs teams, three tact teams are plenty.

You are CORRECT! The original "Taste" WAS held on Michigan Ave! It then got moved over to Navy Pier, but it quickly outgrew that space too.

The traditional CAPS problem solving model has been watered down over time.
Lastly, don't forget a lot of people have built careers and been promoted for CAPS work. Department Commendations and more have been given out for CAPS work. SOme people did very well by CAPS and still can. Some people have embraced CAPS, never saw the street and wear a gun and handcuffs with their street clothes as ornamentral jewelry. They tell their friends that they are police officers.

If it is a closed festival that requires an admission fee it not only cuts down on the riff raff by the cost alone, but it would make it easier on us to police it and make it a safer and enjoyable event once again. They could make it well known in advance that gang attire will not be allowed entry. Any public display of a gang affiliation (tilted hats, gang signs, one pant leg rolled up, etc.) after entry and they have to leave, any disturbance and you have to leave, refusal = arrest. Make all this a condition of entry and print it right on the ticket. This empowers us to do something about them proactively rather then waiting for the shit to hit the fan before we can do anything. Take away the "representing" in public and a lot of them just wont bother going. Being a gang banger isnt illegal and as long as it is a free event in a public place, it seriously ties our hands as to what we can do about them. Just a thought, but something has to be done. I have yet to hear anyone claim that they actually enjoyed going down there.

Not only do most officers in 010 get event numbers for their Primary, Secondary, Auxillary, Problem Solving, Community Concerns, Special Attentions, TRP, Level 1 DOC, Anti-Violence, Open Air Narcotics Sales, Gang Disruption, but also a CAPS Mission. Not to mention the never-ending premise checks.

I talked to the SFPD about Golden Gate jumpers. They estimate a 2% survival rate. Marin Co. (north side of the bridge) Coroner's Office rather than SFPD handles autopsies. They hit the bay at about 120 mph, bones splinter and penetrate internal organs on impact. Drowning is a rare cause of death. The Golden Gate averages a jumper every two weeks since it opened in 1937.
USCG looks for the remains. Most eventually turn up while others are never found.
A less publicized location for fatal falls (suicides, HOMICIDES and accidental) is the Grand Canyon--an almost perfect location to give an estranged spouse an unwitnessed little "accidental" shove.

SOS? Sorry Charlie. They didn't do anything at the Taste. As usual, the TRU and District Gang units had to be the REAL POLICE and round up the badguys. SOS are all about show. They do show up, but don't make arrests.
The reference to the specialized unis actually KICKING ASS had to be the Target Response Unit and Area Gang Teams. They actually made arrests and kept the g'bangers at bay.
I did see some SOS guys feeding their faces though....nice work SOS!
