How did this slip under the radar? It's like a week old:
The city cannot keep secret a list of 662 Chicago Police officers with more than 10 official complaints lodged against each of them between 2001 and 2006, a federal judge has ruled.
The list could figure into the ongoing debate over whether the city should change the way complaints of police misconduct are investigated and how officers are disciplined.
The list would allow the public to see which police units have the largest number of officers with multiple complaints against them and if the officers were referred into "early-warning" programs.
Last week, Judge Joan Lefkow ordered the city to release the list.
Ten official complaints means you are going to get put through the wringer. Amazing. It doesn't even address the status of the complaints - Exonerated, Not Sustained, it doesn't matter. Just ten accusations and you are going to be the target of bottom feeding lawyers who will probably start soliciting more cases in order to file civil suits with little or no merit aside from the argument of "where there's smoke, there's fire." Something must have happened. Look at all these complaints! And yes, this has been ordered by Judge Joan Lefkow. After all our people did for her, she's willing to disregard the established precedent of the contract and strip away 662 officers' presumption of innocence and drag them through the shit.
Even felons have the right NOT to have their criminal records not used against them (except for bail and sentencing purposes.) But your Not Sustained allegations? Fair game according to Lefkow.

This looks like a mirror of the "BIS" program they started with people who had a certain number of complaints against them being placed into the BIS system. Since the city made the list, it is discoverable and can be brought into court. Of course the people demanding the information have no idea what they are looking for. While I'm totally opposed to Lefkow's hare-brained ruling, the only person responsible for clearing the Lefkow homicides was neither the CPD nor the FBI.
All credit for the traffic stop of double murderer Bart Ross and the exceptional clearance (suicide) goes to Officer Rick Orlowski of the West Allis P.D.
Notwithstanding, the Lefkow decision is grossly unjust. It cries out for a TRO and an appeal to the Seventh Circuit.

Let us see the resumes of our exempt rank to determine their "qualifications." This should all fall under the Freedom of Information Act but the city has been dodging compliance. Secondly, she's a federal judge for Christ's sake, and a highly respected one at that. Based on your logic, everytime she hears a criminal case, she should automatically rule in favor of the prosectution..don't even bother to listen to testimony,evidence,and other silliness ALL because she had this HORRIFIC thing happen to her & her family which just happen to have occured in the city of Chicago. 7/11/2007 @ 1:14 a.m. Don't forget about the "Special Services" provided for the good Judge during the investigation by the d-unit or the round the clock protection of friends and family provided by CPD. The average taxpayer would never receive any of these benefits. It goes to show you no one cares about the police except your fellow police officers. Support each other on and off the street. Don't buy into the hype the media spews out daily...withold judgement on your fellow officers in the Jefferson Tap & S.O.S scandals until all the facts are made public then pass judgement if you must.We as police officers are losing our rights daily we are held to a higher standard and are not afforded equal protection under the law.The ASA's, politicians, judges etc. are not our friends. The Police contract is not "precedent" in a legal case of this type.
I don't know enough about the "legal" issue to say whether Judge Lefkow made the right decision.
I do know that complaints have to be looked at differently. Someone working a "busy" district is going to get more complaints simply because of where he works. An active cop who does his job will generate more complaints.
I'd be more concerned about a cop with 3 complaints who works at 103rd and Pulaski than I would with a cop who had 10 complaints who works at Damen and Madison.
That's why I love the idea of cameras in cars. You pull someone over and you have to use force and the camera will likely help you out later.
The whole issue of how complaints should be handled is too complicated for me to delve into. Particularly since I need some more caffeine. I don't have an answer, but I know it needs fixing.

Guys getting 10 complaints in 5 years? I remember working in 014/025 late 80s, early 90s,working Coppers were getting 5 a week!!!

Remember get the "Gangs, Guns and Drugs." Go the extra mile, work hard and you may get a DC three years later, but get some beefs for working and you will get your name in the paper, a law suit, take time, or put on the behavioral intervention program in much less than three years. The Judge is obviously a goof but it is/was the current administrations fault. They started gathering numbers for the behavioral intervention nonsense not realizing that it would be discoverable. If the present leaders made it 20 complaints, then discovery would have went there. The scumbag lawyers were sharp and let the people at 35th do their work for them.
The FBI had the big federal wallet in their back pocket, that made them in charge of the Lefkow investigation.
They had tunnel vision and wanted Matt Hale and his crew at all costs. Don't think for a minute that the city or feds would ever do the same for you or I, or Joe Citizen. She received millions of dollars in police service above and beyond what anyone else would get. How many women come home to find their husbands murdered and didn't find themselves as a "guest" in a detective division interview room giving an alibi statement. She was treated with kid gloves during the entire investigation. This is how she thanks us. Judges use their discretionary powers every day when "upholding the US Constitution."

Sorry to disappoint you but here is a news flash for you. The FBI was NEVER in the drivers seat. They had to send Dicks from all over the city to hold their hands because they had no clue how to interview people. Most of the Agents assigned were fresh out of training and less prepared than a CPD recruit.
It is true that the Wisconsin Cop was the real breaker of the Lefkow Case, not Chicago P.D. or the F.B.I.
What, if anything, did FOP Lodge 7 do to try to stop this ruling? Does anyone know?

Sorry folks, I'm all for cops being held accountable in full public view. If charges of inappropriate behavior don't stand up, good for you. If you've done nothing wrong you should have nothing to hide I've been at the losing end of several cops' power plays and I'm not black, latino or obviously poor.
Unfortunately, like another commenter wrote, there is an awful lot of ignorance on display in these comments. Not saying all of it is from cops, but it sure wouldn't surprise me.
Believe me, there is nothing I like more than a good cop and nothing I hate more than a bad one.
do you want to know why people don't trust chicago cops? because they've dealt with them.
a couple years ago i was playing basketball with a couple friends in rogers park by the lake around 10 pm. as we were playing, a cop car rushed through the lawn, hit the lights, blared their search light, and hopped out like we were manufacturing crack. they harassed us and told us to leave. as we were walking away, complying with their request, i jokingly said to a friend "thank god this isn't a dangerous neighborhood or this would seem like a real waste of the cop's time, huh?"
a minute later as we were almost out of the park, the cop car drove up and the cops hopped out. one grabbed me and put me on the hood of the car searching me while the other put his hand on his gun. they cussed me out ("you think you're so motherfucking clever now, huh?" e.g.) pushed me around, and made me stand with my hands on the hood of their car for a half hour. when friends asked what this was all about they told them "fuck off or you're next." after hassling me for the better part of 45 minutes, they pushed me off the hood of their car. noting my TN driver's license they told me to "go home cuz we don't need any more sister fuckers up here." i was given a ticket for being in a park after closing time (despite no sign being up notifying us).
i submitted my complaint to the IAD people along with photos of the car, badge numbers, and statements from my friends as well as a random person who was walking by at the time all corroborating my story. the complaint was called unsubstantiated and it disappeared.
THAT is why i never, ever, give chicago cops the benefit of the doubt. because there are thousands of stories like mine.
