It's Grau

  • For the second time in four years, an outsider will vie against two police insiders to become Chicago’s next police superintendent.

    The Chicago Police Board identified the insiders as Deputy Supt. Hiram Grau and Chief of Patrol Charles Williams. Grau is Hispanic. Williams is black.

    The third finalist is Thomas Belfiore, a 20-year veteran of the New York City Police Department.

Our favorite columnist (Hi Fran!) gives a little too much credence to the third finalist - Daley has never considered an outsider - at least not an outsider he can't control. We don't think the current crop of scandals are enough to drive him to this extreme. And a big thanks to Fran for pointing out that Grau is Hispanic and Williams is black - can't let qualifications get in the way of keeping that "balance."

Williams still has to answer for his speech to the supervisors undergoing Ethics Training when he allegedly told everyone that if he could have sent the Sergeant of "Jefferson Tap" fame any farther away from home after the dump (from 016 to 005), he would have. This allowed the entire incident to fester for months before the Abbate incident, which then directly led to Cline's resignation.

It would be hilarious if Williams actually won the top spot after causing the downfall of his predecessor through inaction concerning alleged misconduct - especially after Channel 7 is touting his IAD credentials in their report. The smart money is on Grau at this point.

Thomas "The Outsider" Belfiore left the NYPD in 2001 after a twenty year career. He commanded the 19th Pct. (the affluent Upper East Side), the Police Academy and as an inspector in Internal Affairs, figured prominently in the police corruption investigation of the narcotics and perjury scandal in "the Dirty Thirty"--the 30th Pct. in West Harlem/Washington Heights.

In 2002, he became the Commissioner of Public Safety for Westchester County, the suburbs directly north of NYC (the Bronx). His current annual salary is $171,000.

He's just a decoy. Why would Belfiore or anyone in their right mind apply and relocate for this clusterfuck of a migraine job under Daley for a pay hike of less than 15K?

I smell a rat!

It's business as usual with Daley stooges Grau or Williams. It's the Chicago Way!

I'm a retired copper pretty much out of the loop except for SCC.

Exactly who is this Grau fellow? Did he ever work the streets of fast south and west side districts? Was he a detective? What units did he spend most of his first 20 years or so as a PO, dick, sgt. and lt.? Who is his clout?

He does seem to have a very low profile.

Belfiore from the NYPD can't be that naive or stupid. They must have promised him that while he'd never get it, he can always say he was a finalist for the CPD top job.

Any outsider would have to be a moron to figure he actually had a legit shot at it. Add that the word gets around with IACP, etc. that outsiders need not apply. Even if an outsider could get it, he'd have to be crazy to take it.

A complete waste of time. For what?

It looks like two of the three finalists have strong IAD backgrounds.

[From 1997...] Deputy Inspector Thomas E. Belfiore, one of the Internal Affairs detectives who led the 30th Precinct investigation, is now the commander of the city's Police Academy and has helped develop a curriculum to teach officers the steep costs of lying to strengthen a case. I can't see any outsider taking the job, not knowing up front what it entails. The Mayor picks your spokesperson, your legal counsel, first deputy and probably a bunch of other spots. The mayor dictates police policy and tells the "professional" how to run the Dept. This guy from New York is suppose to be big on integrity. Maybe he would be good. Maybe he would blow the whistle to the press on how this Dept. is really run... by Da Mayor.

Well Charles Williams also gave and kept CHA Special to Public housing. He went all out to do what he could for us so I don't know what that previous poster was talking about. I saw him at many crime scenes in housing and he went out of his way to help anyone he could. But if you were a Dog or asshole he wanted no part of you. That' the Charles Williams from housing that I knew.

Hiram Grau has many things going for him. First of all, the "skeletons in the closet" seem to be non-existent. He is quiet, professional and low-key. If you pay attention, you'll observe that he never sticks around after DOC meetings to shoot the crap with his fellow exempts. He seems to distance himself from the rumor mill.

You'll never see Grau b.s.'ing for too long with any one person or group of people at a social gathering. He seems to be keenly aware of who is full of hot air, and keeps his distance. I admire him for not wanting to be painted with the same brush as many of his exempt counterparts. This man is not impressed with himself or his rank. However, he does have one thing working against him...his Hispanic heritage.

At this point, we currently have an Hispanic Fire Commissioner and an Hispanic in charge of OEC. How do you think the Black contingent will take it if our new Superintendent is Hispanic, too?

Rumor has it that the Mayor can't stand Charlie Williams. We'll have to see if this plays out. Of all the choices, his appointment as Superintendent would do more to deflate morale than any other.

Unfortunately, Charlie has never learned the finesse of being a boss. He rules with fear and an iron first. Heard good things about Grau, but have never met the man. Outsider, highly doubtful. Williams is a real piece of work. I really hope this little TURD does not get it. Belfiore is not a bad guy has little police experience. Surprising? Not in the NYPD. Belfiore did start as a cop and did about 3 years of patrol. He was a sergeant in Internal Affairs, a Lt. in chage of the gyn ( I kid yoiu not), as a captain he returned to IA, as an Inspector he was CO of the Academy. He did a bried stint in charge of a cushy precint and returned it IA and HQ.

He was not part of the revolution in the NYPD. In Westchester, he serves as more of a coordinator than a commander.

If you want an NYPD guy, he would not be my choice.

FYI. Grau and Williams both made Sergeant on 01 December 1988 in a class of 270. Some other notables in that class were John Thomas, Bill Kirchner, and Cynthia White, although Bill is a decent man and it hurts me to put his name aside the others. Grau immediately went to the FBI Task Force. Enough said. Williams immediately returned to his IAD roots and went to IAD Confidential and Corrupt. Again, enough said.

At least he is smart enough to know how to screw you, or not screw you. Williams, even with all his IAD experience, doesn't know how to screw you, but he can and will screw you up by being stupid. May we all be lucky enough to survive this chapter of CPD Antics.

Cathy Rendon has risen to her highest level of incompetence. Hopefully, she will go no higher. Did she ever get her degree? Poor dumb child, and jealous as all get out of other women with educations. She didn't have a degree (wasn't required at the time) when she made Lieutenant. She's another one who had her lips firmly attached to the ass (?) of a boss. Cannot remember his name. Fancied himself as a lady's man. Gray hair and moustach. Commander in the Medical Section for a time. What was his name? After him, her lips affixed fimly to the ass of Bradford ('Nother Goof) Woods. DS still has PO's (useless) as timekeepers and 2 of them at that. why does that do nothing office need all those officers, God forbid if they get sent to districts, where they should be, but have never been. Not bullshit. CW wasn't even in housing anymore and he came to our roll calls to tell us how he was working on disbanding us. That worked out great. Hiram Grau was named in a CR for an incident that occurred in a nightclub in Schaumberg in 1997. He and several other police officers were working security at the business and a shooting incident took place, which resulted in an individual becoming a paraplegic. The incident occurred after a gang disturbance but Grau and Company failed to prevent same.
Hiram Grau and the other P.O.'s placed the failure to act on his sister, Carmen Grau, who was a P.O. on disability. They were aware that any penalty recommended in her direction would not be served as she had no intention of returning to work. Hiram was afraid that the FBI would request that he be returned to normal duty at the CPD.
This investigation is still available for review because if Carmen Grau ever returned from disability she would have to serve the recomended penalty.
